Hanchinal to accept the responsibility of Editor-in-Chief of IJPGR and also thanked Dr Sunil Archak for agreeing to work as interim Editor-in-Chief and to accept the responsibility of Member Secretary of Technical Programme Committee of IAC2016. He expressed the confidence that under the guidance of Dr Hanchinal, the quality of journal will further get improved.

Minutes of the Meeting of Executive Council of

Indian Society of Plant Genetic Resources (ISPGR), New Delhi

April 11, 2016

A meeting of the Executive Council (EC) of the Indian Society of Plant Genetic Resources (ISPGR) was

held on April 11, 2016, under the Chairmanship of Dr R.S. Paroda, President, ISPGR. The meeting was

held in the Dr H.B. Singh Committee Room of the ICAR-National Bureau of Plant Genetic Resources

(ICAR-NBPGR), New Delhi. Dr P.N. Mathur, Co-organizing Secretary, International Agrobiodiversity

Congress 2016 (IAC2016) was Special Invitee. Dr R.R. Hanchinal, Co-Chair, National Steering

Committee, IAC 2016 and Editor-in-Chief, Indian Journal of Plant Genetic Resources (IJPGR) and all

Delhi-based Editors (IJPGR) were also invited for this meeting.

The following members of the EC were present:

Dr J.S. Sandhu, Vice President, ISPGR and Dr D.B. Parakh, Councillor (North Zone) could not attend

the meeting due to some preoccupation.

With the permission of Chair, the following agenda were discussed and decisions were taken:

Agenda 1. Welcome and Introductory remarks

At the outset, the General Secretary welcomed the President and EC members, Editor-in-Chief and Editors

of the ISPGR and thanked them for their support in carrying out various activities of ISPGR. He profusely

thanked Dr R.R. Hanchinal to accept the responsibility of Editor-in-Chief of IJPGR and all other Editors

for critically handling the manuscripts of IJPGR and bring the journal in time with quality papers.

In his opening remarks, Dr R.S. Paroda, President, also welcome all the members and special invitees. He

placed on records his sincere thanks to Dr R.R. Hanchinal to accept the responsibility of Editor-in-Chief of

IJPGR and also thanked Dr Sunil Archak for agreeing to work as interim Editor-in-Chief and to accept the

responsibility of Member Secretary of Technical Programme Committee of IAC2016. He expressed the

confidence that under the guidance of Dr Hanchinal, the quality of journal will further get improved.

Agenda 2. Confirmation of the Minutes of previous Meeting

The Minutes of the meeting held on May 28, 2015 were confirmed. Dr Tyagi presented the ATR with

reference to previous EC meeting (Annexure 1; Agenda 2; ppt presentation Point No. 1-9). Dr Paroda

expressed his satisfaction about the progress made by the EC members.

Agenda 3. Updates on 1st International Agrobiodiversity Congress (IAC2016) and consideration for:

(a) Approval of Core and Local Organizing Committees

(b) Mode of registration

(c) Hiring of Contractual help for additional work of IAC2016

The General Secretary presented the progress of IAC 2016 during the meeting (Annexure 1; Agenda 3; ppt

slide No. 5-12). The President appreciated the efforts and profusely thanked Prof. M.S. Swaminathan for

his overall guidance. He also thanked all the members of International Organizing Committee and National

Steering Committee of IAC for their support and cooperation.

(b) Mode of registration of IAC 2016

It was decided that registration will be done online by all the participants. Service Tax (14.5%)

should not be levied on participants who wish to register. This issue should be discussed with Event

Manager to resolve it immediately. (Action: General Secretary and Organizing Secretary, IAC

2016)

(c) Hiring of Contractual Help for additional work of IAC 2016

EC authorized that General Secretary and Treasure may take appropriate decision as and when the

contractual help is needed to accomplish the time-bound work of IAC2016 for part time (3-4 hours)

@Rs 200/day and for full time (7-8 hours) @ Rs 400/day and payment to be made from IAC 2016

budget. (Action: General Secretary and Treasure)

Agenda 4. Updates on ISPGR Journal, budget, website and other activities of the Society

The General Secretary presented the details of journal and other activities of Society and Treasure

presented the summary of audited report 2015-16 (which is yet to be signed by Auditor) and

detailed auditor report 2014-15 (Annexure 1; ppt No. 23-27). The President asked that the signed

Autitor’s Report for the year 2015-16 should be placed before EC during next meeting for

acceptance. (Action: Treasure)

Agenda 5. Constitution of Committee for selecting ISPGR Awards

Following Committee was constituted for selection of awardees for the year 2015:

(ii) Dr J.L. Karihaloo, Senior Consultant, APAARI, New Delhi : Member

(iii) Dr P.N. Mathur, Regional Representative, Bioversity International, New Delhi : Member

Several other issues related to organization of IAC2016 and ISPGR/IJPGR were also discussed and

following decisions were taken:

Organization of IAC2016

1. Dr S.K. Dutta, Former President, ISPGR and Dr K.S. Varaprasad, Director, IIOR, Hyderabad, may

be included as Member, National Steering Committee of IAC2016. (Action: Co-organizing

Secretary, IAC)

2. Head of CABI may be invited for IAC2016 as Chair/Lead speaker. (Action: Ravi Khetarpal, CABI)

3. Letter to be written to Dr Wu Kongming, CAAS, China and other members of National Steering

Committee of IAC 2016 for sponsoring and encouraging the participants from China (Action: Dr

P.N. Mathur, BI)

4. Requests to be made again through letters under signatures of Dr R.S. Paroda to Dr Nick Austin,

ACIAR; Dr Mathew Morell, IRRI; Dr Tony Simmons, ICRAF; Dr Masa Iwanaga, JIRCAS, for

chairing a session/lead speaker in IAC2016. (Action: Organizing Secretaries, IAC2016)

5. NSAI should be approached for funding for IAC2016 (Action: Dr R.R. Hanchinal and

Coorganizing Secretary, IAC2016)

ISPGR/IJPGR

6. Concerted efforts need to be made to increase the membership of ISPGR. (Action: General

Secretary and Zonal Councillors)

7. Provision for Institutional Membership has to be made and revised for 5-year/10-year basis.

(Action: General Secretary)

8. Details of membership provided in ISPGR flyer be linked with website of IAC2016. (Action:

General Secretary)

9. Dr Michael Halewood, Bioversity International, Rome, has accepted to be Foreign Editor.

Therefore, his name be included in the list of foreign editors of IJPGR (Action: Editor-in-Chief,

IJPGR)

10. All heads of CG centre genbanks and eminent scientists be approached for contributing special

articles in IJPGR. (Action: Editor-in-Chief)

11. A wide publicity be given for the Awards in order torecieve increased number of applications.

12. An agenda be brought in the next EC meeting to review Dr H.B. Singh Award, for making it an

annual activity with increased amount. Also the Awards for the year 2016 should be announced

immediately.

Finally, Dr R.S Paroda appreciated the efforts of EC members for making good progress. He also

appreciated the efforts of– Dr J.S. Sandhu and Dr R.R. Hanchinal (Co-chairs of National Steering

Committee, IAC2016) and Dr P.N. Mathur and Dr R.K. Tyagi (Organizing and Co-organizing

Secretary, IAC2016) for their efforts in organization of IAC2016 and urged to each member to put their

best efforts to make IAC 2016 a grand success. He also appreciated the efforts of Dr Anuradha Agrawal,

Treasurer, in managing effectively the finances of the society.

The meeting ended with a vote of thanks to the Chair.
