NATIONAL ANP LOCAL ELECTIONS

This pertains to the Memorandum dated March 13, 2013 of Acting

Executive Director Bartolome J. Sinocruz, Jr. relative to the Memorandum ofDirector Eduardo D. Mejos, Finance Services Department, submitting

theproposed mobilization fund for COMELEC field officials in connection with the

May 13,2013 National and Local Elections.

The Memorandum of Acting Executive Director sinocruz reads.

"Attached herewith is the Memorandum dated 11 March 2015 ofDirector Eduardo D. Mejos, regarding the mobilization fund normallyprovided to Field Officers in order for them to carry out ce:rtain functionsduring elections as required under various En Banc Reso/uflons.

Director Meios sfafed that traditionally the mobitization fund weregranted to Election Officers, Provincial Election Supervisors, AssrsfanfRegional Election Directors and Regional Election Directors in uniformamaunt without taking into account the geographical landscape of the city ormunicipality and the difficulty/scarcity of transportation in the area ornumber of registered voters in the city, municipality ar district, but for thisMay 13, 2013 elections, his department is proposing to modify themobilization fund by taking into consideration the land area and difficutty oftransportation in the city or municipality. Hence, Director Mejosrecom mends fhe following :

1. All Election Officers are allocated a fixed anount afPhp25,000.00 or Fhp30,000.00 as the Commission maydecide;

2. An additional amount is added to thl base amount ofPhp25,000.00 ar Php30,000.00 based on land area orregistered voters whichever is lower;

3. Additional amount for island cities and municipalities; and4. Maximum amount of Php40,000.CI0 is fixed, this means

that if after adding all the allocations stated above and thetotal exceeds Php40,00A.00 the Election Officer wilt begiven a maximum amount of Php40,000.00.

The mobilization fund to be qranted for other Field Officials is asfollows:

Undersigned observed in the total computation of mobilization fundthat the no. of RED and AREDis sxfeen (16), where in fact it should beFifteen (15) ARED and seventeen (17) RED, due the designation ofDirector Emmanuel lgnacio as Acting Director tv of Region tv-?, thus, thetotal mobilizatian for ARED and RED is as /io//ows."

And the total mobilization fund for the two scenarios shoutd be. asfollows:

The proposed allocation is as follows:

Php25,000.00 or Php30,000.00 as the Commission maydecide.2. An additional amount is added to the base amount of

The detailed computations for the above scenarios are shown in theattached table. The first table the base amount per Election Officer is

On March 13, 2013, Director Mejos submitted the revised

computation on the mobilization fund taking into consideration the fixed

amount of P30,000.00 with a cap of P40,000.00 for Election Officers, and the

recommendation of Acting Executive Director Sinocruz on the correct number

of Assistant Regional Election Directors and Regional Election Directors as

embodied in his foregoing memorandum, summarized as follows:

Election Officers (fixed amount of P30,000.00, cap of P40,000.00) P59,595,100.00

After due deliberation, the Commission RESOLVED, as it hereby

RESOLVES, to approve the proposed mobilization fund for COMELEC field

officials in connection with the May 13, 2013 National and Local Elections,

in the total amount of Sixty Six Million Nine Hundred Ninety FiveThousand One Hundred Pesos (Php66,995,100:00) as subrnitted by FSD

Director Eduardo D. Mejos, subject to proper liquidation, to wit:

1. That all Election Officers shall be allocated a fixed amount of

Thirty Thousand Pesos (Php30,000.00), subject to the following:

An additional amount shall be added to the base amount of

Thirty l'housand Pesos (Php30,000.00) based on land area or

registered voters whichever is lower;

An additional amount shall be allocated for island cities and

municipalities;

A fixed maximum amount of Forty Thousand Pesos

(P1rp40,000.00) shall be given to an Election Officer after

adding all the allocations as stated above.

That the corresponding mobilization fund for the Provincial Election

Supervisors, Assistant Regional Election Directors and Regional

Election Directors shall be as follows:

RESOLVED, moreover, that in case a COMELEC field official is
