    The Data Exchange Working Group (DEWG) met on January 13, 2011 in Little Rock, Arkansas. The meeting notice, agenda, and attendance list are affixed as Exhibits A, B, and C, respectively.

    DEWG Chair Keith Mitchell presided. Larry Kezele announced that a quorum was present and read the applicable Notice of Public Meeting.

    Antitrust Compliance Statement Larry Kezele summarized the NERC Antitrust Compliance Guidelines.

    Data Exchange Working Group Meeting Minutes The working group approved the minutes of the October 21, 2010 meeting.

    Future Meetings The working group reviewed and revised the list of future meetings.

    Data Exchange Working Group Roster and NERC List Servers The working group reviewed and revised its roster. The working group also reviewed and revised the [email protected], the [email protected], and the [email protected] list servers.

    The working group reviewed and revised a listing of those individuals and reliability entities having access to the ISN private files website.

    Use of the SERC Real-time Model Working Group Site by non-SERC Members for EMS Model Dumps in the SERC Format Robert Kingsmore discussed the use of the SERC Real-time Model Working Group site by non-SERC members for EMS model dumps in the SERC format. The EMS model dumps are updated quarterly. Mr. Kingsmore reported that data posted to the SERC website is available to SERC members and SERC is developing a non-disclosure agreement for reliability entities that are not members of SERC that will all allow access to those EMS model dumps. Mr. Kingsmore suggested that working group members contact him ([email protected]) to request further information regarding the SERC website.

    Situation Awareness FERC, NERC, and Regions Chair Mitchell provided a status report of the Situation Awareness for FERC, NERC, and the Regional Entities (SAFNR) project. The SAFNR project team decided that SAFNR will be vendor-hosted. The vendor will host a NERCnet node to receive ICCP data. In addition, the vendor will request all ICCP point information through NERC. Some System Data Exchange data (e.g., transmission line outages) will be uploaded into SAFNR.

    Tom Vandervort informed the working group that the selected SAFNR vendor will need to stand-up a NERCnet node to receive ICCP data. The selected vendor will sign the NERC Operating Reliability Data confidentiality agreement. Chair Mitchell stated that the selected vendor should be expected to participate in working group activities. The working group also discussed redundancy of nodes for this project. Mr. Vandervort will address this with Robert Jackson, NERC staff facilitator for the Telecommunication Working Group.

    January 10, 2011 NERCnet Outage Scott Aclin provided a summary of the January 10, 2011 NERCnet outage. The outage impacted NERC, Southern, Entergy, TVA, SPP, and MISO. The root cause of the outage may have been a weather-related circuit outage. However, some entities did not transition to Option 2 as anticipated.

    Real-time Tools Best Practices Task Force Mr. Kingsmore highlighted the Real-time Tools Best Practices Task Forces final report entitled Real-Time Tools Survey Analysis and Recommendations, dated March 13,

    2008. He specifically reviewed the reports recommendations related to ICCP data and system modeling. The report is posted at http://www.nerc.com/filez/rtbptf.html.

    Based upon its review of the March 13, 2008 report, the working group decided to further consider the following potential work items with appropriate reliability coordinator staff:

    1. Process to have single email address for ICCP requests (new flowchart for reliability coordinators only) ISN Node Responsibilities and Procedures document

    2. Require use of Option 2 on NERCnet 3. Development of bubble diagram to show ISN node connections 4. Availability calculation 5. Time skew review 6. Confirm all ISN data is being requested less than or equal 10 seconds 7. Review TOP-005 and IRO-005 to make suggestions to update 8. Add redundancy requirements (server) to appropriate DEWG document

    Larry Kezele reported that the Standards Committee is considering a standard authorization request for Project 2009-02 (Real-time Reliability Monitoring and Analysis Capabilities), which is posted at http://www.nerc.com/filez/standards/Project2009-02_Real-Time_Monitoring_Analysis_Capabilities.html. This reliability standard project will address some of the RTBPTFs recommendations.

    Reference Documents to the ISN Node Responsibilities and Procedures Robert Kingsmore reviewed the following three reference documents to the ISN Node Responsibilities and Procedures document.

    1. Procedure to Request Data within the Reliability Coordinator (RC) Region 2. Procedure to Delete Data by Provider 3. Procedure to Request Data outside the RC Region

    The working group discussed the continued need to maintain the reference documents, especially given that the working group intends to develop a generic ICCP request form using check boxes. Scott Aclin moved to retire the Procedure to Request Data within the RC Region, the Procedure to Delete Data by Provider, and the Procedure to Request Data outside the RC Region. The working group approved the motion.

    ICCP Object ID Use and Registration Chair Mitchell deferred this agenda item to the working groups next meeting.

    ISN Data File Review Scott Aclin reviewed the current status of each data definition file. Many of the files have not been updated for over a year, which led to discussion of the recommended

    periodicity of file updates. The sense of the working group is that the data definition files should be updated at least every six months. Robert Kingsmore will revise the ISN Node Responsibilities and Procedures document for review at the working groups April 2011 meeting.

    Status of DEWG Documents The working group reviewed the list of documents posted on the working groups website and a spreadsheet which identified each document and its current status.

    The working group specifically reviewed the document titled Planned Power System Model Change Notification Process. Robert Kingsmore moved to retire the Planned Power System Model Change Notification Process. The working group approved the motion.

    The revised documents spreadsheet is attached (Exhibit D).

    ISN Node Operator Contacts Larry Kezele explained that NERC IT staff would like the working group to develop an ISN node operator contacts list. The contacts would be used by NERC staff to address ISN node outage incidents. Mr. Kezele will request the node operator contact information from the working group by email.

    Use of NERCnet for SynchroPhasor Data Chair Mitchell reviewed the proposal to exchange SynchroPhasor data by use of NERCnet he made to the Operating Reliability Subcommittee. However, MISO has not yet identified an entity with which to conduct the proposed test of SynchroPhasor data exchange.

    Chair Mitchell also reviewed a proposal to begin development of a process to assign appropriate data configuration parameters, as well as maintaining a list of available phasor units. This would avoid the possible duplicity of efforts that may take place as more PMUs and phasor data concentrators are installed. He summarized the work that MISO and PJM are doing to establish the PMU data set (Presentation 1).

    The working group proposed that NERC host the PMU data files using a methodology similar to that used for hosting ISN data definition files. Requests for access to PMU data files would be vetted using the same process as that used for requests for access to ISN data definition files. Steve Graber will develop a PMU data validator. Since the current maximum, as limited by vendor offerings, of PMUs is 65,555, the working group decided that each ISN node operator would be assigned a specific range of PMU IDs. See Table A below for a preliminary list of ranges assigned to each NERCnet node. Chair Mitchell also reviewed a proposed list of PMU parameters. The working group scheduled a conference call on February 15, 2011 at 3 p.m. EST to further discuss the PMU range assigned to each NERCnet node and the list of PMU parameters.

Some of the items discussed were considered sensitive, and, therefore, not recorded in the meeting minutes.

    Next Meeting The next meeting of the DEWG will be on April 14, 2011 in Vancouver, Washington.
