Meeting of Steering Committee of Micro and Small Enterprises - ClusterDevelopment Programme (MSE-CDP) was held under the Chairmanship of ShriMadhav Lal, Secretary, MSME on 20.03.2013 at 10.30 AM in Committee Ro.om, 010DC (MSME), Nirman Bhawan, New Delhi. Secretary (MSME) welcomed all themembers. List of participants is at Annexure -I.

Karnataka

Agenda No. 32.1: Proposals for conducting Diagnostic Studies (OS) in 09clusters by Karnataka Council for Technical Up gradation (KCTU), Bangalore.

Karnataka Council for Technical Up gradation (KCTU), Bangalore will be implementingagency for all clusters.

In case of Puffed Rice Processing Cluster, JDC, member secretary, informedthat the critical mass i.r.o number of units are less in the cluster.

JDC also pointed out that in 29th SCM dated 24.2.12, 9 proposals from KCTUwere approved by the steering committee for conducting DSRs for which funds wasreleased on 29.3.12. The DSRs received by this office after lapse of 11 monthsinstead of 3 months as per MSE-CDP guidelines. KCTU was requested to maintain thetime schedule.

Decision: Steering Committee approved for conducting Diagnostic study for 08clusters out of 09 DSRs with 100% Gal grant.

In case of Puffed Rice Processing Cluster, Harappanahalli, Davanagere, it wasdecided that as the critical mass and number of units is less in the cluster, the

proposal will be considered when sufficient units would be available in the cluster asper guidelines of MSE-CDP.

Steering Committee also advised to adhere the time schedule for submission ofDiagnostic Study.

Agenda No. 32.2 Proposal for Soft Interventions in Food Processing,Sakarayapatana, Chikkamagalore, Karnataka.

Decision: Steering Committee approved the proposal for soft interventions in FoodProcessing, Sakarayapatana, Chikkamagalore, Karnataka at a total cost of Rs. 5.25lakh with Gol contribution of Rs. 4.598 lakh and the remaining Rs. 0.652 lakh to becontributed by cluster units/ association.

Agenda No. 32.3 Proposal for Soft Interventions in General Engineering andAgricultural Implement Manufacturing Cluster, K.M. Doddi village, Maddur Taluk, Mandya, Karnataka.

Decision: Steering Committee approved the proposal for soft interventions inGeneral Engineering and Agricultural Implement Manufacturing Cluster, K.M. Doddivillage, Maddur Taluk, Mandya, Karnataka at a total cost of Rs. 5.25 lakh with Golcontribution of Rs. 4.598 lakh and the remaining Rs. 0.652 lakh to be contributed bycluster units/ association.

Agenda No. 32.4 Proposal for Soft Interventions in Embroidery, Garmenting &Zari Cluster, Doddamudahalli, Chamrajanagar, Karnataka.

The proposal was discussed in detail. Chairman has directed that the technicalagencies like NIFT, NID etc. should be involved.

Decision: Steering Committee approved the proposal for soft interventions inEmbroidery, Garmenting & Zari Cluster, Doddamudahalli, Chamrajanagar, Karnatakaat a total cost of Rs. 6.41 lakh with Gol contribution of Rs. 5.562 lakh and theremaining Rs. 0.848 lakh to be contributed by cluster units/ association. TheCommittee suggested including technical agencies like NIFT, NID etc.

Agenda No. 32.5 Proposal for Soft Interventions in Printing Cluster, Tumkur,Karnataka.

Secretary (MSME) directed that expert agency for technical inputs should beinvolved.

Decision: Steering Committee approved the proposal for soft interventions inPrinting Cluster, Tumkur, Karnataka at a total cost of Rs. 6.40 lakh with Golcontribution of Rs. 5.61 lakh and the remaining Rs. 0.79 lakh to be contributed bycluster units/ association. The Committee suggested involving expert agency fortechnical inputs.

Agenda No. 32.1 (5): Proposal for Soft Interventions in Jaggery, Hippargi Villageof Jamakhandi Taluk , Bagalkot, Karnataka.

DC (MSME) informed that the CFTRI should be involved for technical inputs.

Decision: Steering Committee approved the proposal for soft interventions inJaggery, Hippargi Village of Jamakhandi Taluk, Bagalkot, Karnataka at a total cost ofRs. 9.27 lakh with Gol contribution of Rs. 7.85 lakh and the remaining Rs. 1.42 lakh tobe contributed by cluster units/ association. The Committee directed to involve CFTRIfor technical inputs.

Agenda No. 32.2 (5): Proposal for Soft Interventions in Hosiery and ReadymadeGarments, Shigli Village, Sirahatti Taluk, Gadag, Karnataka.

Decision: Steering Committee approved the proposal for soft interventions inHosiery and Readymade Garments, Shigli Village, Sirahatti Taluk, Gadag, Karnatakaat a total cost of Rs. 6.61 lakh with Gol contribution of Rs. 5.722 lakh and theremaining Rs. 0.888 lakh to be contributed by cluster units/ association.

Agenda No. 32.3 (5): Proposal for setting up Soft Interventions in Stone CarvingCluster, Belagatti & Hebbal Village, Sirahatti Taluk, Gadag, Karnataka.

Decision: Steering Committee approved the proposal for soft interventions in StoneCarving Cluster, Belagatti & Hebbal Village, Sirahatti Taluk, Gadag, Karnataka at atotal cost of Rs. 6.32 lakh with Gol contribution of Rs. 5.51 lakh and the remaining Rs.0.81 lakh to be contributed by cluster units! association.

Agenda No. 32.4 (5): Proposal for setting up Soft Interventions of BroomsCluster, Shigli Village, Sirahatti Taluk, Gadag, Karnataka.

After discussion, the committee observed that the activities proposed for softinterventions will not have any impact on cluster. There is a need for marketing, designand other good interventions, which need to be proposed.

Decision: Steering Committee dropped the proposal and suggested that theproposal may come up with good interventions.

Agenda No. 32.5 (5): Proposal for setting up Soft Interventions of Rice and RiceBran Cluster, Mandya Taluk, Mandya, Karnataka.

Steering Committee has suggested making use of Husk for power generation.

Decision: Steering Committee postponed and asked the implementing agency torevise the proposal for soft interventions in Rice and Rice Bran Cluster, Mandya Taluk,Mandya, Karnataka to include programmes on awareness of power generation byusing rice husk etc.

Madhya Pradesh

Agenda No. 32.6: DSR for Rice Milling Cluster, Tehsil Dabra, District Gwalior,Madhya Pradesh.

The proposal was discussed. AS & DC(MSME) desired that use of Rice Huskwhich is a by product may also explored in addition to solvent extraction from bran ..The proposal should make use of husk for power generation. Madhya Pradesh LaghuUdyog Nigam (MPLUN) will be implementing agency

Decision: Steering Committee approved the proposal for conducting DiagnosticStudy in Rice Milling Cluster, Tehsil Dabra at a total cost of Rs. 2.50 with Gol grant ofRs. 2.25 lakh.

Manipur

Agenda No. 32.7: Proposal for Soft Interventions in Handloom Weavers Cluster,Churachandpur town area, Manipur.

Decision: Steering Committee approved the proposal for soft interventions in thecluster for duration of 18 months at a cost of Rs 17.40 lakh with Gol contribution of Rs.13.90 lakh. The State Govt. contribution would be Rs. 1.20 lakh and Rs. 2.30 lakhwould be contributed by cluster units/association.

Agenda No. 32.8: Proposal for Soft Interventions in Handloom Weaving Cluster,Yumnam Huidrom Makha Leikai, Imphal West, Manipur.

Decision: Steering Committee approved the proposal for Soft Interventions in thecluster for duration of 18 months at a total cost of Rs. 6.40 lakh with Gol contribution ofRs. 5.70 lakh, Rs. 0.70 lakh to be contributed by cluster units/association.

Agenda No. 32.9: Proposal for Soft Interventions in Silk weaving Cluster, UtlouMakha Leikai, Bishnupur District, Manipur.

Decision: Steering Committee approved the proposal for Soft Interventions in thecluster for duration of 18 months at a total cost of Rs. 8.30 lakh with Gol contribution ofRs. 7.22 lakh, Rs. 1.08 lakh to be contributed by cluster units/association.

Agenda No. 32.10: Proposal for Soft Interventions in Handloom WeavingCluster, Langthabai Lep, Imphal West, Manipur.

Decision: Steering Committee approved the proposal for Soft Interventions in thecluster for duration of 18 months at a total cost of Rs. 8.10 lakh with Gol contribution ofRs. 7.02 lakh, Rs. 1.08 lakh to be contributed by cluster units/association.

Agenda No. 32.11: Proposal for in-principle approval of upgradation ofTakyelpat Industrial Estate, Imphal West, Manipur.

Decision: Stee~ing Committee accorded 'In-principle' approval for up gradation ofTakyelpat In~ustnal Estate, Imphal. Accordingly, Govt. of Manipur may submitproposal for final approval as per the guidelines of MSE-CDP within a period of sixmonths.

Agenda No. 32.12 (5): Proposal for in-principle approval of InfrastructureDevelopment (10) at Kuraopokpi, Kakching, Thoubal District, Manipur.

Decision: Steering Committee accorded 'In-principle' approval for InfrastructureDevelopment (10) at Kuraopokpi, Kakching, Thoubal District, Manipur. Accordingly,Govt. of Manipur may submit proposal for final approval as per the guidelines of MSE-COP within a period of six months.

Agenda No. 32.13 (5): Proposal for in-principle approval of InfrastructureDevelopment (ID) at Tera Urak, Bishnupur, Manipur.

Decision: The Steering Committee suggested having a backup plan so thatindustry would set up and function. The proposal of Infrastructure Development (10) atTera Urak, Bishnupur was accorded for in-principle approval. Accordingly, Govt. ofManipur may submit proposal for final approval as per the guidelines of MSE-CDPwithin a period of six months.

West Bengal

Agenda No. 32.12: Proposal for setting up Common Facility Centres in RedBrick Cluster, Barabani, Durgapur, Burdwan, West Bengal.

Steering Committee examined the proposals and also the list of plant andmachinery proposed in the CFC. It was observed by the Committee that the machinesproposed in the CFC in particular lathe machines and welding machine etc., are notfeasible considering the units in the cluster. SIDBI representative also raised objectionon JCB machines.

Decision: Steering Committee did not approve in-principle approval for CFC in thecluster.

Agenda No. 32.13: Proposal for in- principle approval to set up Common FacilityCentres in Plastic Processing Cluster, Dabgram, Rajganj, Jalpaiguri, WestBengal.

The description of the cluster was given by SPV members as well as by StateGovt. They informed the Steering Committee about progress made in this cluster

Decision: After examination of all the necessities as per the guidelines of MSE-COP, the Committee granted final approval to the project for CFC in Plastic processingCluster, Oabgram, Rajganj, Jalpaiguri, West Bengal.

Agenda No. 32.14: Extension of duration of Up-gradation 10 centre at UdayanIndustrial Estate, Kolkata.

Decision: Steering Committee granted extension of duration of project up to so"September 2013.

Agenda No. 32.15: Extension of duration of project for setting up of CFC in Re-rolling Mill Cluster, Howrah.

Steering Committee examined the progress of implementation of CFC in thecluster and desired to know as to why the project has been delayed and how muchtime is further required for completion of CFC. State Govt. ISPV informed thattendering of building as well as some of the machineries could not be completed in

time with the result that project activities were started late. The Chairman desired toknow as to how quickly one or two facilities proposed in the CFC can be started. AS &DC (MSME) also informed to the Committee that State Govt. had taken unilateraldecision to release funds to the SPV for creation of infrastructure facilities andmachinery on "cost reimbursement basis" instead of upfront contribution. However,this problem has now been resolved by State Govt. with the SPV.

The CEO from SPV in the cluster assured to start Machine Shop Facility in the CFCby January 2014 with timely availability of funds.

Decision: Steering Committee granted extension of duration of project up to 31st

March 2014.

Uttar Pradesh

Agenda No. 32.16: Proposal for Soft Interventions of Foundry Cluster, Agra,Uttar Pradesh.

Decision: Steering Committee approved the proposal for Soft Interventions in thecluster for duration of 18 months at a total cost of Rs. 21.00 lakh with Gol contributionof Rs. 14.45 lakh, Rs. 6.55 lakh to be contributed by cluster units /association.

Agenda No. 32.17: Proposal for Soft Interventions in Patch Work Cluster,Rampur, Uttar Pradesh.

JOC (CD) informed the Committee that the applicant who has applied is aConsultant instead of Industry association, State Govts'agency/ State Govt. etc. Alsoclear recommendation of the State Govt. was not available. Commissioner ofIndustries, Govt. of UP informed the Committee to consider the proposal. AS&OCsuggested to fulfil all the conditions and get it approved on file.

Decision: Steering Committee decided to get it approved on file.

Agenda No. 32.18: Proposal for Soft Interventions in Pharmaceuticals, KanpurNagar, Uttar Pradesh.

Decision: Steering Committee approved the proposal for Soft Interventions in thecluster at a total cost of Rs. 11.95 lakh with Gol contribution of Rs. 8.43 lakh and Rs.3.52 lakh to be contributed by cluster units/association.

Agenda No. 32.19: Proposal for conducting Diagnostic Study Report (DSR) ofLeather Footwear Cluster, Saharanpur District, Uttar Pradesh.

Decision: Steering Committee approved the proposal for conducting diagnosticstudy in the cluster by MSME- Technology Development Centre (CFTI), Agra at a totalcost of Rs. 2.50 lakh to be made available as Gol contribution.

Agenda No. 32.20: Proposal for conducting Diagnostic Study Report (DSR) ofFortified Wheat Flour Cluster, Aligarh, Uttar Pradesh.

Decision: Steering Committee may approve the proposal for conducting diagnosticstudy in the cluster by Uttar Pradesh Trade Promotion Authority (UPTPA), Kanpur at atotal cost of Rs. 2.40 lakh to be made available as Gol contribution.

Tamilnadu

Agenda No. 32.21 Proposal for final approval to Up-grade Infrastructure facilitiesat Malumichampatti, District Coimbatore, Tamilnadu under MSE-CDP.

In the centre, 128 plots were constructed and out of these, 115 plots allotted to97 entrepreneurs. State Level Committee is already constituted for the project.Tamilnadu Small Industries Development Corporation (TANSIDCO) Ltd., Chennai willimplement the project within a period of 24 months.

Decision: Steering Committee approved the project for Up gradation ofInfrastructure facilities at Malumichampatti, District Coimbatore, Tamilnadu at projectcost of Rs. 200.00 lakh with Gol assistance of Rs. 113.25 lakh.

In case of CFC in Gate and Grill Cluster, Thiruvallur, AS&OC(MSME) observedthat the ROCE is 13.94% in the first year as per SIOBI appraisal report and desiredthat the ROCE should be 25% or more as per guidelines.

Committee also discussed about the CFC in Powerloorn Cluster, Salem indetail. MO, TANSIOCO mentioned during deliberation that he is also looking after theState Pollution Control Board and the proposal fulfills the requirement of PollutionControl Board, so consent to establish can be granted. AS&OC(MSME) has informed,TANSIOCO, to change the AoA as there is some mistake.

Agenda No. 32.6 (S) Proposal for setting up of Common Facility Centre in SteelProduct Fabrication Cluster, Salem

Committee discussed the proposal and observed that the ROCE is 16.61% inthe optimum year i.e. FY 2017 as per SIOBI appraisal. SPV has clarified that theproposal is based upon double shift working and SIOBI has considered the ROCE onlyon single shift basis. Representative of SIOBI assured that he will submit itscomments within a week time.

Decision: Steering Committee accorded final approval for setting up of CommonFacility Centre in Steel Product Fabrication Cluster, Salem. Comments from SIOBI onROCE have already been received.

Tripura

Agenda No. 32.27: Proposal for Soft Interventions in Bamboo made HandicraftsProducts, Shankhala, West Tripura, Tripura.

The representative from EOII, Ahmedabad raised his observation regardingscaling down of cost of soft interventions from Rs. 24.70 lakh to Rs. 8.00 lakh in theAgenda and further while scheme guidelines clearly mentions 90% Gol contribution forsoft interventions in clusters for NE Region/micro units, the proposed Gol share is lessthan 90% in this cluster as well as in Leather Cluster, Topsia, Kolkata. In this regard,JOC (CD) informed that earlier Gol funds for soft interventions in Leather Cluster,Topsia, Kolkata approved by Steering Committee in its 3151 meeting has not beenconcurred by IF Wing due to the fact that activity wise budget proposed was not foundexactly as per the Annexure - I of guidelines of MSE-COP.

2. Committee discussed the various issues like energy conservation,technology upgradation and pollution related problems etc. State Governmentrepresentative clarified that the cluster is basically induction furnaces cluster but due toproblem in online application filling system the name "Steel Re-rolling Mill Cluster,Ludhiana" was wrongly entered. AS&DC (MSME) informed that this proposal was placed in the 29th SteeringCommittee Meeting held on 22.02.2012. In that Meeting, AS&DC(MSME) appraisedthe Committee that COWE members, which are the intended beneficiaries of theproject have already been allotted land by APIIC (Implementing Agency) for thisproject whereas AS&FA has mentioned that as per guidelines of MSE-CDP schemes,the land should be in the name of the Implementing Agency. After discussion, SteeringCommittee decided that the proposal will be considered on file subject to condition thatland title is in the name of IA as stipulated in scheme guidelines. APIIC informed thatthey have been developing industrial estate for Automobile and Engineering Industriesin about 750 acre of land in Medak district. The said lands were transferred by Govt. toAPIIC in March 2007 for the development of Industrial Park. Out of 750 acres, topromote ancillary units to the automobile sector under MSME, the APIIC has madeconditional allotment of about 29.99 acres to COWE (Confederation of WomenEntrepreneurs), Association of Women Entrepreneurs. To facilitate further allotmentsto its members, the APIIC had executed conditional sale deed to COWE on 24th Feb2010.

The APIIC will implement the project which has been submitted to % DC(MSME) and thereafter, APIIC would monitor and maintain COWE Industrial Estate.
