in the community that a new shed is being built in Wyee, which may be financed with Mandalong’s funding allocation. PC will speak to Paul Duncan regarding progress with LMCC to enquire if the project is still on track).

CENTENNIAL COAL MANDALONG REPORTS

Presentation Comments

A hard copy of the Mandalong Mine Community Consultative Committee Presentation 23 October 2018 was provided to all attendees.

JD commenced the presentation, providing information on the Water Quality Monitoring for EPL 365 and Water Volume Discharges.

It was noted that there were no community complaints received since the previous meeting (June 2018 – October 2018)

A list of community sponsorships was provided for the same period.

Fund raising BBQs were held for each shift, for the Cancer Council’s Australia’s Biggest Morning Tea campaign and ‘Big Aussie BBQ’ (Prostate Cancer Council of Australia) with approximately $5,000 - $6,000 being raised.

PE provided the Mining Update: o LW24 finished in September

Questions were asked and answered throughout the presentation. Total solids are within licence limits. EPL varied to include new dam discharge point behind workshop and for MSSS Sediment Basin discharge point. Discussions on the activities of the Mandalong Chicken Rescue for caged hens.

Exploration – will continue throughout 2018-2019

Surface borehole exploration has continued with the next series targeting the definition of the sill from LW32 to LW37.

Access agreements for private property and occupational permits for Olney State Forest are in place.

LW24 Review – PE

LW24 length was 2200m with 14 private properties and 2 dwelling above

One dwelling requires repairs after additional subsidence from LW24A

No impact to pavements of Tobins and Mandalong Roads

No interruption to Telstra phone lines reported

No observed impact to Ausgrid 11kV powerline

Flood path inspections have been undertaken of Tobins Creek with Morans Creek to be scheduled. No impact recorded to date.

There was one scarred tree identified.

Remnant ponding has occurred on one site over LW23 and two sites over LW24

Temporary drainage is being undertaken until full subsidence from LW24A

Consulting with landowners and LMCC on investigations and drainage proposals

LW24A Preview

LW24A length was reduced to 1757 due to sill

Stringing and energisation of the new section of line has been completed.

Decommissioning, removal of redundant line and towers together with rehabilitation has been completed

Extinguishment of old easement with TransGrid has commenced. MSSS Shaft Sinking

PC presented on the aerial photos (drone) showing the shaft sinking, 10ML water tank, sediment and erosion controls. He explained the site, construction process and revegetation of the site.

Traffic Data

The graphical information of the total number of heavy vehicle movements along Mandalong road was presented.

With the completion of the TransGrid TL24 relocation, the ZINFRA truck movements will reduce, along with the Daracon trucks due to the finalisation of its project.

Approvals Update

PC provided an update on SSD-5144 (MOD 6) – Mandalong South Surface Site Sediment Dam, to allow for the temporary controlled release of stored water following significant rainfall events.

Also seeking the ability to transport the sediment and material collected to the Cooranbong entry site.

SEE lodged with DPE for it to be placed on public exhibition for 2

Discussion on placing material on the stockpile and reseeding instead of transporting.

weeks.

Received approval for an emergency discharge of water into mine workings, which was treated and released into Muddy Lake.

Modification with DPE is for significant rain events, so it may be discharged into Moran’s Creek. Consulting with landholders along Moran’s Creek to ensure downstream property owners are not impacted.

The proposed MOD is of minimal environmental impact and will remain substantially the same development as originally approved.

Modification 7 – 33kV Transmission Line Project

7.7km of the power line from Mandalong Rd to the MSSS runs along existing 132kV and 330kV power lines.

Since the last meeting, detailed design has been completed and submitted to AusGrid for certification.

All heritage, ecology, visual, noise, air quality, traffic and EMF assessments have been completed.

Open Days were held in September 2018, unfortunately there was a low turnout, however, additional session will be held in November 2018.

SEE drafting has commenced and EPBC Act referral (precautionary) has been made to Commonwealth Dept of the Environment.

Additional geotechnical drilling was completed in October 2018 and easement agreements are to be negotiated with landowners.

Construction is planned for commencement in Q3 2019. LW 32-37

LWs32-37 layout may need to be modified because of the split seam and location of sill.

Currently looking at options and will undertake additional environmental monitoring to supplement those undertaken in 2012. There have been biodiversity legislative changes since this time, so it may take a year or two to evaluate the vegetation, in order to include all seasons.

The same subsidence parameters are expected even though the LW layout may have a different orientation.

ACTION: PE will provide a more detailed presentation at the next CCC.

GENERAL BUSINESS AB heard that hardwood is being brought to the mine from the North Coast. PC advised that Strata Products are purchased from Karuah and used for roof supports. The timber supports do not increase subsidence.

MA enquired whether the company were drilling through the conglomerate seam for the air shaft. PC confirmed that this was to occur. Steel and concrete liners will be grouted into the shafts and ground water is unlikely to get into the mine.

PE advised that he will provide ponding information at the next meeting.

JS left at 5.25pm. ACTION: PE to provide presentation on ponding at next CCC.

MEETING CLOSED 5.33PM As this was the last meeting for 2018; MMH thanked all members for their efforts on the committee and wished them a Merry Christmas and Happy New Year.

MEETING SCHEDULE FOR 2019

It was agreed that the schedule would continue as previously held – three times per year, Dates proposed:

1 Current Mining Status

1.1 Longwall Longwall 24 commenced operation 16 April 2018 and completed extraction on 11 September 2018. Mining recommenced in Longwall 24A on 2 October 2018 is scheduled for completion by early January 2019. This will complete mining and subsidence in the current mining area. Mining will then take place in Longwall 25, which is located within the Mandalong Southern Extension Area as shown in Figure 1. The longwall is scheduled to commence mining during February 2019.

1.2 Development Maingate 25 and Tailgate 25 are continuing the development for Longwall 25. A fault zone was encountered during the development of these roadways. The Mine is currently evaluating a potential to step the longwall around the faulted zone within Longwall 25. The Main Headings have continued to advanced and have recently completed the roadways for the commencement of Maingate 26 as shown in Figure 1.

2 Exploration Surface borehole exploration is still in progress within Olney State Forest and is focusing on defining the seam split along the Main Headings. The next series of boreholes will focus on defining the sill over Longwalls 32 to 37.

3 Environmental Monitoring Environmental monitoring has continued at Mandalong, Mandalong South, Cooranbong and Delta as required by the Environmental Protection Licence (EPL 365) and Development Consents DA 97/800, SSD-5144 and SSD-5145. A summary and review of the monitoring results will be presented at the CCC meeting.

3.1 Air Quality Monitoring The air quality monitoring results for the reporting period and year to date are summarised below. Depositional dust (g/m2/month) results (insoluble solids) are shown in Table 1.

DG – Dust Gauge *Results excluded due to contamination / damage. Depositional dust monitoring data indicates that dust deposition results for September 2018 range from 0.8 g/m2/mth to 12.2 g/m2/mth. The rolling annual averages for each of the dust gauges to September 2018 are shown in Figure 2. All rolling annual averages are below the 4 g/m2/month criteria.

3.2 Surface Water Quality Monitoring Update The following parameters, pH, Total Suspended Solids (TSS mg/L), Electrical Conductivity (EC µs/cm) and Oil and Grease (mg/L) are monitored at Licenced Discharge Point LDP001 and LDP002 daily during discharge in accordance with the requirements of Environmental Protection Licence 365. Table 2 and Table 3 show a summary of these results, whilst Figure 3 to Figure 5 are graphical representations. Additional pollutants are required to be monitored monthly during discharge; these results can be found in Table 4.

3.4 Noise Monitoring Update Noise monitoring is undertaken as per the EPL and consent conditions at the Mandalong Mine and Cooranbong Entry Site. Operator attended noise measurements were conducted at the ten (10) focus locations surrounding the operations during the day, evening and night time periods between Monday 25 June and Friday 29 June 2018. Measurements were conducted during worst case operational scenarios for both Mandalong and Cooranbong sites in order to capture associated worst case noise levels. The operator attended noise monitoring results summary presented in Table 5 shows that the noise contributions from Mandalong Mine and Cooranbong Entry Site comply with the EPL 365, Development Consent SSD-5144 and SSD-5145 noise criteria at all monitoring locations and during all time periods. The exceedances of the limit criteria for SSD-5145 and EPL 365 were measured at location M1 during the evening and night time. The operator attended sleep disturbance noise monitoring results summary presented in Table 10 shows that the noise contributions from Mandalong Mine and Cooranbong Entry Site comply with the EPL 365, Development Consent SSD-5144 and SSD-5145 relevant sleep disturbance noise criteria at all monitoring locations. The exceedances of the LA1 limit criteria for SSD-5145 were measured at location M1 and exceedances of EPL 365 were measured at M1 and M8. All exceedances of the limit criteria were recorded under Stability Category G temperature inversion conditions. As specified in condition L5.3 of EPL365, the noise limits do not apply under these conditions. Additional compliance noise monitoring is to be conducted at location M1 during the evening and night period in December 2018. The additional noise monitoring must not be conducted during the meteorological conditions as specified in the EPL 365 condition L5.3.

4 Planning Approvals

4.1 Mandalong Southern Extension Project The Mandalong Road pavement has continued to be monitored during the period. No reports have been submitted to LMCC, but the potholes around the intersection with Browns Road have opened up again. Abergeldie mobilised at the end of July 2018. Site works completed to date are:

• Set up office; • Noise barrier posts installed; • Completed pre-sink to 9m deep; • Set up liner fabrication; • Commenced moving material from existing stockpile to Newstan (700 of 6000m3); and • Drill rig components transported to site.

Planned work for the remainder of the year:

• Ring beam and slab for Shaft #1; • Grout curtain for both shafts; • Set up water treatment plant and 10 ML tank; • Shaft #2 pre-sink and slab; • Set up drill rig; • Commence drilling; and • Commence liner fabrication.

Rehabilitation works are continuing with re-spraying of some batters as very little establishment of vegetation in last 4 months. Ventilation fans and 33/11 kV sub-station tenders in progress.

4.2 TransGrid TL24 Relocation Project TransGrid’s Principal Contractor, Zinfra, has completed the dismantling and rehabilitation works on the private properties. Extinguishment of the titles is underway. Zinfra and TransGrid have demobilised from site and the project is complete.

4.3 MSSS Water Management Modification (MOD 6) Centennial Mandalong is seeking a modification to Development Consent SSD-5144 to allow for the short-term controlled release of stored water from the Mandalong South Surface Site (MSSS) Sediment Dam following significant rainfall events into the unnamed creek that flows into the upper reaches of Morans Creek. It is intended to redirect this water to the underground workings in the long term once they reach the area below the MSSS and the required infrastructure has been installed. Additionally, Centennial Mandalong is seeking the ability to transport the sediment and material collected at the MSSS to the Cooranbong Entry Site. All wet material will be transported using a fully

contained vacuum truck to avoid spillage. Once at the Cooranbong Entry Site, the material will be stockpiled on the 1,500 tonne coal stockpile and managed in accordance with the coal handling system approved by the Northern Coal Logistics Project (SSD-5145). A Statement of Environmental Effects (SEE) for the MSSS water management modification will be submitted to the Department of Planning & Environment in October 2018 and will be publically available on the Department’s website.

4.4 33 kV Powerline to MSSS (MOD 7) All proposed disturbance areas have been re-surveyed for tetratheca juncea as this is peak flowering period. No additional specimens were found. A referral has been made to the Commonwealth Department of Environment. A Statement of Environmental Effects is being drafted based on the outcomes of the technical specialist assessments, which are 80% complete. This will be lodged with the NSW Department of Planning and Environment once complete. Two open days were held in September for the Project and 4 residents attended.

4.5 TransGrid TL24 Mitigation Works Mitigation works to retrofit concrete cruciform footings on TL24 Towers 45, 46 and 47 located over Longwalls 22 to 24A was completed in July 2017. Full subsidence at Tower 47 (Longwall 22) and Tower 46 (Longwall 23) has now been completed. Subsidence was within prediction and there was no observed impact to the towers. Tower 45 is located over Longwall 24A and will be mined beneath during December this year.

4.6 TransGrid TL25/26 Mitigation Works TransGrid has completed a feasibility study into potential subsidence impacts to TL25/26 Towers 39 – 47. A report has been provided and is to be reviewed by Centennial Mandalong over the coming 2 weeks. It is expected that a design phase will commence shortly thereafter.

5 Community Contacts

5.1.1 Mining Notifications One month mining notifications for Longwalls 24 and 24A have been provided to landowners, Centennial tenants and infrastructure owners prior to mining beneath their property or asset as per PSMPs and Infrastructure Management Plans.

5.1.2 Consultation Consultation is ongoing with landowners and infrastructure owners affected by current operations for LW22-23 and LW24-24A Extraction Plans.

Consultation for the development of PSMPs for Longwalls 25 to 31 Extraction Plan has been ongoing this year, with final PSMPs provided to affected landowners in early October, prior to submitting the Extraction Plan to the Department of Planning and Environment.

5.2 Mandalong South Various contacts with land holders regarding the construction of the MSSS Access Road, TL24 relocation, 33kV powerline and quarterly noise monitoring occurred at the end of June and September 2018. The 33kV open days were held as noted above.

5.3 Complaints There were no community complaints received since the June 2018 meeting.
