3. DEFINITIONS

4.1.1 Format DD Form 1693 (Figure 1). The ECP short form shall beued for al~=. sulmit~ under this stadard. Lccal reproduction ofthis form, as illustrate by Figure 1, is authorizd. The short formshall ke prepard in accordance with the instructions in Appendix A.

4.1.2 Su?.nnittal. The quantities and distribution ehall be asspxs?cified on DD Form 1423, Contract Cata Requirements List (See paragraph6.2).

5.1 IK!P emecif ics.

A revision is a completely new eflitionof an existing ECP. Itshall superede the original ECP or latest revision and all existingammimnts. 5.1.4 Em SuDlmrtinq data. FCFS shall be supportd by marked copiesOf draWi.KJS,other technical documentation or parts thereof axl theinformation, as rquired to justify ard describe the change. ECFsoriginated by subcontractorsmy be includd as supporting data.

5.1.5 Classified data. Claseifie5 data essential to the evaluationad dipition of an EC’I?eball be submitted separately in amomiance withapptwed ~ity P~ and ref~ in the ECP. 5.1.6 ECP ammval/disamroval.

5.1.6.1 AomOval. Approval of an ECP will be achieved by: (a) thesignatuxa on the ECP form of an authorized representativeof theGovennrent procurirq activity, or of a review activi~ delegated suchauthority, and by the return of an approved copy to the contractor; or by(b) contractual authorizationwhen the ECP affects the contract (see 4.1).

5.1.6.2 Disapproval. When an ECP is disapproved, the FCO will notifythe mntractor of such disapproval in writing within 30 mlendar days ofthe disapproval date giving the reason(s) for disapproval.

5.2 Eeviation specifics.

5.2.1 Eeviation sicmificant factors. The follcwing factors aresignifimnt in evaluating the effects of a dwiation: (a) health; (b)safety; (c) performance; (d) interchmgeability; reliability,survivability,maintainability, or durability of the item or its re~irx: (e) effSCtiVe use or operation; (f) weight; (g) dimnsions; (h)appamme (when a factor); or (i) wst to the Government.

5.2.2 Restrictions on deviations. Unless unusual circumstancesexist, requests for deviations affecting safety shall not be submittsd.$equests for deviations which would affect service operation ormi.ntmance should not be submitted or authorized as deviations. Such~= that will affeet specifications,drawings or technical manualsehallbe pmpc6edandpmcessed aslxxs.

5.2.3 Eeviation review and approval. Unless otherwise specified inthe contract, minor deviations which do not affeet any factor listed in5.2.1 shall be apprcwd (or disapprove) for the Govermen tbythe CkD.IKviations affecting one or more of the factors listed in 5.2.1 can bsauthoriz< only by the FW or their authorized represenfor deviations shall bs processed

5.2.4 Recurr”w dwiatiom. Requests for recurring deviations shallbe carefully scrutinized by the procuring activity. If a propcseddeviation is ~% (a repetition or extension of a previousdeviation), it is probable that either the requirements of the technimldocumentation are t-m stringent or the mrrective action of themanufacturer was ineffsctive. 5.3 Waiver scecifics.

5.3.1 Waiver sicmif icant factors. The follcwing factors are

Waivers of critical or majordefects or waivers which af fed one or more of the factors listed in 5.2.1can be granted only by the P@3 or an authorized representative. Requestsfor waivers shall be proce5sA within 30 calerdar days of receipt by theGQvelmnmt .

5.3.4 Recurrim waivers. Requests for recurring waivers shall becarefully scrutinize by the procuring activity. If a propesed waiver isrecurring (a re~tition or extension of a previous waiver), it is pro12ablethat eithex the requiremnts of the technical drxxmm tation are toostringent or the corrective action of the manufacturer was ineffective.
