Chapter 1- AdministrationPolicy

Explorer ProgramThe Explorer Program of the Boy Scouts of America provides young people with solidinformation about the adult world that they are preparing to enter. The program givestoday's teenagers a chance to find out first hand about a wide variety of careers in specialinterests. As a career awareness program, it provides insight for young adults to the aims andobjectives of sponsoring agencies and, in many instances, encouraging them to developtheir careers within these professions. It improves public relations of sponsoringagencies whose internal operations and functions are not fully understood by the generalpublic. In addition, these agencies receive the assistance of the Explorer participants in avariety of activities which, in the instance of law enforcement agencies, supplement theirmanpower by relieving commissioned officers from routine or administrative tasks andallows them to perform other needed police activities. The Minnehaha County Sheriffs Office fully supports the Law Enforcement ExplorerProgram of the Boy Scouts of America. Prior approval shall be obtained from the Sheriff, Shift Commanders, and Advisors forthe use of personnel, departmental vehicles, equipment and facilities for Exploreractivities. PhilosophyThe Explorer Program is designed to develop career awareness, improve public relations,and supplement manpower by assisting commissioned officers in routine oradministrative tasks. Goals and ObjectivesThe goals and objectives of the Minnehaha County Sheriff s Office Explorer Programare: 1. To further the individual's overall education2. To encourage Explorer participation in rewarding and productive serviceactivities.3. To enhance preparation for further roles as productive citizens and communitymembers.

4. To help young men and women become more aware of the role of police service,specifically that of the Minnehaha County Sheriff s Office To accomplish these goals and objectives, the program is designed to address twocategories: Training: 1. Training programs vary in length from one to eight hours. Core training willconclude with a written exam to be maintained in individual Explorer personnelfiles. A. No Explorer may participate in any category until completion of coretraining and awarding of the appropriate certificate. 2. Several core-training areas have been identified and will be offered to allExplorers at various times throughout the year 3. Ten core areas have been established, as follows:A. Orientation-required before completing any documentationB. First Aid-required before assisting in medical aidC. Defensive Tactics-to instruct Explorers on how to get out of physicalconfrontation situations.D. Report Writing-required before completing any documentationE. Traffic Control- required before going to any traffic scenesF. Field Tactics-required before going on ride-alongsG. Crime Prevention-required before engaging in any public relationsH. InvestigationsL. Physical Fitness-to instill in the Explorer the need to maintain good

physical fitnessJ. Firearms: to educate the Explorer on gun safety Commitment:

1. Attendance (mandatory and voluntary)

1. Meetings-Each Explorer shall attend every meeting which is held the first Thursday at 7p.m. (except otherwise arranged)

1. an attendance record is kept by the Explorer Lieutenant or designee and turned into the advisors at the end of the business meeting.

2. Explorer meetings are mandatory on the first Thursday of the month (unless otherwise arranged)

B. Functions-Through out the year, Explorers will be made aware ofmandatory functions which they are expected to attend

1. Attendance records will be kept for all mandatory functions by the lieutenant or designee and submitted to the advisor at the end of the function2. Explorers must give at least 24 hours cancellation notice for any mandatory function

2. Service A. Explorers shall provide at least 8 hours to the department each month.

1. Service time may include any mandatory meetings or functionsand must be met in order to participate in voluntary functions.

2. Service time will be documented through the use of time sheets.This form will be maintained by the Explorer Lieutenant ordesignee.

3. Absence

Explorers will be permitted two unexcused and four excused absences per year. A. An exception to this will be emergency leave (ex. Illness, death in family,etc.) 1. Explorers shall leave notice of an impending (excused) absence via thechain of command. Failure to do so will result in the absence as anunexcused absence. Any absence that has not been brought to theattention of the chain of command prior to the commencement of thescheduled meeting shall be counted as an unexcused absence. B. Unexcused Tardiness 1. Punctuality is very important at all activities and all unit meetings.Therefore, unexcused tardiness shall be treated the same as a violationof any other rule or regulation. Standard of Conduct The Minnehaha County Sheriffs Office Explorer Oath shall be the general standard of

conduct for all Explorers.

Explorer Oath of Office We, the Minnehaha County Sheriff Explorers, having been duly chartered by the BoyScouts of America do solemnly swear that we will faithfully and impartially perform theduties of our position as set forth in the Sheriff Explorer Manual and to the best of ourability; we well not use drugs or alcohol and that we will support and maintain the ordinances of Minnehaha County, Laws and Constitution of the state of South Dakota, and of the United States of America, so help us god. Insurance Requirement The post shall maintain liability and accident insurance. The initial cost shall be borne bythe Explorer Program. Information on insurance is available through the Boy Scouts ofAmerica. General Provisions The Minnehaha County Sheriff s Office Law Enforcement Explorer Program is anofficial department program Sheriff of Minnehaha County-Executive Power The Sheriff of the Minnehaha County Sheriff’s Office shall be the final authority on all matters pertaining to the operating procedures of the Law Enforcement Explorer Program. Explorer Manual Established The manual of the Minnehaha County Sheriffs Office Law Enforcement ExplorerProgram is hereby established and shall therefore be referred to as the “ExplorerManual". This manual is a summary of current policies, procedures and rules pertainingto Explorer activities. It describes the organization, responsibilities and functions of theExplorer Unit. All Explorers and Sheriff s Office Advisors are to conform to the rulesand provisions contained in the Explorer Manual. Distribution of the Manual A copy of the Explorer Manual shall be issued to each Explorer. Familiarization with the Manual

It shall be the responsibility of each Advisor and Explorer to be familiar with the contentsof the Explorer ManualResponsibility for Maintenance The Unit Advisor shall be responsible for maintaining the Explorer Manual and makenecessary revisions of the Explorer Manual. Amendments The advisors shall issue amendments to the Explorer Manual when deemed necessary.Amendments shall become a permanent part of the manual when received and remain sountil further amended. Manual Review On an annual basis, Unit Advisors shall review the Explorer Manual and applicableamendments for consistency and possible changes as may be required. Drug and Alcohol Policy If an Explorer's behavior or job performance reasonable suggests to supervisorypersonnel that substance abuse could be a problem, the explorer may be directed, afterconsultation with the Explorer Advisor, to undergo a medical evaluation which mayinclude drug and/or alcohol testing. No such evaluation or test may be taken without theapproval of the Explorer Advisor and parent or legal guardian' An Explorer's refusal to undergo and cooperate in such an evaluation will be consideredFailure to comply with instructions and shall result in discipline, up to and includingtermination. The results of all medical evaluations and testing will be treated as confidential anddistribution limited to the Department Advisors. Post Organization Unit Functions The Unit Advisor shall have prior knowledge of all unit activities, such as dinners, fieldtrips, fund raising events, and other unit functions. The Unit Advisor's prior approval isneeded on any occasion that departmental equipment, facilities or employee time will beutilized.All money earned by the Explorers for Unit projects remain the property of the unit. Allequipment bought with the unit money is also property of the unit. A bank account shallbe opened by the unit advisors and shall require an Advisor's signature to draw from theAccount. The unit committee shall be responsible to conduct an annual audit of unit funds and report thereon to the unit at its monthly meeting, All unit property remaining upon the

dissolution of the post shall be distributed as the unit sees fit. All unit money remaining upon dissolution of the post shall be surrendered to the Boy Scouts of America. A current financial statement shall be available at unit meetings at least once monthly. Explorer Eligibility Membership in the Minnehaha County Sheriff’s Office Law Enforcement Explorer Program is open to all interested persons ages 14 to 21 years that meet the following requirements Explorers must:

1. Have parental approval (if under 18)2. Have a grade point average of a 2.0 or C or better.3. Have no prior felony convictions as an adult, nor any juvenile court adjudications for

which would be a felony if the person were 18years or older4. be in at least 7th grade and must remain enrolled in school till 12th grade5. Be willing to fully participate in the various activities, including public service and

social activities. Each Explorer shall continue 8 hours per month of direct service to the department (unless absences are excused by an explore advisor).

6. Understand and be willing to obey all the units rules and regulations as set forth in the Explorer Manual

7. Must be of high moral character Unit Meetings The Explorer Unit shall meet at least once a month for business and training purposes.Additional meetings may be conducted for business and/or training as needed. Themeetings will be held the first Thursday of each month at7 P.M. (exceptotherwise arranged) Training Sessions Periodic training sessions shall be conducted by the Unit Advisor to ensure each Exploreris trained in subjects contained in the manual.Planning Sessions Quarterly planning sessions shall be conducted when needed to plan events for the unitconducted by the ranking officers and unit advisors. Events shall utilize the sixexperience areas, as well as address the needs of the unit and current goals of the post. Personnel Responsibilities Unit Advisor The Unit Advisor shall: 1. Be a sworn officer of the Minnehaha County Sheriff s Office.

2. Be at least 2l years of age.3. Provide support and advice to Explorers.4. Supervise unit meetings and activities.5. Be responsible for unit's overall operation Assistant Advisor The Assistant Advisor shall: 1. Be a full-time employee of the Minnehaha County Sheriff s Office.2. Be at least 2l years of age.3. Provide support and advice for the Police Explorers.4. Assist and support the Unit Advisor.5. Supervise unit meetings and activities, as needed. Committee Chair/Member The Committee Chair/Member shall:1. Be at least 2l years of age.2. Provide support and advice for the Sheriff Explorers.3. Assist and support the Unit Advisor4. Supervise unit meetings and activities, as needed. Explorer It is the responsibility of all Minnehaha County Sheriff Explorers to:

1. Participate in all unit activities and other Boy Scouts of America activities as requested by the Unit Advisor.

2. Work toward a better unit.3. assist the department when needed4. abide by all rules and regulations set forth in the Explorer Manual

Rank Structure Explorer Rank Structure The unit shall maintain a rank structure similar to that of the Minnehaha County SheriffsOffice for the reasons following:.

1. To increase membership responsibilities and involvement in the operation of the unit.2. To assist in the planning and management of the unit's activities by drawing onthe members' talents and ideas.3. To instill discipline in the group by charging respective leaders of the unit withthe responsibility of maintaining an orderly program.4. To provide an incentive for new unit members.

Explorer Rank Positions, Duties, and Responsibilities It is the responsibility of the Explorer Lieutenant to: 1. Act as Unit Commander..2. Be responsible for the overall operation of the unit.3. Report to the Unit Advisor

4. Plan and conduct all meetings and to submit a written agenda to the advisor at the beginning of each business meeting.

5. plan all unit activities with cooperation of other members of the unit with theapproval of the Unit Advisor.6. Keep the Unit Advisor aware of all unit activities and progress.7. Make sure that all six experience areas of exploring are satisfied in the unit- It is the responsibility of the Explorer Sergeant to: 1. Assume command of the unit in the absence of the Lieutenant.2. Report to the Unit Lieutenant any information that is received from otherExplorers.

3. Be responsible for documenting the hours worked by individual Explorers and the total man-hours of his/her squad(s)

4. Maintain, supervise and inspect his/her squad(s) of Explorers (not to exceedtwelve members).

5. Be responsible for the conduct and discipline of his/her squad at all unit meetings and activities.

Selection and Promotion 1. Promotions are conducted as needed for all positions.2. Applicants must have:

A. A minimum of six months with the Minnehaha County Sheriffs OfficeExplorer Post.B. Completed the Orientation and Basic Core Blocks of Instruction.C. Good standing with the post.

3. The promotional process to Sergeant and Lieutenant will consist of:A. A written letter explaining qualifications and desired position.B. Performance on test will be given over 10 core areas.C. An administrative review by advisors of the applicant's memo,qualifications, attendance, past work performance, and test results.

4. Testing will be conducted on an as needed basis. Explorer Chain of Command The chain of command shall be respected at all times unless the Unit Advisor or UnitLieutenant relaxes it due to the nature of the function.

Unit officers may issue orders in and out of uniform as follows:1. When it concerns unit business.2. When it concerns unit conduct or appearance.3. At all unit functions and activities. It is extremely important that the chain of command be maintained in order to ensure anorderly and effective unit.CHAPTER 2 - RULES OF CONDUCT

EXPLORER CONDUCT

Rules of Conduct Addressing Minnehaha County Sheriff’s Office Personnel, Advisors, and Public. Explorers shall treat Minnehaha County Sheriff s Office personnel, civilian advisors, andthe public with respect when in public or at official Explorer functions. Attendance and Participation Explorers shall attend, be prompt at, and participate in all unit meetings Departmental Business Explorers shall not divulge official or unofficial departmental business or give out anyinformation about the Minnehaha County Sheriffs Office to the public without priorapproval of the Minnehaha County Sheriff s Office supervisors. Standard First Aid Card Explorers shall obtain a standard first aid and C.P.R. card as soon as training can bearranged. Explorers shall practice cleanliness and good hygiene Obey Laws Explorers shall obey all laws. Explorers must notify an Advisor prior to the nextscheduled meeting of any contact with law enforcement. Official Files and Information There shall be no access to official files and information of the Minnehaha CountySheriff s Office, including unit files.

Police Powers Explorers shall not have any police powers and shall not conduct themselves in a manner which would be considered having such powers.Behavior Explorers shall conduct themselves in a polite manner-in and out of uniform-to the public, advisors, and all Minnehaha County sheriff’s Office personnel. It is the responsibility of the Explorers to perform their duties in a competent andprofessional manner. This includes being an official representative of the MinnehahaCounty Sheriff’s Office. Behavior that reflects discredit or causes public concern aboutthe capability or professionalism of the department will be grounds for disciplinaryaction. Courtesy Effective law enforcement depends upon a high degree of cooperation between thedepartment and the public it serves. In each contact with the public, the Explorer must beaware that his/her actions, appearance and statements reflect on the department and theExplorer Post. For that reason, an Explorer must have a courteous attitude and performhis/her tasks in a business like manner. Loyalty Explorers must be faithful to their commitment to the purpose of the Explorer Programand the objectives of the department. They must not allow personal motives to governdecisions or conduct. Use of Force Explorers shall not be assigned duties or place themselves in situations where the use offorce is imminent or considered probable. Explorer duties and functions shall be limitedto those considered non-hazardous. Probation When an Explorer joins the unit, he/she shall be placed on probation for six months. TheUnit Advisor may extend the probationary period if a need is indicated. During thisperiod of probation, the Explorer can be terminated without cause or explanation. Profanity or Slanderous Language Explorers shall not indulge in such language at any time when in the presence of thepublic, Minnehaha County Sheriff s Office personnel, or civilians.Use of Radio

Explorers must be trained, abide by proper procedures, and use only radios under thedirection of Minnehaha County Sheriff s Office personnel. Scholastic Requirements Explorers shall be required to remain in school through the twelfth grade and mustmaintain at least a 2.0 grade point average. Use of Tobacco/Gum/Other Drugs Explorers shall not smoke or use tobacco while in uniform. Use of Alcohol Use of alcohol is prohibited. Explorer/Advisor Relationship The relationship between Explorer and Advisor or other officers or personnel of theMinnehaha County Sheriffs Office shall be of a professional nature only. At allExplorer functions, Explorer and advisors shall conduct themselves in a professionalmanner unless relaxed by the advisor due to the nature of the function. Discipline Responsibility for Discipline The principle for administering discipline within the Explorer Unit rests with the UnitAdvisor. If termination is considered, then the Unit Advisor shall consult with the otheradvisors prior to taking any action. Advisors as a whole shall approve any terminationaction. Violations: Commission of any of the following violations (but not limited to) may subjectthe Explorer to disciplinary action.a. Commission of a criminal offenseb. Neglect of dutyc. Insubordination

d. Conduct which reflects unfavorably upon the department, includingdishonest.

e. violating rules and regulations as set forth in the Explorer ManualPersonnel Complaints-Explorer A personnel complaint is an allegation, either verbal or written of Explorer misconduct.

Complaints received from the public or within the department shall be reported to andinvestigated by the Unit Advisor. Investigation of Personnel Complaint-Explorer When a Unit Advisor initiates an investigation of a personnel complaint, he/she shallprepare a Disciplinary Form, including the following: l. A statement of the conversation on the specific actions which constitute thecomplaint.2. A summary of the investigation of each allegation and the result thereof.3. Corrective action taken on cases of misconduct'4. The recommendation and reasons for removal from the unit, if necessary' Disciplinary Action Disciplinary Action may include the following: l. Oral reprimand2. Written reprimand3. Loss of rank

4. Suspension for at least one month; not to exceed six months, including ride alongs5. Dismissal from the unit Suspension The definition of suspension for the purpose of this manual shall mean that the Explorershall not participate in the ride-along or other activities. An Explorer on suspension is not in good standing with the unit. An Explorer on suspension shall make every effort to display a good attitude and makeevery attempt to indicate to the unit that he/she wants to become an Explorer in goodstanding again. The length of suspension will depend on the Explorer's attitude and effect towardcorrecting his/her deficiency. In any case, suspension will be for not less than one month or more than six months for any violation.Termination Probationary Explorer: Probationary Explorers may be terminated without cause or explanation. Non-Probationary Explorers :Non-Probationary Explorers may be terminated when a cause is shown that,

through action or word, he/she is not worthy of remaining a Minnehaha CountySheriff’s Office Explorer. Termination Process: When it is determined that an Explorer shall be terminated, the Unit Advisor shallmake a determination. A termination form shall be completed indicating thereasons for such action. The Explorer shall be given an explanation for thetermination, with an opportunity to read and sign the form. The decision toterminate shall be final. There is no appeal process' An accumulative of two (2) suspensions over a one-year period of time will result intermination from the Explorer Unit. Unit responsibilities Performance Responsibilities Any problems or questions that arise while an Explorer is involved in performing his/herduties will be handled through the chain of command. The chain of command consistsof first talking with the Sergeant, then the Lieutenant, and finally the Advisors. If there is a conflict of interest within the chain of command, you may seek advice from thenext appropriate level. Judgment Responsibilities Each Unit member will be expected to always use good judgment while performinghis/her duties. Corporation with other Explorers Unit members will always work with other Explorers in a professional matter. Any problems arising between Explorers shall be handled using the chain of command. At no time will Explorers argue with each other while in public or the presence of civilians.Criticism of Unit If a unit member has a criticism of the unit, he/she should discuss this privately with asuperior prior to any meeting. Questions Regarding Assignment If a unit member has a question, he/she should go through the chain of command. Conflicting Assignment or Orders Unit members who receive conflicting orders or assignment shall carry out the order or

assignment given by the highest-ranking officer on duty' Manner of Issuing Orders Orders from a superior officer to a subordinate shall be in a clear, understandablelanguage and in a civil tone' Unlawful OrdersNo superior officers shall knowingly issue any order which is in violation of any law,ordinance, or unit regulation. Obedience to Unlawful Orders Unit members shall observe and obey all federal and state laws, municipal ordinances andunit rules and regulations. No unit member is required to obey any order which is contrary to federal or state law orlocal ordinances. Responsibility for refusal to obey rests with the unit member andhe/she shall be strictly required to justify his/her actions. Reporting Law Violations Unit members knowing other unit members to have violated any law shall report theviolation to the Unit Advisor. Gratuities Unit members shall not solicit or accept free admission to any place of amusement. Soliciting or accepting anything of value that arise from, or is offered because participation in the Explorer post, except food or beverage that may be immediately consumed, shall be permitted.Prohibited Activity Members are prohibited from engaging in the following activities while on duty:1. Sleeping, distracting or unbecoming behavior2. Recreational reading (except at meals)3. Carrying any article-which detracts from the performance of their assigned duty4. Conducting Private business5. Personal cell Phone usage Internal Investigation Unit members are required to answer truthfully and to render material and relevantstatements to a competent authority in any unit internal investigation. No unit membershall obstruct, hinder, or impede internal investigation, disciplinary review boards, orother unit hearings, or to knowingly conceal, withhold, or misrepresent material factsrelated to the subject matter of any-inquiry. Violation of this article shall result in

termination from the Explorer Program'

CHAPTER 3

RECORDING/REPORTING Explorer Training Form This record shall indicate training received for each Explorer' The Unit Advisor shallmaintain it. Explorer Termination Form This form shall be completed when the Explorer is terminated' Complaint Investigation Form This form shall be to investigate complaints against Explorers' complaints can originatefrom the public or within the department. Upon completion, the original copy shall stay in the unit and a copy shall be sent to the unit advisor. The Exploring Executive shall benotified of any complaints against an Explorer.

CIIAPTER 4UMFORMS AND PERSONAL APPEARANCE

Purchase of Uniforms The Explorers shall be issued uniforms. Explorers who purchase their own uniforms andwho have not been reimbursed by the unit shall be permitted to keep their uniforms, lessthe patches, when they resign or are terminated from the unit. All other uniforms andarticles of uniforms shall become property of the unit. Care and Appearance of Uniform Explorers shall keep their uniforms clean, neat, and properly fitted. Official Uniforms Winter: Long sleeve shirt, pants, black turtleneck, and a belt.

Hair: Kept neat and clean. May cover ears, but not below bottom of ears on sides; shallnot extend below bottom of collar at back of neck. Sideburns: No longer than bottom of ears, horizontally trimmed, maximum width atbottom no more than ¼ inch greater than width at center. Mustache: Natural color, not below ¾ inch below the comers of mouth. Jewelry: No jewelry may be worn that would cause a hindrance in the performance ofduties. Female Explorers shall conform to the following regulations: Hair: Kept neat and clean Jewelry/Make-up: Conservative use of make-up. No jewelry may be worn that wouldcause a hindrance in the performance of duties.

CHAPTER 5 SIX EXPERIENCE AREASEXPLORER PURPOSE

Purpose Exploring is based on six experience areas: career, service, citizenship, fitness, outdoors,and social. Each of these areas is designed to fulfill a certain need in the overalldevelopment of an Explorer. Therefore, the Minnehaha County Sheriff s Office Postshall endeavor to participate in activities, which will assure that all the experience areasare utilized.

SIX EXPERIANCE AREAS Career I Training programs shall be conducted to familiarize members with all aspects of lawenforcement, including orientation, field tactics, traffic control, report writing,marksmanship, crime prevention, and more. Explorers will learn about career opportunities in law enforcement at local, state, federaland military levels, analyze criminal justice education requirements, and visit lawtraining academies. Service Explorers shall do the following: 1. Assist with traffic control2. Assist with local Special Olympics, Zoo Boo, and any other activities that may

arise.3. Support the Sioux Empire Fair, assisting with Missing Child I.D. Bracelets,Security, and Traffic and Crowd Control. Note: In no case will an Explorer participate in any activity where he or she has notI completed the appropriate core block of instructions. Citizenship Explorers will learn the history and role of law enforcement in modern society, gain anunderstanding of the criminal justice system, including the courts, prosecutors,corrections and enforcement, and learn how laws are made and understandingpolice/community relations.Fitness Explorers shall measure their performance against the department's physical performancetest, participate in local council Explorer Olympics, investigate effects of alcohol, drugsand highway safety, learns about police job related stress and prevention, and becomeskilled in First Aid and CPR. Outdoor Explorers will be organized and trained within a unit for crime scene searches, assist inlost child and rescue operations, learn about law enforcement career opportunities in fishand game wildlife and forest service fields, and become familiar with terrain andgeographical make-up of the community. Social Explorers shall plan visits or exchange with other law enforcement or Explorers Posts,hold a dinner or picnic for unit members and families, schedule programs to includeinformal activities, conduct personal development and communications seminars, andmeet with officers' families to understand effects of job on home and family.

CHAPTER 6RIDE-ALONG PROGRAM

Purpose This program has been designed to give the Explorer an opportunity to better understandthe officer's function as a law enforcement officer and to broaden the Explorer'sknowledge of basic patrol procedures

This ride-along program exposes Explorers to realistic work situations a police officermay confront while on duty. It includes classroom instruction and practical training inwork situations. The purpose is to give the Explorer an opportunity to better understand the policeofficers function in law enforcement and to broaden the Explorer's knowledge of basicprocedures in order to assist the officer as directed.Guidelines 1. The Explorer must be 14 years of age and older and must be approved by the postadvisor or the assistant advisor. 2. Required Forms:a. All posts will have a "Hold Harmless Agreement" on file.b. A statement of consent and limitation of liability will be signed by theparents or legal guardian of the Explorer, or by the Explorer.'c. A medical release authorizing any Minnehaha County Deputy to consent to emergency medical treatment for Explorers. 3. The Explorer is prohibited from drinking, smoking, or sleeping while on duty. AnExplorer found in the possession of illegal narcotics or other habitual drug will bearrested and dismissed immediately. 4. Explorers will not, under any circumstance, be allowed to carry a firearm whileparticipating in the ride-along program or any other Explorer function. 5. The Explorer must have successfully completed the minimum ride-along-trainingprogram. 6. The-Explorer may ride a maximum of 16 hours per month; a minimum of 8 hoursevery month, and a maximum of 12 hours per day. Advisors have the option ofrewarding Explorers with additional ride-along hours. Hours for the ride-alongwill be determined by the age of the Explorer and approved by the advisor. 7. Explorers will ride only with the officer or Advisor to whom he or she is assigned. 8. An Explorer must report l5 minutes prior to scheduled ride-along time. TheExplorer must be in a clean and pressed, complete uniform when riding. 9. An Explorer must be equipped with a flashlight, notebook, and pen beforereporting for duty. 10. The Explorer must follow the supervising officer's directions regardless of his/herpersonal feelings. Any disagreement or argument with supervising officer mustbe reported to advisors in writing as soon as possible. No Explorer will berequired to obey an order, which is contrary to the law.

11. The Unit Advisor will maintain a log of times, dates, and activities for eachExplorer ride-along. 12. Ride-along hours are as follows:a. Age 14-17 6 A.M. to 6 P.M.b. Age 18-21 6 A.M. to 6 P.M. or 6 P.M. to 6 A.M. ShiftCalls Explorers may participate in The Explorer participates in the ride-along program as an observer. The Explorer mayfulfill various duties as determined by the ride-along officer. These may includes the.following: 1. Traffic/Crowd Control2. Operate the radio3. Assist motorists4. Complete routine paperwork that will not be used in any court action5. Act as an interpreter as needed6. Calls Explorers May NOT Participate In Calls Explorers May NOT Participate In AT NO TIME will the Explorer be at risk or used in dangerous or undercover activities,in accordance with the Boy Scouts of America's policy on covert operations. Somespecific functions to avoid: 1. Interview/interrogate witnesses or suspects2. Participate or be left in control of the arrest of any prisoner3. Leave the police vehicle, unless instructed by the assigned officer4. Be armed in any manner

5. Sign any arrest, offense, accident reports, traffic citations, or other legal document6. Assist in providing cover for any possible crime in progress7. Driving vehicles8. Riding with vice, narcotics, or organized crime division High Risk call Procedure Any Explorer must follow the procedure for high-risk calls. The procedure is as follows: In case of a high risk call, the Explorer will be dropped off at a safe and secure

location, In all other cases the Explorer must remain in the vehicle and observe until the Deputy advises that the situation is safe.

Explorer's Training Before the Explorer is permitted to participate in the ride along program, he/she isrequired to compete, training exercise which includes:

5. Expected conduct of Explorers:--Follow directions of officer--Explorers will not carry on a conversation with any prisoner,witness or complainant, unless specifically directed by the officer.

6. Code of Conduct for police officers7. Additional training to include--Note taking/report writing--Geographical orientation of the area

--Communications procedures Officer's Criteria l. An officer must have at least one year of experience.2. The officer has no compromising disciplinary action on file.The officer must receive an orientation of the Explorer program and guidelinesprior to participation4. The officer must be furnished with a copy of the Explorer program guidelines forfuture reference. 1
