ACC CLARIFICATION TO THE POINT NO 1 : ADDITIONAL R&R PLAN (WITH FINANCIAL PROVISION) FOR THE

PROJECT AFFECTED FAMILY (PAF) FROM WHOM LAND IS PURCHASED IN THE MINING LEASE AREA.

INTRODUCTION: As discussed during the meeting there are 563 project affected families in the mining lease area of 997.8 ha. ACC has purchased land on willing buyer willing seller basis over and much above the govt rate (6 to 10 times of the Govt rate) prevailing at the time of purchase . ACC has done the R&R study during November and December 2014 and prepared the R&R report and presented during the EAC meeting. As per the R&R study, there is no displacement of any family within the mining lease area of 997.08 ha. As per discussion during the meeting of 12th EAC, held on 23-11-2016, ACC proposes the following R&R Plan1 (with additional financial provision) for the Project Affected People (PAF) i.e 563 Land owner families from whom the land is purchased for the entire 997.08 ha mining lease area (already purchased area of 693 ha & 304.08 ha of area planning to purchase) along with details of skill development proposal is given below; PROPOSITION 1: R&R plan (with financial provision) for the Project Affected People (PAF) from whom land purchased for the mining lease area ACC proposes the following R&R plan (with financial provision) for the Project Affected People (PAF) from whom land purchased for the mining lease area Option 1: One time compensation of Rs. 1.5 lakhs/acre (on pro rata basis) to the land owners owning the land in the mining lease area of 997.08 Ha.

OR Option 2: One time compensation of Rs.1.5 Lakhs/acre (on pro rata basis) to the land owners (owning land in the mining lease area) bifurcated into 60 instalments (with annual correction as per the prevailing price index rate) and provided in the form of Monthly Income Scheme (MIS). A MIS would help to ensure financial discipline and better usage of compensation money.

Option 3: ACC shall facilitate to provide suitable job to one member of the family either in the mines or in the proposed cement/power plant based on the qualification and skill possessed by the candidate from project affected family. Since the proposed project is a state of art project, there will be limited opportunity for the direct employment in the company operations at the location. Note: Project affected families which opts for financial rehabilitation package (option 1& 2) will not be eligible for employment option (option 3) .

In case necessary opportunity is not available in our operations at the location, company shall facilitate employability training under its skill development initiative (i.e. ACC DISHA initiative) and enhance their skill for employability and placement elsewhere. ACC has allocated Rs. 1.2 Crore for establishment of DISHA Skill Development Centre at the location i.e. Kadapa. An allocation of additional Rs. 50 Lakhs per annum would be made towards continuance of regular operations of DISHA Centre.

The DISHA Skill Development Centre will focus on sustainable rehabilitation for the candidates who need skill enhancement facilitation and appropriate placement support. ACC DISHA Skill Development Centre Initiative has a proven track record in the following four separate lines of livelihood engagements.

i. Skill based Professional Engagements

PROPOSITION-2: Area Development Plan for the targeted families and neighbourhood during the pre operation phase. The area development plan focused on the 563 Land owner families (from whom the entire 997.08 Ha. of land is purchased) would include project based

ACC has earmarked a budget of Rs. 2.0 crore per annum for development of the area.2 Following initiatives have emerged from Social Impact Assessment report and detailed interaction with villagers (by a full time Social Development Professionals of ACC SR Team) during various social responsibility initiatives in the villages that were carried out during last few years. ACC had purchased lands at rates higher than market as well as Government rates. The lands had been willingly sold by the individual land owners. This point was well conveyed to representatives of all 6 villages surrounding the area on 18-10-2016 in the joint meeting with District Collector, RDO, MLA & all the representative of the 6 villagers. ACC had purchased land directly from individual land owners on/from willing-seller basis and compensation was given at rates much higher than the prevailing market rates/government price existing at that point of time. (Documentary evidence for this was already submitted earlier to the District Collector).

ACC proposes the following additional financial support to the land owners of 563 families (covering entire 997.08 Ha. mining lease area) :

The District Collector, YSR Dt while inviting the project proponent to answer the issues raised by the public during public hearing informed that, CSR funds may help for the community development and requested the management to come out of a concrete solution to benefit the local formers individually after placing this issue in Board’s meeting (M/s ACC Cement Ltd) within 3 months.

Over and above the rehabilitation package mentioned above, ACC is also proposing to give one time additional amount of Rs 1.5 lakhs /acre to the land owners whose land was purchased in 1996 at the rate of Rs 50,000. We are also proposing to pay an additional Rs 1 lakh/acre to the land owners who’s land was purchased in 2006-2008 at the rate Rs. 1,25,000 /acre to Rs. 1,87,500 /acre.

As committed during the public hearing ACC has earmarked Rs. 2.0 crore per year towards immediate area development plan of the integrated project. Apart from this ACC has earmarked Rs. 2.87 Crore for the CSR activities which will be spent over a period of 10 years from the Mining project.

2. Sri Kota Lakshmi Reddy r/o Chinna Vedurla

Sri Kota Lakshmi Reddy r/o Chinna Vedurla while speaking on the occasion requested the management to provide proper jobs to the local people, education, medical facilities and also to construct check dams to increase the ground water table.

Jobs: Efforts will be made to provide jobs to the local communities based on their qualification, competencies and the requirement / opportunities.

Sri Pamileti r/o Vaddiralla expressed his un-happiness on filing cases against the farmers for demanding additional compensation. He requested the management to issue proper compensation to the surrounding farmers.

Police case was filed by the local police based on Village Revenue Officer, T M Patnam complaint against the mob for obstructing the Duties of Govt Officials, during the PH, held on 9th Sept 2016. The Dist Collector has announced from the Dias that the Police cases against the local villagers will be written off with the immediate effect.

Please See Page 44, Chapter 4 - Mining, Year-wise Production Plan - Section (e) (Enclosed as Appendix-I) “Proposed rate of production when the mine is fully developed, and the expected life of mine and the year from which effected”: "Initially the mine will be under development for the first four years. In third and fourth year initial production will start in view of development of faces in limestone benches and preparation of roads and ramps. And fifth year onwards, production from mine will be at the rate of 3.5MTPA. ACC CLARIFICATION TO THE POINT NO 4 : Kindly refer "Mining Plan and Progressive Mine Closure Plan" approved by the Indian Bureau of Mines. Local Geological Succession as established by exploration (Page no 14, Enclosed as Appendix-II) shows average thickness of overburden soil cover 1.0 – 6.0m and described as "Thick soil covers entire area and only at places limestone scree could be seen in the cultivated lands“ (kindly refer Plate IV – Geological section, Enclosed as Appendix-III) Please see page 17-18 (as Appendix-IV), Chapter 3 – Geology and exploration 3(d) Exploratory Work. On page 18 a table is given which provides details of 22 boreholes drilled over the entire area in order to delineate mineralized mining lease area of 997.08 Ha (Plate III-Geological Plan is enclosed as appendix-V and Plate IV, Geological Section as appendix-III) "Based on the data collected, it was found that the deposit is simple, low dipping and consistent in quality. It provided a confidence on the simple nature of the deposit and an area of 997.08 hectares is fully mineralized, delineated and applied for ML on 3.7.2002." Kindly refer Plate XI – Conceptual Plan for the deposit (enclosed as appendix-VI). For the purpose of safe and scientific mining with conservation of resources the Mine Plan along with the Progressive Mine Closure Plan requires contiguous land for the entire stretch of area covered by the Mining Lease. Our Plea: Based on the above submission we request you to consider the entire ML Area of 997.08 Ha as mineralized for the present proposal.

ACC CLARIFICATION TO THE POINT NO 5 :

Ecological survey covering terrestrial and aquatic ecology was carried out within the study area. There are no schedule-I species in and around the project site. There are no wildlife sanctuaries / national parks or other ecologically sensitive areas in the study region.

ACC has submitted application to the DFO, Proddatur Wildlife Division, Andhra Pradesh vide letter dated EECC/kadapa/F/2016 dt 17.11.2016. Copy of the acknowledgement is enclosed as Appendix-VII
