Milwaukee has the distinction of being the only major city in the United States, other than Atlanta, GA, that has an official observance of the Dr. Mar- tin Luther King, Jr., holiday every year. This year, it fell on Monday, January 21, 2013, and there were cel- ebrations and programs throughout the city to com- memorate the life, accomplishments and legacy of this great African American. St. Mark AME Church (photo at right) noted the occasion with their 31st annual observance, “The Call to Make a Differ- ence,” by honoring several Milwaukeeans who have used their career and personal endeavors to posi- tively affect the lives of others. At the Martin Luther King, Jr., Community Center on West Vliet Street, the Milwaukee County Parks presented their pro-gram, “Dr. Martin Luther King, Jr.: A Pastor to All, Spreading Peace to the Nation.” Their line-up included the Daughters of Destiny Praise Dancers (pictured at right), as well as a variety of singers, spoken word artists, instrumentalists, ministers, and other community leaders.

The Wisconsin African American Women’s Center held its 12th Annual King Fest – A Service of Celebra-tion and Remembrance, focusing on the theme, “We Are The Dream.” In addition to local dignitaries and performers, the program featured remarks by nationally renowned author, educator and social justice advocate Dr. Iva Carruthers. Scholarships were also presented to three young people from the community, who excelled in writing competition on Dr. King’s legacy. As a member of the leg-islative branch of city gov-ernment, I respect the other branches of government, and I would certainly hope that my Council colleagues would also share that same collegial respect. We must al-ways be mindful that the ex-ecutive and judicial branches have important functions and roles to play.

But many politicians, which I am one, seem to forget the due process aspect of the ju-dicial branch of government (which has the famous term that we all know: “Inno-cent until PROVEN guilty”) which includes the law en-forcement investigation in any criminal case. But time and time again, we (politi-cians) are willing to weigh in with our two-bit solutions and idiotic opinions before the facts are presented by the District Attorney based upon

the evidence collected by law enforcement, which the last time I checked is the District Attorney’s responsibility.

Alderman Donovan has called for a mother (who has two other children at home – ages 5 and 4 years old) involved in the co-sleeping

death of her baby boy to be put in jail without regard to what will happen to her young children. Now I’m all for people being held ac-countable for their actions, but these children had noth-ing to do with their mother’s irresponsible decisions with regard to her deceased infant child.

If the mother is locked up, it is possible those young children will be – for all intents and purposes – put in jail as well! I’m speaking of the Bureau of M i l wa u ke e Child Welfare system that, in my opinion, will negatively impact these children for-ever.

So before we go shooting off our mouth, let’s be con-sistent. If you didn’t call for jail time in the John Spooner case, well then I rest my case.

Rep. Young to introduce legislation that converts Wisconsin State Legislature to part-time status

On Thursday, January 17, 2013, Rep. Leon D. Young (D-Milwaukee) expressed his intent to introduce an As-sembly Joint Resolution to amend the state Constitution that would convert the Wis-consin State Legislature from a full-time to part-time legis-lative body.

According to a document compiled by the National Conference of State Legis-latures (NCSL), state legisla-tures throughout our nation can be divided into three cat-egories: red, white or blue. The Wisconsin legislature is considered “red,” which in-dicates that legislators usu-ally work at least 80 percent or more of a full-time job. White legislatures typically spend approximately two-thirds or more of a full-time job being a legislator, while blue legislatures spend about half their time on the job.

Rep. Young explanied: “Af-ter reviewing the number of days that we were in session during the course of the 2011-12 biennium, I realized that we met a total of only 34 days out of a possible 122 session days. This means that

we were in session a mere 28 percent of the days allot-ted. Of those 34 days that we did meet, only seven of those sessions occurred in the floor year 2012, with the last one being March 15th.

"The tentative schedule for the current 2013-2014 term suggests that legislature can meet a total of up to 105 session days. But, contrary to what the tentative sched-ule suggests and based on previous experience, it is likely that we will meet only a percentage of those days. Considering these factors, it is fair to say that we actually function as a “de facto” part-time legislature now.

"In Texas, a state that falls under the “white” category and has a population nearly five times larger than Wis-consin, state legislators make $7,200 per year and meet a potential 140 calendar days

throughout a biennial ses-sion. Similarly, in Virginia, also categorized as a “white” legislature with a population that exceeds Wisconsin’s by over two million, legislators meet a total of ninety calen-dar days each year and makes $17,640/year. I believe that it is in the best interest of the State of Wisconsin to consider moving in a similar direction.

"For aforementioned rea-sons, I am suggesting that the Wisconsin State Legis-lature meet for only the first three months of each year, which is very similar to what the tentative schedule for the 2013-2014 session already suggests; and salaries be re-duced to about $12,000/year.”

Wisconsin WIC introduces new approach: "Here For You"Wisconsin WIC (Women,

Infants and Children) is en-hancing its approach to cus-tomer service to remind Mil-waukee families we’re “here for you.” WIC is a supple-mental nutrition program that promotes and maintains the health and well being of nutritionally at-risk women, infants and children. Since its inception in 1974, WIC has been serving income eli-gible expectant mothers, new moms, breastfeeding moms, infants and children, up to five years of age.With 13 clinics in Milwau-

kee county, WIC serves ap-proximately 25,000 Milwau-kee families each year. In an

effort to serve participants more effectively, WIC has adopted a person centered approach, which places the needs and interests of the customer at the forefront of all program activities. The new approach moves the focus from basic nutrition assessment, education, and counseling to a service mod-el that connects all activities to improve the health and nutrition outcomes of WIC families.

“Our focus is on our WIC families and how to serve women, infants and children best,” explains Angie Wilks- Tate, WIC Director at MLK Heritage Health Center, “we want them to know that we are truly here to help – what-ever their needs are.” Wilks- Tate continues, “Research shows that when the services provided meet or exceed ex-pectations, families are more receptive to focusing on healthy behaviors.” To exemplify its new per-

son centered model, WIC has also adopted a new visual identity. The vibrant logo is based on the six founding principles of the model –

Respect, Emphasize, Listen to Understand, Individual-ize, Motivate and Acknowl-edge Success – which are represented by the circle of hearts in six different col-ors. The star formed by the negative space inside the circle of hearts symbolizes hope and the person at the center of the WIC experi-ence. The new tagline, “Here for You,” also demonstrates the focus on the participant. While their service model has changed, WIC’s tried and true services remain the same.All WIC families receive a

What’s next for Barack ObamaBarack Obama starts his fi-

nal four years as President of the United States. Many Af-rican Americans have gained a vital sense of pride from Obama’s election. Obama seemed to resurrect the non-existent image of the African American male. The elec-tion of Obama was the pin-nacle of African American achievement. Now the ques-tion for African Americans is: what’s next?

African Americans glowed in the election and re-elec-tion of Obama for Presi-dent. To many Obama being President was the culmina-tion of every Civil Rights marcher's dream. African Americans finally had one of their own in the Oval Office. The Obamas quickly became the model for many African American families. The re-election of Obama solidified African American achieve-ment in the USA. Where do African Americans go from here?

What mountains are left for African Americans to climb in America? Are there any boundaries left for Af-rican Americans to cross?

What lines are left for Afri-can Americans to erase? As far as accomplishments in America, African Americans have achieved every logical goal possible.

At one time African Amer-icans couldn’t vote in Amer-ica. Today African Ameri-cans exercise this right when-ever they want. The last two Presidential elections showed African American voting power. African Americans now choose to vote in every election possible from City Council to Senate. More Af-rican Americans are taking an interest in politics because of the voting craze.

Over 40 years ago African Americans gained the right to live in any neighborhood they wanted. In every city in America African Americans have taken root. There is no such thing as a suburb that African Americans can’t live in. African Americans have accomplished the goal of in-tegrated communities.

Even in the sports world there are no barriers to over-come. Just a scant 15 years ago a black quarterback was an oddity in the NFL. In

the last two NFL drafts an African American quarter-back was selected in the top two picks. There are African American coaches and up-per management in the NFL. African Americans already dominated the NBA on the court, now there are black team owners.

African Americans are on every level of the workforce. There are African American policemen as well as police chiefs. Many major com-panies have blacks in key positions from managers to CEO. There are not a lot of African American businesses

but the potential is there. In the entertainment world

African Americans have made great strides. At one time African Americans only played thugs and maids in movies. African Americans now direct and produce their own movies. African Ameri-cans dominate television in sitcoms and television news. That’s a long way from play-ing Mammie and Uncle Tom.

African Americans have accomplished several key goals in their growth as Americans. African Ameri-cans have to start creating new goals for the race as a

whole. The old goals of in-tegration, voting and political power have been achieved. African Americans need to find something that can keep the younger generations fo-cused on a goal.

The average African Amer-ican youth cares nothing for the past. The African Amer-ican youth has been born in a time when all the obstacles African Americans faced in the past are gone. There have to be new goals, new objectives for the African American youth. In 2013 and beyond no longer can African Americans fall back on singing We Shall Overcome. That old hymn is outdated because in many facets Af-rican Americans have over-came.Frank James IV © [email protected]

There would be no Obama without KingBy Solomon Jones

As I read King’s brilliant argument for direct action against injustice, I saw more than a man who lives only in old footage. I saw a father fighting for a better future for his children. I saw a man who was not willing to wait for change. I saw myself.

It’s fitting that President Obama’s inauguration arrives the day of Martin Luther King Jr. Day, because there would be no Obama without King.

We often say such things in the trite, dutiful man-ner in which people speak about historical figures, but in this case it happens to be true. Obama owes King a debt of gratitude for paving the way for all Americans to vote. Obama also owes thanks to Philadelphia, be-cause we exercised that right in staggering numbers.

I look at our city as our president is preparing to be sworn in for a second term, and the future seems close enough to touch. It’s a fu-ture that was carved out by Philadelphians who voted for Obama in such numbers that in 59 Philadelphia voting divisions, Republican Mitt Romney received 0 votes.

Since Philadelphia was the key to delivering the crucial state of Pennsylvania to the president, one might say that our city has shaped America’s future.

It’s a future that I hope will be better for my children because of Philadelphia’s re-solve. That’s what the future’s all about, after all—our chil-dren. But as a parent it’s easy to get caught up in the future and forget about the past. I don’t want to forget, though. That’s why I decided to take a look at the life and work of the man who is the prover-bial parent of the movement that made Obama possible. I decided to take a look back at Martin Luther King, Jr.

For people like me who were born towards the end of King’s life, King is an ethereal figure; a ghost hover-ing somewhere above a past

we can’t remember. He is the man who had a dream that lives on in black and white footage. He is a historical fig-ure who we respect, although we don’t quite know why. He is a lesson to memorize, a figure to revere, a piece of a segregated past that we never experienced for ourselves.

I don’t want to remember him that way, so one night this week, after my family had gone to bed, I sat alone at my kitchen table and read “Letter From a Birmingham Jail.” King wrote that letter to a group of clergymen who had criticized him for march-ing to protest the treatment of African Americans in Bir-mingham, AL. King and his followers were jailed after the march. It was then that he wrote the letter.

Whose picture is it anyway?

“A picture is worth a thousand words,” but how important is the frame that holds that portrait, painting or photo?

The focus of every framed picture is the picture itself… it is the image captured, it is the reflection of the artist or photographer in what they saw, their vision, their pas-sion, as well as a snapshot in time. Each picture has its own story, purpose and in essence reveals a particular point of view. The point of view revealed may not be the same as those who look at the picture for the first time. What each viewer sees may be quite different from what others see. In addition, and in some showings, viewers wants to know a little about the background of the artist, the meaning behind the pic-ture and its frame. Frames

The frame in which a pic-ture is placed is often for-gotten about as it relates to determining the overall value of the picture. In real

terms, the frame is used to help to display the picture on a stand, shelf, hung on a wall or placed on a desk. The frame helps to not only define the picture, but also conveys a message itself.

The selection of the right frame for any picture is criti-cal in order to see it in the right light. The frame can make or break the picture. The right frame on a good or average picture can bring out the best and increase its value. On the other hand, the wrong frame, regardless of the quality of the picture can be disastrous and project the wrong image.

The quality of the frame depends on the owner of the picture and their desire to display it for a unique space in an office, at work or at home. Frames come in all kinds of shapes, sizes, colors,

and designs and can be made of wood, metals or plastics. They come in standardize di-mensions, angles and styles and can be bought at a num-ber of retail stores. Howev-er, and if one can afford it, a

frame can be customized. Framing it up

Setting limits and boundaries (Conclusion)

My daughter is a psychol-ogy major at DePaul Univer-sity and she indicated there is a principle in psychology that what we hate most about other people’s behavior is what we actually hate most about ourselves. By acknowl-edging how we cross others’ boundaries, we may come to understand how we have in-advertently given others the standards with which they’ve come to treat us. This month we have been discussing boundaries. If you are having a hard time setting boundar-ies, Coral Levang has been an excellent resource for us this month. From her piece “How to Set Boundaries With Family and Friends” she posits the best solution is to learn how to set clear, healthy boundaries in your relationships with others. It is a process which needs to be followed without guilt. You must make the choice to set boundaries. How?

1. Decide what the boundaries will be. Look at the big picture, and be objec-tive about what you can or cannot do or give. This can

include money, things, your time, or even your emotional well-being. It is important to try to remain on the sidelines emotionally and do what you want to do without try-ing to accept the burden for the entire problem. You have offered to assist someone. You are not offering a way to avoid the problems at-hand.

2. Clearly define and communicate the doundaries. In the hypo-thetical presented last week regarding your brother, you might say, “I will loan you $100.00 to help you pay for your groceries this month. I expect that you will pay it back to me when you receive your paycheck next week and before you can borrow more money.”

3. Follow through with the boundaries you have set. As difficult as it may be, remember that you are only responsible to yourself for the boundaries you are set-ting. You are also responsible for following through with what you do. You may not be taken seriously the first few times you attempt it. You will likely be met with resistance from the other person.

Going back to the hypo-thetical, if your brother pays you half of the $100.00 you have loaned him and asks for more money for grocer-ies, you say “no.” He starts to raise his voice and says, “But I’m your brother. We’re fam-ily and family takes care of one another.” Don’t react to the manipulative words. You follow through because you care enough to want your brother to be independent of others. Family status does not mean someone has the right to lay a guilt trip on you

when you lay down boundar-ies.

When you begin to be more assertive and set boundaries with others who are unaccus-tomed to you doing so, you will likely feel guilty. Others will certainly overreact to this new behavior from you. They may get angry, reject you, and refuse to communicate with you. It can come with weeks, months, or even years of non-communication. But by setting boundaries, you are learning how to love yourself and your friends and fam-

ily members differently than you may have in the past. As you learn to separate your-self from unhealthy patterns of behavior, you are taking responsibility for your own decisions and choices. It will take some time to get over the feelings of guilt, anxiety, and the stress of doing things dif-ferently. Don’t allow yourself to buy into the manipulation volley of the past.

Beloved, the bottom line is boundary setting is hard work. But once you begin to build healthier relationships with the people in your life you will get better with prac-tice and have a healthier re-spect for yourself and others.

No Obama without King(Continued from pg. 4)

“Injustice anywhere is a threat to justice everywhere,” King wrote in one of the more familiar passages. “We are caught in an inescapable network of mutuality, tied in a single garment of des-tiny. Whatever affects one directly, affects all indirectly. Never again can we afford to live with the narrow, pro-vincial ‘outside agitator’ idea. Anyone who lives inside the United States can never be considered an outsider any-where within its bounds.”

As I read King’s brilliant argument for direct action against injustice, I saw more than a man who lives only in old footage. I saw a father fighting for a better future for his children. I saw a man who was not willing to wait for change. I saw myself.

King wrote of seeing “the vast majority of … twen-ty million Negro brothers smothering in an airtight cage of poverty in the midst of an affluent society.” When I read that I saw Philadelphia, a place where 28 percent of the population—many of them African American—

live in poverty while sur-rounded by wealth.

King went on to write of tears welling up in his six year old daughter’s eyes as he explained to her that she couldn’t go to the amuse-ment park because of seg-regation. He wrote of the concerns that any husband and father would have for his family, and at that moment I saw King for who he truly was—a man.

I won’t be volunteering on King Day. Instead I’ll take time to reflect quietly on the man who sat in jail rather than sit in oppression; who took blows rather than tak-ing vengeance; who preached love instead of practicing hate; who gave his life so I could write of his memory.

I will think of King’s sacrifice, and on Tuesday, when King Day is over and the inauguration is behind us, I’ll think of the blacks who couldn’t vote in Bir-mingham. I’ll think of the blacks who voted in record numbers in Philadelphia. I’ll think of how far we still have to go, and I’ll look to the heavens and thank God. Then I’ll thank a long-gone father named Martin Luther King Jr., who fought to make things better for his children.

picture it holds. Regard-less of what others see, the frame is what and how you see things in its context, can and will change one’s life, their family, others and even the world around them. See-ing a picture through the right frame always help to determine… its value, its impact and its future… and that changes everything. If you live in a “bubble” and work in a “silo,” the picture of a particular community, its culture, its beliefs systems, its religion, its values and the people who live there can be very wrong if not seen through the right frame and light.

People, who live in any giv-en community, always want others to see their commu-nity in the right frame and light, and with the right per-spective. It is seeing things in the detail… for in the details there are little things that can make the difference between success and failure…even when we don’t think it mat-ters… It matters the most. People in the community want to trust those who are making decisions about their community… those who un-derstand them and have their best interest in mind… to help improve the quality of their lives and the neighbor-hood… for turning things around in any community is a team effort. Look through the right frame and you can better understand the picture you see.

Statement on anniversary of Roe vs. Wade

Senator Nikiya Harris (D-Milwaukee) released the fol-lowing statement on January 23, 2013 regarding the 40th an-niversary of the Roe vs. Wade Supreme Court decision:

“Today, on the 40th anni-versary of Roe vs. Wade, I ap-plaud the doctors, nurses, and health professionals who put their safety on the line every-day as they provide support and healthcare during a very difficult and challenging time in their patients’ lives.

“Nobody, no matter where they fall on the political spec-trum, wants a woman to have to get an abortion. But when we know that comprehensive age-appropriate sex education and affordable contraception reduce pregnancy rates, it is reprehensible and counter-productive to deny access and increase barriers to them.

“Personal health and fam-ily planning are very private issues that each woman must decide for herself. It is a wom-an’s right, not a crime, to think of her own health or her fam-ily’s financial situation when faced with an unplanned preg-nancy. Weighing the options is a complex process and women do not take it lightly; to sug-gest they do is degrading and a disservice to all women.

“I am proud to support a woman’s right to choose the best decision for her health, her economic security, and her family.”

Graduation days at the University of Wisconsin-Milwaukee are big deals, and our commencement on Dec. 16, 2012, was no exception. More than 2,200 students were eligible to participate in our ceremony. Combine those individuals with those who graduated earlier in 2012, and there were more than 5,400 students who earned their degrees last year from UWM.

While those are some pret-ty large numbers, the reality is that the individual stories of our students are the most remarkable. I’d like to tell you about three graduates from December. In each instance, it’s clear that support net-works – often those formally offered by our university or other area institutions – had a great deal to do with their successes.

Cheng Thao arrived in the United States at the age of 14 with the equivalency of a third-grade education. He had been born in Laos, but his family left as refugees to Thailand in 1980. They spent nine years in a refugee camp.

He said high school was a struggle, but he was support-ed through his participation in Upward Bound, a precol-lege academic achievement program, and English as a Second Language programs. Both of these programs are offered by UWM.

Cheng said his hard work has had many benefits, and he has served as an example to his brothers and sisters, who are all attending college, too. Cheng received his aca-demic diploma and hood for his doctoral degree from our College of Engineering & Applied Science.

Paula Lee graduated from our School of Education af-ter attending UWM part time and working full time for the

past 15 years. She’s a single mom of four who says she’s very grateful that our profes-sors were so flexible, occa-sionally allowing her children to join her in class and once permitting her baby son to sit in the classroom in a car seat next to her while she took an exam.

The third student I want to tell you about is Peter Arm-strong. The first week of January 2010 was a bad one for Peter. First he suffered a severe knee injury that would require major surgery. Two days later, he was laid off from his district manager po-sition.

With these life-altering challenges in front of him, he chose to return to college. As a single parent with two children, he said he gained assistance from Pell Grants and social welfare programs that included the UWM Life Impact Program. Life Impact includes a significant scholar-ship plus academic, profes-

sional and personal support. Without this help, he says he could not have graduated from our College of Letters & Science with a bachelor’s degree in geography.

Cheng, Paula and Peter are just a few examples of the special individuals who grad-uate from the University of

Wisconsin-Milwaukee and go on to make excellent con-tributions to our society. Our university graduates large numbers of students, but it is their individual stories that illustrate how rewarding higher education can be.

Music Club to hold scholarship auditions The MacDowell Club of

Milwaukee announces schol-arship auditions for students of classical music. They will be held Saturday, April 20, 2013, from 11 a.m. to 2:30 p.m. at Cardinal Stritch Uni-versity in the new Chapel on the second floor of Bo-naventure Hall, 6801 North Yates Road, Fox Point, WI. The prizes to be awarded are $1000, $750 and $500, plus two $125 Honorable Men-tions.

Open to applicants be-tween the ages of 18 to 26 residing or studying within a 90-mile radius of the Greater Milwaukee area, the winners will be presented in a Mac-Dowell Club concert dur-ing the 2013-2014 season. Eligible categories are voice, piano, organ, strings, wood-winds, brass, and classical guitar.
