MINUTES OF THE MEETING OF THE SCREENING COMMITTEE HELD ON 23rd & 24th February 2012 TO CONSIDER NEW PROJECT PROPOSALS UNDER THE DEENDAYAL DISABLEDREHABILITATION SCHEME(DDRS) A meeting of the Screening Committee was held on 23rd & 24th February 2012 under the Chairmanship of Shri Pankaj Joshi, Joint Secretary (DD) to consider the proposals of NGOs received through State Governments for setting up new projects under Deendayal Disabled RehabilitationScheme (DDRS).Shri S.K Rungta (attended on 24/2/2012) , Shri Akhil Paul and Shri Kishor Borkar, Members of the Committee were also present in the meeting. 2. The Committee was informed that as per the detailed guidelines regarding streamlining the procedure for sanctioning of grant-in-aid issued vide this Ministry's letter No. 1-13/2006-Cdn. Dated 21.03.07, the proposals duly considered and recommended by the State level Grant-in-aid Committee for supporting the voluntary organizations have to be considered. In this connection, notional allocation of funds has already been intimated to all the State Governments within which they are expected to recommendproposals indicating inter se priority. 3. The Committee was also informed that in the current meeting, the new proposals received during the year 2011-12 are being considered. 4. Further, the Committee was informed that the new proposals received in and for the year 2011-12 that are being screened and approved, may be considered for release of funds subject to receipt of recommendations/ proposals for the year 2011-12. The funds in these new cases recommended by the Committee are to be given from prospective effectonly. The Committee agreed to the same. 5. The Committee was also informed that the new cases recommended by the ScreeningCommittee as per the instructions of IFD all the documents received from the organization recommended by the Committee are further required to be notarized/attested by a Gazetted Officer of the State/Central Government before such new cases sent to the Finance Division for their consideration and concurrence. The Committee endorsed the adoption of this instruction. 6. The Committee was further informed that the new cases received from the States of North Eastern Region, the decision/recommendation of the Committee will be displayed only after necessary clearanceof the Ministry of Home Affairs is obtained. The Committeeaccepted the requirement. 7. A copy of the guidelines of the Scheme and the Statement showing State-wise notional allocation for the year 2011-12 was provided to the Committee. 8. The Committee considered the proposals in the light of the recommendations of the State Grant-in-Aid Committee. Among the other factors, the Screening Committee screened the proposals keeping in view the projects in each of the district of a particular State i.e. the unserved character of District. The new project proposals were screened provided they fulfill other mini.mumrequirements as prescribed under the scheme and subject to submission of deficient documents if any, wherever it is necessary. The Committee observed that the proposals recommended by the Screening Committee will not bestow any claim or right of any Organization to receive grants/ any consideration during the current or subsequent years.

MINUTES OF THE MEETING OF THE SCREENING COMMITTEE HELD ON 23rd & 24th February 2012 TO CONSIDER NEW PROJECT PROPOSALS UNDER THE DEENDAYAL DISABLED REHABILITATION SCHEME (DDRS)

A meeting of the Screening Committee was held on 23rd & 24th February 2012 under the Chairmanship of Shri Pankaj Joshi, Joint Secretary (DD) to consider the proposals of NGOs received through State Governments for setting up new projects under Deendayal Disabled Rehabilitation Scheme (DDRS). Shri S.K Rungta (attended on 24/2/2012) , Shri Akhil Paul and Shri Kishor Borkar, Members of the Committee were also present in the meeting.

2. The Committee was informed that as per the detailed guidelines regarding streamlining the procedure for sanctioning of grant-in-aid issued vide this Ministry's letter No. 1-13/2006-Cdn. 5. The Committee endorsed the adoption of this instruction.

9. The Committee also recommended that before release of funds for VTC projects, approved by it, the concerned NGO should be required to submit NCTVT (National Council for Technical and Vocational Training) Certificate, wherever applicable.

10. During the previous Screening held on 01 to 03rd June 2011 the name of the Organization named Dankuni Ashwas Institute for the Disabled, Hooghly in West Bengal was recommended for one of two projects of the Organization. A modification to the effect was made and approved by the Screening Committee to the effect that the case which was due for rejection had been approved and the case which was due for recommendation was rejected.

11. The proposals received from the following States were considered in the meeting:
