Sri Ravi Capoor, lAS, Additional Chief Secretary to the Govt. of Assam, Industries &
Commerce Department & Chairman, State Level committee presided over the meeting and
welcomed all the members & officials present in the meeting and asked to place the agenda
before the committee for discussion & Scrutiny.
Sri P K Saikia. Additional Director (US) explained the purpose of the meeting and
requested members to deliberate on the Agenda placed before the committee.

The minutes of the 45th State Level Committed meeting held on 14-07-I 7
were circulated among the members. As there was no observation or
comments from any members, the Committee confirmed the minutes.
Agenda- A.2 Discussion & approval of claims of 30% CCIS (Below L50 er.) Defrred
by the earlier SL
A total 14 (Fourteen) Nos. of deferred claims placed before the SLC for its
decision.
Agenda- A.3 Discussion & approval of fresh claims of3O% CcIS (Below L50 er.) -
A total of 55 (Fifty Five) Nos. of Fresh Claims placed before the SLC for its
decision.
Agenda- B Any other matter with the permission of the (‘hair —
A list of 9 (Nine,) claims placed before the SLC earlier rejected by the 45th
SLC who appealed for re-consideration.
It was appraised to the committee by Addl. Director (US) that:
All the claims were scrutinized as per the policy guidelines issued by the DIPP, Government
of India from time to time & further informed about the procedure adopted for scrutinizing
the claims before placing in the committee. All the claims placed before the committee had
already been scrutinized at various levels. Physical verification was initiated by the Office of
the GM, DICC. Senior Finance & Accounts Officer & Audit Cell of the Office of the
Commissioner of Industries & Commerce, Assam also verified the claims and admissibility
of the documents submitted by the claimants in the light of guidelines issued by the
Government of India till date. The Committee was also informed that the claims were put up
through agenda note by the Office of the Commissioner of Industries & Commerce. Assam
were found eligible, admissible and in accordance with the revised guidelines.
In respect of the Expansion claims it was informed that as the basic objective of the
Expansion was to enhance the production, productivity, employment and bringing efficiency
and reduce the cost of production etc. these aspects should be reflected in the producton

figure filed by the unit to Excise, Tea Board, Employment, Sales Tax, Income Tax etc.Accordingly as per the decision of the previous SLC’s these additional information’s weresought from the Expansion units and were placed in the current SLC.
It was further informed that all the Financial Banks! Institutions were also invited to the SL,Cto appraise the status oftheir financing units.
After threadbare discussion and obtaining views of the Officials of the Banks! FinancialInstitutions of the claims financed by them, the Committee Examined all the 69 (SLrty Nine)Nos. ofthe CCIS claims placed before the SL.C and approved 56 (Fifty Six) Nos. ofclaims. 6(SW Nos. of claims were deibrred & 7 (Seven) claims were rejected. The decision of theSLC claim wise is placed at Annexure-A, B & C.
