Action Meeting - 2 - October 24, 2016

Mr. Potosnak read the following statement:

DISTRICT GOALS 2016-2017

To continue to expand our curricular program and learning opportunities to be inclusive of

all learners with a focus on improving achievement and promoting student individual growth

leading to improved community satisfaction with our schools.

To offer professional development opportunities in all schools focused on energizing and

empowering staff to make meaningful instructional changes through the use of data

protocols with an emphasis on transitional grade levels.

To begin a multi-year planning process for grade reconfiguration and necessary changes in

attendance zones required for a successful implementation of the One Less Move

referendum projects.

To continue progress on our facilities projects with the least amount of disruption to the

educational process while ensuring the safety and well-being of students and staff.

I. Action to Adopt the Agenda with Addendum (Resolution A-11) Moved: Ms. Danielsen Seconded: Ms. LaCorte

Motion was approved by voice vote with no opposition.

II. Public Hearing

Mr. Orvyl Wilson, Director of School Management, spoke about the Violence, Vandalism, Substance Abuse and District Student Discipline Report

III. Comments From The Public (5 minutes per speaker – Public Hearing topic only)

The meeting was opened for public comments at 8:10 PM on a motion by Ms. LaCorte, seconded by Ms. Merris. All board members were in agreement. There were no public comments at this time. Motion to close the public comment portion of the meeting at 8:11 PM by Ms. LaCorte, seconded by Ms. Danielsen. All board members were in agreement.

IV. Mr. Daniel Loughran, Assistant Superintendent for Curriculum and Instruction, spoke about the

2015-2016 State Assessment Presentation V. Superintendent’s Report

Strategic Plan A little later this evening you will hear minutes from a recent Ad Hoc Strategic Planning Committee meeting which was held last week. I recently sent home an invitation to all of our student families inviting all to join us at the first Strategic Plan Community Workshop which will be held on Thursday, November 3rd at 7:00 PM in the cafeteria of Franklin High School. I also encourage all staff members and members of the larger Franklin community to join us. The other community workshops will be held on Wednesday, January 11, 2017 and Monday, March 13, 2017. The goal of the workshops will be to gain community input into the development of a new multi-year strategic plan.

Action Meeting - 3 - October 24, 2016

FMS Re-opens Cafeteria Monday, September 26, 2016, marked the re-opening of the Franklin Middle School Cafeteria. The food serving line of the cafeteria had undergone renovations over the summer. The new design is more efficient, utilizes the most up-to-date equipment, and gives the students better access to the variety of healthy foods that are currently served. QSAC On tonight’s agenda the Board will be asked to approve the submission of the Statement of Assurance (SOA) and the NJQSAC District Performance Review (DPR). This is the first step in the New Jersey School District Monitoring Process. The QSAC review is a form of self-study and an obligation that all school districts are required to complete every three years. During a QSAC review, school districts analyze their practice as it relates to five focus areas; Fiscal Management, Personnel, Operations, Instruction and Program, and Governance. The next step in the process will be a visit from representatives from the County who will speak to our administrators and visit our schools in order to reaffirm the self-study. In-Service Day On October 17th our district held an in-service day of professional development opportunities for our certificated staff members. The day was largely focused on the completion of Student Growth Objectives, however, the PD Steering Committee, led by Assistant Superintendent, Daniel Loughran, and Instructional Technology Supervisor, Edward Ward, also offered professional development choices which supported the PD vision statement, that is to offer a program of professional development that is differentiated by the needs of all staff members, offers choice, and enhances student learning. Choices included using technology such as google docs and google classroom, student engagement and mathematics and literacy strategies. Kudos to all involved!

VI. Board President’s Report Franklin Middle School Congratulations are in order for Lauren Kozubal, FMS seventh-grader! Lauren was selected as a winner in the NJ State Recycling Poetry Contest. Lauren wrote her poem in her sixth-grade ELA class with teacher, Dwight McCaulsky, and was chosen as one of three Sampson G. Smith School winners in April 2016. The other finalists were Ayush Mukherjee and Neela Melkot. Students were invited to submit poems of 100 words or less explaining why they believe recycling is important, why all students and schools should participate in their local recycling programs, and how best to improve New Jersey’s recycling rate. The three Sampson G. Smith School finalists' poems were advanced to the state-level competition and Lauren was one of twelve winners chosen at the statewide level. Franklin High School Congratulations to Dana Karas, our Director of Guidance, who just won the 2017 New Jersey State School Counselor of the Year from the NJ School Counselor Association. Congratulations as well to our Franklin High School marching band who, under the direction of Daniel Berz and Eric Diaz, competed in the Yamaha competition at MetLife Stadium earlier this month. They competed against 9 of the top bands from New Jersey and Connecticut. The band finished in first place, also winning the caption for Best Overall Effect. Further congratulations to FHS Alumni, Gary Kordun - Class of 1989, who was recently nominated for an Emmy for his work on several TV shows. Mr. Kordun is the Art Director of Gary Kordun Productions and is responsible for production design on the shows' sets. Having colleagues in the industry nominate Mr. Kordun is a huge compliment, and we are very proud of his accomplishments.

Action Meeting - 4 - October 24, 2016

A final word on the Franklin High School front, this week is Homecoming and several exciting events are scheduled including the pep rally and bonfire on Thursday, October 27th at 6 PM and the homecoming football against Hillsborough on Friday, October 28th at 7 PM. Hot 97 Radio Station is scheduled to be at the game. Please join our Warriors if you can. The new Claremont School is aligned to begin construction and we extend our thanks to Mr. Strimple for spearheading this project. Please remember to get out and vote on November 8th from 6:00 AM to 8:00 PM. We will open the first public comment portion of the meeting to the youngsters who may be here to speak.

VII. Comments From The Public (5 minutes per speaker – agenda items only) The meeting was opened for public comments at 8:55 PM on a motion by Ms. Stanley, seconded by Ms. LaCorte. All board members were in agreement. The following is a brief synopsis of public comments. Bill Connell announced the memorial service for Andrew Russoniello at Sampson G. Smith School on Friday at 8:00 PM. Collin Nadolsky, FHS student, spoke about the new policies at the high school and posed questions about the committees. Brandon Heimberg, FHS student, spoke about the new policies and the Warrior Pride Committee members’ inability to influence the policies. Alexa Sanchez, FHS student, spoke positively about the changes in the hallways since the last board meeting. She spoke about the dress code policy and the harsh punishment for violating it. Rebecca Holowinsky, FHS student, spoke about the more positive atmosphere at FHS since the last board meeting, but that the problems with the dress code policy continue. She requested that the board help in changing that policy. Motion to close the public comment portion of the meeting at 9:07 PM by Ms. Danielsen, seconded by Ms. LaCorte. All board members were in agreement.

A-01 Travel & Related Expense Reimbursement

Adopt the following resolution: Whereas, the Franklin Township Board of Education recognizes school staff and Board members will incur travel expenses related to and within the scope of their current responsibilities and for travel that promotes the delivery of instruction or furthers the efficient operation of the school district, and Whereas, N.J.S.A. 18A:11-12 requires Board members to receive prior approval of these expenses by a majority of the full voting membership of the Board and staff members to receive prior approval of these expenses by the Superintendent of Schools and a majority of the full voting membership of the Board; and Whereas, a Board of Education may establish, for regular district business travel only as described in NJOMB Circular Letter 16-11-OMB, including amendments or revisions thereto, a threshold amount below which Board approval is not required; and

Whereas, the Board of Education establishes, for regular district business travel only, an annual school year threshold of $1,500 per staff member where prior Board approval shall not be required unless this annual threshold for a staff member is exceeded in a given school year (July 1 through June 30); therefore be it Resolved, that the Board of Education hereby approves the attendance of the listed school board members and district employees at the attached training, seminars, conferences and conventions, and the costs of attendance including all registration fees, and statutorily authorized travel expenditures, provided that such expenditures are within the annual maximum travel expenditure amount; and, be it further Resolved, that the Franklin Township Board of Education authorizes in advance, as required by statute, attendance at the attached training, seminars, conferences and conventions as detailed in the exhibit attached hereto and made a part of the minutes. Action Meeting - 7 - October 24, 2016

A-02 Affirm Harassment, Intimidation and Bullying Decisions Whereas, the Franklin Township Board of Education has received and accepted HIB Investigation Reports at its regularly scheduled Board of Education meeting on September 22, 2016; and Whereas, these HIB Investigation Reports indicated each reported case of Harassment, Intimidation and Bullying and the results of the investigation also known as the Superintendent’s decision – including any services provided, training established or discipline imposed; and Whereas, the parties involved in those cases reported were notified of the results of the investigation, Superintendent’s decision, and the rights of those parties to request a hearing before the Board of Education; and Whereas, no requests for a hearing before the Board of Education have been received; and Whereas, the Anti-Bullying Bill of Rights provides the Board of Education the opportunity to affirm, modify or reject the Superintendent’s decisions on reported cases of Harassment, Intimidation and Bullying; Now, therefore be it resolved, that the Board of Education affirms the Superintendent’s decisions in the cases listed in the HIB Investigation Reports previously accepted by the Board at its regularly-scheduled Board of Education meeting on September 22, 2016.

A-03 School Bus Emergency Exit Drill Report Acknowledge receipt of the School Bus Emergency Exit Drill Report dated September 23, 2016. This drill is conducted semi-annually and detailed in the exhibit attached hereto and made part of the minutes. (Exhibit A-03) A-04 National School Bus Safety Week - October 17-21, 2016

Whereas, October 17-21, 2016 was National School Bus Safety Week and this year’s theme was “Bully

Free Zone!”;

Whereas, the Board of Education of the Township of Franklin recognizes bus safety education as

essential to promote the safety and well-being of our children, and urges all students and parents to

become aware of and practice the rules for safety relative to school buses at all times;

Now, Therefore, be it Resolved, that the Franklin Township Board of Education joined the nation and

recognized the week of October 17-21, 2016 as “National School Bus Safety Week.”

A-05 American Education Week Whereas, public schools are the backbone of our democracy, providing young people with the tools they’ll need to maintain our nation’s precious values of freedom, civility, and equality; and

Action Meeting - 8 - October 24, 2016

Whereas, by equipping young Americans with both practical skills and broader intellectual abilities, schools give them hope for and access to a productive future; and Whereas, education employees, be they custodians or teachers, bus drivers or librarians, work tirelessly to serve our children and communities with care and professionalism; and Whereas, schools are community focal points, bringing together adults and children, educators and volunteers, business leaders and elected officials in a common enterprise; Now, Therefore, be it Resolved, the Franklin Township Board of Education hereby proclaims November 14-28, 2016 as the observance of American Education Week.

A-07 Submission of NJQSAC Statement of Assurance and District Performance Review for 2016-

2017 Approve submission of the New Jersey Quality Single Accountability Continuum (NJQSAC) Statement of Assurance (SOA) and District Performance Review (DPR) for the 2016-2017 school year to the New Jersey Department of Education as detailed in the exhibit attached hereto and made a part of the minutes. The meeting was opened for public comments at 9:44 PM on a motion by Ms. LaCorte, seconded by Ms. Danielsen. All board members were in agreement. The following is a brief synopsis of public comments. Bill Grippo, Principal of MacAfee Road School, acknowledged Torrie Hurd, the newly-appointed Vice Principal at Frankllin Middle School, as an outstanding educator and thanked Dr. Ravally for his recommendation of Ms. Hurd into that position. Motion to close the public comment portion of the meeting at 9:46 PM by Ms. Danielsen, seconded by Ms. LaCorte. All board members were in agreement.
