Protesters continue to control N. Cotabato state university

KIDAPAWAN CITY (Min-danews – Members of the Multi-Stakeholders Move-ment for Peace, Truth, and Reforms continue to control the state-owned Univer-sity of Southern Mind-anao (USM) in Kabacan, North Cotabato since they launched the third wave of their protests on Monday,
a school official said. The protests, which were aimed at throwing out Dr. Jesus Derije from the presi-dency for alleged graft and corruption, started on Janu-ary 7. Dr. Antonio Tacardon, USM’s vice-president for academic affairs, said the protesters are now manning the school’s main and other gates.
“I could say there is break-down of law and order in the university because of these protests,” he said, adding that the protesters crashed the gates and have prevented the students from taking their midterm exams. Tacardon said they were expecting police and other law enforcers to come to their rescue when the pro-

AMENDED ORDER In a verified amended petition filed petitioner prays that upon filing and receipt of the herein petition, an order be issued adjudging petitioners insolvent, directing forthwith (1) the Sheriff to take possession of, safely keep and (2) forbidding the payment of and/or transfer of any property to the debtors until the appointment of a receiver or assignee, all the non-exempt properties, estate and effects of herein petitioners, (3) the publication of the order and (4) such other incidents required by law. Whereupon, after the necessary proceedings taken, an Order be issued discharging petitioners from all and existing liabilities. In essence, the amended petition essentially alleges that petitioners-spouses are both Filipinos, of legal age, and residents of 003 2nd Street, Guingona Subdivision, Butuan City. They have residing in said address during the last six (6) months immediately preceding the filing of the instant petition; They have an outstanding obligation exceeding One Thousand Pesos; Specifically the total amount of petitioners’ debts amounted to EIGHT MILLION THREE HUNDRED SIX THOUSAND THREE HUNDRED THIRTY FIVE PESOS and 71/100 (PhP8,306,335.71), Philippine Currency, which amount is beyond their ability to fully settle and satisfy. Attached to the amended petition is a verified Schedule (Record pP. 24-26. and marked as Annex A) showing petitioner’s creditors, their respective addresses, the amounts due each and other pertinent data and a verified inventory of properties, Assets and Receivables/Collectibles Annex B) showing the accurate description of all their real and personal proper-ties, estate, effects and (Record p.28 and marked as Annex other property not exempt by law from execution stating therein the value of each of item, its location and encumbrances and schedule of exempt properties (Record. More than a month after the typhoon swept away communities in eastern Mindanao and left more than 1,800 people dead or missing, needs are still im-mense. In Davao Oriental province, almost 95 per cent of the roads, houses and crops have been destroyed.
The ICRC and the Philip-pine Red Cross worked hard to respond to the emergency as it occurred, and are now attending to food, clean wa-ter, shelter, health care and other needs with the aim of helping people resume their normal lives.
The ICRC and the Philip-pine Red Cross have scaled up joint operations after their initial emergency response. These efforts have focused on: 1) setting up a field clinic in Baganga to respond to the most urgent needs until normal facilities are fully functional again; 2) making supplies available so that people can take immediate steps to remedy their lack of shelter; and 3) providing food, potable water and ba-sic household items to the neediest so that they can concentrate on rebuilding their lives.
Enhancing local health care "Most of the health fa-
cilities in Baganga were
either damaged or totally destroyed," said Dr Gundula Epp-Graak, who works at the newly established Red Cross Basic Health-care Unit in Baganga, a community of more than 53,000 people.
"We hope to bring back the level of medical services that existed before typhoon Bopha swept the area."
Since it opened on 3 January, the health-care unit has already attended to more than 800 patients, and is now receiving 100 to 120 patients a day.
Most of the consulta-tions are related to acute respiratory infections, fever, acute watery diarrhoea, skin diseases and open wounds. Among those being treated are people with chronic diseases who have run out of their usual medications.
Owing to the widespread damage caused by the ty-phoon, they face a difficult time obtaining more of the drugs they need, which adds to the high level of stress they are already coping with as they try to rebuild their lives.
"Many of them do not have enough money any more to buy their drugs in the local pharmacy," said Dr Epp-Graak.
The medical staff at the health-care unit have also been treating many women
and children, like Liezel Julian and her seven-month-old infant, who both had a bad cough, cold and fever. After hearing about the unit from a tricycle (tuk-tuk) driver, mother and baby went to receive medical treatment.
"I am very happy that the Red Cross is here giv-ing us this service for free. We lost everything during the typhoon – our house, livelihood, even food to eat," said Liezel.
The ICRC, in coopera-tion with the Philippine Red Cross, has set up a health-care unit in Baganga municipality in Davao Ori-ental province to attend to the pressing needs of the people around the area.
The clinic, made up of six tents, is being supported by the Japanese, Norwegian, German, Canadian, Hong Kong and Finnish Red Cross national societies.
The ICRC has provided construction materials to build the Philippine Red Cross's advanced medical post, which is also provid-ing much-needed medical care to people affected by the typhoon in Baganga.

Philippine Red Cross de-cided to give priority in their initial emergency response to providing food and some basic household supplies. By mid-January, the organiza-tions had already provided a one-month supply of food and cooking pots, jerrycans, mosquito nets, soap and tarpaulins for over 280,000 people in the three hardest-hit provinces of Davao Ori-ental, Compostela Valley and Surigao del Sur.
Additional distributions of food have begun in the provinces and will continue over the coming weeks.
"I lost three of my rela-tives – my brother, his wife and my niece – during the typhoon. Our house was also completely destroyed. Three of us were able to make it out alive," said Amalia Ravezo, 52, of Boston municipality
in Davao Oriental. "Now we are trying to
rebuild from scratch, and the relief items we received from the Red Cross have re-ally helped – especially the tarpaulins, which protect us from the winds," said Ravezo.
Shelter kits, which in-clude nails, hammer and wires, have been distributed to 54,000 people in Boston and Cateel municipalities in Davao Oriental.
After the typhoon, de-tainees in Compostela Val-ley provincial jail were left with damaged facilities and without water and electricity.
The ICRC, which moni-tors the treatment and living conditions of detainees, and had been working in the area for decades, donated building materials to help repair damage in the jail.
Improving access to clean water
In Cateel and Baganga, two municipalities of Davao Oriental, around 19,000 people have already ben-efited from clean drinking-water stations set up by the ICRC and the Philippine Red Cross and from water delivered by truck to eight barangays (villages).
The ICRC has also do-nated materials for the repair of the water systems in Cateel and Baganga, which will benefit an additional 6,500 people. The ICRC has like-wise provided Compostela Valley Provincial Hospi-tal and New Bataan Rural Health Unit in Compostela Valley with supplies needed to repair severely damaged water pipelines. MANILA, - The International Committee of the Red Cross (ICRC) and the Philippine Red Cross (PRC) are continuing their effort to help victims of Typhoon Bopha (locally known as Pablo).
BU TUAN City -- The Sangguniang Panlungsod has recently authorized City Mayor Ferdinand M. Amante Jr. to enter into and sign a Deed of Do-nation with the Depart-ment of Environment and Natural Resources (DENR) pertaining to the confiscated logs and its proper utilization.
In a press conference, the objectives as well as the terms and conditions indicated in the Deed of Donation were laid down by both parties.
The deed express ly states that donated con-fiscated logs will be used as construction materials for the construction of the 100 housing units, day-care centers, waiting sheds, boardwalk at the

DeNr assists lGUs in forest land use planningKORONADAL City - In a move to improve the management of South Cotabato’s for-ests, a total of 21 technical staff from the province’s local government units attended the workshop called by the Department of Environment and Natural Resources (DENR) on the development of forest land use plans (FLUP).
“The Forest Land Use Plan will serve as your plan to improve your forest re-sources to become more productive, which will in turn provide economic ben-efits to your constituents.
However, there is a need to harmonize your actions and plans with the DENR so that our plan would be more comprehensive,” For-est Resources Development Division (FRDD) chief Ma-
mutur D. Cariga told the participants from the city government of Koronadal and the municipalities of Tupi and Tantangan.
FLUP, according to Cariga, is an important tool in the holistic and efficient management of forest resources, adding that it is an integral activ-ity of comprehensive land use planning to determine the optimum and balanced use of natural resources to support local, regional and national growth and development.
Forester Benjamin Al-angca, one of the resource speakers, said that among the technical assistance the DENR will be providing LGUs include the strength-ening of on-site forest man-agement by identifying ap-propriate forest land use and tenure, clarifying tenure responsibilities, helping resolve conflicts as well as encouraging public-private sector partnership to create livelihood for communities while ensuring forest pres-ervation and protection. The soul mate concept is often used as an excuse for divorce.
People who are unhappy in their marriage sometimes claim that they did not marry their soul mate and therefore should divorce and begin the search for their true soul mate.
If you are married, the person you are married to is your soul mate.
The Bible declares in Mark 10:7-9, “A man will leave his father and mother and be united to his wife, and the two will become one flesh. So they are no longer

two, but one. Therefore what God has joined together, let man not separate.”
There is no such thing as perfect marriage. If you are pronounced as husband and wife, you two are now soul mates. But a couple needs to work on developing true “soul mate” intimacy.
By obeying what the Bible teaches about mar-riage, a couple can develop the intimacy, love, and com-mitment that being “one
flesh” soul mates entails. If you are married, you
are married to your soul mate. No matter how dis-harmonious a marriage is, God can bring healing, forgiveness, restoration, and true marital love and harmony.
What can be done if we think that we married the wrong person? We have to seek ourselves to God and seek His guidance, He promises to direct us: “Trust
in the LORD with all your heart and lean not on your own understanding; in all your ways acknowledge him and he will make your paths straight” (Proverbs 3:5-6).
God is sovereign and if we married not the onse God chosed for us, God will still be in control if we let Him rescue a rocky marriage.
God hates divorce (Mala-chi 2:16), and “marrying the wrong person” is never presented in the Bible as grounds for divorce.
The claim “I married the wrong person and will never be happy unless I find my true soul mate” is baseless.
God can take any two people, no matter how mis-matched, and mold them into two people who are perfect for each other.

Most of us know that it takes a much stronger man to control his own anger than to let it control him.
Many homes are not happy because the husband and wife haven’t learned to control their anger and fight by the rules.
Of course, I don’t mean fist fighting, but rather arguing with words. There are 5 simple guidelines for fighting that would make a big difference in many marriages and homes.

gry, then it’s usually better to wait until both of you are in a better mood. “Take time out before you take it out on each other!” As one lady who‘d been married over 35 years said: “I’ve learned never to tell my husband bad news on an empty stomach!”
The 2nd guideline is to allow the other person the right to say, “I’m angry.” Let them tell you how they feel.
If we don’t let others express their anger in a
healthy way, then it will continue to build up until we finally blow up! Then we can deeply hurt each other with the angry, even hateful, things we say and do.
Remember, our feelings are not right or wrong, but they’re still real; so we need to allow each other the freedom to say how we feel.
Number 3: Know ex-actly why you’re angry. Sometimes the thing that started us feeling so angry
was only a small even silly thing. But behind it is the real problem which we need to talk about it.
The 4th guideline to fighting in marriage is to realize that your anger is the enemy, not your wife or husband. So stay on the same side and fight together against the anger that’s hurting your family.
The final guideline is you have to invite God to the fight. You need to ask Jesus Christ to take control of your heart and marriage.
Only He can give you the willpower, love and self-control you need to start winning your fight against your uncontrolled anger that will hurt, even destroy, your marriage and family.

CORRECT: I agree with the thrust of Aurora Rep. Juan Edgardo “Sonny” Angara, a senatorial candidate of the Liberal Party in the 2013 elections, to increase the salaries of all public school teachers in the Philippines from its present level of P17,000 a month to P33,000 a month.
Teachers play an impor-tant role in the country’s development because they are the ones that mold the minds of the Filipino youth, so they must be encouraged to exert their best in doing their work by giving them a more decent salary level, as Angara is proposing. It is time to take them away from resorting to sidelines and other odd jobs just to

PUBLIC SCHOOL TEACH-ERS: Fact is, I can only agree wholeheartedly with Angara’s proposal, because I am the son of two public school teachers way back in the 1960s and 1970s in our rural town in Ramos, Tarlac, where my father and my mother both taught elementary school children. And I can really appreciate the difficult lives many of
these public school teachers undergo, with their meager incomes and snotty and airy superiors.
During those times, both my father and my mother were not even receiving their pay checks anymore as, right after signing or en-dorsing them, those checks immediately had to go to the creditors who have lent them money before the 15th and 30th of every month. My mommy and daddy had to borrow in between paydays, so we can have something to spend on our basic ne-cessities, considering the very low salaries they were
receiving back then.-ooo-
A NG A R A OF F E R S HOPE TO TEACHERS: That is why life was often and usually difficult for all of us during those times. My brothers and I had to do our own household chores like cleaning the house, prepar-ing our food, washing our clothes, and, occasionally, selling magazines and iced candy to earn a few pesos here and there.
It was only the unrelent-ing desire of Daddy and Mommy for each one of us, their children, to continue with our studies no matter how hard life was, that we were goaded or inspired to really strive to finish our education. The mantra then was, “study hard, complete your education, because that is the only inheritance we can ever give you, for, in this life of difficulties,

DAVAO CITY, -- About 5,000 jobs are expected to be added to the Information Technology- Business Pro-cess Outsourcing (IT-BPO) industry in Davao City. Bert Barriga, President of ICT Davao, an umbrella organization of IT groups in Davao City, said that with the present 16,000 IT-BPO workforce in the city by year’s end they are hoping it would go up by 21,000. Barriga said that big call centers will be locating in the city declining to name

these companies as a matter of policy among investor locators. One of the com-panies will be located at the soon-to-be-completed Abreeza Corporate Center. Last year, the city added 5,000 more jobs to the IT BPO industry with the open-ing of BPO companies such as VXI Global whose contact center is located at Robin-sons Cybergate in Bajada. VXI Global required about 3,500 agents alone. The company which oc-cupies a 5,000 square meter contact center facility is one of the biggest BPO

Cedric Mantawil, interior and local government officer of the Kabacan LGU, said the third wave of the protests at the university was without permit. Mantawil said Kabacan Mayor George Tan refused to grant the rally organizers another permit because of their failure to observe the restrictions that were agreed upon when they were first allowed on January 7 to hold the mass action. “I would say the rally was not done peacefully. The protest-ers used big trucks to prevent vehicles and students from entering the campus. Also, I even witnessed a scene when the protesters did not even give Mayor Tan due respect when he visited the rally site last week,” said Mantawil. Despite this, Mantawil stressed the local government will not meddle into the affairs of the USM, “even if the rally organizers have sought inter-vention from local officials to support them of their move to throw Dr. Derije out from his post.” “The university has its own charter. It has its own system in choosing who would best fit as president of the school. Besides, there is an existing law that prevents politicians from meddling into the affairs
of any state-owned university like the USM,” said Mantawil. If, however, the university believes charges should be filed against the rally organizers for destroying some of the school’s facilities, Mantawil said “they can do it because that’s their right.” Tacardon said most of the protesters were outsiders. “These are not our students. They are residents from other places who were transported here to join the rally. The students who have joined the protests were very few. But you see? Those manning the gates are not our students,” said Tacardon. Gutierrez Lamida, a resident of Barangay Kayaga, Kabacan and one of the protesters, admitted that not all of them are students. “Many of us here are parents, guardians, and residents of the community affected by some of the policies of the school, which we consider are wicked,” Lamida said in the dialect. Rey Morante, fourth year fisheries student at USM and spokesperson for the Kabataan party-list-Cotabato chapter, said he was overwhelmed by the continued pouring in of support from all sectors of the community. “Since the rally started three Mondays ago, we are gaining so much support. They vol-untarily came to the rally site after they learned about the president’s graft and corrupt practices,” said Morante. Tacardon said the rally or-ganizers cannot just remove anybody from any government institution because of the elec-tion ban, the synchronized local and national polls being just months away. “Second, you cannot just remove people without due process. Dr. Derije was just reappointed for another four years after a rigorous selection. He was reappointed by no less than Commissioner Patricia Licuanan of the Commission on Higher Education,” said Tacardon. Morante and his group had accused Derije of using Fund 164 or the Student Develop-
ment Fund to purchase in 2011 a black Fortuner and a Norinco caliber .45 pistol. Also, the president has been charged of violating the Gov-ernment Procurement Act when he bought an expensive X-ray machine for the univer-sity’s hospital. Rejana Camsa, secretary-general of the College Editors Guild of the Philippines at the USM, said the machine was worth P3.4 million. “This was despite the fact that a much lower price was presented during the bidding process. The price was pegged at P1.9 million. Yet the presi-dent chose to purchase the P3.4 million X-ray machine,” said Camsa. Derije denied the charges. Tacardon, who serves as spokesman for the school, said those accusing the president of graft are “ignorant of the whole process.” “We need a movable X-ray machine. That is what we re-quested, which was approved by the national government although that was a lot more expensive as compared to an ordinary machine which costs P1.9 million,” said Tacardon. Also, he justified the use of student funds to purchase a Fortuner for Derije. He explained that when Derije assumes the post in 2008, he was assigned a dilapi-dated vehicle. “As president, he needs to be always on the go. The USM Board of Regents allowed the use of Fund 164 … to purchase a Fortuner because that’s the only available fund at that time. It’s allowed under the law because the fund is not considered a fiduciary,” Tacardon explained. Derije, however, is willing to face the charges filed against him at the Ombudsman and at the Department of Justice. “I will wait for the resolu-tion of those complaints. A good friend musician of mine once shared to me one of his bad experiences as an
instrumentalist. Over the years my good
friend has never failed a single event when he's hired to play.
On one occasion my friend and another musician were both hired for a certain event and since they have worked together for many times, there couldn't have been a problem at all.
T h e u n e x p e c t e d happened; the other musician didn't show up at the event when in fact a commitment was made with the client.
There was no tex t message nor a call from the other musician, worse my friend found out afterwards that this other musician was also playing in another event with the exact same time they were supposed to play together.
The experience was really bad right? I myself wouldn't want to be in that situation. The relationship between two musicians was strained. What more with RESPECT?
A g a i n a s I h a v e emphasized in one of my articles entitled "work ethics" (The Cagayan de Oro TIMES) that is deeply rooted in our personal values and respect is a core characteristic that an individual must develop.
As the saying goes "you cannot give what you don't have" ... Therefore you cannot truly respect others , if you don't truly respect yourself first.
Even if we have discussed "respect" over the years within the four walls of our classrooms, we should purposefully and continually remind ourselves of the value because it helps us stand on the ground.
Aside from the great lesson I learned "respecting time", "respecting myself ” is a day to day step I take to keep me reminded of this value.
Believe it or not as I am writing this article, I am actually quarantined in my room for the whole day because of frequent asthma attacks.
I decided to stay home today because I respect the need of my body to rest, but as I made that decision I had to inform my supervisor of my health condition so that she can inform the parents and my students that I cannot hold voice classes. With that I exercised respect for their time.
I am a steward of God's gift that's why I do not overuse it, as my respect I take time to rest and put it to proper use.
I respect my editor at the CDOTIMES that's why I'm submitting within the deadline.
De veloping resp ec t indeed starts within. It has to be incorporated in our personal values system.
So that when we face various situations in life, whether in the music field in my case or the like, we can respond always with RESPECT.
Just like another musician I know and I secretly salute this person.
There was a great offer for this musician but to accept the offer means stepping on another musician.
What is even more amazing is that this musician secretly informed the other musician of the offer and declined the offer because of deep RESPECT for the senior musician.
As I end this article I would like to address these quest ions to ever yone whatever field you are in.
How deep is your respect to yourself, to your gifts, to others? If you we're placed in that same situation with that last musician I mentioned, will you be able to give it up or not? Your answer to the questions clearly reveals whether you truly value respect or not.

Sho oting with a DSLR, now are we? But somehow something is missing… right?
This can be frustrating at times. This may be due to lack of mastery of your camera, as this is individual skill – like carpentry to a carpenter.
For starters, one can master this by browsing through and learning from the user’s manual of you DSLR, I’m pretty sure you can find every little basic thing you need to maximize your camera’s output.
Practice on it and learn by shooting… and making mistakes.
When you have upped yourself a notch or two, time to get going and learn some more. This time learn from your peers, join a photographic club, a group of friends that love to take photographs too… and not to mention friends who like being photographed – this way, you can save up on model fee (LOL).
Then, after that, it may be time to get more serious, more daring, and more curious.
Be not afraid to commit mistakes in photography – it happens, like everything else in our lives.
Loads of information are available free and online via the World Wide Web, but somehow, some tutorials can be mind boggling and hard to replicate or even attempt.
Maybe it’s time to join a workshop or two. Or heck, if you have the money – join ‘em all.

V, emphasized during the grand opening ceremonies of the Regional Schools Press Conference 2013 in La Salle University, Ozamiz City.
In the five-day series of journalistic feats, over 2,500 delegates from 14 divisions in Northern Mindanao battled out to prove who the true best in the region is.
For the fifth time in a row, Liceo U High School is this year’s Champion in the Radio Broadcasting competition-English category, besting 13 others in all of Region X.
The team was composed of Cinderella Faye Obenita, Joanna Ruiz, Maria Monica Borja, Trinity May Gurrea, Xerczhiel Faye Rio, Aubrei Nicole Ipulan, and John Vincent Mangubat.
They were collectively known as The Liceonette Patrol. Several awards were also given to the group with Obeñita for Best News Anchor, Ruiz and Borja for Best in Infomercial, Gurrea for Best in Technical Application, and Mangubat, Ipulan, and Rio for Best News Presenters.
They will advance to the national finals to be held on April 4-7 this year, in Ormoc City.
In the Filipino category, the team, with anchors Eden Mae Selim and Spencer Palen, news presenters Guila Denice Simene, Michelle Ann Dablio and Connie Pogay, technical applicator Aniemhar Cuadrasal and infomercial presenter Donnie Marie Plaza, bagged the Second Place trophy with other awards: Best in Technical Application, 2nd place Best News Presenter, and 3rd place Best News Anchor.
Sidelight to the writing and speaking competitions was the Tagisan ng Talino where the Cagayan de Oro team, represented by Liceo U, tailed at third. The five-woman team were decorated with medals and a trophy.
The Tagisan ng Talino team was composed of Obenita, Gurrea, Ruiz, Pogay, and Selim.
The Liceo U PressCon participants were under the tutelage of Mr. Michael S. Villamor for English and Mrs. Myerna S. Ramos for Filipino.
