1) Call to Order, Welcome and Introductions, Review and Approval of Minutes

2) Industry Hour – Joe Gelardi, Vice President, USM

1) In the absence of Ms. Bailey, Ms. Guerrier called the meeting to order at 3:02 p.m.

Introduction of guests – each guest stated their name and the name of their business.

April 10, 2015 MBC Meeting Minutes were approved. (Attachment 1)

2) Mr. Galardi provided a presentation on the Virginia Beach Arena project. Q & A and comments regarding the presentation/project were as follows: Q: Ms. Bailey – Are you the owners of the project? A: Mr. Gelardi - Yes. Q: Ms. Bailey – Is SB Ballard the General Contractor? A: Mr. Gelardi –SB Ballard is the construction manager on this project. Q: Ms. Bailey – Do you have any inclusive contracting goals for this project. A: Mr. Gelardi – We are aware of the City’s small business and minority usage goals. There is a very conscious effort to meet those goals. SB Ballard has a SWaM utilization of 51%. Q: Ms. Bailey – Do you know how the percentages of SB Ballard are broken down, what percentage is small, etc.? A: Mr. Gelardi – I do not have that information. SB Ballard has that information. Q: Ms. Guerrier – Regarding the arena in Nebraska, is there any data to show if any of the older businesses from within the city moved to the arena area or if the businesses were new businesses? A: Mr. Gelardi – There was new growth right around the arena and the growth continues to spread to about eight to nine miles around the arena. Councilman Dyer stated as one of the liaisons on this project community involvement has occurred from day one. Local companies will have opportunities in this project. This is a public private partnership where private is assuming the risk. The economic impact will be great

for the city and this may be the template for future projects. There will be many opportunities for economic growth. We have to create new revenue streams. Councilmember Dyer thanked Ms. Bailey for attending the public meetings. Q: Ms. Harrison – Will the employees be City of Virginia Beach employees? A: Mr. Gelardi – SMG will be the onsite management team and will have a staff of about 38 employees. Other services will be contracted out, like production crews, lighting, sound, parking and event staff. Ms. Phillips stated the negotiations are in process. Ms. Phillips asked Mr. Gelardi to provide a list of trades to City staff, to assist in finding businesses. Q: Ms. Bailey – Can you name some of the non-construction type services that will be needed for a project like this? A: Mr. Gelardi - Catering, merchandising, marketing, signage and printing to name a few. Q: Ms. Bailey - Where would a small business go to obtain information on how to seek these opportunities? A: Mr. Gelardi - There are still many details that must be worked out. SMG will once again get involved in contracting these services, with the utilization of a general manager.

Outreach Sheila Johnson

1) 2015 Spring Event – Debrief 2) 2015 Fall Expo

1) Ms. Johnson provided a recap of the Spring event. The event was held on April 23, 2015. The full report can be found in attachment 2.

2) Ms. Johnson provided details on the upcoming expo, where the MBC will be celebrating 20 years. The full report can be found in attachment 2. Mr. Ken Chennault, CEO of American Express, was requested as the guest speaker and he is not available. It was suggested that Ms. Ursula Burns, CEO of Xerox, be contacted as the guest speaker, as well as Ms. Debra Lee, CEO of BET. Mr. Watson provided details on the after-hours event – the Funnybone- Mr. Anthony Anderson has been requested to be the main attraction at the Funnybone on the evening of November 5

th. There is a food and

beverage option should the MBC choose to have refreshments at this event. The planning for the 5k

3) 2015 MBC Retreat

run/walk for the Wounded Warriors project is underway. Information regarding insurance etc, has been forwarded to the City Attorney’s office. Ms. Johnson asked if there is a deposit for the Funnybone. Mr. Watson stated he is in the process of obtaining more details regarding the deposit. Ticket prices will be in the range of $25 to $40. Ms. LeGrand stated the sponsorship packages range from $500 to $10,000. There is also an option to be a door prize sponsor. Ms. Johnson stated there was a discussion to establish a 501c. Ms. Bailey stated there will not be a 501c formed. The funds from the sponsorship will go into the city’s general fund. Councilmembers Dyer and Kane will make sure the monies are used for the MBC’s expo. Ms. Johnson stated there was discussion on establishing an email account so the MBC can communicate very quickly with any questions from sponsors. The Westin in Town Center has been secured and an event planning service will be utilized. (Attachment 2)

3) The MBC retreat will be held on June 12, 2015 at the Sandler Center. Ms. Syd Dorsey has submitted a proposal to be considered as the retreat facilitator at a cost of less than $1000. Ms. Bailey stated Ms. Dorsey is available and will be facilitating the retreat. At this point Ms. Bailey asked for an estimated budget for the expo and the event planner. Ms. Johnson stated the event planner’s proposal includes several options and the cost could be anywhere from $5000 and up, depending on the needs. The total of everything, including speaker fees is $87,857. Ms. Bailey stated there is an MBC member who was willing to sponsor Mr. Ken Chennault, who is not available, estimated cost for Mr. Chennault was $35,000. Ms. Bailey stated a vote is needed for estimated cost of $52,000 for the expo. Ms. Bailey asked for a motion. Ms. Guerrier asked where will the $52,000 come from. Ms. Bailey asked for the budget balance. Mr. Davis responded the balance is less than $10,000. Ms. Bailey asked if some of the budget balance could be used for the expo. Mr. Davis stated some of the balance could be used

for the required deposit of the Westin. Ms. Phillips stated fundraising would help offset the cost. Ms. Bright motioned to have a budget of $52,000 for the 2015 expo. Discussion followed. Ms. Bailey stated fundrasing will be done by MBC members. Mr. Arthur asked if the marketing firm would handle fundraising. Ms. Johnson stated Omega Marketing will not be fundraising, but will bring awareness to upcoming MBC events surrounding the expo. Mr. Arthur asked if the $52,000 was the cap of the event. Ms. Bailey stated there are funds available to use now. Additional discussion continued. Ms. Phillips stated the city has never supported an event of this type. Other questions and discussions regarding the budget of the expo were in regards to ticket sales, sponsorships, etc. The motion was seconded by Ms. Guerrier, no opposition.

1) Ms. Harrison provided information on the attendance and survey results of the Spring event. (Attachment 3) Ms. Harrison asked the MBC executive board to provide direction on the process of approving associates.

1) Ms. Foster provided award data for the month of April 2015 along with the Construction Bids Tabulation. (Attachment 4) Ms. Phillips asked the MBC members to please distribute the small business survey developed by the Process Improvement Subcommittee.

2) Mr. Smith was absent. Mr. Smith provided a report on Economic Development’s SWaM Program updates for the month of May 2015.(Attachment 5)

3) Ms. Bright provided information on recent grant awards through the VBDA. Ms. Bright also stated Tidewater Community College will have office space in the Clark Nexsen Building.

4) Ms. Bailey provided additional information on the retreat and asked members to vote on a budget for the retreat. Ms. Phillips asked Ms. Bright

5) Hampton University Report (Carla Bailey)

to obtain a contract from Town Point City Club. The MBC approved $1600 for the 2015 retreat.

5) Ms. Bailey discussed the proposal received from Hampton University. Ms. Bailey asked MBC members to provide feedback on the proposal and send all comments to her (Ms. Bailey) via email.

Liaison Reports Carla Bailey

1) City Council – (Councilmember Bob Dyer) (Councilmember Shannon Kane) – absent

2) School Board – (Ms. Jobynia Caldwell)

1) Councilmember Dyer stated there have been a series of civic engagement sessions regarding light rail and the arena. City Council has many decisions to make with being financially strained.

2) Ms. Caldwell stated a report from the school’s Purchasing Department will be shared with the MBC at the August or September meeting. Ms. Caldwell also recognized Asian-American/Pacific Islander Awareness Month and Teachers Appreciation week. Ms. Caldwell provided information on the African American Male Summit which will be held on January 9, 2016 at Salem High School. This year’s summit will focus on owning your own business. Ms. Caldwell would like the MBC to be a part of this event; it would be a great way to feature the MBC.
