Background to regulation and relevance to ISO
▪ Regulation has been the main approach to Occupational
Safety and Health in many countries
▪ Laws and codes of practice are often reactive measures
▪ They do not necessarily take account of the workers of today
or current technology
▪ ISO 45001 is proactive and risk based recognizing the role of
regulation

Background
▪ The publication of ISO45001 on 12 Mach 2018 is seen by OSH
practitioners globally as a historic event (the other is RA11058 signing in
the Philippines)
▪ The first world consensus businesses agreed on occupational safety and
health management system.
▪ Over 70 countries represented through their national standards bodies
(NSB’s) are listed as participative members as well as a number of
observer bodies and liaison organizations.
▪ The members (ISO/Project Committee 283, TC283) work tirelessly to gain
consensus (almost 94% approval)
▪ As an ISO standard it has greater standing than other national standards
e.g. OHSAS 18001

ISO 45001- Context of the Standard
▪ Although the ISO standards on quality and environment has been
around for 20 years, it has been difficult to get international consensus
for the development of an equivalent standard on occupational safety
and health management
▪ OHSAS 18001, consortia document was first developed in 1999
▪ ILO-OSH guidelines document was published in 2001 and is closely
aligned to a UK government publication known as HSG65
▪ OHSAS 18001:2007 (update on 1999 version) was adopted as a
standard in many countries around the world.
▪ ISO45001 published in March 2018

Use of standards- OHSAS 18001 and equivalent
▪ Now estimated 160,000 organizations are registered
▪ This gives a good indication that the approach adopted by ISO
45001 does not conflict with legal requirements in country of
operation.
▪ A high proportion of OHSAS 18001 certificates are held by countries
in the Far East and it would be anticipated that they will be the
significant adopters of ISO 45001

Legal importance of ISO45001
▪ RA11058 Section 1. Declaration of
policy
“The state shall ensure a safe and healthful
workplace for all working people by
affording them full protection against all
hazards in their work environment. It shall
ensure that the provision of the Labor Code
of the Philippines, all domestic laws, and
internationally-recognized standards on
occupational safety and health are being
fully enforced and complied with by the
employers and it shall provide penalties for
any violations thereof.”
▪ PNS ISO45001 adoption by the state
for voluntary implementation.

Recommendations
Organizations that are OHSAS 18001certified should:
▪ Secure a copy of the ISO 45001:2018 standard (BPS-DTI)
▪ Make the top management aware of the changes and the need of a
migration plan and resources
▪ Consider awareness and training in the migration plan
▪ Discuss with clients, current assessors you migration plan
▪ Consider the integration opportunity with existing management systems for
Quality and Environment (ISO9001 and ISO14001)
Organizations that are not OHSAS 18001 certified should:
▪ Develop and implement an OHS Management system that is aligned to the
framework of ISO45001 and is certifiable in case management decides to
pursue certification in the future.
