Minutes of the Ordinary Monthly Meeting of Lockhart Shire Council held in the Council Chambers, Green Street, Lockhart on Monday, 16 May 2016 at 5.02pm.

PRESENT Cr P. Yates (Mayor), Cr R. Schirmer (Deputy Mayor), Cr J. Morgan, Cr R. McDonnell (arrived at 5.18pm), Cr G. Verdon, Cr G. Driscoll, Cr M. Day and Cr D. Douglas. Also in attendance were the General Manager, Director of Engineering and Environmental Services and the Director of Corporate and Community Services. The meeting opened with a prayer.

The Mayor, Cr Yates, verbally reported on activities during the past month as follows: Mon, 25 Apr Attended the ANZAC Day dawn service at The Rock, followed by the

midday service at Yerong Creek.

Tue, 26 Apr Attended the REROC Executive meeting in Wagga Wagga. Mon, 2 May Along with Councillors and Acting General Manager, David Webb, met

with Cr Keith Rhoades, President and Donna Rygate, CEO Local Government NSW followed by the Full Draft Budget Workshop.

Sat, 7 May Teleconferenced with the Hon. Sussan Ley, Federal Minister for Health

regarding Lockhart Shire’s position with the Fit For the Future programme. Thurs, 12 May Attended a Tool Box meeting with the Outdoor Staff and presented Years

of Service Awards.

Various Dates Also over the last month I had several meetings at home with the General Manager.

MAYORAL MINUTE A big thank you to the stakeholders in our community for their contributions towards defeating the merger proposal. Special thanks to the GM, Councillors and Staff for their strong efforts, as well as the Lockhart Shire No Merger Action Group led by Justine Isherwood. Many other community members also made valuable contributions. Our Local Member for Wagga Wagga, Daryl Maguire MP also deserves special acknowledgement for his unwavering support. To celebrate this momentous occasion, I propose a Community BBQ to be held at 12.00pm, Sunday, 29 May 2016 at Walter Day Park, Lockhart to which the whole community of the Lockhart Shire is invited.

1. BUDGET WORKSHOP – THE ROCK OUT OF SCHOOL HOURS CARE (ROCKOOSH)

Cr Morgan gives Notice that following the Full Draft Budget Workshop held Monday, 2 May 2016, at the Council meeting to be held on 16 May 2016 he will be moving the following:

That a report be supplied to Council each six months with regards patronage and the financial position of the ROCKOOSH (The Rock Out of School Hours Care) programme.

General Managers’ Comments This programme has only been operating for 4 months and will take more time to become financially neutral. The financial position can only improve with more patronage as the expenses are substantially fixed. A report can be provided to Council each three months as part of the Quarterly Financial Report.

1. MINUTES OF THE TOURISM/ECONOMIC DEVELOPMENT STEERING COMMITTEE MEETING

(T26-005) MINUTES OF THE TOURISM/ECONOMIC DEVELOPMENT STEERING COMMITTEE MEETING OF LOCKHART SHIRE COUNCIL HELD AT YERONG CREEK ON WEDNESDAY, 4 MAY COMMENCING AT 6.40PM. PRESENT Councillor Gail Driscoll, Ms Justine Isherwood, Mrs Myra Jenkyn, Councillor Derek Douglas, Tourism/Economic Development Officer (Jennifer Connor). APOLOGIES Mrs Susan Creek, Mrs Raeleen Pfeiffer, Ms Sandra Johnstone, Mr Greg Smith, Mr Colin Wiese. LEAVE OF ABSENCE Mrs Susan Creek advised she will be absent from the May, June and July meetings. Councillor Gail Driscoll will be absent from the June meeting. CONFIRMATION OF MINUTES The minutes of the Meeting held Monday, 4 April 2016, as printed and circulated be taken as read and confirmed on the Motion of J Isherwood. 1. Economic Development

Gail Driscoll gave an update to the TEDSC on the workshop held by Crowe Horwath for the Councillors on Tuesday, 12 April on attracting industry to Lockhart Industrial Park and The Rock Main Street. Council resolved at the April Ordinary Meeting to proceed to the next step of the Crowe Horwath consultancy by conducting community consultation meetings, on dates to be fixed.

Recommendation: That the information be noted.

2. Lockhart Shire Business Awards It was resolved at the April Ordinary Meeting that that the Business Awards for the existing Lockhart Shire be conducted at an agreed date in November. Following preliminary discussions, the TEDO will be meeting with members of Rotary to discuss potential involvement and hosting the awards. Rotary’s input into the three award categories is welcomed and the following short list of categories has been compiled for their consideration: • Excellence in Business • Excellence in Customer Service • Excellence in Innovation • Business Person of the Year • Young Employee of the Year • Employer of the Year. The overall winner of the three categories will be awarded Business of the Year. In shortlisting the potential award categories, it was important to consider the purpose of the awards, noting that the general public will be nominating and voting for businesses. This should therefore play an important role in determining the categories. Possible prizes for the category and overall winners are being considered, including a prize for the overall winner in the form of a subsidy for something that helps their business, e.g. training, workshop, etc.

3. Lockhart Shire Photo Competition The Love Lockhart Shire Photography Competition has commenced and is being included in Shire marketing in print, online and on radio. The categories and prizes are as follows: 1) Open - People; $250 first prize; $50 runner up 2) Open - Places; $250 first prize; $50 runner up 3) Youth - People’ and ‘Places. $100 first prize; $30 runner up. Terms and conditions for the competition are listed on visitlockhartshire.com.au and is linked from the Shire website and social media posts. This has had a positive impact on visits to the tourism website. The TEDO has been liaising with Eastern Riverina Arts to secure to judges and working on a June display throughout the Shire. Recommendation: That the information be noted.

4. Volunteer Thank You BBQs All Shire Volunteer Thank You BBQs will be held on Friday, 13 May from 5pm to 6pm. Planning is well underway. The TEDO is liaising with Pleasant Hills and Yerong Creek regarding setting up of the areas, while Lockhart and The Rock need to be set up by Council. The flyer has been emailed to all the community groups on Council’s database, as well as being promoted in the newsletter, town newsletters and on social media.

5. Signage There are a number of tourism signage projects being undertaken at present including signage on the Lockhart Narrandera Road promoting Galore Hill, promotional signage for the Pastoral Shadows of Brookong at the Wagga Albury Lockhart Road intersection, and signage on the bus shelters in The Rock. Signage on the bus shelters will provide a very visible opportunity to promote various attractions in The Rock and Surrounding Area. Suggestions include The Rock Hill, The Rock Heritage Trail, Lockhart Sculpture Trail and Greens Gunyah Museum. Similar signage on Lockhart bus shelters could be undertaken to promote The Rock, Pleasant Hills, Yerong Creek and Galore Hill. The TEDO will be liaising with The Rock Progress Association in regards to the potential signage. Recommendation: That the information be noted.

6. Virtual Touring Route There is the potential to create a virtual touring route, Drovers Way, between Lockhart and Deniliquin. Travelling through Lockhart, Urana, Jerilderie, Conargo and Deniliquin Shires, the virtual touring route will promote an alternative way of travelling through the Riverina, particularly for Grey Nomads looking for a leisurely visit through the region. Drovers Way would connect into the Long Plain tourist route at Deniliquin. The name the Drovers Way is proposed for a number of reasons – historical connection, visitor appeal and the connotation of being long standing. The overland stock routes in this region were an everyday part of the rural landscape, lifestyle and working traditions which shaped our identity. Many writings from the 1850s and 1860s refer to droving fattened cattle from the region on to the Victorian Goldfields, with the first published NSW travelling stock route map, dated 1888, confirming the travelling stock route from Lockhart to Deniliquin as an important one. It was not until the 1940s that alternative methods of transport effectively replaced droving. The virtual travel route would have very little cost, as it would feature online only – costing nothing to promote on Council websites, Riverina Regional Tourism’s Trails of the Riverina, Visit NSW and on social media. It would display as one page, featuring a map highlighting the route, and mentioning a paragraph on each town it passes through, with a link to the Shire tourism websites. There is a possibility to further develop Drovers Way to include sign posting and promotion at a future date should the virtual touring route prove successful. The TEDSC supported the TEDO’s proposal to investigate the development of Drovers Way as a virtual touring route with an aim to increase visitor numbers to Lockhart and the surrounding region. It is proposed the TEDO contact Urana, Jerilderie, Conargo and Deniliquin Shire Councils to ascertain interest in the proposed project. Recommendation: That the TEDO investigate the potential to develop Drovers Way as a virtual touring route through the region.

7. Current TEDO Projects

The TEDO reported briefly on the following new and ongoing projects at the meeting.

Billboard The contract has been forwarded to lessee for signature. The DA and design content are in progress. TEDO is meeting with MWS Fabrication re construction design.

Grant Workshop The TEDO is organising a grant workshop for all community groups requiring the services of Council’s grant writer to ensure community groups are aware of process and document requirements etc.

Wall of Fame TEDO seeking grants to produce and install plaques prior to 30 June if possible. Depending on merger outcome maybe “Lockhart & District”. Does not need to be named initially.

Lockhart Museum Proposed purchase of Billabong Motors building is ongoing. The Museum have become a member of the Riverina Localist Program and will be included in the upcoming $40,000 marketing campaign by Riverina Regional Tourism. Numbers at the Museum remain very strong and coach tour numbers have increased.

The Rock Museum The Rock Town Hall Museum has begun to develop their ‘Kelpie’ story, tying in with the King family’s history including Hanging Rock Station. Members of the Pastoral Shadows of Brookong are assisting Museum members with a sheep and kelpie feature.

The Rock The TEDO is in the process of designing a Heritage Walking Map for The Rock which will include The Avenue of Honour, town history plaques, heritage churches and the Town Hall.

The Rock Hill TEDO and members of The Rock community attended a meeting by NPWS on 18 April to discuss interpretative signage with the Working Party and community.

Galore Hill The new brochure will be printed shortly and distributed to surrounding VICs. The TEDO will be applying to the Tourist Attraction Signposting Assessment Committee (TASAC) for signage on the Sturt Highway. These signs are very difficult to get approval for but signage from the Highway is very important and will benefit the Shire.

Lockhart Sculpture and Heritage Trail Flyer

The TEDO is working on a new Lockhart Sculpture and Heritage Trail flyer to be placed in local VICs and relevant locations including Lockhart, Wagga and Narrandera. The flyer is necessary as the existing Shire brochures, which still number in the thousands, do not include the many sculptures in Lockhart.

Spirit of the Land Festival Marketing has commenced. The TEDO is chasing sponsorship for a wool themed awards ‘Best Creative Wool Art’ to tie in with the Brookong Station, and to ensure longevity of the Doris Golder Wool Art Gallery. Following attendance at the NSW Regional Events conference, the TEDO had compiled a number of new ideas for the SOL Festival to encourage greater visitation and local participation.

Regional Tourism Awards Applications for the Regional Tourism Awards (formerly Inland Tourism Awards) open shortly. TEDO will be again entering key Lockhart Shire attractions.

Riverina Regional Tourism The TEDO will be attending a strategic planning day at the end of May to review the current Riverina Destination Management Plan and to discuss potential marketing campaigns for the 2017 period.

General computer / email / online training day

The workshop is being planned for mid-June and Riverina Small Business Enterprise will be conducting the workshop.

75/16 DEES Parks and Gardens Report Council to keep The Avenue of Honour as a single specimen site, including adopting Continuous Cover Arboriculture principle to draw the replacement process out over the longest period possible to establish a range of age classes in The Avenue and therefore ensuring the integrity of the streetscape into the future. Plan locally sourced, advanced Kurrajong specimens in the eight existing spaces where specimens were previously removed. Remove the dead trees and grind the stumps; replant once the sites have settled and the existing roots have broken down.

Ordinary Council Meeting held 14 December 2015 319/15 RS Closed Council - Economic Development Strategy

Council accepted the proposal from Crowe Horwath to carry out Feasibility studies for industrial lot utilisation in Lockhart and reinvigoration of the commercial area at The Rock. In conjunction, a business case for future policy and strategy for economic development continue to be developed internally to be informed by the outcomes of the Crowe Horwath consultancy.

Currently on hold due to merger proposal Crowe Horwath now working on feasibility study as advised to Clrs – WIP Refer update Min 69/16 Complete.

308/15 RS/DW/ TEDO

BBQ’s at Galore Hill 2 x stainless steel gas BBQ’s be purchased for installation at Galore Hill with costs to be funded by utilisation of Prichard Galore Hill Trust.

BBQs installed. Shed works and concrete complete. Works largely completed on site.

171/15 DW Fixing Country Roads Funding Council to: 1. Participate and submit an EOI for funding for Fixing

Country Roads 2. Submit applications for:

a. Grubben Rd Upgrade/Sealing b. Replacement/Upgrade of Causeways and

Bridge over Brookong Crk, Urana Lockhart Rd at Brookong

c. Seek further funding for either of these two projects in other programmes such as Heavy Vehicle Safety or Bridges Renewal if they meet the respective criteria.

Waiting advice from NSW Government to when applications open. Applications now open, close 11 December 2015. Applications being submitted as per Council Resolution 171/15. Due to find out if make second stage of submissions early Feb 2016. Council successful in stage 1 with applications, being shortlisted to go to stage 2 submissions which closed 2 May 2016.

Ordinary Council Meeting held 22 June 2015 145/15 DW Closed Session – Milne Road, The Rock Subdivision

Decision deferred pending further investigation regarding sewering the lots.

Registration of lots occurring, which will include an easement for sewer. Next meeting of Focus group occurred. Public consultation to now occur. Electrical works contracted with works commencing on site. Lots surveyed and pegged and Registration being arranged. Electrical works complete. Road part sealed. Linen plan completed, lots in process of being registered. Entry road has been re-aligned.

DW Cr Verdon – Milne Road Subdivision Requested update on Milne Road subdivision.

DW advised electrical works are complete, Linen Plan with solicitor for registration (should take approx. another 2 mths, and final sealing of road to occur shortly once realigned, following removal of power pole. See 145/15. Complete.

RS Cr Morgan – Future Use of Old Railway Station, Lockhart Enquired as to future use of old railway station in Lockhart now that it will no longer be used by the RFS

RS advised that LEMC still use venue as the Operational Centre in the event of an emergency, however that may soon change. John Holland advises that the lease continues to be held by Council. Further report will be forthcoming on this issue.

Mayor Cr Yates – Power of Prayer Cr Yates advised that he has been approached by a Lockhart resident to a meeting to use the power of prayer to fight the merger proposal that Lockhart Shire is subject to, and invited other councillors to contact him if they would like to attend this meeting.

DW Cr Schirmer – No TV Reception at Lockhart Caravan Park Advised that he has received complaints re. lack of TV reception at Lockhart Caravan Park.

DEES fully aware of issue and working on a solution. Propose to work on solution in 2016/17 year.

DW Cr McDonnell – Footpath at Lockhart Museum Enquired as to what was happening with the footpath between the old and new museum?

DEES advised waiting on advice as to what is required before undertaking any work. At this stage no work likely to be done before official opening in Dec 2015.

RS Cr Yates – The Rock and Lockhart Shows Advised he attended and was impressed with both local Shows this year and suggested Council consider sponsoring both shows at $500 each next year to support and promote the shows.

DW has spent considerable time/gone to seminars investigating this issue and will be putting a report to Council shortly. Staff Reports General Manager 1. FIT FOR THE FUTURE UPDATE (GM/I06-005)

Executive Summary Update since last Council meeting. Report Since last meeting the following events have occurred: a) Boundary Commission’s comments have now been forwarded to the Minister for decision. b) Some Councils have commenced legal action to stop the forced mergers from occurring. c) Rumours abound about when decisions will be made, especially since the announcement of the

Federal Election. There are two schools of thought, the first of which is that any decisions will be delayed until after the Election, while the second is that early announcements will be made so the impact will not be significant by the time the election takes place. In any case, there are no firm indications from any credible source as to when they will occur, or what their nature may be.

d) Our local member, Daryl Maguire, continues to make representations on our behalf to support our bid to stand alone.

e) Following last Council Meeting and actions requested, Adrian Piccoli, Minister for Education has declined to meet with us, but would be pleased to forward any correspondence we might send to him. A letter has been forwarded to Barnaby Joyce, Deputy Prime Minister asking him to support our cause. Our Mayor has had telephone discussions with Sussan Ley, Federal Member for Farrer and Michael McCormack, Federal Member for Riverina requesting and receiving their support.

95/16 RESOLVED on the motion of Crs Verdon and Schirmer that the Mayor be thanked for his leadership through the Fit for the Future process, that a letter of thanks be sent to Daryl Maguire MP, Member for Wagga Wagga for his unwavering support and that a letter of thanks be sent to the Lockhart Shire No Merger Action Group.

2. REQUEST FOR DONATION – SNOWY HYDRO SOUTHCARE RESCUE HELICOPTER

(GM/D30-005) Executive Summary Request for donation received from the Snowy Hydro SouthCare Rescue Helicopter. Report Council has received a letter from the CEO of the Snowy Hydro SouthCare Rescue Helicopter service seeking a donation from Council to assist with operational costs to maintain the service which saves lives and supports regional liveability.

While the helicopter is based on the Monaro Highway in Canberra, Snowy Hydro SouthCare’s primary service area not only covers the Lockhart Shire but extends east to the coast, south to the Victorian border, and west to Hay and north almost to Sydney. As the CEO’s letter states, the rescue helicopter provides a critical service for our Shire, not only performing missions for motor vehicle and farm accidents but also many transfers of critically ill patients from regional areas to major hospitals. At its Ordinary Meeting held on 20 February 2012, 15 April 2013 and 19 May 2014 Council resolved to donate $500.00 to SouthCare. Integrated Planning and Reporting Reference E2.3.1 – Provide improved health and medical services to meet the long term needs of the community including aged care, after hours medical care and mental health services. Legislative Policy & Planning Implications Compliance with Council’s eligibility criteria is as follows: • Be based within the Council area – Based in Canberra but services Lockhart Shire. • Be not-for-profit – Yes • Not having received other funding from Council in this financial year – Yes • Agree to acknowledge Council’s contribution in all publicity relating to the events or activities

4. DRAFT DELIVERY PROGRAM 2013-17 AND OPERATIONAL PLAN 2015-16 AND BUDGET

(DCCS/I13-005) Executive Summary The Draft Delivery Program 2013-2017 and Operational Plan 2016-2017 and Budgets 2017-2020 inlcuding notes and outcomes from Budget Workshop from 2 May 2016. General Fund Report The Draft Delivery Program 2013-2017 and Operational Plan 2016-2017 and Budget documents have been prepared in accordance with Sections 404 and 405 of the Local Government Act 1993 and following Council's consideration a Council resolution is required to place the Draft Delivery Program & Operational Plan & Budgets on public exhibition for a period of 28 days inviting comments from the community. The Draft Budget preparations have been facilitated by conducting two workshops with Council. The Draft Budget, as presented, being the outcome of the workshops where detailed analysis of current expenditure and income, allocation of funds for Capital Works and Asset Replacement Program plus all of Council’s recurrent expenditure activities was considered. The following table provides a summary of General Fund expenditure for 2016-17.

The Draft Budget for the General Fund provides a balanced budget with a small surplus of $13,767.00. Sewer Fund Report The following table provides a summary of Sewer Fund expenditure for 2016-17.

Moving to Best Practice with regards to Sewer Fund operations, 2016/17 with be the second year of transitioning towards unification of Residential Sewer Charges. It will also see the introduction of a Non-Residential Sewer Charge for Yerong Creek.

Below table details Draft Sewer Charges for Non-Residential with the transition to unification over the next 3 years. Also to be noted, 2016/17 is the second year of current Sewer Capital Works Program which includes $346,000 of new Capital Works on the Council’s sewer network. Attachments 1. Draft Budget 2016-2017 (attached as a separate document). 2. Draft Fees & Charges 2016-17 (attached as a separate document). 3. Draft Delivery Program 2013-2017 and Operational Plan 2016-2017 (attached as a separate

document). 4. Notes from Council Workshop 2 May 2016 (attached as a separate document). Recommendation: That Council: a) Apply the maximum permissible rate pegging limit 1.8% authorised by the Minister for Local

Government in respect to the 2016/17 financial year; b) Apply the maximum permissible limit on interest for overdue rates of 8.0% for 2016/17 as

advised by the Office of Local Government; c) Place the Draft Delivery Program 2013-2017 and Operational Plan Budget 2016-2017 and

Delivery Program Budget 2017-2020 on public exhibition seeking comments as required under the Local Government Act 1993.

d) That the outcomes from Council’s Workshop held on Monday 2 May 2016 be noted. e) Determine the Rating Structure to be endorsed:

1. Status quo plus Rate Pegging 2. Changing Farmland to 78% of Total Rating Income over 10 years 3. Change Base Amount for Lockhart Residential and The Rock Residential to $75 each,

adjusting the Rate in the Dollar to achieve similar average amount per assessment as currently

4. Combining both 2. & 3. into the one Rating Structure. f) Adopt Non-Residential Sewer Charges, as detailed above in this report, noting these sewer

charges moving to unification over the next 3 years.

98/16 RESOLVED on the motion of Crs Morgan and Douglas that Council consider Item ‘(e) 1., 2. and 3.’ individually including the ad valorem rate under the rating structure to be determined prior to consideration of the other recommendations.

5. QUARTERLY BUDGET REVIEW – MARCH 2016 (DCCS/F10-010)

Executive Summary In accordance with the Local Government Act, 1993, a review of Council’s Budget position as at 31 March 2016 has been undertaken and the following is submitted for Councillors consideration. Report General Fund When Council adopted the 2015-2016 Operational Plan Budget in June 2015 Council budgeted for a surplus of $11,377.00. The Budget Review at 31 March 2016 indicated an estimated surplus of $68,636.00 as at 30 June 2016 after taking into account movements in revenue and expenditure for the quarter. The March Quarterly Budget Review Statement details are following this report. Director of Engineering and Environmental Services 6. ENGINEERING REPORT (DEES/T10-005)

Executive Summary Monthly report on engineering matters. Background Information (a) Works Report: Two grader crews are working on planned construction projects including

Western Road widening (commencing at the northern end) and Osborne-Yerong Creek Road widening (commencing at the western end). The third grader crew is undertaking re-sheets and maintenance grading in accordance with program. An updated 12-month programme will be presented at the meeting. Concrete crew have now completed miscellaneous culvert and footpath works around the Shire, including the 2015/16 PAMPS programme. The construction of disabled bus stops on Urana Street, either side of the new toilet block is almost complete, with changed traffic conditions and parking arrangements within the area of the bus stops.

(b) Flood Mitigation: Stage 3 design works for new flood mitigation structures are 95% complete

and expect handover of full design documentation within the next month. Council has submitted grant applications for Stage 4 construction of flood mitigation structures in both Lockhart and The Rock for 2016/17 & 2017/18 years. Voluntary Purchase of flood affected properties is commencing in both Lockhart and The Rock.

(c) Road Safety Officer: Nil to report. (d) Traffic Committee: The Traffic Committee is assessing request for Give Way sign at western

end of Federal Street. (e) Lockhart Local Emergency Management Committee: Next meeting is planned for 17 June

2016, where a simulated storm event is to be conducted. (f) Fleet: Plant and equipment replacement, as per 2015/16 Operational Plan is now all

completed.

7. NOXIOUS WEEDS (DEES/N10-025)

Executive Summary Monthly report on Noxious Weeds. Report Property Inspections Inspections occurred on both residual and rural properties. The majority of properties were targeted due to a change in ownership. The weeds most commonly found were Horehound (Marrumbium vulgare), Bathurst Burr (Xanthium spinosum), Privet (Ligustrum sp.), Bridal Creeper (Asparagus asparagoides), and Lippia (Phyla canescens). Other weeds found in lower frequency were Sweet Briar (Rosa rubiginosa), Prickly Pear (Opuntia sp.), St John’s Wort (Hyericum perforatum), Athel Pine (Tamarix aphylla), Silverleaf Nightshade (Solanum elaeagnifolium), African Boxthorn (Lycium ferocissimum), Prairie Ground Cherry (Physalis hederifolia), Green Cestrum (Cestrum parqui) and Wild Radish (Raphanus raphanistrum).

The property owners in relation to these inspections were obligating in applying control measures but one individual, and require no additional inspections. As evident from the issuing of only two Section 18As, the majority of land holders were obliging in the application of control measures. Spray Program Priority for spraying has been given to the control of Horehound (Marrumbium vulgare), Bridal Creeper (Asparagus asparagoides) and Feathertop Rhodes Grass (Chloris virgata) on Shire roads. Weedmap Pro Meeting On the 20 April the noxious weeds inspector attended the Weedmap Pro Meeting held in Albury. In response to the NSW DPI Biosecurity Information System and the NSW Weeds Metadata Standards, Iconyx, whom developed the Weedmap Pro program, have designed a new program to support these new features, as well as provide additional data collection facilities, data manipulation, and comprehensive reporting abilities. Representatives from Lockhart Shire Council, Corowa Shire Council, Urana Shire Council, Greater Hume Shire Council, Central Murray County Council, and Albury City Council meet with staff from Iconyx to discuss the applications available in the new program, its abilities to meet the requirements of the NSW DPI BIS, and the costs associated with upgrading to the latest program. Since Lockhart Shire Council has only recently purchased the Weedmap Pro system, council staff are in negotiations with Iconyx staff to provide an upgrade for little or no cost. By manipulating the council’s current Weedmap Pro system, council is able to meet the NSW DPI BIS obligations. Online Sales of Noxious Weeds The online sale of noxious weeds is becoming a concern for weed officers in our district. Four incidents have occurred over the last year, including: Frogbit being advertised for sale on Ebay by a Wagga resident; Kochia being purchased through Ebay and advertised for sale on Facebook by a Barmedman resident; Water lettuce being advertised for sale on Facebook by a Wagga resident; and Water Hyacinth being advertised for sale on Gumtree by an Albury resident. Notification to local authorities and rapid response by weeds officers in each of these cases, has resulted in a reduction of potential weed spread and eradication of weed plant material.

8. PARKS AND GARDENS REPORT (DEES/P10-005) Executive Summary Monthly report on Parks and Gardens. Report Stan Galvin Park, Yerong Creek A new double swing set and Cellula Rope Unit comprising of multiple activities to encourage children to explore and test their physical abilities has been installed. Colours for the new equipment were considered carefully so that they would blend with the older equipment. This equipment has replaced the old, corroded swing and monkey bars. New softfall has been spread throughout the playground. The old spring rocker is also scheduled for replacement but stock delays were threatening to delay the whole project, the new frog spring rocker will be installed by council staff in the near future. New powered coated platforms have also been ordered to replace the split and weathered plastic coated platforms on the existing equipment at Stan Galvin Park and Lockhart Recreation Ground, as well as two new rockers for Yerong Creek Recreation Ground. Galore Hill Nature Reserve Eight new aluminium table settings have been installed, four in the newly refurbished BBQ shelters and another four in various locations at the summit and saddle. The old timber slat tables have been removed; the new settings will require minimal maintenance and be much more resistant to vandalism. Two gas BBQs have also been installed, one at the summit and one at the saddle, these BBQs will allow visitors to cook all year round. The old stone BBQs will be removed. Work to redefine the Morgan’s Cave and Summit to Saddle walking tracks has continued, including installation of signage stating estimated walking times and directional arrows. The refurbished geodetic sign has been reinstalled at the top of the lookout tower. Parks and Gardens Memorial sites, cemeteries and Green Street gardens were attended to prior to ANZAC Day; trimming of hedges, pruning roses, weeding and the cleaning of gutters and pavers were some of the tasks carried out. Staff were also organised to empty bins and tidy the march and memorial sites on the morning of the public holiday to ensure they were still in appropriate condition after the weekend. Irrigation systems are being checked and maintained regularly. Hand watering has been reduced due to some rain and cooler temperatures. Routine garden maintenance is being conducted including regular weeding, spraying, pruning, redefining garden edges and some replacement planting and transplanting. The shires roses are still flowering well and being deadheaded regularly. Winter pruning will be scheduled toward the end of July and into August.

Tree The annual pruning of the Shires many Peppercorns started with the Anzac parade route in Lockhart, including Green and Matthews Streets. Ferrier, Drummond and Green Street West has also been completed. Mowing and Slashing Autumn urban slashing has been completed. Temperatures have started to drop but the dry spell has resulted in little growth since the last scheduled mow. Village, Lockhart airstrip and Osborne Recreation Ground mowing will be scheduled for May. Mowing and edging of most irrigated areas is still being conducted fortnightly, growth has started to slow though. Weed Control Regular weed control is being conducted on Council property including hand spraying and weeding of gardens. Spraying of broadleaf weeds in irrigated lawns has begun. Khaki weed and catheads have been prevalent this season due to regular rain throughout most of summer; known problem areas will be noted for attention next season. General maintenance Regular duties include inspections of parks and public facilities to remove litter, clean BBQ’s, check for damage or vandalism, clear footpaths and empty public and roadside bins. Most areas undergo inspections twice per week, including Galore Hill, where crews also clean and check the toilet facilities. Contract cleaners attend to the public toilet facilities in Lockhart, The Rock and Yerong Creek. Playgrounds in the shire are being inspected regularly as per Australian Standards, with any maintenance being noted and completed as necessary. Executive Summary Council has received request to remove Kurrajong on the nature strip outside the Greens Gunyah Museum. Report Council has received request from Lockhart & district Historical Society (LDHS) to remove Kurrajong on the nature strip outside the Greens Gunyah Museum. Council staff have inspected the tree and assessed it in accordance with its procedures and determined the tree is healthy and low risk. With regards to the footpath out the front of the building it is yet to be determined what the LDHS or Council wishes to do with future upgrading the area if any. It has been requested that fresh gravel is placed for the time being. Council staff believe a long term (final) plan needs to be developed for this area before any works are undertaken.

10. OLD LOCKHART RAILWAY STATION BUILDING (DEES/LD11AO)

Executive Summary Council currently leases the old Railway station building in Lockhart and at present is unoccupied and not being used. Report Council current leases the old Railway station building in Lockhart from John Holland Rail (JHR) on a 25-year lease commencing in 2006 and at present is unoccupied and not being used. Council, under the terms of the lease are responsible for all maintenance costs as well as a current lease of $565/year. The building was originally leased for use by the RFS. Council also uses the building as its Emergency Operations Centre (EOC) in case of a local emergency. The RFS has recently notified Council that it no longer wishes to/needs to use the building. Council’s Local Emergency Management Committee (LEMC) have also indicated that the new Council Administration Building is more appropriate to use as an EOC, with intention to ratify this at its next meeting in June 2016. Council has previously attempted to sub-lease the building to a local production company but as terms of the current lease is for community use only, this fell through. Council has made contact with JHR recently to determine if lease is able to be broken or permitted usage changed. JHR advised that the lease does not have an early termination clause and would prefer that a suitable use/tenant is found. The usage can be changed, however if commercial/community groups take over the lease the annual rent to Council will increase. It would appear options for Council are at this stage: (i) Maintain current lease and try and find community use for the building, or (ii) Change use of building to commercial and find a commercial/community group tenant (in which

our annual lease fee will also increase), or (iii) Break current lease and hand the building back to JHR.

Questions and Statements

Cr Day (i) Letter/Memo of Thanks to Council Staff – Cr Day requested a letter from the Mayor to all

Council staff thanking them for their patience and support during the Fit for the Future process. Response – General Manager GM advised that this will be arranged.

(ii) Disposing of Dog Faeces from Yerong Creek Dog Show – Cr Day enquired what Council could do regarding disposing of dog faeces from the Yerong Creek Dog Show. Response – Director of Engineering and Environmental Services DEES advised that if the organisers require support from Council they will need to write a letter for Council’s consideration outlining required support.

Cr Verdon (i) Installation of Grab Rails in The Rock’s Shopping Precinct – Enquired if grab rails could be

installed in The Rock in front of IGA and the butcher’s shop to assist shoppers stepping up/down from the road to the pavement. Response – Director Engineering and Environmental Services DEES advised that this should not be a problem and will arrange.

(ii) Installation of Heritage Plaque in front of old hospital in King Street, The Rock – Cr Verdon enquired if a heritage plaque could be installed in front of the old hospital in King Street, The Rock (which is now a private residence)? Response – Director Engineering and Environmental Services DEES advised that pending agreement from current owner, approach could be made to Council by the interested group. The site would not have fallen under the recent heritage grant that was for the main street in the heritage area of town.

(iii) Cr Verdon expressed his thanks to GM, Staff and Councillors following Fit for the Future result which was a magnificent team effort. Congratulations to all involved!

(i) Men’s Shed, The Rock – Cr Driscoll advised that she was recently invited to visit the Men’s Shed, The Rock and advised that attendance is growing and the facility is providing fantastic companionship for men in The Rock. Thank you to Council for support in being an integral part of the establishment of The Rock Men’s Shed.

Cr Schirmer (i) Dragon Sculpture, Lockhart – Cr Schirmer enquired if the Spirit of the Land Committee could

install a plaque/information sign outlining details of the Spirit of the Land event at the location of the dragon sculpture?

Response – Director Engineering and Environmental Services DEES advised this would not be a problem, but requested the Spirit of the Land Committee make contact with Council regarding the details.

(i) Traffic Committee and the Pedestrian Crossing in Green Street – Enquired as to the make-up of the Traffic Committee and action being taken following the letter to Council from The Lockhart Progress Association regarding the pedestrian crossing facility in Green Street. Response – Director Engineering and Environmental Services DEES advised that the Traffic Committee is made up of Police, RMS, Community Representatives and DEES. With regards to the Green Street pedestrian crossing, the Traffic Committee has advised its determination today, 16 May 2016, and changes will be implemented shortly with a letter to be written back to Lockhart Progress Association.

Cr Yates (i) Thanks for Support during the Fit for the Future Journey – The Mayor thanked the

Community, Staff and Councillors for their support during the Fit for the Future journey and advised that Lockhart Shire Council will now need to discuss measures by which we can grow our Shire for the future.

113/16 RESOLVED on the motion of Crs Schirmer and Verdon that Council close the meeting to the public as per section 10(A)(2)(a) of the Local Government Act 1993.

The meeting moved into Closed Session at 9.33pm.

115/16 RESOLVED on the motion of Crs Schirmer and Day that Council move into Open Council. The meeting moved into Open Session at 9.35pm.

OPEN COUNCIL The following resolutions of Council, while the meeting was closed to the public, were read to the meeting by the Mayor. 1. CARAVAN PARK MANAGEMENT CONTRACT (DEES/C05-005)

114/16 RESOLVED on the motion of Crs Verdon and Schirmer that Council: a) Extend existing Caravan Park Manager contract until 30 June 2017, and b) Director Engineering and Environmental Services negotiate a fortnightly payment for

2016/17 year. The meeting concluded at 9.36pm. Confirmed Chairman of the Ordinary Meeting of Lockhart Shire Council held Monday, 16 May 2016 at which meeting the signature was subscribed hereto.
