Minnesota Education Policy Fellowship Program

The Minnesota Education Policy Fellowship Program (EPFP) is a partnership of the Washington D.C. based Institute for Educational Leadership (IEL), the Center for Policy Design (CPD), and Lakes Country Service Cooperative (LCSC). The mission of EPFP is to develop a diverse and collaborative community of strategic leaders for effective public policy by providing a forum where participants can learn to work more effectively in the policy environment as they develop and refine their leadership capacity.

At a time when there are so many different viewpoints about what policies are needed to support students and their families, experiences like EPFP are critical to the development of a future policy framework. It enables Fellows to broaden their understanding of relevant education issues through cross-sector and cross-boundary learning. The knowledge and understanding of leadership and policy, and the networks developed during the EPFP experience provide a foundation upon which Fellows help strengthen policies to support all students and their families.

Dinner seminars are the backbone of the Fellowship. They are designed to provide an up close and personal experience that includes discussions and conversations with key members of Minnesota’s executive and legislative branch and their staff. In addition, there is a one day Minnesota Policy Seminar at the Capitol, a one day seminar at LCSC, and a four day Washington Policy Seminar in Washington D.C.

How to Apply to Minnesota EPFP

You can find an application to participate in the program, updated each year at www.centerforpolicy.org. EPFP invites your application if you:

• Have a commitment to both personal and professional development in the area of public policy.

• Have a desire to hear and learn from different perspectives

• Believe that all Minnesota students should have access to a high-quality, rigorous, and engaging education.

• Have a desire for making things happen—inside and across organizations.

The History of Minnesota EPFP

EPFP Minnesota started in 1976-77. Since then more than 550 Fellows have completed the fellowship. For the first 34 years, the College of Education at the University of Minnesota was the Minnesota-based partner. The Center for Policy Design took over in 2010 and in 2019 Lakes Country Service Cooperative started the rural cohort.

The fellowship program has a primary focus on state and federal policy development and the leadership that is necessary to influence policies that will have a positive impact the educational experiences for Minnesota’s students.

Institute for Educational Leadership

For a half-century, the Institute for Educational Leadership (IEL) has championed the need for leaders at all levels to shake off their institutional constraints and work across boundaries to address the needs of young people and their families. Bound by no constituency, IEL serves as a catalyst that helps policymakers and practitioners at all levels to undo gridlock to improve outcomes for all young people and their families.

The work of IEL focuses on three pillars required for young people, their families and their communities to succeed: 1) Involving the broader community with public education and schooling to support the learning and development of young peo- ple; 2) building more effective pathways for all young people and supporting their transition to adulthood; and 3) preparing generations of leaders who can develop collaborative policies at all levels.

Center for Policy Design

Founded in 1981, the Center for Policy Design (CPD) is a Minnesota-based nonprofit, nonpartisan policy design organization. The Center designs policies to improve large public and private systems—like health care, K-12 schooling, and postsecondary education—and then works with policy leaders and others to implement its recommendations.

Under its founding president and board chair, Dr. Walter McClure, The Center initially focused this approach on large system redesign. Later in the 1980s education and schooling were added to CPD’s policy agenda.

EPFP fits nicely into the overall framework of the Center. It is designed to expand and update Fellows working knowledge of large system state and federal policy design, enactment and implementation.

Lakes Country Service Cooperative

Lakes Country Service Cooperative (LCSC) is a public, nonprofit membership-based organization dedicated to providing services that help make our members successful.

LCSC is one of nine Service Cooperatives in Minnesota. LCSC primarily serves members in a nine-county region in west central Minnesota. Those counties include Becker, Clay, Douglas, Grant, Otter Tail, Pope, Stevens, Traverse and Wilkin. LCSC serves as a liaison to state agencies and has partnerships with numerous businesses and associations that provide opportunities to our members.

Minnesota EPFP Emeritus Coordinators

Minnesota EPFP has a strong history of coordinators. The role of the coordinators has been, is and will continue to be critical to the success of the Fellowship.

The national EPFP office has three meetings a year to support the coordinators as they develop and implement the Fellowship—which now operates in 17 sites.

The coordinators play a key role in design of the annual Washington Policy Sem-inar (WPS), which provides the Fellows with a direct national and federal policy experience.
