Reconciliation Action Plan: Brett vacated chair due to Aboriginal heritage, discussion covered aspects

from page 6 handout with excerpts of Council plan. Tate asked what will this mean: abide by principles set

out in plan in terms of non-discrimination, inclusion and acknowledgement. Leticia: Plan was rated well by

advisory body, Section 86 committee should pick up all aspects of Council decisions. Motion moved by Brett

Barker: That CTC adopts CSC statement of reconciliation and will abide by the principles set out in the

Reconciliation Plan. Seconded Elise Turnedge. Carried unanimously.

7.  Business arising out of the correspondence Toilet sign: Now in place on guideboard. Footpath: Upgrade, amended request on wishlist for pathway to continue from Josie Bysouth Reserve toBrisbanes Rd.  Barriers make this a major safety issue, especially for women/children, need to get into localmedia, alert local MP. Suggest all to use complaints section on VicRoads website. Artwork projects: Side of ‘Brunch’ building going ahead, should be completed by Friday, activated portion in

centre of site will change every 3 months.

Naming of Scout Hall: covered later. Dot Griffin project to be completed: There is a finished seat, welcome to Cockatoo signs and timber for

replacement seat panels out at Craig Lambe’s property on Woori Yallock Rd. There were two more welcome toCockatoo signs: One to go out Pakenham Rd and one up Bailey Rd. Suggest committee talk to Leticia and GrahamSimpson and maybe make arrangements to go out and have a look and then bring it up at a meeting early next year.Funding is in bank account.Black spot funding $118,000 improvements to Rainy Hill Rd.Support for street art project: letter of support for funding application by CNH for street art for Scout Building.

Share on Facebook to promote this. Friends ofEmerald Lake Park doing weed eradication, looking for new members. Big budget brainstorm. Hundreds of ideas online, top 5 suggestions will be responded to at Council meeting9 December. Relay for Life 26−27 February. Teams of walkers/runners sought. 4th year this has been held.Question re trimming of nature reserves: Kevin explained this has begun, starting on north-western edge ofshire, six machines working through this. Issues from letter in paper: BBQ for reserve, Benches in McBride St, Christmas decorations: Stencils are stillaround, check if stored here at Scout Hall. Emerald Men’s Shed also has wooden decorations for sale. Councildoes not provide decorations for any towns or in Pakenham. Q re Toilet block: Issue with bad smell after rain, Leticia will refer on.

11.  Community group reports 11.1 NILS (No Interest Loan Scheme) (Sue Wales) 37 new loans assessed during Sept/Oct/Nov, with the program very close to reaching 500 loans totalling over$500,000 distributed in the local community since we commenced in 2009. Current loans include 16 for laptopsafter Sue Barbieri and NILS volunteers attended info sessions at Emerald Secondary College re laptop scheme tooffer NILS loans as affordable purchase option. Outcome of submissions to 2 philanthropic trusts to continueemployment of Coordinator at 3 days per week will be known in December. Program will close from 21 Dec 15

reopening 18 Jan 16 as Monash Health Centre closed at that time. 

11.2 Ready2Go (Sue Wales) Successful emergency preparedness training day with Red Cross and CFA held on 14 November, with 15participants and volunteer drivers attending. Fiona Sewell from Avonsleigh has been appointed as part-timeworker during the 2015 ‒16 summer with her broad experiences including research examining volunteerparticipation in community safety and as the project coordinator for the Cardinia Hills Youth Fire Readinessproject run by Echo Youth & Family Services giving her a great background for this role.Do you or someone you know lack transport or the ability to leave Cockatoo in times of heatwaveor other threats? Could you act as a volunteer driver to relocate people in need? Contact FionaSewell on 5968 4460 or email [email protected] for further details. 

11.3 Cockatoo Country Market (Tanya Burmeister) Our next market is on December 5th and will be our last for the 2015. The December market is a Christmasthemed market and will hopefully be another fantastic Community event. Santa will arrive on the CFA truck withtreats for the children, our stall holders are geared up for Christmas selling. The next market dates followingare February 6th & March 5th 2016. The March 5th 2016 Market, is our 12-month Anniversary market. It willalso be a Twilight Market starting at 4pm and ending at approximately 8pm. The twilight market will be more acelebration style market featuring our regular fantastic stall holders and some special activities and different stallsand great family entertainment. We encourage all community groups to attend. It will be located at the AlmaTreloar Reserve space near the amphitheatre.

11.4 RSL (Brett Barker)

The club will have a Christmas party on Friday 18 December from 7 pm. The night will include a “ClubChampionship” 8 Ball pool competition with lots of prizes and entertainment to be announced. All welcomemembers and visitors. Membership for 2016 is now due, $25 per calendar year for all categories. Everyone iswelcome to join as a social member, past service in the defence forces is not required. 

11.5 Community Harvesting Group (Dy Bain) There will be a morning tea for any group or individual who is interested in community food harvesting and foodswapping in the Cockatoo township. It could be that you have an abundance of produce and would like theexcess to go to a deserving family –  or simply swap it for something that another person has an abundance of!There are lots of ways to tackle this –  but whichever direction it ends up travelling the residents of Cockatoowill be the winners! So, whether you are a grower, a harvester, a preserver, a cook who is interested in using fresh local produce so

that nothing goes to waste then please come along and join us for a cuppa and a chat. Date: Tuesday8th December; Time 9.30am –  midday; Where: The Cottage (behind the Cockatoo Community Hall). If you areinterested in coming along and finding out about this local project please email [email protected] byFriday 4th December (for catering purposes). 

11.6 Ash Wednesday Bushfire Education Centre (Graham Simpson) 1.  After meeting with Abiola from the Shire we were able to secure a fridge, a small flatscreen TV, 3 office

chairs, Mobile white board and a park bench, all ex old shire offices. These items all help with our

shopping list. Thanks Abiola.

2.  CCTV cameras have been installed and are working.

3.  A long meeting with Daniel de Graaf and Abiola have worked out a staged plan for the construction of

the garden and there will be a working bee in the New Year to prepare for the plantings.

4.  The building will be open this Saturday –  Market Day.

11.7 Youth Club (Narelle O’Connor) Good response, numbers increasing up to 9. Good feedback. Jam session, food preparation, all have reallyenjoyed it. Next year will be under the umbrella of CNH and future activities will depend on fundraising. Target

amount not clear at this stage, further consultation with Shire Youth Team needed. 12.  Adjourned business 

12.1 Parnassus Gallery discussion, History and Heritage Cttee to detail their plans.12.2 Naming of former fire refuge/Scout hall building: vote to take place asap. 10 names suggested: voting on Australia Day from minimum of 100 people. List includes: Jan Black, Chris Willey,name associated with Wollongong due to fundraising to rebuild centre, Fell Family, Cyril Treloar, Bailey Hall,Indigenous name signifying local area or youth (Narelle to ask young people). Will submit to Council once topnames known. Best response if person’s name is linked to vote, Facebook more impersonal.  12.3 Wish list: Finalised by Executive in relation to actions already listed in Cockatoo Township Strategy. 12.4 Australia Day nominations: Executive members currently preparing applications for Citizen of Year, SeniorCitizen of the Year, Junior Citizen of the Year and Community Event of the Year. 

13.  Special business 13.1 Presentation re Graffiti management: Kevin Alexander, Open Space Unit Cardinia Shire Council.5 staff members now in Township and Graffiti (TAG) team. Entry-level crime, get rush from applying indangerous locations. Work closely with nearby councils, VicRoads, Corrections and Vic Police. Photo of allgraffiti before removed, records can show many offences once charged. Community service people work eachSaturday to remove from private property, let Council know if see any on private property. Methods: chemicalapplied, washed off under pressure; painting over whole surface; Alma Treloar Reserve one of the hot spots,Cockatoo has higher level of graffiti, if any info on CLB tag contact CrimeStoppers or police. Anti-graffiti coatingdoes make it easier to remove, costly. Hotspots checked every morning, cleaned straight away, usually createsincrease but then drops away. Kits at Men’s Shed and CFA to give people materials to clean own properties.Question: Paint in same shade, e.g. Senior Citizens wasn’t painted in matching colour. Yarra Ranges has all

buildings in 12 colours, Cardinia has over 70, aiming to reduce this. Question: Role of graffiti wall? Not a good idea, street art better way of allowing expression of artistic talents,not usually tagged for some time e.g. Bourke Park in Pakenham.Question: Issue with Elephant Rock, local icon managed by Upper BeaconsfieldQuestion: Community education? New team will be addressing this. Copies of Graffiti Plan adopted at August Township Committee meeting available for all. Council has app forreporting any problems with graffiti. 

13.2 Cockatoo Collective Impact Project: Update by Community Strengthening Officer Abiola Ajetomobi.As part of Cardinia Shire Council Action Plan to support programs and activities that promote, develop andimprove the health, safety and wellbeing of our communities and the committed to improve the lives of allpeople who live, work and visit the Shire. 

Cockatoo Collective Impact Project CCIP has been identified as a way of building capacity of the community tounderstand how to work collaboratively and have a sense of ownership and responsibility for their communities’future.

Collective Impact has been very successful internationally and in Australia to address complex social problemswithin a community. To engaging the community, particularly key leaders and stakeholders; is critical in gainingshared understanding not only of the problem or issue itself, but to collectively work together and in partnershipachieve long lasting solutions and outcomes. 

  The project for Cockatoo is aimed at supporting the community to identify its needs and work towards

meeting them with existing resources from an asset-based approach. Asset mapping Survey has beensent out to all Facility Managers of Council properties in Cockatoo (to determine utilisation,partnerships and accessibility).

This project will also raise community awareness of Council's current and future projects and initiatives, and the

associated perceived benefits to the community as well as highlight the needs for future resources andinfrastructure which will serve as a valuable resource for the Cockatoo Strategy Review. 

Community engagement so far:   Ranges Ward Councillors –  active liaison

  Township Committee - updates, brainstorm, input, feedbacks

  Monash Health Community - to inform and engage in the project

  Nils – to increase my understanding the needs of marginalised residents

  Cockatoo Primary, Playgroup, kinder and youth - to explore exercise / activity that will involve childrenand youth in the engagement process.

  Ash Wednesday Memorial - to inform and engage in the project

  Hills Local Paper –  publishing project editorial

  Hills Landcare - to inform and engage in the project

  Neighbourhood house –  to inform and engage in the project

  Who’s who in Cockatoo –  emailed a project brief & Nomination forms (33 recipients)

  Internal consultation - held with 12 business units to gather information on Council project andinitiatives in Cockatoo (I will be working with Social Planning team to see how we can translate all this

complex information into a logical story that can be presented during the consultation session.  Cockatoo Market - to inform and engage in the project

  Cockatoo Senior Citizens - to inform and engage in the project.

Promotions: to reach the wider community   Hills Local Paper – advert back ½ page

  Council bulletin –  project brief published

  StarNews – - media release in January

  Flyer –  letter box drop –  volunteers needed

  Facebook post –  seeking opportunity to meet with the administrators to encourage mutualreinforcement and consistency of information on their pages.

Where from here: I encourage you all to join in the conversation and pass on the information to your groups,clubs, organisations, neighbours and post on your various social media pages to generate a wider communityinterest. 

Call out for steering committee –  expression of interest available

Topics that will be covered in the consultation sessions:   Revitalisation the block of land on McBride Street and the need for the community to have a say in the

design process.

  Better use of Council facilities  Council projects and initiatives in and around Cockatoo

Community issues / concerns

  Image –  community perception and reputation needs to change (recognition that its slowly changing butwe need to work on it from a unified front). 

  Loving where we live –  positive vibe / communication about being Cockatoo resident needs to improve. 

  Fear –  fear based around maintaining organisations and services in the area.

  Uncompleted projects –  community are tired of being steered up about projects and initiatives with novisible outcome. 

  How Cockatoo can be seen as a town rather than transit (passing vehicles can stop and utilise thecommunity). 

  Possibility of Puffing Billy stopping in Cockatoo. 

Naming the project –  only one name suggestion has come through so far (Cockatoo: Shaping our future).

It is our hope that by coming together in this manner will strengthen relationships amongst service providers,community organisations and residents at large to work more collaboratively in the future.Question: Any funding? Using existing resources, vacant block development has funding allocated. Leticia: Manyprojects came out of similar consultation, 15 years ago. Review of Cockatoo Strategy will give impetus also. Question: Letterbox drop via post office in January. Question: Why isn’t this integrated with Township Committee?
