MISSION

Protective Forces perform routine and emergency duties on NNSA facilities to protect critical national security assets, DOE property, classified matter, and employees and visitors from theft, sabotage, terrorism, or other malevolent acts.

• Identify, locate, and assess threat through active and passive means using human and technological assets and programmatic processes. DETECT

• Discourage and interrupt progress of threat through active and passive means using human and technological assets. DETER

• Engage, interdict, and neutralize threat through active means using human and technological assets. DENY

• Repossess and secure asset on site through active means using human and technological assets. RECAPTURE

• Repossess and secure asset off site through active and passive means using human and technological assets while in contact with threat. RECOVER

• Ensure continuity of protection and restore normal operations following an emergency situation. RECONSTITUTE

In order to successfully accomplish the Protective Force Mission the following Essential Tasks were

identified (Recapture and Recover are not present for sites without Category-II or greater SNM):

METL ASSESSMENT

EMET/SSST assessments will be measured against the task standards and

will include:

Leader assessment of collective tasks: Observe, grade, and document

(T, P, U)

Instructor assessments of collective training: Observe, grade, and

document (T, P, U)

Performance Testing evaluations and assessment of collective

tasks/training: LSPTs (go/no-go), FOF (T, P, U)

Internal and external audits and surveys

Method for assigning resources to leader and individual tasks

The assessment must be defensible and HONEST.

Honest and accurate assessments drive the program

"P" (needs practice) — Needs to practice the task. Performance has

demonstrated that the unit does not achieve the standard without some

difficulty or has failed to perform some task steps to standard.

"U" (untrained) - Has not demonstrated an ability to achieve proficiency to

standards.

The Field Manual lists all METL tasks, conditions,

and standards along with performance

measures, supporting information and

references.

THIS IS A ONE-STOP-SHOP FOR EVERYTHING METL.

CURRENT STATUS

1. Entering the Sophomore year (LLNL Jrs)

2. Stakeholder meetings are progressing well

3. Assessment results are beginning to normalize

4. Quarterly results are forwarded to HQ for analysis

5. Still a disconnect between TNA (prioritization) and

executed training and testing

6. Assess performance and capabilities of subordinates for

all METL tasks quarterly.

7. Current EMETL SAVs focus on field office personnel

with training and testing observations
