MINUTES OF THE MEETING OF THE SCREENING COMMITTEE HELD ON 19th FEBRUARY, 2021 TO CONSIDER NEW PROJECT PROPOSALS FOR FINANCIAL YEAR 2019-20AND 2020-21 UNDER DEENDAYAL DISABLED REHABILITATION SCHEME (DDRS)

A meeting of the Scrcening Committec was held on 19th February, 2021

under the Chairpersonship of Ms. Tarika Roy, Joint Secretary (DEPwD) to

consider the new proposals of NGOs received through State Goverrnments

under Deendayal Disabled Rehabilitation Scheme (DDRS) for the Financial

Year 2019-20 and 2020-21. Both the Members of the Screening Committee

Shri Subhash Joshi (Paliwal) and Mrs. Sushma Gupta attended the meeting.

The entire Programme Division including Director and Under Secretary assisted the Screening Committee. The last meeting of the Screening

Committee was held on 4th March, 2020.

2. The Screening Committee was informed that as per para 3.6.1.6 of

DDRS Scheme-guidelines, the proposals duly recommended by the State Govt.

were required to be considered by this Committee. A comprehensive statement

(Annexure-) containing state-wise number of model-projects across the

country was presented to the Committee. The statement giving an over-all

picture of pan-India coverage of the 518 model projects under DDRS was

reviewed.

3. The Committee was apprised of the guidelines of the Scheme. The

Committee was informed that the new proposals which would be approved by it

shall be considered for release of funds subject to fulfillment of all other terms

&conditions of the scheme. Following deliberations were made by Screening Committee during scrutiny of new proposals:

The Committee discussed the parameters for keeping in mind

while reviewing the proposals and recommending sanction. It

should be obligatory upon all the organizations seeking grant-in-aid to submit a valid recognition/permission from concerned

authority in the State Govt. and under PWD Act, 1995 or RPwD Act, 2016. Further, their teaching staff and professionals should

also in conform to the requirements under the Scheme.

The over-all scenario of the pan-India coverage of various model

projects of DDRS was reviewed. It has been felt that there would be

budget constraints if more and more new organizations in the

same district, cspecially of the similar model project are included.

The cost norms of the projects under DDRS have been enhanced by 2.5 timcs the carlicr rates with effect from 1st April, 2018 which

means that fewer NGOs can be supported as compared to earlier.

Further,

under NITI Aayog's Output-Outcome Monitoring Framework(0OMF), emphasis is to be given to expand the

outreach of this scheme in every district of the country to ensure

pan India coverage. This will lead to optimal utilisation of funds for the intended purposes and will benefit beneficiaries of all the

States/UTs. Hence, considering the objective of Pan-India coverage

within the availability of limited budget, districts where NGOs are

being given support through the DDRS scheme should not be

covered while considering new applications in those districts.

The Committee observed that in proposals received from

Government of Tamil Nadu, the registration certificate under

PwD/RPwD Act did not indicate the name of the NGOs as recorded

on the Darpan Portal of NITI Aayog and only the project name is

mentioned. Screening Committee mentioned that Government of

Tamil Nadu needs to be advised to ensure that registration

certificate issued under PwD/RPwD Act mandatorily show the

name of the organization also, as per registration on Darpan Portal of NITI Aayog and that the proposals should be properly screened

while forwarding them to the Department.

iv. Similarly, during scrutiny of proposals received from Manipur, it

was observed in many proposals that date of birth of the

beneficiaries, indicated in the Disability Certificates and in the

beneficiary list provided by the organization, were not matching

This seemed to indicate a case of wilfully misleading the

documents submitted in terms of beneficiaries and their age

profiles that are eligible

guidelines. In many of the proposals, as per disability

certificates/beneficiaries lists, many beneficiaries crossed the

upper age limit prescribed for the projects however in the

beneficiary list it was mentioned less than eighteen years to make it eligible beneficiaries. Screening Committee was of the view that

inspecting officers of Government of Manipur should thoroughly

scrutinize the applications of NGOs so that such serious lapses are

for support under the ascheme

avoided in future.

Processing of alrcady recommended new cases in the previous and

current meeting should bc taken on priority on receipt of requisite

documents and State Govt. recommendations for the current year.

vii. Recommendations of this Committee will be valid till the end of

financial ycar subscquent to the ycar in which the meeting is held

i.c. since the mecting is held during 2020-21, the recommendations

will remain valid till 31.03.2022.

4. The proposals considered by the Screening Committee along with its

recommendation/remarks are contained in Annexure-II. In all, 98 proposals

(including 28 case pertaining to the year 2019-20, 60 cases pertaining to the

year 2020-21 and 10 deferred cases of the last meeting of the Screening

Committee held on 4th March, 2020) were taken up for consideration by the

Screening Committee. Out of these 98 cases the decision of the Screeninag

Committee is as under:-
