Review and Acceptance of Engineering Drawing Packages

1. This standardization handbook was developed by the UnitedStates Marine Corps.

2. This handbook supplements DOD-STD-1OO, DOD-D-1OOO, and otherapplicable documents. It provides information and a recommendedprocedure for reviewing and accepting or rejecting engineeringdrawing packages.

MIL-HDBK-288 (MC)

A substantial percentage of contract dollars is spent ontechnical data. The engineering drawing package (EDP) is one ofthe most expensive data items purchased in the course of asystem’s acquisition. The EDP is used to evaluate and validate adesign concept, to maintain proper configuration control, tosupport quality assurance functions, to provide technical datafor competitive reprocurement of spares and end items, and as themajor source of technical information for logistics supportthroughout a system’s lifecycle. The EDP, supplemented byequipment specifications and quality assurance procedures, shouldcontain enough information to allow any competent manufacturer topurchase materials and com~onents, manufacture, test, inspect,and deliver articles iden%lcal to or interchangeable with thosedelivered by any other manufacturer using the same.EDP. The EDPshould not require any additional data, instructions, manuals,company or industry standards to fulfill its intended purpose.

Discrepancies in the EDP, or limitations placed on its use, canlead to the procurement of unusable spare parts, unreliable orinoperative equipment, or multiple configurations of the sameitem.

A poor EDP can also prevent competitive reprocurement ofspares and end items riueto technical difficulties and high test.It is imperative that EDP’s procured in support of DOD materielacq!~isitions be reviewed and audited for accuracy, adequacy, andcompleteness. An EDP is validated by using it in themanufacture, inspection, and test of the items it depicts.Unless otherwise specified in the procurement contract, themanufacturer validates the data furnished to the Government. AnEDP is verified by Government monitoring during drawingpreparation, technical reviews of completed drawings, andconfiguration audits. Verifications are normally performed bythe Government to ensure compliance with contract datarequirements, and are limited to level 2 and level 3 EDP’s.

This handbook details procedures to be followed in monitoringand revi?wlng ZDF’production, and provides guidance to thedrawing reviewer concerning what to look for when reviewing anCDP. This handbook also provides a method for documenting andreporting the discrepancies discovered during EDP reviews.

This handbook is not designed to supersede the requirementscontained in ot!lerspecifications or standards. Nor is it anattempt to combine all of the detailed quality assurancerequirements from the individual specifications and standards

1. SCOPE

1.1 Purpose. The purpose of this handbook is to provideguidance on the review of engineering drawing packages (EDP’s).

1.2 m. This handbook provides a method to review anddocument the review of EDP’s.

1.3 Applicability. The information contained in Section 5is intended to be selectively applied to the review of specificEDP’s.

1.4 Application quidance. The contents of this handbookguide the user in reviewing level 2 and level 3 engineeringdrawings of military equipment. The Government or an authorizedrepresentative shall review EDP’s during the full-scaleengineering development and production/deployment phases ofsystem acquisitions. When tailoring the methods and informationin this handbook to the review of specific EDP’s, follow theseprincipals:

a. Every system is different, and so is every EDP. ‘l’henumber and types of drawings in an EDP vary according tothe system they depict. Thus,

2.4 Source of documents.

2.4.1 Government specifications, standards, and handbooks.Copies of the referenced federal and military specifications,standards, and handbooks are available from the Department ofDefense Single Stock Point, Commanding Officer, NavalPublications and Forms Center, 5801 Tabor Avenue, Philadelphia,PA 19120. ● 3. DEFINITIONS

3.1 Altered item drawinq. An engineering drawing whichdepicts the alteration of an existing item from its originalconfiguration. An altered item drawing depicts complete detailsof the alteration.

3.2 Assembly drawinq. An engineering drawing that depicts anumber of parts or subassemblies joined together to perform aspecific function. An assembly drawing depicts the details ofhow the parts or subassemblies are joined and interact.

3.3 Associated list. A tabulation of pertinent engineeringinformation pertaining to an item depicted on an engineeringdrawing or a set of engineering drawings. Examples include partslists, index lists, and data lists.

3.4 Commercial item. An article regularly used for other thanGovernment purposes, which is sold or traded in the course ofnormal business operations.

3.5 Contract data requirements list (CDRL). A list of datarequirements that are authorized for, and made part of, a

specific contract. The CDRL is prepared on DD Form 1423.

3.6 Contracting officer. Any person granted the authority toenter into and administer contracts on behalf of a Governmentagency. The term includes any individual who is delegated suchauthority.

3.7 Contractor. Any individual, partnership, public orprivate corporation, association, institution, or other entitywhich enters into a contract with the Government.

3.8 Data item description (DID). A description of an item ofdata required by the Government which defines the content,preparation instructions, format, and intended use of the dataproduct. The DID is prepared on DD Form 1664, and becomes partof the CDRL.

3.9 Desiqn activity. A Government activity or a contractorwhich is responsible for the design of an item.

3.10 Detailed drawinq. An engineering drawing which depictsone or more details of an item or assembly.

3.11 Enqineerinq drawinq. A document which graphically depictsengineering data pertaining to an item or assembly.

3.12 Enqineerinq drawinq packaqe (EDP). A collection ofengineering drawings, associated lists and documents,manufacturer specifications and standards, or other informationrelating to the design and manufacture of an item or system.

3.13 Enqineerinq study (ES). A document prepared by thereviewing activity that documents discrepancies noted during anin-process or final review of an EDP.

3.14 Reviewirm activity. The Government activity assigned toperform in-process or final technical reviews of EDP’s.

3.15 selected item drawinq. An engineering drawing thatdepicts an existing standard, or design, or vendor activity itemupon which further required selection or restriction for fit,tolerance, performance or reliability is placed. (See DOD-STD-100 for complete requirements.)

3.16 Source control drawinq. An engineering drawing thatdepicts an existing commercial or vendor item which exclusivelyprovides the performance, installation, and interchangeablecharacteristics required for one or more specific criticalapplications. (See DOD-STD-1OO for complete requirements.)

3.17 Specification control drawinq. An engineering drawingthat depicts an existing commercial vendor-developed itemadvertised or cataloged as available on an unrestricted basis onorder as an off-the-shelf item; or an item, while notcommercially available, is procurable on order from a specializedsegment of industry. (See DOD-STD-1OO for completerequirements.)

● 4. GENERAL REQUIREMENTS

4.1 EDP. If not already in existence, some form ofenginee=g drawing will be prepared by the manufacturer orsystem developer at the start of a program. During theconcept/exploration and demonstration/validation stages of systemdevelopment, the drawing package may contain only enough detailto permit design evaluations and cost projections. As the designprogresses and the program moves through full scale engineeringdevelopment and finally into production, tbe drawings become moreand more detailed. The drawing levels described in DOD-D-1OOOenable the EDP to follow this progression from design concept toproduction. They are: level 1, Conceptual or DevelopmentDesign; level 2, Production Prototype or Limited Production; andlevel 3, Production.

4.2 Reviewinq the EDP. From its inception to its disposal,the EDP is a dynamic set of documents. As a program progresses,design changes are made, manufacturing difficulties areencountered, technology changes, and drawing errors are located.All of these events require the design activity to change theEDP. Regardless of the reason for changes, the EDP must becontinuously reviewed to ensure that it accurately depicts the

article in its current configuration.

4.3 Principal phases of EDP reviews. The principal phases ofthe review process for EDP’s are:

a. Selection of reviewing activity and review of contractrequirements.

b. Contractor indoctrination.

c. Technical reviews.

d. Documenting discrepant EDP’s.

e. Final review.

f. Recommending acceptance or rejection oi the EDP.

4.4 Reviewinq activity.

4.4.1 Familiarity with requirements. Everyone who reviewsEDP’s should become thoroughly familiar with the drawing require-ments in applicable Government specifications and standards.This handbook aids in performing ED? reviews by reminding the

4.4.2 Reviewinq the CDRL.document controlling the EDP.

It is essential that the DID’s and the CDRL adequatelyand accurately describe the requirements for the EDP, inciudinglevel of drawings, tailoring requirements, associated lists,formats, and delivery schedules. The persons assigned to reviewan EDP should first review each DID and CDRL and become familiarwith the contract and what it requires the contractor to deliverto the Government.

4.5 Contractor indoctrination. Government personnel assignedto perform the technical review of the EDP must understand thecontract, and the contractor must agree with them on what isrequired for each deliverable. Both parties should meet as earlyin the contract period as possible and review contractrequirements together. Any disagreement over the interpretationof the contract should immediately be brought to the attention ofthe procuring activity’s progiam office for resolution. Thisindoctrination may not “oeneeded whei”]fullv$-or,Giikracts areawarded to the same contractor, or when the contractor is alreadyworking on more than one project for the same Governmentprocuring activity. The reviewing activity and the contractorshould discuss the following topics when they meet:

4.6.1. Surveillance of drawinq preparation. It is essentialthat the Defense Contract Administrative Service (DCAS) or otherGovernment reviewing activity monitor drawing preparation. Anactive drawing surveillance program brings technical ormanagerial problems to light early in the acquisition program,thus avoiding potentially costly and time-consuming errors. Thesurveillance program should include inspections of procurement,man~facturing, and test facilities to ensure that the drawings,or documents developed from the drawings, are used in thefunctions for which they are prepared.

4.6.2 Reviewinq for technical content. Technical reviews ofengineering drawings vary according to the type and level ofdrawings and the system or item they depict. Section 5 containsguidance for reviewing the most frequently encountered types ofengineering drawings and associated lists. Each reviewingactivity should establish its own acceptable quality level forEDP reviews in accordance with MIL-STD-105. Normally, a detailedreview of 15 percent to 20 percent of the total package issufficient to reveal the types of deficiencies to be foundthroughout. However, reviewing activities may elect to conductinoreextensive reviews of smallec or extremely complex drawingpackages. All drawings should be reviewed for compliance withIights-in-data ciauses of the ccnti.ict. ARY ~ra~~ngs foI.Indto benoncompliant shall be rejected. Before reviewing an entire EDPor all the drawings for an entire assembly, first conduct acompleteness review to ensure that all required drawings andsupporting data have been furnished. See 4.9.1 for instructionson how to conduct a completeness review.

4.6.3 Follow-on review. 4.7 ~. Once the Government reviewing activity has completedits technical review, it shall prepare an ES to document itsfindings. The ES lists all discrepancies discovered during thetechnical review. See 5.7 for detailed guidance on how toprepare and distribute an ES.

4.8 Final review. The final review is conducted on thecontractor’s final deliverable under the contract. The finaldeliverable, which may be in the form of original drawings,microfilm/aperture cards, nonreproducible hardcopies, or anycombination thereof, should not be submitted to the Governmentuntil the technical reviews have been completed and the drawingsfound technically acceptable. The final review should ensure thefollowing:

a, Previously documented discrepancies have been corrected,

b. The final deliverable is a complete package, and

c. The media on which the final deliverable is submittedconforms to the contractual requirements. the finalreview should not, but might, result in preparation ofan ES.

samplinq of the final deliverable should be reviewed to ensurethat pr~viously documented discrepancies, which the Contractor,had agreed to correct, were in fact corrected. ES’s fromprevious technical reviews should be used as guides to verify thecorrection of previously noted discrepancies.

4.8.2 Review for completeness. Also known as a top-down-break-down (TDBD), the completeness review is performed to ensurethat the EDP contains all the documents necessary to produce thesystem or items depicted. The TDBD is begun by examining theengineering drawing which depicts the entire assembly, end item,or system. This first-tier, or top drawing, lists second-orderdocuments such as detail drawings, parts lists, and Specifica-tions. These second tier documents may be listed in drawingnotes, parts lists, material blocks, or anywhere else on the faceof the drawing. Therefore, a review of parts lists alone is notsufficient to complete a TDBD. Each lower tier document may inturn list additional drawings, lists, or specifications. Eachmust be reviewed in the same manner, until all documentsbelonging to the EDP have been examined. An index list, datalist, or indentured (used on) list can be helpful in performingthe TDBD. If none of these lists are available, a list can be

hand-generated to keep track of all cross-references. Alldoc,?nts cited in a drawing or associated list shall befu,.shed as part of the EDP except for industry specificationsand standards, military specifications and standards, ordocuments referenced parenthetically. The drawing package is notcomplete unless this requirement is met. The EDP should also bechecked against the requirements of the CDRL and thestandardization documents cited in each applicable DID. Thisreview is not conducted for technical substance, but rather toidentify and locate all documents required by the contract.

4.8.3 Review of drawinq media. This review is conducted toensure that the media materials, legibility, and reproductiveq,ualityconform to the applicable contract requirements andspecifications.

4,8.3.1 Oriqinal drawinqs. If the contract specifies originaldrawings as the final deliverable, a sampling of the packageshould be examined for compliance with MIL-D-5480, MIL-D-8510 andDOD-STD-1OO. Particular attention should be paid to thelegibility of lines, numbers, letters and character data, and tothe reproducibility of the drawinns. The reviewing activityshould also ensure that when original drawings are ordered,origiu?l drawings are received. Duplicate originals shall not bedeliv..redto the Government (se? DOD-STD-1OO). ●

4.8.3.2 Master pattern drawinqs. When the contract requiresmaster patterns to be delivered as part of the drawing package,they should be reviewed for compliance with DOD-STD-1OO and MIL-STD-275.

4.8.3.3 Microfilm/aperture cards. If the contract specifies afinal deliverable in the form of microfilm copies of the drawinqpackage mounted in aperture cards, the media >hould be reviewed-for compliance with MIL-M-9868, MIL-C-9877, MIL-M-38761, and MIL-STD-804. A sampling of the microfilm should be examined toensure that the type, class, and kind (if applicable) are inaccordance with MIL-M-9868 as contractually imposed. The enticemicrofilm package should be reviewed for quality, density, andresolution. Aperture cards should be reviewed to ensure thatthey are of the correct type, class, and kind; that the microfilmis mounted correctly; that the header information printed on thecard reflects the drawing depicted on the microfilm; and that theinformation punched on the card agrees with the headerinformation.

4.9 Recommending acceptance or rejection.

4.9.1 Acceptance of the EDP. The Government reviewingactivity shall ensure that both the technical and final reviewsof the EDP have been completed before recommending acceptance.If the reviewing activity determines that the engineering drawingpackage meets contract and specification requirements, it shallnotify the designated accepting activity in writing. Theaccepting activity, which is listed as the first addressee onblock 14 of the CDRL, shall notify the contractor that the EDPhas been accepted. This is done by signing the DD Form 250.

4.9.2 Relection of the EDP. The EDP should be rejected if in-process, technical, or final reviews reveal that it does not meetthe acceptable quality level specified by the reviewing/procuringactivity. If the reviewing activity recommends rejection, itshall notify the designated accepting activity by letter, with acopy of the ES to justify its recommendation. When the reviewingactivity recommends rejection, the contracting officer may electto invoke the withholding of payment clause in the contract. Thecontracting officer shall notify the contractor by letter thatthe ZDP has been rejected, and attach a copy of the ES asjustification. In any event, the contractor should be allowed areasonable period, specified in the CDRL, to correct the EDP and,.-resubmlt It zor tiovernment revie’w,’acceptance.

5.5.1 Specification control drawings (SCD).

5.5.1.1 Criteria for designation. To qualify as an SCD, theitem depicted must meet the following criteria:

Source control drawinqs (SOCD)

5.5.2.1 Criteria for designation. A SOCD defines an itemwhich is procurable only from certain vendors for reasons such asthe ioiiowing:

a. A vendor has a special technique which will make hisproduct work in a system where others will not. The keyelements may be identifiable.

b. There is a specific, critical application, andsubstitute vendors shall not be used without priortesting, evaluation, and approval. Critical factors mayinclude performance, installation, interchangeability orreliability, and must be spelled out o:.the drawing.

c. The notation “SOURCE CONTROL DRAWING” must be on thedrawing. See DOD-STD-1OO.

5.5.2.2 Reviewinq SOCD’S. SOCD requirements are identical tothose for SCD’S except for the following differences:

a. Items must be tested and prequalified for inclusion inSOCD’S.

b. The drawing shall include the following note: “Only theitem described on this drawing, when procured from thevendor(s) listed hereon, is approved by (name and

Whenever another vendor’s item is tested and qualifiedfor the stated applications or when a new criticalapplication is found and all vendor items that are citedon the drawings are approved for use in the new criticalapplication, the drawing may be revised to show the newvendor or application. Each new vendor added must beapproved for all stated applications.

e. SOCD’S become the part identification numbers and aresubsequently used to identify the item on other drawingsor documents. When more than one vendor is listed on anSOCD for items that are repairable and the repair partsare noc interchangeable ‘betweenone vendor’s item andanother, each vendor’s item shall be assigned a uniquesuffix of the SOCD number.

f. Ensure that “SOCD.”and the drawing number are marked onthe part. The SOCD number becomes the item’s partnumber . See DOD-STD-1OO.

5.5.3 Selected item drawinqs. Selected item drawingdisclosure requirements are identical to those of SCD’S exceptfor the differences listed below:

a. The drawing must contain the notation “SELECTED ITEMDRAWING.”

b. Compiete details of the selection criteria shall bedescribed, such as fit, tolerance, performance andreliability.

c. When a vendor document is referred to in the selecteditem drawing, it shall be submitted with the drawingpackage. If the document is unobtainable, the selecteditem drawing shall contain sufficient information toidentify that item before selection.

5.5.4 Altered item drawings. Altered item disclosurerequirements are identical to those of SCD’S and selected itemdrawings except for the differences listed below:

a. The drawing shall include information necessary toidentify the item prior to its alteration, including theoriginal part number and the name and address of theoriginal source. The name and address of the sourceneed not be furnished if the original part is aGovernment or industry standard item.

b. When a vendor activity document is referred to, thevendor data shall be submitted along with the altereditem drawing. If the vendor or original design data isunobtainable, the altered item drawing shall containsufficient information to identify that item prior toits alteration.

c. The notation “ALTERED ITEM DWWING” must appear on thedrawing.

d. The original part number must be obliterated.

e. Altered item drawing numbers shall become the partnumbers of the altered items. See DOD-STD-1OO.

5.6 Reviewinq lists associated with the EDP.

5.6.1 Parts lists (PL’s). See DOD-STD-1OO. Check thefollowing:

a. If separate PL’s are used, make sure their format iscorrect.

b. If separate PL’s are used, ensure that PL numbers arecorrect.

c. If an integral PL is used, ensure that the format iscorrect. Refer to ANSI-Y14.1.

5.7 Preparinq an ES.

5.7.1 Documenting discrepant findinqs. Whenever an in-processor final review of an EDP is completed, the Government reviewingagency shall document all discrepant findings for presentation tothe contractor. The ES provides a method for documenting andcompiling drawing discrepancies in a logical format. The ESformat which follows may be used as a standard by DOD activitiesand should be briefed to the contractor during the contractorindoctrination (see 4.5).

5.7.2 Cover sheet. The first page of the ES contains thefollowing information (see figure 1):

a. System nomenclature, contract number, contractor, ESvolume number, and date prepared are centered in thecover sheet.

Each generalcomment shall be assigned a letter in sequence (see figure 3).

5.7.5 General comments. This section fully describes eachdiscrepancy, citing references and examples. If annotateddrawings are to be returned to the contractor, the discrepantportion of each drawing or associated document shall be annotatedby the letter of the appropriate general comment squared in red.General comment sheets shall contain the following information(see figure 4):

a. The title “General Comment X“ (X representing theappropriate letter) shall be centered at the top of thepage, along with the title of the comment.

5.7.6 A list of reviewed drawinqs to which only qeneralcomments apply. This page shall consist of the following (seefigure 5):

a. The title “List of Reviewed Drawings to Which OnlyGeneral Comments Apply” is centered at the top of thepage, followed by columns titled “Drawing Number,”“Drawing Title,” “Revision,” and “General CommentLetter(s) .“

b. Drawings should be listed in alpha-numeric order.

5.7.7 Index of reviewed drawinqs to which specific commentsi!F@i. This page cross-references each drawing against which aenc.~ifie“r-- . ..- co!!n!entapplies to the page in the ES on which thecomment can be found. This index is only needed when specificcomment sheets are in TDBD sequence (see 4.8.2.). It shallcontain the following (see figure 6):

a. The title “Index of Reviewed Drawings to Which SpecificComments Apply” at the top of the page, with columnstitled “Drawing Number,” and “Page” underneath.

b. Drawings should be listed in alpha-numeric sequence.

5.7.8 Specific comment sheets. Prepare a specific commentsheet for each reviewed drawing on which discrepancies werenoted. The sheets can be arranged in alpha-numeric sequence orTDBD order (see 4.8.2). Each sheet shall consist of thefollowing (see figure 7):

a. The drawing title in the upper left corner of the page.

b. The drawing number and revision letter in the upperright corner of the page.

c. The specific comments are listed consecutively on theleft margin by number. If annotated drawings will be

5.7.9 List of missinq documents. This list cites alldocuments that are required as part of the EDP but which were notfurnished by the contractor. The list is generated as a resultof the TOED (see 4.9.1). The page shall consist of the following(see figure 8):

The reviewing activityshould retain a copy of the ES and a copy of the annotateddrawings until the final delivery of the EDP is accepted by theGovernment. The review was conducted to evaluate the technical contentof the engineering drawings and their compliance with the con-tract requirements. The comments in this engineering study areintended to point out deficiencies found in the engineeringdrawings. This review is not intended to be all-inclusive, butrather to point out examples of typical errors or omissions whichrequire corrections. There may be additional discrepancies tothose listed herein and the listed discrepancies might be foundthroughout the drawing package. The contractor is requested tomake corrections throughout the entire package before resub-mitting the drawings. The contractor is only required to resub-mit new or corrected drawings for review.
