The discussions open to the floor will cover: 1. The anti-social behaviour around Broome 2. The issue that commenting or trying to help with the above sends a message of racism. 3. The problems associated with alcohol, drugs and violence are not isolated to the Indigenous community but others also. 4. How to tackle the volatile times around Broome that get forgotten because they are unrelated to tourism… Sporting Grand Finals in particular. Meeting held 29.10.14 at the Broome Fishing Club. Approx 30 members of the public attended. Desired Outcomes 1. Forming a committee/Working Party to table these issues and develop some real solutions. 2. Seeking advice on where the appropriate agencies are that people can volunteer time to help out. A register of volunteers would be useful for this purpose. 3. A REAL Assessment of A] what the problems are and B] Possible solutions. Meeting at unit 1 / 12 Coghlan St – Life without Barriers. Friday 31 st October @ 6.00pm Points Raised for the committee to tackle. Alcohol Free Houses: These are in existence in Broome, should a working group be looking into how this program works and increasing its effectiveness? Limit of Police resources: Rally for increased police resources in Broome, if they can increase fo Broome Cup, why not school holidays and other volatile times of the year? Zero Tolerance: David Galwey has sent a letter to the newspaper calling for Zero Tolerance in Broome. This avenue could be pursued by the committee. Short Term/ Long Term Accommodation Solutions: Yawuru have identified land for this purpose, lobby to have this process sped up and not put on the back-burner like the lights on Anne St. Lance to set up a Face Book group for interested parties to join. Janine Dureau to follow up with Yawuru with regards to the proposal that has been sent to them. Police Reports: Are the police actually reporting all incidents that occur? Contact theagency to find out if this is the case, and table a solution to ensure that detailed recordskept. This will aid in identifying repeat offenders.The Homeless: Trying to get roofs over visitors to town and local residents alike.

Liquor Accord: “Liquor accords are a co-operative arrangement aimed at developing safeand well managed environments in and around licensed premises in the local context.They are part of an overall strategy that seeks to achieve a standard of practice thatassists in fostering a responsible drinking culture; ensures safety in the local community;and promotes effective communication and problem solving between licensees and keystakeholders.”Do we have one of these in Broome? Do we need a sub-committee to lobby for one anddevelop strategies that will work to diminish the problems associated with alcohol in thecommunity?

Tourism V The Local Community: Developing Strategies to create an equal balance.Broome is a tourist town but is this taking precedence over caring for our localcommunity?

The Underlying Issues of our Indigenous Community: These issues are many andlongstanding. There are agencies available to assist with mental health issues that stemfrom these problems E.G. Stolen Generation – Sorry Day Committee. These agenciesmay not be effective for Broome – is there cause for a sub-committee to investigatesolutions?

Detention / School / Rehabilitation Centre: A major issue for Broome is youth crime. Toassist with this the committee needs to reconnoitre a suitable location for a facility torehabilitate these youths. The facility needs to be REAL and to be effective considerationof the following key elements is paramount.

1. Qualifications of people running the facility2. Teachers3. Mentors4. Location

Volunteer Register to be developed –Volunteers will probably need to haveWorking with Children’s Clearance?!?!

Committee Members to develop anaction plan with regards to the LiquorAccord.

Committee to develop an appropriatename for the group.

5. Funding etc. etc. etc.Could the Broome Prison be taken over or part of the facility used for this purpose?Volunteer Register: A register of volunteers and a dissemination system to ensure thatthis program is effective.Youth Respecting Authority: Three strike system? Repeat offenders are continuing tooffend because there are seldom consequences for their behaviour.

Government Agencies: The committee to convene a meeting with the appropriategovernment agencies to table these concerns (youth crime and anti-social behaviour)and possible solutions.

Seeking Assistance: There are many agencies available to assist with these matters.Yawuru, Government Agencies, PCYC, School Based Committees. A register of possiblesupport groups would be a useful tool. These people should be invited to ameeting/workshop to develop a strategic plan to solve some of the concerns that havebeen tabled so far.
