    )..2 here the #ridge $atch is normally limited in num#ers- there should #e a routine forproviding additional assistance $ithout delay. This means that stand#y personnel should#e identified and immediately contacta#le.

    ).2.) 6or vessels sailing $ithout a radio maintainer on #oard- at least t$o (* dec+ officers arerequired to hold the 3M7883eneral 'perator 4ertificate. 'ne ()* of the operators shall#e designated as having primary responsi#ility for radio communications during distressincidents. In this case- the duplication of on #oard equipment and shore#asedmaintenance must #e employed #y the shipo$ner/operator.

    ).2. 6or vessels sailing $ithout t$o (* dec+ officers on #oard holding 3M7883eneral'perator 4ertificates- a dedicated radio maintainer must #e on #oard $ho holds either a3M788)st 4lass or 3M788nd 4lass Radio lectronic 'perator and Maintainer4ertificate and is designated as having primary responsi#ility for radio communicationsduring distress incidents. In this case- either the duplication of on #oard equipment orshore#ased maintenancemust #e employed #y the shipo$ner/operator.

    In ships certified for unattended machinery operations- a sufficient num#er of qualifiedpersonnel must #e carried to provide manual control of machinery in an emergency to

    ena#le the vessel to reach port.

    The follo$ing notes outline the procedures follo$ed #y the %dministration in issuingMinimum 8afe Manning 4ertificates.

    .).) The scales follo$ing in section . are standards for general guidance only. Minimum safemanning $ill #e assessed on a ship#yship #asis upon application to the %dministration.

    .). 8u#ect to the governing principle that the Master is at all times responsi#le for the safeoperation of his ship- the Master may- in his discretion- vary the num#ers of personnel onany $atch either #y reduction under favora#le conditions or #y dou#ling $atches in areasof #ad visi#ility or high traffic density.

    .).2 In assessing minimum dec+ manning- the %dministration $ill consider the physicaldimensions of the vessel- layout of cre$ accommodation and internal communicationssystems- all of $hich affect cre$ capa#ilities and response reactions. 8hipyard plans andother data may #e requested.

    .)." In assessing minimum engine room manning- the +ilo$att (+* po$er of machinery shall

    #e the aggregate of main propulsion and any au1iliary machinery routinely operated. Inaddition- engine room layout and pro1imity to #oiler rooms- etc.- $ill #e evaluated. :lansand other data may #e requested. here a multiple main engine arrangement e1ists-additional engineers may #e required.

    .).5 If a company su#mits a proposal for the minimum safe manning level of a ship- theproposal $ill #e evaluated #y the %dministration to ensure that;

    .) the proposed ship&s complement contains the num#er and grades/capacities of thepersonnel to fulfil the tas+- duties and responsi#ilities required for the safeoperation of the ship- for protection of the marine environment and for dealing

    $ith emergency situations, and

    . the master- officers and other mem#ers of the ship&s complement are not requiredto $or+ more hours than is safe in relation to the performance of their duties andthe safety of the ship and that the requirements for $or+ and rest hours- inaccordance $ith applica#le national regulations- can #e complied $ith.

    .). If an Interdepartmental 6le1i#ility (I76* 8ystem of manning is proposed- the specificationsand operational elements of the system must #e clearly defined- and the %dministration $illrequire evidence that all personnel are competent to perform the additional dutiesassigned. :ersonnel shall not #e employed in capacities for $hich they are untrained orunqualified.

    .).< If a 3eneral :urpose (3:* manning system is proposed- the %dministration $ill requireevidence that the ratings concerned have adequate training and e1perience. This $ouldparticularly apply if the num#er of 3eneral :urpose ratings- 3:)s- proposed is less thanthe total num#er required #y the =%8I4 M%NNIN3 scales #elo$.

    .).! The %dministration $ill require a company to amend a proposal for the minimum safemanning level of a ship if- after evaluation of the original proposal su#mitted #y thecompany- the %dministration is una#le to approve the proposed composition of the ship&scomplement.

    .).9 The %dministration $ill only approve a proposal for the minimum safe manning level of aship and correspondingly issue a minimum safe manning document if it is fully satisfiedthat the proposed ship&s complement is esta#lished in accordance $ith the principles-recommendations and guidelines contained in Resolution %.!90()*- and is adequate in allrespects for the safe operation of the ship and for the protection of the marineenvironment.

    .).)0 The %dministration $ill not approve any proposal for e1ceptions or dispensations tominimum safe manning that is less than the total num#er required #y the =%8I4M%NNIN3 scales #elo$ for any vessel granted a $aiver of the age limitation toregistration.

    .).)) The %dministration $ill $ithdra$ the minimum safe manning document of a ship if thecompany fails to su#mit a ne$ proposal for the ship&s minimum safe manning level $hen

    the changes in trading area(s*- construction- machinery- equipment or operation andmaintenance of the ship have ta+en place $hich affect the minimum safe manning level.

    .).) The %dministration $ill revie$ and may $ithdra$- as appropriate- the minimum safemanning document of a ship that persistently fails to #e in compliance $ith rest hoursrequirements.

Reductions from the preceding minimum num#ers may #e considered #y the%dministration on application #y the ship operator- #ut applicants are advised that furtherreductions $ill only #e allo$ed $hen it can #e demonstrated that safety $ill not #eaffected. In all instances of reduced manning- it remains the Master&s- 4hief ngineer&sand o$ner&s responsi#ility to provide sufficient personnel to cover additional$atch+eeping requirements- cargo handling and control- and maintenance of the vessel orto ma+e adequate alternative arrangements. 6or mo#ile offshore units on location-minimum num#ers $ill #e su#ect to adustment to comply $ith local coastal stateurisdictional requirements.

In addition tothe certified survival craft/rescue #oat cre$man assigned to each motor life#oat- thereshall #e a certified engineer or rating capa#le of starting the life#oat engine and trou#leshooting minor engine pro#lems.

    .5. 'n passenger ships- survival craft/rescue #oat cre$men are required for life#oats inaccordance $ith the scale given #elo$ as a standard for general guidance;

Their documented training shouldinclude at least;
