MINUTES OF 457TH MEETING OF OPERATION & COORDINATION SUB-COMMITTEE OF WRPC HELD ON 11th MARH 2014
AT NTPC MUMBAI
The 457th meeting of Operation & Co-ordination Sub-Committee of WRPC was held on 11th March 2014 at NTPC, Mumbai. The list of participants is enclosed at Annexure-I.
Shri, G J Despande, RED, NTPC WRHQ-I, Mumbai welcomed all esteemed delegates to 457th OCC meeting of Western Region Power Committee at NTPC Mumbai.
He wished for qualitative and fruitful discussion during the meeting. Shri P B Behere, GM, NTPC, WRHQ-I, welcomed all the participants & highlighted some of the following important aspects of Grid,facing presently
1. Synchronization of 765 kV Solapur-Raichur single line, one nation one grid formed and consequent.
2. Problems for load dispatchers, Generators and Discom’s. 3. Narrow band frequency operation and implementation of DSM. 4. Implementation of RGMO & FGMO in generating units. 5. Over voltage problems. 6. New NTPC units (Mauda-2 (500 MW) & Vindhyachal-12 (500 MW))
synchronized in grid. He wished for smooth conduct of meeting. Shri S D Taksande, Member Secretary, WRPC extended warm welcome to the
members and participants of the 457th OCCM. He expressed his gratitude to Shri, G J
Despande, RED NTPC WRHQ-I, Mumbai, for willingly agreeing to host 457th OCCM at
NTPC Mumbai. He also thanked to Shri P B Behere GM, NTPC and his team for
making excellent arrangement for meeting. He intimated that on 10.3.14 there was a
seminar on “Smart Grid Initiative in India : The Way Forward” organized by IEEE with
the assistance of WRPC wherein topics like LVDC with focus on DC in Micro grids,
IEEE Smart Grid Initiatives and IEEE Conformity Assessment Program were
presented by prominent speakers from Crompton Greaves Ltd. and IEEE.
He further intimated that :
1. New IEGC frequency band (49.90 Hz to 50.05 Hz) has been implemented w.e.f. 17.02.2014.
2. DSM has been implemented w.e.f. 17.02.2014.
3. 28.02.2014 was typical date of minimum as well as maximum frequency day which is to be discussed in detail.

4. MPPMCL filed a petition in High Court of Jabalpur challenging implementation of DSM.
5. He welcomed GM, WRLDC Shri P Mukhopadhyay in his first OCC of WR. He also highlighted the immense contribution in making important decisions in various OCC forums by Shri P. Pentayya, Ex. GM, WRLDC.
There after he requested to SE(O) to take regular agenda items in seriatim.
ITEM No. 1: CONFIRMATION OF THE MINUTES
Superintending Engineer(Opn), WRPC stated that the Minutes of 456TH meeting
of Operation & Coordination Sub-Committee of WRPC held on 13th February 2014 at
GETCO, Vadodara, were forwarded vide letter No. WRPC/OPN/OCC-Minutes/2013-
14/1741 dated 25.02.2014.
1. GM(OS & Comml), NTPC Mumbai vide letter dated 05.03.2014 commented on Item
no 1A(6) of minutes regarding Technical minimum scheduling of NTPC stations wrt to
following paragraph :
Quote:
“In view of above discussions, OCC recommended that in case of schedule is less
than 30% of MCR even after final review by WRLDC as indicated above, then NTPC
either run the NTPC units above 30% of MCR as recommended by CEA to CERC,
even after review the requisition doesn’t match TM, otherwise NTPC is at liberty to
either shut down the units or run the units more than schedule to the extent possible
without oil support, thus over injecting into the grid.”
Unquote:
He requested that the above recorded paragraph of OCC is discordant with 24th
WRPC decision as CEA vide letter dated 12.09.2013 have just sent the
recommendations to Hon’ble CERC which states that the operating capability for coal
fired units can operate at any load without any limits; and minimum load without oil
support is taken as about 30% MCR and operation below this limit need oil support
and it cannot be implemented unless approved by Hon’ble CERC. In addition, higher
forum(WRPC) decision can’t be changed in lower forum(OCC) and therefore
requested for deletion of the paragraph.

Member Secretary, WRPC intimated WRPC agrees with observation of NTPC and
WRPC decision taken in 24th WRPC meeting shall stand till it further reviewed in the
same or any guidelines/regulation issued by appropriate authorities. Therefore parawill
be deleted from 456th OCC minutes.
2. Representative from DNH made following comment on item of MOM regarding
shifting of DD/DNH load from GETCO to PGCIL networks:

DNH representative informed that:
• 66 kV Vapi-Dabhel feeder will be ready by May 2014.
• 220 kV Bhilad- Silvassa Ckt-I will be ready by March 2014.
• 220 kV Bhilad- Silvassa Ckt-II will be ready by April 2014.
• Magarwada S/S(supply of GIS delayed) will be ready by May 2014.
Unquote:
He requested to amend the shifting of load of DNH from GETCO network to PGCIL
network will be in above time frame subjected to commissioning of Kala S/s.
OCC members agreed on the same. Minutes of 455th OCCM were confirmed with above modification.
ITEM No.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF FEBRUARY 2014
SE(Operation), WRPC requested WRLDC to brief the Committee on Grid Operation
experiences during February 2014.
Chief Manager, WRLDC in the presentation ( copy attached at Annexure – 2 in soft copy) concentrated broadly on the performance of the grid for month of February 2014 as below:
Frequency Particulars WRLDC presented the following highlights of grid operation during the month of
February 2014.
During February 2014 the system frequency profile was as below:
The average frequency during the month of February was 50.06 Hz. The maximum
instantaneous frequency was 50.71 Hz on 28th February 2014 while minimum

instantaneous frequency was 49.37 Hz on 28th February 2014. The frequency profile
during February 2014 was as under:

The detailed frequency particulars are enclosed at Annex- 2.1.
Member Secretary, WRPC intimated that 28.02.2014 was a special date of minimum as
well as max frequency day and asked any specific reason thereof.
WRLDC representative intimated that there was heavy rainfall on 27th Feb, 2014 and in
the evening of 28th February, 2014, Chandrapur unit -5 was out and overdrawal by
some of the WR constituents.
MSETCL representative intimated that load dispatcher were not prepared for such a
drastic low demand situation due to sudden heavy rains and storm. MSETCL during
this low demand period all possible measures such as technical minimum on all
generating units, immediate lifting of load shedding, withdrawal of central sector shares
were implied. As regards to evening frequency dip it was attributed to combined
problems such as tripping of Chandrapur Unit-5, SSP units not generating, overdrawal
by other States etc.
SE(Opn), WRPC stated that schedule vs drawal of all the States including States from
other regions as well to be seen for over drawal by other regions at the time of
frequency dip.

Inter-regional exchanges status:
There was a net inter-regional export of 3020.00 MUs by WR against net export
schedule of 2867.00 MUs.
The Sub-Committee noted as above. 2.3 Voltage Profile
Voltage profile at some of 765/400 kV sub-stations during the month of
February 2014 furnished by WRLDC is enclosed at Annex-2.3. The Sub-Committee noted as above. 2.4 U/F Relay Operations
As per WRLDC records during February 2014 the system frequency didn’t touch
49.2 Hz. The details of UFR operation received from constituents for the month of
February 2014 is enclosed at Annexure 2.4.
The Sub-Committee noted as above. 2.5 Power Cuts / Load Restrictions
The committee noted the details of Power Cuts and Regulatory Measures during
February 2014 as furnished by the state utilities as per the enclosed Annexure-2.5.
The Sub-Committee noted the above. 2.6 Details of Generating Units under Forced outages
Details of generating units under forced outages during February 2014 were discussed. The modified details of force outages programme of Generating units are given in Annexure-2.6.
The Sub-Committee noted the above. 2.7 Details of Generating Units under Planned outages The status of planned outage is modified as per intimation by concern members. The modified details of generating units under Planned Outages during February 2014 are given in Annexure-2.7.
The Sub-Committee discussed and finalized the planned outages.

ITEM No.3: OPERATIONAL PLANNING 3.1 Proposed outage programme of generating units
The maintenance programme of generating units for March 2014 & April 2014 was discussed. The Sub-Committee finalized the outage schedule of generating units for the above period and the modified outages plan is placed at Annexure-3.1.
3.2 A. Outage Programme of Transmission Lines/elements
SE(Opn), WRPC informed that for the 457th OCC transmission elements outages planning data, must be submitted on or before 03.04.2014. Inter-regional outages proposal must be submitted on 03.04.2014 so that it can be take up with the counterpart of other region as well as NLDC. The Committee discussed the maintenance Programme for transmission lines/elements for the months of March 2014 & April 2014.
The Sub-Committee discussed and finalized the planned outages(enclosed at Annexure-3.2 A & Annexure-3.2 B).
B. Line outages planned vs. implemented:
In 453rd OCC it was decided that the status of lines planned vs. lines availed and any
deviation from planning or emergency outages for the concerned month shall be
submitted by WRLDC for discussion in respective OCC. Accordingly in the next OCC,
WRLDC would furnish the status of complete list of line outages during the month of
March 2014 planned vis-à-vis implemented.
WRLDC had submitted the list of emergency outages (Attached at Annexure-
3.2-C1).
WRLDC submitted the status of planned transmission element outages vs.
actual availed or emergency outages during the February 2014(Attached at Annexure-
3.2-C2).
SE(Operation), WRPC pointed out that out of approved transmission outages large
quantum of outages are not availed by constituents even when there is no real time
constraints in the grid. He also pointed out that specific satisfactory reasons to be
furnished by all the constituents who have not availed the approved outages w.e.f
Month of Jan-2014. WRPC Secretariat is also in process of preparing basic software

for tracking such issues relating to outage, outage planning, standardization of line
name, codification of lines etc. For this necessary details were requested by SE(O)
from all the constituents.
The Sub-Committee noted as above. 3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – MARCH -
2014 & APRIL- 2014 Anticipated Power Supply Position for the months of March 2014 & April 2014 were discussed. The details of anticipated regional deficit are given below:

ITEM No. 5: SYSTEM DISTURBANCE IN WESTERN REGION
There was no major grid disturbance in the Western Region during the month.
however the consolidated list of grid disturbances of lesser magnitude as furnished by
WRLDC is attached at Annexure- 5.
The tripping details and Voltage profiles have to be furnished by WRLDC to WRPC on
first working day of the month. The same has to be reported to MOP via GM division
of CEA. Accordingly, WRLDC were requested to furnish the tripping details to WRPC
along with details immediately in the event of tripping.
The Sub-Committee noted as above.
ITEM No. 6. Confirmation of Healthiness status of SERs/DRs equipment in the system.
Constituents have furnished the status of healthiness of SER/DRs in their

Constituents of WR were requested to continue sending the information as per the
recommendation of enquiry committee of Grid disturbances on 25.02.2007 and
28.02.2007.
The Sub-Committee noted as above. ITEM No. 7: STATUS OF COMPLETION OF ONGOING SCHEMES FOR
COMMISSIONING OF REACTORS, TRANSMISSION LINES AND GENERATING UNITS IN WR.
7.1 Status of completion of ongoing Schemes for Commissioning of reactors.
As discussed in 457th OCCM and as per the present status available on the work for
providing additional reactors at the various locations in WR.

(A) FOLLOW-UP
8.1 QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN
All the constituents are requested to submit the CMP report for the Third quarter
(October 2013 to December 2013) for the year 2013-14.
The Sub-Committee noted as above.
8.2 STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR REGARDING
Status of physical & cyber security in Power Sector for the Third quarter (October 2013 to December 2013) have not been received from some of the constituents. Constituents were requested to furnish the latest status.
Shri Samual C. Sciacca, from SCS consulting, LLC USA who was present in IEEE seminar at Mumbai held on 10.3.2014 was specially invited by Member Secretary for giving a brief presentation on cyber security to OCC Members & participants. Shri Samual C. Sciacca expert shared his knowledge with members of OCC.
The sub-committee appreciated the exposure given by Shri Samual C. Sciacca and thanked him for his willful participation.

ITEM NO. 8.3 ADMS IMPLEMENTATION STEP BY GETCO
A pilot project in respect of ADMS have been successfully implemented by GETCO in
11 kV Sadhi feeder (MGVCL ) on 19.02.2014.
SLDC, GETCO submitted a presentation on the same, which is enclosed at annexure-8.3.
ITEMS FROM WRLDC:
ITEM NO. 9.1 : PERFORMANCE OF WR CONSTITUENTS POST THE IMPLEMENTATION OF DEVIATION SETTLEMENT MECHANISM ON 17.02.2014
The IEGC second amendment as well as the Deviation Settlement Mechanism is in
force w.e.f. 17.02.2014. The performance of WR constituents during first 10 days i.e.
from 17th to 28th Feb 2014 comprising of 960 time blocks is illustrated below. Members
may like to analyze and devise suitable measures to ensure compliance to the above
CERC regulations.

Since the decisions in real-time are based on the SCADA data it is now important to
monitor and ensure correctness of drawal / injection as seen in SCADA. The chart
below indicates the difference between the drawal of constituents as seen in SCADA
and as recorded in SEM for the period of 01st Feb 2014 to 16th February 2014. It may
be seen that the significant difference between SCADA and SEM needs to be
addressed by ensuring healthiness of telemetry and periodic validation by the SCADA
team at the respective SLDCs and WRLDC.

Following points were highlighted by the constituents regarding sticking to DSM for
curtailing over/under drawal within limits as specified in IEGC/DSM :
• SLDC are doing their best to manage load/generation as per schedule but as
the margins is very less and due to SCADA data errors, deviations would be
there.
• Persistant underdrawal by Chhattisgarh is a big problem
• In Gujarat, schedules are revised in real time but the the generation is not
controlled within time. CGPL representative expressed that many revisions are
issued to them (as good as 15 revisions a day) and it becomes difficult for them
to achieve technical minimun to full load(wet to dry mode) as per schedule.
• NTPC representative indicated that Mounda unit is under reserve shutdown but
at the same time schedule from Chhattisgarh is there.
After hearing the views of the constituents Member Secretary, WRPC stated that all
efforts for maintaining the drawal as per schedule should be made. Regarding CGPL
problem for ramping generation from wet to dry mode he requested CGPL for submit
an agenda item in ensuing OCC after getting OEM recommendations for ramping
rates.

ITEM NO. 9.2: UNDER DRAWAL BY MAHARASHTRA AND INSECURE OPERATION IN THE GRID ON 27-28 FEB 2014
During late night of 27th Feb and early morning hours of 28th Feb-14, the grid
frequency remained above 50.2 Hz continuously for five hours from 22:52 hrs of 27-
02-2014 to 04:07 hrs of 28-02-2014. The situation was caused due to demand
reduction across the WR and NR on account of widespread rains and persistent under
drawal by Maharashtra during the above period as illustrated in figure-1 below.

Several messages were sent from WRLDC control room to SLDC Kalwa directing them to control their under drawal from the grid. Details of these messages is tabulated below.

Despite the above messages, the response from SLDC Kalwa was inadequate in
controlling the under drawal of Maharashtra. Consequently the frequency touched
50.69 Hz at 02:11 hrs. of 28-Feb 2014; the voltage across the grid increased sharply
and there was over injection from WR to other regions. Subsequently as a
contingency measure the drawal schedule of Maharashtra was reduced by 600 MW
by suo motu revision in the requisition of Maharashtra in Korba, Vindhyachal, Sipat
and Vidhyachal STPS w.e.f. 02:30 hrs to 05:00 hrs of 28.02.2014. This was later

extended up to 07:00 hrs of 28.02.2014. It was a near miss situation that could have
been avoided by adequate planning and commensurate actions in real-time. It is
requested that the matter may be taken up at the highest level in MSETCL and a
separate meeting may be convened on the above subject to avoid reoccurrence of
such event in future.
As indicated in opening remarks this incidence need to be studied. Hence SE(O),
WRPC requested to furnish schedule vs drawl figures for all the constituent for 27 and
28th Feb 2014.

ITEM NO. 9.3: NON AVAILABILITY OF REAL-TIME TELEMETRY FROM LARGE NUMBER OF STATIONS IN MAHARASHTRA
There are 224 nodes in Maharashtra that comprising of 32 Generating stations and
192 substations. Out of these 224 nodes, 47 locations are yet to be integrated in the
System. Out of the balance 177, the data from nearly 50% nodes are not coming since
last 6 months. Thus in totality data is not available from more than 135 out of 224
stations .i.e. 60 % which is highly alarming. The extremely poor status of telemetry in
the state of Maharashtra has become a security threat. Maharashtra load is touching
17500 MW and there are large number of construction related outages that have to be
facilitated. Further with the formation of the synchronous All India grid there is a need
for close monitoring of system parameters such as the line flows, voltage and grid
frequency. Inadequate telemetry is resulting in severe constraints in real time
operation as well as outage coordination. There have been several instances of line
tripping on high voltage, and SPS operation due to sudden increase in line flows
during hour boundary, or during facilitating planned outage. These events could be
minimized with better supervision if the telemetry is available.
The telemetry issue in Maharashtra has been discussed in the various WRPC forums
wherein it was informed by MSETCL that the problem is due to failure of M/s Tulip
who was the service provider for the communication network. During the month of
August 2013 representative from MSETCL had assured that a new contract was being
awarded and the situation would improve within one month.

SE(O), WRPC requested MSETCL to provide the statistics of progress of provision of
telemetry in various nodes to WRPC/WRLDC on regular basis till its final
implementation.
SE(Tel), MSETCL intimated that work is under final stage & assured that Telemetry
data from Maharashtra stations would be available regularly by end of April 2014.

ITEM NO. 9.4: STATUS OF LINE AND BUS REACTORS AT 765 KV SASAN
The line reactor of 765 kV Sasan-Satna ckt-2 as well as the Bus reactors of 765 kV Sasan bus are yet to be commissioned at Sasan end. In the absence of these reactors, high voltage is experienced at Sasan and nearby stations. Often one circuit of 765 kV Sasan-Satna is required to be opened for voltage regulation. Consequently the reliability of evacuation of generation from two units of Sasan is affected. During 456th OCC meeting, the revised schedule of the above elements as informed by M/s Reliance was as under:

CE(LD) MPPTCL intimated that visit to SASAN site to check readiness of Line and Bus reactors would be made 2nd or 3rd week of March-14 alongwith representative from NTPC.

ITEM NO. 9.5: CHARGING OF NEW TRANSMISSION ASSET IN THE GRID In order to have better coordination of the transmission utilities with RLDC/NLDC during charging / synchronization of new elements into the grid a communication has been received from NLDC (ref: POSOSCO/NLDC/System Operation/Outage Planning/1239) on 10.02.2014. It has been proposed that

a. Owner of the asset shall submit the request for expected charging/commissioning of new element for the calendar month latest by 5th day of the month to the respective RLDC & NLDC along with status of activities mentioned in the check-list.
b. RLDC shall study the impact of the new element commissioning and based on its assessment of the preparedness of the utility may recommend to NLDC who in turn would examine the issue independently considering pan India grid scenario.
c. After the above, the owner of the new asset shall give its readiness to charge the new element at least three days in advance with current status of activities mentioned in the check list.
Check list is as under
1. List of elements to be charged along with the details of approval of the transmission scheme from the Standing Committee/CTU/STU
2. Single Line Diagram of the concerned substations, along with status of completion of each dia/bus/breakers
3. Availability of real-time data and communication to the designated SLDC/RLDC
4. Installation of Special Energy Meter complying with CEA’s Regulations (Serial number / Meter number, CT/PT ratio to be indicated)
5. Charging Instructions by CTU/STU 6. Schedule and sequence of charging of elements 7. Availability of line / bus reactors as per planning. In case the transmission
system is planned to be charged without the planned line reactor, requisite authorization from CTU/STU by studies
8. Connection Agreement (along with all annexure) with CTU or STU 9. Copy of Long term Access (LTA) or MTOA granted by CTU or STU as the
case may be 10. Copy of Power Purchase Agreement (PPA) 11. A signed undertaking with name and designation of the officer clearly
indicating the following: a. All Disturbance recorders (DR) and Event Loggers (ELs) with time
synchronization are commissioned b. All protective systems have been commissioned c. All statutory clearances have been obtained
12. Output of EL and DR after charging Each document mentioned in check list from Sl. No. 1 to 10 must be attached for sake of completeness and emailed as a consolidated document to the nodal RLDC well before the new element charging date.

Member Secretary, WRPC suggested members (particularly ISTS licensees) to go through the proposal submitted by NLDC, and discuss & revert with suggestions in next OCCM.

ITEM NO. 9.6: OPENING FEEDERS WITHOUT PRIOR INTIMATION TO WRLDC
It was gathered based on the observation from WRLDC SCADA data and subsequent
discussion with MPPTCL that 220 kV Bina (MP)-Gwalior(MP) D/C were taken under
shut down for LILO works at Datia at 09:10hrs on 23/02/2014 for 4 days. The outage
of these lines was neither discussed in OCC and neither was there any intimation to
WRLDC before availing the outage. These lines are included in the important grid
elements list of Western region and prior concurrence of WRLDC is required for
switching these lines. Further these lines form the parallel path to 765 kV Bina-Gwalior
D/C and with the shutdown of these lines the network upstream of WR-NR inter
regional corridor was depleted.
OCC suggested that WRLDC shall circulate list of important STU lines for which
WRLDC concurrence required. WRLDC agreed.

ITEM NO. 9.7 TRIPPING OF 765 KV LINES ON OVER VOLTAGE
Recently several tripping of 765 kV lines have been reported on over voltage. These are indicated below:
1) 765 kV Bina-Gwalior I at 23:58 hrs of 16.02.2014 2) 765 kV Bina-Gwalior I at 20:11 hrs of 14.02.2014 3) 765 kV Satna-Gwalior at 13:00 hrs of 06.02.2014 4) 765 kV Sasan-Satna II at 00:13 hrs of 18.01.2014 5) 765 kV Jabalpur-Bina I at 23:50 hrs of 10.01.2014 6) 765 kV Jabalpur-Bina II at 04:05 hrs of 06.01.2014
PGCIL intimated that as the equipments for 765 kV are rated for 108 %, adopted Stage-I O/V setting for the above lines vary from 106 % to 108 %. As per SCADA data the bus voltage at any of the substations mentioned above had not reached 826 kV during the above incidents.

POWERGRID may examine the above tripping in detail and apprise the OCC regarding the above. In case of issues related with protective relays /field equipment are detected, these may be addressed at the earliest.
Member Secretary WRPC directed WRTS-II(PGCIL), to submit the DR status & complete report including settings to WRPC/WRLDC for further analysis.

ITEM NO. 9.8: RGMO / FGMO OF MANDATED GENERATORS IN WESTERN REGION
As per the latest information available at WRLDC, there are 251 number of units with a total capacity of 57517 MW in Western Region that are mandated to operate in Restricted / Free Governor Mode. The need for compliance to the IEGC regulations w.r.t RGMO/FGMO was emphasized in the 455th and 456th OCC meeting as well as during the 25th TCC/WRPC meeting. Subsequently it was communicated by email to all entities in WR to provide the latest status of RGMO/FGMO implementation. We have received updated status from MPPTCL, LANCO, CGPL, DB Power and JPL Tamnar in Feb 2014. The latest state wise RGMO/FGMO summary is given below.

WRLDC vide its letter ref WRLDC/RGMO-FGMO/1-2014 dated 23.01.2014 has issued directions under Section 29 of the Electricity Act to ensure compliance of IEGC regulations 5.2 (f), (g), (h) and (i). All utilities are requested to furnish the status of compliance in respect of generating units under their jurisdiction.
DTPS Dahanu representative expressed his experience of technical difficulties during implementation of RGMO/FGMO at technical minimum loading at DTPS Dahanu. Other generators in WR endorsed the views expressed by DTPS representative.
Members expressed that RGMO/FGMO to be disabled at technical minimum loading but as the issue of technical minimum itself is pending since long therefore agreed to continuing the existing practice.

The status of telemetry related issues in respect of WR constituents is as under:

e) DD & DNH Due to non-availability of SCADA data from Daman & Diu the difference between drawal as seen in SCADA and as recorded in SEM is as high as 5.71 % during the period 1st Feb to 16th Feb 2014. Data from The error is mainly due to non-availability of data from 220 kV Magarwada. Telemetry from 220 kV Kharadpara and Khadoli station is not available.
DNH representative intimated that there are not RTU in their UT. RTU implementation to be covered under SCADA upgradation programme.
f) POWERGRID The data from the following stations is not available at WRLDC
1) 765 kV Tamnar (Communication problem, GPRS link is not stable)

issue(Delay) in data updation at WRLDC, Rectification work under

gateway connected to above link is not configured for 765 KV data.
Hence when BSNL link is down 765 KV data is not updating at
WRLDC.
PGCIL Representative from Raipur assured that 765 kV Durg & 765 kV Kotra
telemetry link will be available by the end of May 2014.

ITEM NO. 9.10: COMPARISON OF DRAWAL AS SEEN IN SCADA VS SEM
The IEGC second amendment and the Deviation Settlement Mechanism is in force since the 17.02.2014. The IEGC stipulates maintaining injection / drawal within the limits prescribed in the Deviation Settlement Mechanism.

ITEM NO. 9.11: MOCK BLACK START EXERCISE
As per sec 5.8(b) of IEGC the users/STUs etc. need to conduct Black start mock
exercises in their respective systems once in every six month under intimation to
RLDC. Also the all the black start Diesel Generator (DG) sets are [as per sec 5.8(b)
of IEGC] required to be tested weekly and the test report needs to be sent to RLDC
on quarterly basis.
The following table summarizes the status of mock exercises in respect of black start
facilities in Western Region.

ITEM NO. 9.12: HEALTHINESS OF MAIN CIRCUIT BREAKER OF 400 KV BIRSINGPUR-KATNI-I AT KATNI END
The main CB of Birsingpur-Katni-I was under shut down since 23:50 hrs of 14th February 2013. Representatives from MPPTCL informed that of restoration of the Main CB of 400 kV Birsingpur-Katni-I at Katni end has already been carried out.

ITEM NO. 9.13: TESTING OF SPS RELATED TO TRIPPING OF BINA-GWALIOR-
AGRA AT CGPL, VINDHYACHAL AND KORBA In 25th WRPC/TCC the matter of testing of the SPS for 765 kV Gwalior-Agra D/C discussed & recommended that signals simulating the trip of the above line shall be sent and successful receipt of the signal shall be sufficient to ensure that SPS is working. It was decided that WRLDC shall co-ordinate and witness and the SPS may be taken into service subsequently OCC suggested that WRLDC shall fixed up a date for testing in consultation with NLDC.
A team comprising officers from WRPC, WRLDC, NTPC, PGCIL & CGPL to perform test on 21.03.2014. Test result will be discussed in next OCC meeting.

ITEM NO. 9.14: SPS AT SIPAT
WRLDC vide letter No. WRLDC/MO-I/1719/2013 dt 21.6.13 requested to take up this matter with the concerned for early implementation of the SPS.
OCC suggested that WRPC, WRLDC & NTPC would discuss the scheme and suggest implementation of SPS with any modification required at the earliest.

ITEM NO. 9.15 :SPS AT 4X300 MW BALCO IPP
The SPS at 2010 MW Balco (4x67.5MW + 4x135 MW + 4x300 MW) was to be commissioned by Nov 2013 before commissioning of first unit of 4x300 MW Balco IPP. For the new SPS scheme envisaged for the Balco CTU connection, namely the Grid Islanding and Load Management Scheme (GILMS), Balco had reported to have placed an order with M/s SEL. As discussed earlier, the scheme suggested by WRLDC may be implemented before commissioning of first unit of 300 MW. It was intimated during the 456th OCCM by the Balco representatives that the SPS shall be commissioned by March 2014.

ITEM NO. 9.17: STATUS OF 220 KV KOLHAPUR-MUDSINGHI-CHIKODI- BELGAM LINE
Consent for trial operation of 220 kV Kolhapur-Mudsinghi-Chikodi- Belgam line in radial mode for supply of Karnataka load from Maharashtra side was granted after discussion in the 455th OCC meeting. WRLDC is in receipt of letter from SRLDC regarding concurrence for the above arrangement. MSETCL representative intimated that it is under consideration to settle down the commercial issues due to SMP mechanism of deviation settlement by embedded generators.
WRPC OCC Sub-committee reiterated that not withstanding the commercial mechanism. It agrees with transfer of power to the tune of 100 MW in radial mode to Karnataka as decided in earlier OCC.

ITEM NO. 9.19: REAL-TIME MONITORING OF FEEDERS / SUBSTATIONS THAT
ARE COVERED UNDER THE AUFLS Telemetry of feeders / substations covered under the AUFLS is desirable for real-time assessment of the anticipated relief that would be available from the AUFLS scheme at any given instant of time. CERC has also directed all the constituents to for mapping of these feeders in the SCDA of SLDCs/RLDC. Member Secretary, WRPC suggested that if both measurands and CT indication is not possible to telemeter, at least indication can be telemetered with existing facilities and load shed can be derived at higher leveled S/S by deference in total drawl by particular S/S and request for early implementations. The sub-committee noted as above.
ITEM NO. 9.20: LOAD FORECASTING As per the amended Indian Electricity Grid Code that is effective from 17th February 2013 the SLDCs, SEB, distribution licensees shall always restrict the net drawal of the State from the grid within the drawal schedule keeping the deviations from the schedule within the limits specified in the Deviation settlement mechanism regulations. Therefore it is imperative that adequate attention may be paid towards load forecasting. The matter was discussed in the 455th and 456th OCC as well as in the 25th TCC/WRPC board meeting wherein it was decided to create a task force for exploring development of a software for load forecasting. Members may like to deliberate further. SLDC, GETCO made a presentation(enclosed at Annexure-9.20) on the factors to be considered for correct load forecasting. OCC suggested for a separate meeting between WRPC, WRLDC, SLDC’s & Discom’s. Subsequently it was decided that meeting would be held on 03.04.2014 at Mumbai. The outcome of the meeting will be intimated in ensuing OCC meeting.

ITEM NO. 9.21: IMPLEMENTATION OF THE REVISED AUFLS IN GOA, DD AND DNH
It was decided during the 455th and 456th OCC meeting as well as during 25th WRPC meeting that Goa, DD and DNH shall complete the implementation of the revised AUFLS in Goa, DD and DNH at the earliest. Goa representative intimated that AUFLS in Goa has been already implemented for 25 MW.
DNH representative intimated that tendering process in under process but because of election code of conduct process is slow. DD representative intimated that they have written a letter to GETCO and PGCIL for implementation of the same.

Subsequent to that power flow pattern in Maharashtra has been totally changed. He requested Reliance transmission for restoration progress.
