2 Opening of the Annual Meeting & Conference Program Presentation 30th May 2012, Jurmala, Latvia 09:00 – 10:00
All members participating to the 2012 EFSCA annual meeting joined together for a group
photo of all participants to the annual meeting of EFSCA. The event took place inside of the
Baltic Beach Hotel from Jurmala. Because of bad weather conditions the moment of rising the
EFSCA flag was skipped and the group photo has been made inside the hotel.
Then, all delegates were invited to enter in the conference room for welcome speeches and
to start of the 2012 Conference works.

- Wim Beckmann, The Netherlands: What is the limit for costs?
Answer: We didn’t thought yet on the costs. We tried to build an ideal program. We have
a very strong intention from the Government. The costs 3 years ago – 2 million Euros and
nowadays, 8,5 million Euros. So, we have to find who’s wasting the budget.

Answer: Agreements with State Fire Service to organize these practice and to use
their facilities. Usually, those students are working in the State Fire Service and they have no
problems with it.

Answer: We have PhDs in fire engineering, doctors in economics, professors that
worked in the State Fire Service.

Next seminar 2012 short presentation – Fire Safety and Civil Protection College,
Riga, Latvia
Mr. Ivan Palevoda presented the Institute for Command Engineers of the Ministry for
Emergency Situations of the Republic of Belarus (ICE) from Minsk, Belarus and the options for
the subject of the 28th May – 31th May, 2013, Minsk, Belarus Conference of EFSCA -
Standards and Technologies for firefighters and rescue services specialists training. Also, the
Belarus delegation presented the Program for 2013 annual meeting of EFSCA, a presentation
movie of ICE and details about EFSCA Certificates designed by them and how to obtain visas
for Belarus.

Prevencio i Extincio d'Incendis i Salvament of Principat d'Andorra, in reward for his
work as coordinator of the organization of the EFSCA General meeting, in Andorra la
Vella, Andorra, in 2011 and for his work as Vicepresident and Chairman of EFSCA,
from 2010 to 2012.

Passing the EFSCA flag to Latvian delegation
The passed the EFSCA Latvian delegation, composed of Mr. Eriks Stankevics, Deputy
Director of the Fire Safety and Civil Protection College and Ms. Iveta Vorza, Head of Applied
Research Unit, in the same college passed the EFSCA flag to the Chief of Belarus delegation,
The Director of ICE, Mr. Ivan Palevoda.
Closing Speech of the General Assembly
Before closing the General Assembly, the EFSCA President thanked to everyone for the
participation. He, also, under-lined the important work made by the organizers and the EFSCA
Board and thanked to the Latvian delegation, composed of Mr. Eriks Stankevics, Deputy
Director of the Fire Safety and Civil Protection College and Ms. Iveta Vorza, Head of Applied
Research Unit. Then, he wished to all members to have a good trip back home!
Mr. Wim Beckmann, the EFSCA President closed the General Assembly and the annual
meeting in Jurmala, Latvia.
