  • MINUTES OF 470TH MEETING OF OPERATION & COORDINATIONSUB-COMMITTEE OF WRPC

    HELD ON 13TH APRIL 2015 AT LUCKNOW

    The 470TH meeting of Operation & Co-ordination Sub-Committee of WRPC was

    held on 13th April, 2015 in Lucknow hosted by NTPC Vindhyachal. The list of

    participants is enclosed at Annexure-A.Shri Malay Mukherjee, General Manager, NTPC Vindhyachal welcomed Sh. SD

    Taksande, Member Secretary, WRPC, P Mukhopadhyay GM, WRLDC & other

    delegates of 470th OCC meeting. He thanked WRPC Secretariat for giving opportunity

    to NTPC Vindhyachal for organizing this meeting and expressed pride in organizing

    the same.

    Shri S K Roy, Executive Director, NTPC Vindhyachal in keynote address stated that,

    NTPC is committed to provide reliable and quality power to all our beneficiaries. In

    line with that NTPC plants are operating at best efficiency regime and setting

    benchmarks for the same in the country.

    He stated that proper scheduling of generators is very important in maintaining

    reliability, quality and stability of the system. He lauded the initiatives of OCC forum in

    resolving issues faced by generating stations.

    He further informed that in recent past there had been acute shortage of coal in spite

    of having FSA for all power stations with the coal companies, NTPC had to resort to

    blending of costly imported coal for ensuring power supply to our beneficiaries as per

    our commitment resulting in incremental increase in cost of electricity which is

    unavoidable. For reliability of power evacuation of VSTPS complete operationalization

    of Vindhyachal Pooling Station is critical. NTPC Vindhyachal in the advance stage of

    installation and commissioning of Unit 13 of VSTPS and evacuation of power of Unit

    12 is still in contingency mode and units are running on split bus condition.

    Shri S Benerjee, NTPC Vindhyachal made a presentation. He informed that NTPC

    installed capacity as on 13TH APRIL 2015 is 44398 MW( Including thermal, hydro and

    renewable energy.)

    • Vindhyachal , largest power plant of the country is always in expanding mode

    and recorded increased generation year after year and at the same time

    sourced coal in increasing quantity.

    • Vindhyachal is very much concerned about environment management and alert

    in discharging social responsibility.

    • Vindhyachal is pioneer in many areas like renovation and modernisation of

    ESP, near zero effluent discharge implementation from plant premises, tree

    plantation etc.

    There after he handed over the forum to Member Secretary, WRPC for further

    addressing and presiding over the meeting.

    Shri S D Taksande, Member Secretary, WRPC extended warm welcome to Shri S K

    Roy, Executive Director, Shri Malay Mukherjee GM, NTPC Vindhyachal & all the

    participants of the 470th OCCM. He expressed his gratitude to RED NR, ED, NTPC

    Vindhyachal and his team of Engineers for making excellent arrangement for meeting

    at Lucknow, the City of Nawab on the bank of Gomati river. He further welcomed to

    New entities RattanIndia Power ltd., NLDC & IEPL as special invitee. He highlighted

    the following events which took place since last OCC meeting :

    1. As per decision taken in 28th TCC/WRPC meetings held on 3rd & 4th March,

    2015 at Udaipur, a special meeting on Technical Minimum issues of CGPL was

    held on 30.03.2015 at WRPC Mumbai. It was suggested to give minimum 4o%

    of its entitlement as minimum schedule. GUVNL & Maharashtra did not agree

    on proposal of minimum 40% schedule. Haryana, Rajasthan & Punjab stated

    that lot of commercial implications may be there while implementing the

    proposal & they told that the proposal will be submitted to their Management for

    further decisions.

    2. A workshop on restoration process was successfully organized by Madhya

    Pradesh on 25th March, 2015 at Jabalpur. He requested to SLDC, Jabalpur to

    prepare a reference manual of the outcome of the workshop.

    3. He requested CE, SLDC Kalwa to organize a meeting on DSM issues. CE

    SLDC, Kalwa informed that meeting would be held on 22nd April 2015 at SLDC

    Kalwa Mumbai.

    4. A special meeting on integration of Mega solar power Project has been called

    by Special Secretary MOP on 21st April 2015 at New Delhi. He requested

    Gujarat, Maharashtra & Madhya Pradesh to furnish the total installed Capacity

    from Solar Power Project & proposed project likely to be integrated in their

    states.

    5. LGBR for year 2015-16 has been prepared & is available at WRPC website.

    6. Following capacities were added in WR grid during the month of March 2015:

    I. Installed capacities of 2400 MW, including RattanIndia(2x270 MW), MB

    Power(600MW), JPL Ext Unit 4(600 MW) & Sasan Unit-6(660 MW).

    II. ICT of 5315 MVA capacity at Asoj(315 MVA), Badravati(315 MVA),

    Koradi(2x1500) & Vindhyachal (1500 MVA).

    III. Total Transmission line added 1384 ckt Km. including important line 765

    kV Wardha-Aurangabad-III & IV(370 Ckt Km each) & 765 kV Satna-

    Vindhyachal PS(237 Ckt. Km).

    There after he requested SE(O), WRPC to take up regular agenda items in seriatim

    for discussion.

    ITEM No. 1: CONFIRMATION OF THE MINUTES

    Shri M M Dhakate, S.E(Opn), stated that Minutes of 469th meeting of Operation &

    Coordination Sub-Committee of WRPC held on 10th March 2015 at Nagpur were

    forwarded vide letter No. WRPC/OPN/OCC-Minutes/2014-15/2616 dated 18.03.2015.

    GM, WRLDC vide letter dated 23.03.2015 for amendments in following items in

    respect of MoM of 469th OCC meeting:

    QUOTE:“

    i) Item No 3.2 B, “Delay in issuing code by WRLDC”

    ii) Item No. 8.6 , “Unreasonable Scheduling of NTPC stations” and

    iii) Item no 9.10. , “Review of ATC/TTC for each state control area in Western

    Region

    Item NO.3.2 B : Delay in issuing code by WRLDCThere was no clear agenda on the aforesaid item. However, on the issue of non-

    availability of PMU data from Satna station, representative from POWERGRID raised

    the issue of non- availability of shutdown the PMU data could not be made available. It

    is to mention that the PMU data from Satna was not available since one year due to

    non- establishment of wideband network

    WRLDC however, on the issue of clearances of daily outages clearly explained the

    methodology adopted during outage co-ordination and stated as follows.

    “After getting readiness from utilities, reliability suggestions for all outages are issued

    in advance and the list of outages approved for next day is made available to all

    concerned through mail as well as goggle sheet. On the day of outage, real time code

    is issued after coordinating with the concerned utilities. In Western region itself daily

    around 60-70 numbers of outages are handled and for each outages, coordinationneed to be done with two or more agencies. At the same time many emergency

    outages are also handled. Handling such large number of outages without

    compromising grid security is a challenging job. It is also observed that many a times

    the utilities changed their program in the last minute without availing the approved

    outages. Instead of generalizing the issue in OCC forum, utilities are requested to

    bring any specific case which are delayed for considerable time and the same may be

    brought into the forum through proper agenda.”

    Item No.8.6: Unreasonable Scheduling of NTPC stationsGM, WRLDC stated that the methodology circulated by NTPC requires further

    deliberation with NTPC. WRLDC suggested that they would like to discuss the

    methodology with NTPC for implementing an appropriate procedure for taking the

    units under RSD.

    Item No. 9.10: Review of ATC/TTC for each state control area in Western RegionGM WRLDC stated that, SLDC Maharashtra may do the necessary studies and

    declare the ATC of their respective control area. WRLDC agreed to provide necessary

    assistance if any for conducting the studies.”

    UNQUOTE:The Sub-committee discussed the matter & agreed for modification of 469th MOM as

    above.

    No other comments have been received. The minutes were confirmed with abovemodification.

    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF MARCH2015.

    Member Secretary, WRPC requested WRLDC to brief the Committee on Grid Operation

    experiences during March 2015.

    Chief Manager, WRLDC in the presentation (copy attached at Annexure – 2 in soft copy)

    concentrated broadly on the performance of the grid for month of March 2015 as below:

    2.1 Frequency Particulars

    The average frequency during the month of March, 2015 was 49.98 Hz. The

    maximum instantaneous frequency was 50.54 Hz at 03:37 hrs on 01st March-15

    while minimum instantaneous frequency was 49.52 Hz at 18:57 hrs on 03rd March-

    15 & 05:51 hrs on 20th March . The frequency profile during March, 2015 was as

    under:

    2.2 Operational Discipline

    There was a net inter-regional export of 3059.00 MUs by WR against net export

    schedule of 2784.00 MUs.

    2.3 Voltage Profile

    Voltage profile at some of 765/400 kV sub-stations during the month of March

    2015 furnished by WRLDC is enclosed at Annex-2.3.

    The Sub-Committee noted as above.

    2.4 U/F Relay Operations

    As per WRLDC records during March 2015 the system frequency didn’t touch 49.2

    Hz and no UFR operation has been reported by WRLDC.

    The UFR operation status reported by constituents is enclosed at Annexure-2.4.

    2.5 Power Cuts / Load Restrictions

    Details of Power Cuts and Regulatory measures during March 2015 as furnished bythe state utilities are given in Annex. 2.5.

    2.6 Details of Generating Units under Forced outages

    Details of generating units under forced outages during March 2015 are given inAnnex-2.6.

    The Sub-Committee noted as above.

    2.7 Details of Generating Units under Planned outages

    The details of generating units under Planned Outages during March 2015 are given inAnnex-2.7

    The Sub-Committee noted as above.

    ITEM NO.3: OPERATIONAL PLANNING

    3.1 Proposed Planned maintenance programme of generating units.

    The maintenance programme of generating units for April 2015 & May 2015 was

    discussed.

    The finalized outage schedule of generating units for the above period and the

    modified outages plan is placed at Annexure-3.1.

    The Sub-Committee agreed as above.

    3.2 A. DELAY IN ISSUING CODE BY WRLDC:

    The matter of delay in code issued by system operators & concern raised by transmission

    elements outages availing agencies was discussed in 469th OCC meeting & decided that

    proper care shall be taken by reliability coordinators & system operator to minimize

    wastage of mobilization of 1000’s of man-hours, machineries etc. and if there is real time

    problem, the same shall be informed to next OCC meeting with satisfactory reason

    thereof.

    Member Secretary, WRPC suggested that proper coordination among utilities, WRLDC

    reliability coordinating group, WRLDC Control room group & WRPC would help in timely

    availing the outage which might leads to minimize the wastage of man power &

    machineries.

    CM (SO), WRLDC gave a brief presentation on the existing procedure for outage

    coordination and highlighted the associated issues that aggravate the complexity in

    facilitating the outage such as involvement of multiple agencies, delay / non-

    submission of readiness in D-3 by the utilities for availing the outage, impromptu

    request for outage of additional elements over and above those approved (to take

    care of induction), delay in restoration of elements already under planned outage

    leading to re-scheduling of outage in parallel/same corridor, incomplete Dia due to

    pending commissioning of bays or forced outage, dynamically varying grid conditions,

    non-availability of telemetry etc. He said that we must learn from the experience of

    blackout of Turkey in March 2015, of Europe in Nov 2006 and India in July 2012 and

    give due regards to the system reliability while allowing shutdowns.

    GM, WRLDC expressed concern that even after issue of reliability consent in D-1 day,

    the number of outages actually availed is far less than the number of reliability

    consents issued. Also, the average delay in issuing the codes is around 30 minutes

    and same can be reduced further if outage timings are staggered.

    MS, WRPC said in a large interconnected grid where grid elements are being added

    at a rapid pace, SLDCs/RLDCs and NLDC have to see the real-time conditions before

    allowing any shutdown. He further added that system security should not be

    compromised during outage coordination. He appreciated the responsibility of system

    operator (WRLDC) to issue code in real time for multiple outages planned for a day.

    After detailed deliberation, it was agreed that compliance to the outage coordination

    procedure is essential for availing the outage without compromising grid security. It

    was also decided that time of availing the planned outage would be staggered by the

    utilities to the extent possible so as to avoid simultaneous requests of multiple

    elements starting from 0800 hrs in the morning.

    GM, WRLDC ensured that all efforts will be made so that code will be issued with

    minimum possible time for the transmission elements which are approved in OCC

    meeting after completion of due formalities.

    The Sub-Committee agreed/noted for the same.

    B. OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS

    Maintenance programme for transmission lines during the months of April 2015 &

    May 2015 is given in Annex 3.2 B.

    The Sub-Committee agreed/noted for the same.

    3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – APRIL 2015 &MAY 2015

    Details of anticipated restricted & un-restricted demands for the months of April 2015 &

    May 2015 are given in Annex 3.3.

    The Sub-Committee noted the same.

    ITEM NO. 4: OPERATIONAL STATISTICS FOR THE MONTH OF MARCH 2015

    The details of actual generation, demand, drawl of power from grid; exchanges etc.

    are given in the following Annexure:

    ITEM NO. 5: SYSTEM DISTURBANCES IN WESTERN REGIONThere was no major grid disturbance in the Western Region during the month except

    for the case of 29th March 2015 which is discussed below. The other minor tripping

    details during the month received from WRLDC is enclosed at Annexure-5.

    Representative from WRLDC stated that the tripping of multiple elements due to

    failure of primary protection at the time of trial charging of 400 kV Akola2-Taptithanda

    ckt-2 of MEGTPCL on 29th March 2015 when 765 kV Wardha-Aurangabad ckt-1 & 2

    was under planned outage was deliberated in detail. Members noted that 14 EHV

    transmission elements tripped in the event leading to isolation of 765 kV and 400 kV

    bus at Akola2, tripping of Unit # 2,3, 5 at Rattan Power (Loss: 440 MW), tripping of

    Unit # 8 Koradi-II (Loss : 110 MW), Blackout at Rattan Power, Loss of supply at 400

    kV Akola1 and Akola2, Loading on 400 kV Wardha-Parli D/C > 850 MW, Operation of

    SPS resulting in backing down of 100 MW at Mouda plus Load shedding in Southern

    Region and 80 MW load distress shedding to control overloading of 220 kV lines from

    Akola. It was observed that after the contingency, MW and MVAr support was

    instantaneously available from Southern Region due to reversal of power flow on 765

    kV Solapur-Raichur D/C and 765 kV Pune-Solapur.

    GM, WRLDC expressed concern on the failure of primary protection and lack of basic

    due diligence in charging of Akola2-Taptithanda ckt-2.

    Member Secretary, WRPC said that such incidents are a threat to grid security and

    the event should be examined in detail and proposed to be discussed in the next

    Protection Committee meeting scheduled on 21st April 2015. He urged all utilities to

    ensure compliance to the laid down procedures for first time charging and

    commissioning of new elements.

    ITEM NO. 6: Healthiness status of SERs/DRs of equipment in the system.

    further fine turning. Next review will be on the last quarter of the June 2015.

    ITEM NO. 8.4 READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FORUPGRADATION OF EXISTING SCADA/EMS SYSTEMDuring 28th WRPC meeting it was decided that the status of progress of SLDC’s &

    Back-up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly

    OCC meeting.

    The present status of progress of SLDC’s & Back-up SLDC’s of WR constituents

    /WRLDC attached at Annexure – 8.4. All the constituents are requested to update inattached format.

    The Sub-Committee agreed as above.

    ITEM NO. 8.5 : CONTINUOUS BACKING DOWN OF POWER FROM SASAN UMPP

    Sasan Power Ltd. informed that cheapest power from the Sasan Ultra Mega Power

    Project is being continuously backed down primarily by Haryana, Punjab, Rajasthan

    and Delhi. For the similar issue faced by NTPC power plants in the recent WRPC and

    OCC meetings, it is understood that a methodology has been devised to address unit

    is NOT scheduled below technical minimum capacity. Considering above, Sasan

    Power Limited (SPL) requests WRLDC and WRPC that same should be made

    applicable for Sasan UMPP which is also a Inter-State Generating Station. In this

    regard, Sasan Power Limited has highlighted backing down related issues with the

    beneficiaries in the Procurers meeting. As advised during the OCC meeting held

    on 10.03.2015, a separate meeting is being arranged with Procurers and outcome of

    the meeting would be shared. Hence, it is requested to flag this issue till a solution is

    arrived at. Further, SPL requested that technical minimum of all generating stations

    (including State Gencos) be audited by third party in line with what Maharashtra who

    has experience in this direction and requested the same be adhered to.

    During the presentation, WRLDC shown a plot of DC vs schedule of Sasan during

    March 2015. It was noted that there was surrender of power by small quantum by

    utilities in Sasan on 1st and 7th March 2015 due to inclement weather conditions and

    demand crash. Member Secretary, WRPC and GM, WRLDC opined that on all other

    days the entire DC of Sasan was getting scheduled. SE, SLDC-M.P. expressed

    concern on large variation in DC of Sasan leading to frequent start and stop of their

    own units. Sasan Power was advised to make efforts to ensure consistent generation

    availability from Sasan.

    He requested SASAN to take up with procurer from NR to formulate policies regarding

    scheduling to technical minimum in line with decision taken in meeting on 30th March

    2015 regarding CGPL technical minimum scheduling.

    The Sub-Committee members noted as above.

    ITEM NO. 8.6: WORKSHOP ON BLACK START RESTORATION PROCESS

    A Workshop on Black Start Restoration Process in MP System was successfully

    organized by SLDC Jabalpur on 25th March 2015. Approximately 85 participants

    attended the above workshop.

    Member Secretary, WRPC suggested SLDC MP to compile the discussion/matter

    during the work shop for further reference.

    SLDC, M.P. agreed to compile and forward the recommendations of the workshop.

    GM, WRLDC said that the scheme for extending start-up supply to the large size units

    of the new thermal generating stations connected at 765 kV or 400 kV level should be

    identified at the planning stage itself. Various issues associated with retaining the

    connectivity with STU network at lower voltage level established during construction

    stage were discussed. Several members opined that this arrangement could help in

    extending start-up supply during system restoration.

    CE, CSPTCL stated that regulatory provisions for implementing the above suggestion

    would be required.

    CE, SLDC Gujarat said that the issue of extending start up supply to CGPL from

    220/400 kV ICT at Nanikhakar under system restoration state has been under

    discussion. The ICT would normally be charged only from one end and the O&M

    charges could be shared by all beneficiaries of CGPL.

    It was decided that CGPL would submit a comprehensive proposal (regarding

    installation of 220/400 kV ICT at Nanikhakar for extension of start-up supply to CGPL

    units) for further deliberation and approval by the TCC/WRPC.

    RattanIndia Power Ltd (RPL) raised concern for its 5x270 MW Nashik TPP to operate

    during Black-start Restoration process, as STU, MSETCL has allowed connectivity for

    Nashik TPP on 400 KV transmission line from Nashik TPP to Babhaleshwar

    substation with prior disconnection of 220 KV LILO on MSETCL Eklahare to

    Babhaleshwar transmission line at Nashik TPP. As such, due to physical

    disconnection of 220 KV LILO line alongwith 400/220 KV ICT, constructed earlier in

    order to avail Start-up power, RPL may face constraints in start-up power availability

    during Black Start restoration process.

    The Sub-Committee members noted as above.

    ITEM NO. 8.7: OCC APPROVAL FOR ATTENDING MAINTENANCE WORKS IN400KV BAY OUTAGES

    WRTS-II, PGCIL informed vide letter dated 04th April, 2015 that, WRLDC had advised

    to obtain OCC approval for issuing code for outage of 400kV Main / Tie bays, for

    maintenance works. In one and half breaker scheme, during outage of main / tie bay,

    the line/ICT remains in service through its tie/ main CB, and there is no element

    outage involved & power supply position is not affected. As such, it is felt that there is

    not much requirement of OCC approval of 400kV Bay outages.

    Also, there are large no. of 400kV Main / Tie bays in service in various substations

    and their inclusion in main OCC agenda will un-necessary increase the OCC list and

    time for due diligence in element outage will get affected.

    As per IEGC code 2010, clause no. 5.7.1 (a), the outages are planned on element

    basis.

    PGCIL have requested that earlier practice of granting 400kV Bay outages by WRLDC

    based on real time conditions may please be continued instead of including these in

    OCC agenda.

    WRLDC during presentation gave examples of grid incidences due incomplete dia due

    to outage or non-commissioning of Main/Tie bays at several of the new substations in

    WR resulting in unexpected / undesirable tripping of elements during facilitating

    planned/emergency outage.

    MS, WRPC opined that the construction activities in various substation of WR are in

    full swing and the availability of bays needs to be checked thoroughly before

    permitting shutdown of other bays.

    After discussion it was decided that all planned shutdown of bays in EHV substations

    (400 kV and above) would also be forwarded by respective utilities for discussion and

    concurrence in the monthly OCC meeting.

    The Sub-Committee members noted as above.

    ITEM NO: 8.8 SCHEDULING OF TECHNICAL MINIMUM SHARE FROM ISGS ANDSUDDEN WITHDRAWAL OF URS SHARE OF ISGS.CE, SLDC, Gujarat vide letter dated 06.04.2015 intimated that during 467th OCC

    meeting held on 16.01.15 at WRPC, Mumbai, the following was decided with respect

    to technical minimum scheduling of ISGS stations of NTPC:

    Constituents will give their requisition for more than 30% of their entitlements

    for on bar generation for all NTPC ISGS stations.

    In case total requisition for a particular on bar unit in a station is lesser than

    technical minimum, then deficit for meeting TM would be conveyed by WRLDC

    to its beneficiaries.

    Beneficiaries will have to send revised requisition so as to meet TM on pro-rata

    basis

    commensurate with their entitlement percentage by 21:00 Hrs. After 21:00 Hrs,

    WRLDC will issue the final schedule i.e. R-1, as received from beneficiaries.

    WRLDC will coordinate and issue reasonable schedule based on revised

    requisition taking care of ramping up / ramping down and the ratio between

    minimum and maximum generation levels as envisaged in IEGC 6.5.14.

    It happens many times that during night hours, the technical minimum share of other

    constituents was scheduled to Gujarat State especially from NTPC Mauda Power

    Station. It is also observed that many constituents are scheduling their power from

    coal based station as a peaking station and in night hours, they are not cooperating to

    absorb / schedule their Technical Minimum share.

    It is utmost necessary that the practice of using coal based stations as peaking

    stations shall have to be stopped. In case total requisition for a particular on bar unit in

    a station is lesser than technical minimum, then deficit for meeting TM will have to

    commensurate with their entitlement.

    Also, it is observed many times that the intimation of URS withdrawal due to

    requisition of power by the beneficiaries is received at the last moment or posted on

    WRLDC web site just prior to the block of implementation. When there is a sudden

    withdrawal of URS power exceeding a quantum of 100 MW especially during peak

    hours, it is very difficult to manage the power requirement of the State for the

    beneficiary who is availing URS.

    Hence, it is necessary that URS shall be withdrawn / scheduled in steps of 100 MW or

    less per block so that it would be easier for the State availing URS to manage power

    requirement. Also, the intimation of URS revision shall be posted with pop-up block on

    WRLDC website to acknowledge changes in schedule easily.

    GM (OS & Comml) NTPC informed the forum that:-

    (1) In order to reduce energy cost of Mouda, FSA has been signed with SECL on

    24.03.15 (in place of MCL). This was as per recommendations of Inter Ministerial

    Task Force (IMTF) for rationalization of coal sources. Further the coal realization

    from WCL has also started from February 2015. This will ensure availability of

    more domestic coal. With these initiatives energy charges of Mouda is expected to

    come down in next 2-3 months.

    (2) Govt. of India vide MOP/NG/Ref. No./PPAC/Gas pricing/april-Sept.’15 dated

    31.03.15 has fixed up the Gas Fuel price of $ 4.66/mmbtu from 1st April 2015 to

    30th Sept.’15, Accordingly variable charges of Kawas and Gandhar Gas power

    stations have reduced. The same will approximately be 303p/kwh.

    (3) NTPC has started Hydro Power Generation from its 1st 800 MW Hydro power

    station “KOLDAM” situated in Himachal Pradesh, out of 4 units of 200 MW, three

    units have been synchronized and achieved full load.

    CE, LD, MPPTCL vide letter dated 26.03.2015 (copy enclosed at Annexure-8.8)

    suggesting modifications/corrections in the MOM of 28th WRPC meeting, it was clarified

    by SE(O), WRPC that condition of 30% in R0 is only for the beneficiaries who schedule

    around 100 % of their entitlement during peak conditions. If flat requisition of “0” is given

    by any beneficiary then it would be fine and would not count for any violation to agreed

    methodology.

    Member Secretary, WRPC stated that the earlier decisions taken in OCC’s & WRPC will

    be followed in the above matter.

    ITEM NO. 9 : ITEMS FROM WRLDC:

    ITEM NO 9.1: TRANSMISSION CONSTRAINTS WITHIN MAHARASHTRA SYSTEMThe issue of transmission constraint within Maharashtra system has been under

    deliberation in the past several OCC meetings. The same was also discussed during

    the 27th and 28th TCC/WRPC meeting. During the discussions, it emerged that several

    transmissions elements downstream of Aurangabad (PG) / Taptithanda (MSETCL)

    towards Pune and Bableshwar are heavily loaded viz.

    • 765/400 kV ICTs Aurangabad (PG)

    • 400 kV Aurangabad-Waluj D/C

    • 400 kV Aurangabad-Pune D/C

    • 400 kV Waluj-Bableshwar

    Recently the following new elements have been synchronized / commissioned within

    Maharashtra.

    1. LILO of 765 kV Tiroda-Akola2 at Koradi-III

    2. 765 kV Tiroda-Koradi-III ckt-2

    3. 765 kV Koradi-Akola2 ckt-2

    4. 765 kV Wardha-Aurangabad ckt-3 and 4

    5. 400 kV Akola2-Taptithanda ckt-2

    However it may be seen that except 765 kV Pune-Solapur S/C all the above elements

    are located upstream of Aurangabad. Thus, the desired relief on the congested

    corridor downstream of Aurangabad (PG) towards Pune/Bableshwar is still awaited.

    During the joint simulation studies conducted at WRLDC following measures were

    suggested for relieving the congestion downstream of Aurangabad.

    a) Commissioning of 400 kV Dhule bays for BDTCL line (Action: MSETCL)

    b) 220 kV outlets from Taptithanda and Aurangabad-PG (Action: MSETCL)

    c) 220 kV outlets from Pune_PG and Warora (Action: MSETCL)

    d) Load trimming scheme at Waluj and Boiser (Action: MSETCL)

    e) Temporary by passing 400 kV Waluj to form 400 kV Aurangabad (PG) to Pune

    (PG) D/C instead of 400 kV Aurangabad-Waluj D/C and 400 kV Waluj-Pune

    D/C (Action: POWERGRID and MSETCL)

    MSETCL said that the Dhule bays are expected to be commissioned by May 2015

    end. POWERGRID agreed to explore possibility of bypassing 400 kV Waluj and

    connecting 400 kV Aurangabad_PG to Pune GIS after completion of 400 kV Dhule

    bays and LILO of 400 kV Waluj-Pune_AIS D/C at 765/400 kV Pune GIS and revert

    back.

    Member Secretary, WRPC suggested that joint survey would be done by MSETCL,

    PGCIL, WRLDC & WRPC for exploration of connectivity.

    RPL informed that due to various transmission constraints within Maharashtra State,

    power from its 5 x 270 MW Amravati TPP is presently restricted at 750 MW Ex-Bus

    against PPA commitment of 1200 MW with MSEDCL.

    WRPC forum informed that since RPL is embedded IPP within Maharashtra State and

    as the Ex-Bus power restriction is imposed by STU, MSETCL, issue to be resolved by

    STU, MSETCL only.

    ITEM NO. 9.2 : CONSTRAINTS IN GRID OPERATION DUE TO NON-AVAILABILITY OF TELEMETRY FROM MSETCL/MAHAGENCO STATIONSNon-availability of telemetry from large number of EHV stations of MSETCL andMahagenco has been flagged by WRLDC and is being deliberated in the OCC forumfor more than a year. It is a matter of concern that the despite repeated assurancesfrom representatives of Maharashtra the issue remains unresolved. Consequently theobservability of Maharashtra system is poor and achieving convergence of the StateEstimator is also a challenge.In the absence of Circuit Breaker Status, Bus voltage, line flow (MW and MVAR),severe constraints are being experienced by WRLDC control room personnel in real-time supervision and operation of the grid. State Estimator is also not converging Itmay be recalled that there have been several disturbances involving tripping ofmultiple transmission elements and consequent load/generation loss in Maharashtra.The restoration activities as well as post-facto analysis of events were severelyconstrained due to non-availability of telemetry.Coordination of outage of EHV elements is also hampered due to non-availability ofcircuit breaker status and analog values from various stations in Maharashtra.GM, WRLDC expressed concern on the non-availability of telemetry from severalsubstations of Maharashtra particularly 400 kV Taptithanda, Warora, Chandrapur andLonikhand despite continuous follow up and repeated assurances by MSETCLrepresentatives.Member Secretary, WRPC opined that MSETCL should forward a clear timeline ofresolution of telemetry issues of Maharashtra.CE, SLDC-Kalwa confirmed that all the pending telemetry issues of Maharashtrawould be resolved by end of May 2015.The Sub-Committee noted as above.

    10. Accordingly, it was proposed to host 471st OCC by Tata Power on 13th May, 2015.
