NGS vs SIS vs PEIMSNew Generation System (NGS) – is an innovative data transfer system developed for use via the Internet. NGS communicates demographic, educational and health data on migrant students to educators throughout the nation. Consortium states utilizing NGS are Texas, Wisconsin, Ohio, Delaware, Illinois and Montana
MSIX – is the national migrant database. It does not replace existing state migrant student record systems; rather it links them in a minimally invasive manner to collect, consolidate, and make available critical education and health data.

NGS vs SIS vs PEIMSStudent Information System (SIS) – is a management information system for education establishments to manage student data. (i.e., Skyward, eSchool Plus, TxEIS, Tyler, etc.)
Public Education Information Management System (PEIMS) - encompasses all data requested and received by TEA about public education, including student demographic and academic performance, personnel, financial and organizational information as per TEC §42.006.

Texas Education Data Standards • TEDS – provides instructions
regarding the submission of PEIMS data from LEAs to the Texas Education Agency.
• It contains set of requirements, definitions, acceptable codes, formats, and submission due dates
• ….Including the Migrant Code.

MIGRANT-INDICATOR-CODEMIGRANT-INDICATOR-CODE indicates whether the student (ages 3-21) is, or the student's parent, spouse, or guardian is:
• a migratory agricultural worker,
• including a migratory dairy worker, or
• a migratory fisher, and who, in the preceding 36 months, in order to obtain, or accompany such parent, spouse, or guardian in order to obtain, temporary or seasonal employment in agricultural or fishing work:1. has moved from one school district to another; or
2. resides in a school district of more than 15,000 square miles, and migrates a distance of 20 miles or more to a temporary residence to engage in a fishing activity.

MIGRANT-INDICATOR-CODEA migrant student should be reported with MIGRANT-INDICATOR CODE of 1 whether the district receives migrant funds or not.
A migrant student does not have to receive migrant-funded services in order to be coded as a participant in the program (MIGRANT-INDICATOR-CODE = 1). The student simply has to be eligible under the federal legal definition of an eligible migrant child.

MIGRANT-INDICATOR-CODEMigrant students who have a MIGRANT-INDICATOR-CODE of 1 MUST have a current Certificate of Eligibility (COE) on file at the LEA or regional education service center completed and signed by an individual trained by the Texas Migrant Education Program (MEP).
The LEA should ensure that all school-aged students coded as Migrant for PEIMS should match all children listed on the COE.
Questions regarding eligibility, program qualification, etc. should be directed to the migrant funded staff at the regional education service center.

MIGRANT-INDICATOR-CODEMigrant students ages 3-21 who are enrolled in school in campus-based programs, but who have not yet received a high school diploma are coded Migrant = 1.
Any student not in membership (not scheduled to attend at least 2 hours
every day) in any LEA, but receiving services, should be coded "0" for the ADA-ELIGIBILITY-CODE.

Migrant Code and Economic Disadvantage Code• If student is Migrant, then they can be “automatically”
considered Economic Disadvantage (code 99).• Student must have a current Certificate of Eligibility on file.
• The earlier Migrant status is determined then the earlier Economic Disadvantage Code can be determined.
• Economic Disadvantge Code – Impacts the A-F Accountability System > Domain III Closing the Gaps

Migrant Students & Early Childhood ProgramsThere may be Migrant students ages three and four who are enrolled in home-based OR campus-based early childhood programs funded wholly or in part by Title I, Part C (Migrant) funds.
These students should be reported for PEIMS.

Documentation requirements:
Enrollment Form Packet (which contains Ethnicity Questionnaire, Military Connected Form, Home Language Survey)
Birth certificate or other proof of identity Immunization recordsSocial Security Card if available
How this is obtained depends on each school district.
Usually the Migrant Dept. staff is the first contact to the parents, so they can collect this information and forward to campuses for inputting in SIS.

Migrant Out of School YouthDefined as 21 years old or younger who • has dropped out of school or• is working on a high school equivalency diploma or• not enrolled in school in your district or any other district
Note that migrant students ages 5-21 who are not enrolled in school are NOT reported in PEIMS as a Migrant.

Migrant Code & PEIMS Fall SubmissionFor PEIMS Submission 1:
The MIGRANT-INDICATOR-CODE is reported as MIGRANT-INDICATOR-CODE 1 for a migrant student who has a current Certificate of Eligibility (COE) on file at the district or regional education service center completed and signed by an individual trained by the Texas Migrant Education Program (MEP) as of the last Friday in October (Fall Snapshot).
• Includes ADA = 0 (enrolled, not in membership)• Students should be coded on your SIS as of when Migrant Status is confirmed. • If SIS uses dates then ensure the date is on or before Snapshot so it can be part of
the data that is extracted for PEIMS

School-Start Window• The school-start window extends from the first day of school
through the last Friday in September.
• Dropout Recovery efforts intensify during this time.
• ….because if a student was in grade 7-12 during the prior year, does not enroll in the LEA within the school-start window, does not enroll in another Texas public school, does not receive a General Educational Development (GED) in Texas by August 31st, and is not accounted for by other state reconciliation processes, then a Leaver Record is reported.

Leaver codes in Red are Dropout Leaver Codes and affect Dropout Rate. If students return by Snapshot or before PEIMS resubmission, those that are Migrant must have a MIGRANT-INDICATOR-CODE of 1 so they won’t count against you in the calculation.

Migrant Leaver Process• Migrant students that do not enroll by the School Start Window will be turned in with a leaver record of code 98.
• Migrant departments should review migrant student’s enrollment in case they need to update the as of status code for the PEIMS resubmission and communicate with PEIMS Coordinator. 1. If the student enrolls in your school after the School Start Window but before Snapshot date, the student should have an
As of Status Code D = Student Was Enrolled In The District In The Prior School Year, Was Not Enrolled In The District Within The School-Start Window In The Current School Year And Was Enrolled In The District On The Fall As Of Date In The Current School Year.
2. If the student enrolls in your school after the School Start Window and after the Snapshot date, but before the PEIMS Resubmission Date (early January), the student should have an As of Status Code of E = Student Was Enrolled In The District In The Prior School Year, Was Enrolled In The District In The Current Year But Not Within The School-Start Window And Not On The Fall As Of Date.
3. If the student enrolls in your school after the School Start Window and after the Snapshot date, but after the PEIMS Resubmission Date (early January), the student should have an As of Status Code of A = Student Was Enrolled In The District During The Prior School Year But Has Never Enrolled In The District During The Current Year.
• TEA reviews students coded Migrant/Dropout/with As of Status D and E and removes them from the dropout rate calculation.

PEIMS Fall Reports for Verification• Run a report from your SIS that reflects snapshot counts to make sure you’re not Under-reporting/Over-
reporting Migrants.• Reconcile the counts submitted through PEIMS with other Migrant systems.• Ex: TSDS PEIMS Reports

Migrant Code & PEIMS Summer SubmissionFor PEIMS Submission 3:
The MIGRANT-INDICATOR-CODE is reported as MIGRANT-INDICATOR-CODE 1 for a migrant student who has a current Certificate of Eligibility (COE) on file at the district or regional education service center completed and signed by an individual trained by the Texas Migrant Education Program (MEP) as of the last day of enrollment for the student during the school year.
• Includes all Students for the whole year (except ADA =0 enrolled for less than 2 hours each day).• Students should be coded on your SIS as of when Migrant Status is confirmed.• If the student withdraws throughout the year and leaves as Eligible Migrant status, leave MIGRANT-
INDICATOR-CODE 1 regardless if eligibility expires later in the year.• If the eligibility expires during the school year and the student is still enrolled, close the MIGRANT-
INDICATOR-CODE 1 with the day their eligibility expires. (Set Migrant status back to 1 when the COE becomes current again.)

Migrant Code and ADA Funding• A migrant adjustment is available for
districts with a migrant population of 5% or more
• Best four of six six-week periods used for the purposes of FSP Funding
• Migrant population comes from the PEIMS Summer Submission status
• Migrant count will NOT include • ADA 0
• student’s whose Migrant Status is closed because their eligibility expired
