MIDDLE SCHOOL ATHLETIC CALENDAR 2012-2013 Aug. 2 The head coach is responsible for contacting his athletic coordinator to get time

and dates for meetings.

August 10 District Wide In-Service at Amarillo High School. August 8 All middle school boys’ coaches report for work to the cluster high school. August 10 All middle school girls’ coaches report to each high school for meeting with the

cluster coordinator. August 13-15 All coaches new to the system attend New Teacher Orientation. Work with the

football / volleyball coaches at cluster high school as time permits. August 13-15 Volleyball clinics will be conducted by high school head coaches (when not attending In-service). August 27 Coaches may check out equipment to football players and volleyball players or

you may check out equipment the day of your school registration.

RULES AND REGULATIONS

CITY MIDDLE SCHOOL ATHLETIC LEAGUE

Commencing with the 1959-60 school year, the athletic teams of the Amarillo Jr. High Schools started competing in the CITY JR. HIGH ATHLETIC LEAGUE. Beginning with the 1988-89 school year this league has been known as the CITY MIDDLE SCHOOL ATHLETIC LEAGUE.

PHILOSOPHY OF MIDDLE SCHOOL ATHLETICS

Competitive sports are an American tradition. They are considered a vital part of the educational program of the Amarillo Independent School District. Specifically, the objectives of middle school athletics are:

1. To provide each participant with an opportunity to be involved in a competitive sport. 2. To provide encouragement to the participants as they begin their athletic experience in the secondary school. 3. To ensure that each participant begins to develop athletic skills that will benefit them in high school competition.

MEMBERSHIP

The membership of the League is limited to the middle schools of the Amarillo Independent School District. The member schools are: Stephen F. Austin Middle School James B. Bonham Middle School James Bowie Middle School David Crockett Middle School Lorenzo de Zavala Middle School James Fannin Middle School Sam Houston Middle School Horace Mann Middle School William B. Travis Middle School As new middle schools are formed, they will automatically become members of the League.

MANAGEMENT AND DIRECTION

The City Middle School Athletic League will be directed by the Director of Athletics under the supervision of the Superintendent of Schools. The principals of the member schools will compose the Executive Committee to decide on questions of eligibility and recommend policies. The Superintendent of Schools, Athletic Director, Assistant Athletic Director and Cluster Coordinators will also serve on the Executive Committee. The Executive Committee will meet on call by the Superintendent of Schools. Member schools will pay no dues. Each school will maintain membership in the Interscholastic League. These dues will be paid by the Athletic Director’s office.

CONTESTS

The member schools of the League will field athletic teams in the following sports and no others: Seventh grade football Seventh grade volleyball Seventh grade basketball (boys and girls) Seventh grade track (boys and girls) Seventh grade wrestling (in P.E. classes—boys & girls) Eighth grade football Eighth grade volleyball Eighth grade basketball (boys and girls) Eighth grade track (boys and girls) Eighth grade wrestling (in P.E. classes---boys and girls) Instruction in golf, tennis, soccer, baseball, softball, and swimming may be conducted during the summer months by the high school coaches. See page 8A for more information concerning golf and tennis. The member schools football, volleyball, basketball and track teams on the seventh and eighth grade level will compete with and against teams in the city of Amarillo. Track may include Bushland and River Road schools.

SCHEDULES

All football, volleyball, basketball and track schedules will be drawn in the Athletic Director’s office. No coach is to schedule extra games, matches, or tournaments for their team.

OFFICIALS

All officials will be secured by the Athletic Director’s office. In the event only one official shows up for a football game, it is the home school’s responsibility to put the following plan into effect. A. Eighth grade game: Assistant coach from each school will officiate. The official assigned from the Chapter shall serve as referee. If only two of the assigned officials show up, play with two officials. B. Seventh grade game: Obtain a coach from each school or if necessary two

coaches from home school. If only two of the assigned officials show up play with two officials

C. As a last resort, cancel the game. Basketball: A. As a last resort, cancel the game. B. Middle school coaches need to seek out a teacher with athletic background that would be willing to help officiate in emergency situations. Note: See football, basketball and volleyball policies for amounts and method of of payment.

PRACTICE SESSIONS Middle school coaches will not schedule any type of practice, squad meetings, etc. on Sundays. After the first game has been played, Saturday practice sessions or squad meetings may be held if called by the high school head coach of that sport. The Athletic Director’s office may schedule football, basketball, volleyball and track competition on Saturday. The Athletic Department will indicate the days that practice sessions will not be held. We have learned from experience that practice sessions during holidays bring on complications that affect participation and morale.

GAME MANAGEMENT

The principal of the home school or his designated representative will be in charge of all games and matches played at his school. The visiting school will be represented by the principal of the visiting school or his designated representative. The Athletic Director will be in charge of all games or meets conducted in the stadium or in a high school or neutral gym.

The supervision of the middle school volleyball and basketball tournament games that are scheduled on Saturday during the 2010-2011 season will be the responsibility of the tournament director and middle school administrators. The tournament director will be a representative from the cluster athletic coordinator. This responsibility will include supervision of the games as well as the spectators who are attending the games. Information relative to any problems that might occur during the course of a tournament is to be conveyed to the appropriate principal by the tournament director. The middle school principals or assistant principals will be required to be in attendance at tournament games scheduled on Saturday. This applies to tournament games only. Championship play-off games that may be scheduled on Saturday will be covered by principals or designee and cluster athletic coordinators. Spectators and participants will not be allowed to bring tape players, radios, and stereos in gyms.

ADMISSION PRICES

Admission prices for middle school athletic events are as follows: 7th & 8th grade football-----no admission when played on middle school fields. Championship games at Dick Bivins---$2.00 for students; $3.00 for adults 7th & 8th grade volleyball----$1.00 for students; $2.00 for adults 7th & 8th grade basketball----$1.00 for students; $2.00 for adults 7th & 8th grade City Track Meet at Dick Bivins---$2.00 for students; $3.00 for adults

ELIGIBILITY RULES The following eligibility rules shall apply to every contest held under the auspices of this League. School principals and coaches are charged with the responsibility of seeing that these rules are strictly observed in each contest in which their students engage. SECTION 1. AGE LIMITS: No one shall take part in any contest in this League who, on the first day of September preceding the contest, has reached or passed their— 19th birthday for high school competition 15th birthday for 8th grade competition 14th birthday for 7th grade competition A student who is eligible under this rule at the beginning of the school year remains eligible throughout the school year. NOTE: Earliest documentary evidence shall be final in deciding disputes arising under the rule. Birth certificates and original census blanks shall be carefully checked. NOTE: If a student is ineligible by age only, he may participate in the appropriate higher classification….this is the only way a student can play on a higher class team. A sixth grade student, who has reached or passed their 13th birthday on / or before the first day of September, may participate in seventh grade athletics. Even though wrestling is part of the physical education department, they will adhere to all UIL rules. SECTION 2. ACADEMIC REQUIREMENT. 1. Must be a full time day student at the school he / she represents. 2. Beginning with each school year any student whose recorded six weeks grade average in any course is lower than 70 at the end of a six weeks period shall be suspended from participation in any extra-curricular activity. During the following three week period or until the end of a six weeks period during which the student achieves a course average of a least 70 in each course, eligibility will be reinstated. PLEASE FOLLOW ELIGIBILITY CALENDAR. 3. A student who is failing a class may not miss that class to travel to or participate in UIL competition. SECTION 3. CREDIT REQUIREMENTS TO PARTICIPATE IN EXTRA- CURRICULAR ACTIVITIES. A student in grades 7 through 12 may participate in extra-curricular activities on or off campus at the beginning of the school year only if the student has earned the cumulative number of credits in state-approved courses. 1. Beginning at the seventh grade year----has been promoted from the sixth grade to the seventh;

2. Beginning at the eighth grade year---have been promoted from the seventh grade to the eighth; 3. Beginning at the ninth grade year---have been promoted from the eighth grade to the ninth; 4. Beginning of the 10th grade year---at least five credits toward graduation; 5. Beginning of the 11th grade year---at least 10 credits toward graduation, or during the preceding twelve months must have earned 5 credits. 6. Beginning of the 12th grade year---at least 15 credits toward graduation, or during the preceding twelve months must have earned 5 credits. SECTION 4. SIX WEEKS ELIGIBILITY: 1. In order for a student to retain his / her eligibility the student must have passed all courses the previous three weeks. (Exception—first six weeks must have been promoted from a lower grade.) 2. Students who attend summer school and pass subjects to satisfy the cumulative credit requirement will be eligible to participate in the fall semester in middle school and high school athletics. SECTION 5. ELIGIBILITY REQUIREMENTS: 1. Students may participate in extra-curricular activities over a period of four consecutive calendar years after the student first enrolls in the ninth grade unless the student is held back in the seventh or eighth grade for athletic purposes. 2. A student must not have changed schools within the previous year for athletic purposes. SECTION 6. CITIZENSHIP: No student may participate in any contest in this League who is not in good citizenship standing with the faculty and staff of the school. SECTION 7. CERTIFICATE OF ELIGIBILITY: Before the first contest or meet in each sport, each middle school shall file with the principal of each of the other middle schools and the Athletic Director a list of the contestants eligible for each grade—seventh and eighth. This certification of eligibility shall include the following information: (1) Name of contestant (2) Date of birth (3) Place of birth (4) School attended preceding semester (5) Name and address of parent

SECTION 8. TRANSFERS AND ASSIGNMENTS: The following policy has been adopted by the School Board concerning transfers and assignments. BONA FIDE RESIDENCE LEGAL bona fide residence requires that the parent or parents actually live in the attendance area, move their furniture into the district to set up their home, become a registered voter in the district, receive their mail at their residence, sleep at the residence, and plan to continue to live there. When only one parent (not divorced or legally separated) moves into the district in an attempt to satisfy the bona fide residence requirement that constitutes a dual residence and does not meet the definition of a bona fide residence. Moving into the district temporarily in an attempt to enable a student to participate in athletics would not be considered a bona fide residence. CHANGE OF BONA FIDE If the parent or parents are bona fide residents at the RESIDENCE BETWEEN beginning of the ninth grade year, the student meets the EIGHTH AND NINTH GRADE residence requirements and is eligible to participate in the high school where the legal residence is located. CHANGE OF BONA FIDE If the bona fide residence of a UIL contestant is RESIDENCE AFTER changed from district or school zone before the student ENTERING HIGH SCHOOL has been in attendance for one year, the participant loses eligibility in the high school from which the parents move and remains ineligible there until the year is up. In case a parent moves before the student has been in attendance one year and the student chooses to remain in the high school the student shall be subject to the UIL transfer rule. After the bona fide residence has been maintained for one year in a high school zone, a student establishes eligibility in the high school and may continue to attend and participate even though the parents move to another high school within the district.

DISTRICT DESIGNATES When the District designates the middle school or SCHOOL FOR STUDENT senior high school for a student to attend because of a TO ATTEND special district wide program, the student will meet the residence requirement so long as the bona fide residence is within the attendance area designated for the program. TUITION STUDENTS Non-contract students (a contract student is one where a contract exists with another district for payment of tuition) transferring from outside the District must make application for admittance with the Census and Student Record Officer. Students paying tuition are eligible to compete under the UIL transfer rule. (Middle School) SPECIAL EDUCATION A special education student assigned by an Admission, STUDENTS Review, and Dismissal (ARD) Committee to a school other than the one serving the bona fide residence is eligible to participate if the program is not offered in the home school. CHANGING SCHOOLS A student in grades 9-12 who is changing schools and UIL RULES has participated the current or previous year in another school in any athletic activity could be eligible to participate at the varsity level in the new school if all of the following conditions are met: 1. Proper authorization papers are signed by: a. The Parents b. The sending school c. The receiving school’s District Executive Committee, and 2. His / her parents are actual bona fide residents of the new school district to which he / she moves. Eighteen year old students moving without their parents are not eligible and 3. If the student changes schools after the second day of the second school week of the new school’s academic session, a 15 – day wait is required. (See Subchapter M.- Section 400 – “Constitution and Contest Rules”), and

4. The student is eligible under all age, attendance, academic, competition, certification of eligibility, and amateur sections of Article VII in the Constitution and Contest Rules. NOTE: The District Executive Committee in each District has the authority to investigate all students who change schools and rule on their eligibility. If this committee does not adjudge the change to be bona fide, it has the authority to declare a contestant ineligible for varsity competition. (See Section 410- “Constitution and Contest Rules”). TRANSFER WITHIN Each student in the District shall be assigned to the DISTRICT school serving his attendance area. PROCEDURES A student living in one attendance area of the District and wishing to attend another public school in the District must file a written application for transfer with the principal of the school to which he wishes to transfer. Transfer application forms are available in each principal’s office. The transfer application must be completed in duplicate and both copies submitted to the receiving principal no later than August 1. A transfer is granted for only one school year and the application for transfer must be re-submitted each year. CRITERIA A transfer from one school to another school in the District will be granted under AISD transfer policy. RECRUITMENT A principal, teacher, coach, or other employee of the District, shall not directly or indirectly seek to influence any parent, student, or any other person involved in the exercise of the student’s application for transfer, or favor or penalize any person because an application for transfer is or is not made. Appropriate corrective action shall be taken if it is determined that a request for transfer and / or assignment has been promoted or encouraged by school district personnel.

Once a student has enrolled in the school serving his / her area or in another school on transfer, the choice may not be changed during that school year except in the case of a compelling hardship not related to race, color, or national origin that develops after enrollment. In such a case, if a transfer is needed, a written application for transfer must be filed as in the original outline, and the same eligibility rules which apply to all other transfer students will prevail for participation in activities, including athletics. TRANSFER STUDENTS Students should attend the middle school and senior PARTICIPATION IN high school as indicated by their place of residence in UIL ACTIVITIES relation to the established attendance boundary lines for participation in athletics and UIL activities. Participation of students living in one attendance area and transferring to another attendance area shall be governed by rules outlined below. MIDDLE SCHOOL Seventh and eighth grade transfer students are eligible TRANSFER for competitive athletics, wrestling, and UIL sponsored activities, under the AISD transfer rule. CHANGE OF RESIDENCE If a family changes legal residence from one middle MIDDLE SCHOOL school attendance area to another, the student may STUDENT ELIGIBILITY choose to: 1. Retain eligibility at the original school for the balance of the current school year and continue to attend and participate there, or 2. Attend the new school and be eligible for participation immediately. 3. The choice is to be made at the time the change of residence occurs; the choice once made is irrevocable for the balance of the school year. UIL ELIGIBILITY OF A student is eligible to participate in UIL activities and SENIOR HIGH SCHOOL wrestling at the high school where his / her legal TRANSFER STUDENTS parent(s) or guardian(s) or foster parents maintain a bona fide residence. If a student lives in one attendance area and secures an approved transfer to attend another

high school, he / she will be subject to the UIL transfer rule for any UIL sponsored activity or wrestling. CHANGE OF RESIDENCE If a family changes legal residence from one high UIL ELIGIBILITY school attendance area to another, the student may choose to: 1. Retain UIL eligibility at the original school and continue to attend and participate there if eligibility has been established, or 2. Attend the new school subject to the UIL transfer rule. SECTION 9. FORFEITURE OF GAME: A school failing to provide each member school of the League with the necessary certificates of eligibility for all contestants in grades seven and eight will be subject to forfeiture of any games that are played. Any school playing an ineligible player will forfeit the game(s) in which the ineligible player participated. Any school that violates the AISD substitution rule, will forfeit the game in which the rule was violated. SECTION 10: QUESTIONS REGARDING ELIGIBILITY: Any questions concerning eligibility that are not covered by the previous sections will be decided by the Executive Committee of the City Middle School Athletic League. In questions of eligibility, the school or schools involved will not have a vote.

CHAMPIONSHIPS

This organization shall recognize city champions in football, volleyball, boys and girls basketball and boys and girls track in grades seventh and eighth. The football championships will be decided in championship games between the first and second place winners in grades seventh and eighth. TIE BREAKER POINT SYSTEM FOR MIDDLE SCHOOL FOOTBALL Seeding will first be determined by the conference win – loss record. If two or more teams are tied with the same win – loss record, we will look at head to head to determine the seeding. If the teams that are tied did not play each other, we will use the point system listed below to break the tie/ties.

1. Tie breaker point system: 4 points for a win by 10 or more points 3 points for a win by 4 to 9 points 2 points for a win of 3 points or less 1 point for a tie 0.5 point for a loss by 3 points or less

2. Last option to break tie/ties and determine seeding will be a coin flip.

#1 seed will play #4 seed #2 seed will play #3 seed (winners from these two games will play for the City Championship. #5 seed will play #6 seed #7 seed will play #8 seed

3. In basketball and volleyball, ties will be settled according to UIL rules (listed below).

a. Head-to-head competition if two teams are tied during conference or zone play

b. Three or more teams tied for first, second, and third, and there is no head-to head winners; the first, second, and third place teams in the play-offs will be determined by the flipping of a coin. 4. In basketball—a conference zone champion and city champion. The winner of the city tournament will be city champion. Trophies will be presented to each conference or zone champion and the city champion.

5. In volleyball we will recognize each conference champion, and a city champion. The winner of the city tournament will be city champion. A. It is possible that two or more teams may be tied for a place in the Play-off Tournament---(7th & 8th grades). (1.) If two teams are tied for two places in the play-off tournament, then the team that defeated the other in conference play will be awarded the high place. (2.) If three or more teams are tied for a place in the play-off tournament, the team that had defeated the other teams involved will be awarded the higher place in the tournament. In the event no one team defeated all the other teams, a coin flip will be used to determine the place in the play-off tournament.

TEAM AWARDS

No school may purchase district championship trophies for seventh and eighth grade activities.

RECRUITING No school employee will in any way attempt to influence the residence of a student, or the school he will attend. It is the responsibility of every principal and coach to immediately report to the principals of the schools concerned any and all incidents where recruiting could be involved. It is the duty of the principals of the two schools involved to report any such incidents to the athletic director immediately. Action will be taken by the Executive Committee in regard to the student’s present and future eligibility, and by the school administration in regard to the school employee involved.

Scouting another middle school team during your open week is not allowed.

THE COACH All coaches will be full time employees of the school district. They must at all times teach sportsmanship, and they as well as the principals, are charged with the responsibility of observing the rules of this organization. Under no circumstances will a coach permit any outside person to assist in the coaching of his team.

Responds to the direction of the appropriate high school head coach. 2. Organizes effective daily practice schedules. 3. PHILOSOPHY OF PRACTICE

The practice field or floor is your classroom. Whatever happens during this time is of utmost importance. What you teach during practice becomes permanent with repetition so teach what is correct. With the importance of practice as great as it is, it makes sense to spend time organizing practice and teaching methods. The following items are guidelines for you to use: 1. Be properly dressed out and on time for all practices. 2. A practice schedule should be posted displaying time schedules and drills. Practices should be approximately one and one-half hours long if possible. 3. Be organized! Plan your work and work your plan. Set up drills that teach the necessary fundamentals. 4. Give attention to every player on the team. Do no allow anyone to go unnoticed. 5. Don’t confuse your players. Be sure they understand exactly what you want. Don’t make things complicated. 6. Teach by repetition—expect perfection. 7. Players perform the way the coach expects them to. Be careful about getting “down” on them. 8. Take pride in your uniform and your dressing room. 9. Make sure you improve in some phase every day. Cover all phases each week. 10. Talk with your players in the locker room after practice. Don’t let any player leave questioning his talents or his value as a person. 11. Don’t run off right after practice. Be available to discuss your workout. 12. Be consistent in your discipline and in your method of coaching. 13. TELLING IS NOT TEACHING: THE LEARNER LEARNS BY DOING IF HE UNDERSTANDS AND IS INTERESTED IN WHAT HE IS DOING. 14. Athletes learn by imitation—use demonstration.

QUALITIES OF A GOOD COACH

The most important asset that a coach can have is a sound philosophy of athletics and an understanding of the leadership qualities necessary to become a good coach. By observation of good coaches we have developed the following qualities: Enthusiasm – Good coaches are enthusiastic about their job and the athletes they work with. Observant – Good coaches have developed an ability to recognize potential in athletes. Responsibility – Good coaches accept the responsibility for the performance of their team. Poise – Good coaches are always in control and demonstrate stability and dignity on and off the field.

Positive – Good coaches are inclined to expect the best possible outcome. Self-Confident – Good coaches believe they can do the job and will work hard enough to get it done. Patience – Good coaches realize that learning new skills and attitudes take time. They are firm but patient with their athletes. Appearance – Good coaches present a clean and well-groomed image. Initiative – Good coaches step in and take charge when they see a need. Cooperation – Good coaches realize the importance of working with the coaching staff, faculty and administration, especially when asked to perform additional assignments.

HIGH SCHOOL AND MIDDLE SCHOOL COACH RELATIONSHIP

This relationship must be one of sincere understanding and mutual respect between the high school head coaches and the middle school coaching staff in the attendance area. The high

school coaches in all sports must realize that their continued success depends on the middle school program. The middle school coaches must realize that the head coach and his staff are specialists and provide an opportunity for the coach to increase their professional knowledge. It is the responsibility of the high school coaches to share their professional knowledge with the middle school coaches so they in turn can do a better job. It is the responsibility of the middle school coaching staff to cooperate in every way they can to attend and participate in all clinics and orientation programs that will be conducted by the high school head coach of each sport. The above facts must be accepted whole-heartedly and a close working relationship must exist at all times. In the event there is a conflict between an athletic meeting or orientation and some other school meeting, the coach concerned shall discuss this conflict with his principal and/ or cluster athletic coordinator.

SPORT SEASONS

The Athletic Council made up of the High School Athletic Coordinators met August 20, 2004 to discuss relaxing the off-season rules in the middle schools. It was decided to allow the high school coaches along with the middle school coach assigned to the off-season to work with the upcoming out-of-season sports with the following stipulations: Final cuts must be made with the in-season sport before the off-season in the upcoming sport begins. Example: Volleyball final cuts must have been made before basketball off-season can begin with the use of basketballs. Student cannot leave or quit an in-sport programs to get into the off-season. Once a student tries out for a sport and makes the team, he / she cannot leave that sport to get into the off-season for the upcoming sport. The in-sport team has priority over the gym floors. Example: Volleyball teams have total control over gym space. Off-season basketball may have to go outside on the hard top to practice skills.

The off-season for the out-of-season sport can only work on basic skills—NO TEAM WORK. There will not be an off-season for the sports that are over. Once football, volleyball, and basketball seasons have concluded, you cannot have an off-season program for these sports until track season is over, except for weight training and conditioning. Example: After basketball season is over, you will not have off-season volleyball, football, or basketball until the dates that are listed in the Middle School Coaches Manual –which is toward the end of April. You are not required to have an off-season program for the upcoming sports, but we are now going to allow the use of volleyballs, footballs, and basketballs as described above.

ATHLETIC PERIOD CONDITIONING PROGRAM Good athletes in any sport tend to have above average strength, good quickness, agility and a competitive spirit. The conditioning program conducted in middle school will focus on improving athletes in these areas. The design of the conditioning program for boys’ athletics will be the responsibility of the high school head coaches in football and basketball. For girls’ athletics the head volleyball and head girls basketball coach on the high school level will be responsible for designing a conditioning program.

These programs will be conducted during the athletic period each day. All activity will need to be confined to a 48 minute period. This is a broad base conditioning program and is not designed for any particular sport.

The athletic period is designed to simplify scheduling in our middle schools. All athletes who want to participate in eighth grade athletics are to be scheduled into this period at he beginning of the school year or as soon as they enroll in school. The athletic teams will be selected from this group of students. All students who do not make the team are to be in the off-season conditioning program conducted by the coach or coaches assigned to this period. Once a student is scheduled into the athletic period he / she is to remain. Should a discipline problem occur it is to be handled in the same manner as discipline problems in academic classes. In these cases the coach should always consult the principal with the request for change of schedule. At the conclusion of the track season the following play will be used to determine activities in the conditioning programs.

SEVENTH AND EIGHTH GRADE ATHLETIC PERIOD April 22 – May 10, 2013 Girls work on volleyball fundamentals. Boys work on football fundamentals. May 13 – June 4, 2013 Girls and boys work on fundamentals of basketball.

SUPERVISION OF HEAD COACHES IN MIDDLE SCHOOL

The teaching assignments of the head high school coaches in football, volleyball, girls and boys basketball will allow supervision of their middle school feeder programs while that sport is in season. Each coach will be charged with the responsibility of coordinating the instructional aspects of their particular sport in the middle schools. The head coach will serve as an observer and teacher of young coaches, giving positive support and suggestions to help improve coaching techniques and organizational skills. Each middle school coach will be expected to cooperate with the high school head coach as he / she implements their program in the feeder system.

LIGHTNING PROTOCOL FOR AMARILLO ISD MIDDLE SCHOOLS

The following is the protocol that the Amarillo Independent School District Athletics Council has adopted as policy regarding when to cease and resume outdoor athletic competitions and practices.

Each school will: 1. Designate a chain of command as to who monitors threatening weather and who makes the

decision to remove a team or an individual from an athletic site or event. a. The designated person who is responsible for the health and well-being of the athletes, coaches,

and spectators at any other A.I.S.D. site during the practice or competition, will make the final decision if the practice or competition will cease and when it will resume based on the “Flash-to-bang” method.

2. The designee will be aware of how close lightning is occurring. The “Flash-to-bang” method

will be used to estimate how far away the lightning is occurring. It must be remembered that thunder always accompanies lightning, even though its audible range can be diminished due to background noise in the immediate environment, and its distance to the observer.

a. The “Flash-to-bang” method is when the observer counts the number of seconds from the time the lightning is sighted to when the clap of thunder is heard. This number is then divided by five to obtain, in miles, approximately how far away the lightning is occurring.

b. If the designee obtains a “Flash-to-bang” count of less than 30 seconds (which would mean that the lightning is about 6 miles away from the observer) then athletic competitions and practices will cease.

3. The designee will know where the closest “safe shelter” is to the field or playing area and how long

it takes to get to that safe shelter.

4. Practices and/or athletic competitions may resume 30 minutes after the last lightning was sighted.

MIDDLE SCHOOL GOLF AND TENNIS

Goal: To allow Amarillo ISD high school golf and tennis programs to remain competitive at the district and state level, the following guidelines/boundaries have been established to help meet the needs in the continued development of skills in preselected 8th grade students. Guidelines:

By request from the varsity head coach, an 8th grade student will be allowed an athletic period to travel and/or practice with a high school team and receive middle school physical education credit under the following conditions:

1. It will be the responsibility of the varsity head coach to:

a. Have enrolled at least 10 high school athletes in the period chosen before considering the addition of any 8th grade students.

b. Assess each 8th grade student’s ability to perform at an advanced level. c. Notify the appropriate middle school principal and athletic coach with the

name(s) of the 8th grade student(s) selected to participate. d. Oversee the necessary class schedule adjustments with the middle school

counselor to accommodate each student. e. Ensure that the Secondary Student Travel to Off-Campus Activities Form is

completed and on file. f. Provide adequate individual instruction to all the students in that athletic

period. g. Submit each student’s grade to the middle school at the end of each grading

period. h. Conduct class each day and have a backup plan for inclement weather since

the student is receiving a physical education credit. i. If the high school athletic period is canceled due to competition, the head

coach will notify the middle school principal or designee that the student(s) will report to the middle school to an assigned location during that period.

2. It will be the parent’s responsibility to:

a. Complete the Secondary Student Travel to Off-Campus Activities Form and file it with the campus administration.

b. Arrange transportation to and from the high school practice facility for his/her student.

c. To assume any cost associated with green fees, court fees, or any other fees necessary or required by the practice facility.

3. It will be the student’s responsibility to:

a. Complete any middle school athletic season if she/he makes a middle school athletic team before attending high school practices.

b. Not compete in any high school dual match, tournament, or meet unless he/she is over age and would lose eligibility as a senior in high school.

c. Maintain the grade point average to participate in athletics. d. Follow the parent’s request for travel arrangements.

Beginning in 2009-2010, these middle school golf and tennis provisions are in effect for 8th grade students only. A 7th grade student may practice with the high school teams when invited by the head coach but will not be allowed to miss any middle school period during the instructional day.

FUND-RAISING ACTIVITIES All schools planning to have fund raising projects for the support of athletic programs in their school must have approval from the principal and the athletic director prior to the start of the project. Each school will be allowed only one fund raising project per year. All monies raised must go for permanent equipment. RECOMMENDED PROCEDURES TO BE FOLLOWED BY MIDDLE SCHOOLS AT THE CONCLUSION OF BASKETBALL AND VOLLEYBALL CONTESTS 1. At the conclusion of a basketball game or volleyball match the fans of the participating

schools are not to sing their respective school song. 2. At the conclusion of a basketball game or volleyball match the players may exchange

amenities and then retire to their respective benches. All fans are to remain on the sidelines at the conclusion of the contest.

3. At the conclusion of a basketball game or volleyball match the visiting team is to retire to

the bus for return to their school or to the stands if waiting on a subsequent game to be played by another of their school teams.

4. At the conclusion of a basketball game or volleyball match the home team is to retire to

their dressing room. PARENT APPROVAL FORMS A Parent Approval Form will be required for all girls and boys that participate in athletics in the middle schools (football, volleyball, basketball and track). Every coach of every team will follow the exact procedure outlined as follows:

1. No coach will permit any player to practice or play until the coach has a signed Parent Approval Form. (The Parent Approval Form covers one or all sports for the 2010-2011 school year.)

2. Parent Approval Forms will be handed out as indicated. This will give the student

adequate time to get them back before practice starts: Football Registration week Volleyball Registration week Basketball Registration week Track Registration week

3. Each coach will keep a roster sheet of his or her squad.

4. Signed Parent Approval Forms and roster sheets will be kept at each middle school coaches office. Do not let a student suit up and workout until you have a completed physical in your possession. When a girl or boy comes out for a squad late the same procedure will be followed. INSURANCE All students who plan to participate in the middle school athletic program (football, volleyball, basketball or track) MUST enroll in the regular school insurance OR the parents MUST sign the waiver statement saying they have sufficient insurance to pay for any injury the player may incur, and they will not attempt to hold the school responsible. This insurance will cover all middle school sports during the school year. When an individual joins any squad late, you must make sure the athlete has the insurance, or the waiver statement, before the athlete can practice or play in any sport. A column on the roster sheet pertains to Insurance and Waivers. You will also give this information to the insurance secretary when you call in changes on your roster. The athletic department will not pay any doctor's fees or hospital bills connected with any seventh or eighth grade sports. All insurance claims for athletic injuries in these grades and sports should be handled through the principal's office. The same procedure should be used as is used for other school accident claims. POLICIES REGARDING ATHLETIC INJURIES IN MIDDLE SCHOOLS Advance Preparation

1. During the week devoted to the Middle School Coaches Clinic which is before the opening of school, all coaches will receive first aid instruction in care of athletic injuries from high school trainers.

2. Each parent will be required to sign a Parent Approval Form before the student

can practice or play.

3. First aid supplies, kits, etc. are in each school dressing room; every coach must know where they are at all times.

4. Know the location of phones in your gym, dressing room or office. Make sure you have a key to the room where phones are located. 5. Post the phone number of the ambulance service and hospital emergency rooms.

When An Injury Occurs 1. The coach in charge of team will try and determine if rest from practice or contest or first aid is all that is required -- or if the injury is more serious (particularly head - back or internal). 2. If the injury is more serious a. - The coach will not move the player b. - The coach will attempt to locate a physician or nurse at contest.

c. - The coach will call ambulance and send to emergency room at hospital. d. - The coach will notify the parents.

3. If possible particularly if parent cannot be located, a school representative will accompany player to hospital, and continue to try to locate parents, or a relative and the family physician.

4. The coach will follow up with a visit to the hospital or if player was not admitted

contact parents at home. 5. The head coach in each school will report all injuries on the "Weekly Injured Player Form".

Middle School Coaches Scouting for High School Teams:

We are always glad when a middle school coach can scout for a high school team. The high school head coaches will call you when they need help. Of course you will never leave your own team when they are playing to scout for a high school. You will be reimbursed for your expenses. All expense statements should be turned in within one week after you scout.

Please note: On the back of the meal ticket you must write the date, place, event, name of person who was with you, and what you discussed. The word “discussed” must be on description or it will be returned to you from accounting. This must be turned in within 30 days or it will not be refunded to you. (This is Board Policy.) LAUNDRY

This year all schools will send their laundry to: L & J Laundry – 584-3280 Your athletic towels should go with the physical education towels to the laundry. Football 1. The game jerseys and only the game jerseys that were used in the games will go to the laundry after each game. 2. All other equipment will go to the laundry as you have been doing. Basketball (boys and girls) 1. The game jerseys and shorts will go to the laundry after they have been worn in two games. 2. The game warm-ups will go to the laundry twice during the season. 3. All other equipment will go to the laundry as you have been doing. Volleyball 1. The game blouse and shorts will go to the laundry after they have been worn in two games. 2. GENERAL INSTRUCTIONS - FOOTBALL SCHEDULES: Schedules in all grades for the 2011 season are not split into zones. Seeding will be based on conference win – loss record. EQUIPMENT: Football equipment will be provided for all athletes. TEAM STRUCTURE: Each school will have a “gold” team and a “silver” team on each grade level. It is expected that each school will have a minimum of fifty (50) total players in each grade. Players will be divided equally according to numbers. Rosters will be set after the first game. Rosters will be turned in weekly to your cluster athletic coordinator. Your cluster athletic coordinator must sign off on any movement from “gold” to “silver” or “silver” to “gold” teams. Regardless of numbers each school is expected to have a “gold” team and a “silver” team. Game reports will be turned in weekly to your cluster athletic coordinator. LENGTH OF GAMES: Seventh grade teams will play 10 minute quarters. - stop clock Eighth grade teams will play 10 minute quarters. - stop clock OFFICIALS: Officials are paid according to the UIL fee schedule. The athletic department will secure officials for all games. PARTICIPATION PLAN Each player must have a significant amount of playing time (equal to one quarter). Playing on special teams is not significant playing time. All kick rules are removed. BASE DEFENSE GUIDELINE FOR SEVENTH AND EIGHTH GRADE TEAMS: Seventh and eighth grade teams will be taught base defenses as recommended by high school head coach. It is our intention to teach them basic skills at this level. Base defenses will be drawn up by each head football coach and given to all middle school football coaches.

CHAMPIONSHIP GAMES A city championship game will be played in each division in each grade. All championship games will be played at Dick Bivins Stadium. Each team will submit a roster to be turned in no later than Friday the week prior to the championship games. Make sure that there are no duplicate numbers given to your players. GENERAL INSTRUCTIONS-------VOLLEYBALL SCHEDULES: The 7th grade girls “gold” and “silver” teams will play on different days from the 8th grade. The “silver” teams will play first followed by the “gold” team. Both teams will play on the main floor using officials assigned from the Official’s Association. EQUIPMENT: All seventh and eighth grade players will use their physical education uniforms and shoes for practice. Game uniforms and warm-ups will be furnished. VOLLEYBALL TRYOUTS: Tryouts will be conducted from August 27 through September 7, 2012. Preliminary and final cuts may be made from September 4, 2012 to September 7, 2012. OFFICIALS AND WORKERS: Payment of Officials and workers - - - - -(See page 28) Each school provides a line judge who can be either a student or adult. HEIGHT OF NET: The height of the net for all seventh and eighth grade matches will be 7’ 4 1/8”. SPLIT MIDDLE SCHOOLS: Due to portions of Crockett and Fannin student body attending different high schools, Crockett will work with Amarillo High and Fannin will work with Caprock in volleyball. CHAMPIONSHIP TOURNAMENTS: In volleyball an East and West Conference Season Champion will be recognized. The city champion is the winner of the city tournament. MIDDLE SCHOOL VOLLEYBALL PLAN:

1. Middle schools will be playing best 2 out of 3 games to 25 points (no cap). 2. WE WILL NOT PLAY the 3rd game if the winner has already been decided. If the

third game is necessary, it will be played to 25 points (cap at 30). 3. The let serve shall be allowed. 4. The libero will be “optional” in the middle schools. Middle school volleyball

coaches must visit with their high school head volleyball coach to get instructions as to the use of the libero.

5. Each team will be allowed two (2) 60 – second time-outs per game. No extra time-outs if tied at 24-24.

6. Each team may use the whole 60 seconds no matter who called the time-out. 7. If team “A” and team “B” both win 1 game in a match, you may play any or all

players in game 3 to secure the win.

“Gold” Team: Minimum of 10 players:

Each player must play an integral part of the match. Example: Each player that is suited out in an “Gold” team game must play at

least the equivalent of one (1) full game.

If a player has an offensive or defensive role such as a DS, that is considered an integral part of the game.

If a player is in a game and is hurting the team because of many mistakes, a coach can sub her out. The coach should make every effort to get her back into the game so the player can redeem herself.

Just serving is not considered an integral part of the game.

“Silver” Team: Minimum of 14 players unless you have fewer players due to injuries or eligibility.

There is to be equal playing time for all players on the “Silver” team. No clock shall be used.

The objectives of middle school athletics are:

1. To provide each participant with an opportunity to be involved in a competitive sport.

2. To provide encouragement to the participants as they begin their athletic experience

in the secondary school. 3. To ensure that each participant begins to develop athletic skills that will benefit them

in high school competition.

One of the goals of our middle school volleyball program is to develop the athletes into strong volleyball players so that in high school they can compete for post season championships. * Another goal is PARTICIPATION. We want as many girls as possible playing middle

school ball, and yet be able to compete on the highest level. * Winning a city championship is great, but IT IS NOT THE GOAL of our athletic program. * These rules should make for more quality middle school and high school programs.

Teams will be on a more level playing field. If a team has only 5 or 6 good players, they will be able to compete better. Also, with rally scoring, games will be closer. No more will you have the 15-1, 15-2 matches. Those kinds of games will be more like 25-10, 25-13, (or even closer if you don’t have to play as many non-talented players as much.). Psychologically, it won’t be as hard on that losing team.

* With these new rules, it would be easy to ignore development of the player with every skill

of the game. Remember, the girls that may be the best in middle school often are not the same girls as in high school. Remember they develop at different rates so teach them the skills so that when they physically catch up, they will already have the skill. (Example: The short girl only playing back row, or the big, uncoordinated girl may turn into the best middle blockers in high school if given the chance in middle school.)

* These new rules were developed to better our volleyball program. If the rules are circumvented to where they are not achieving the goals, they will be changed. * It will be important to have a meeting with all of the parents on the team explaining the rules

of volleyball to them, and discuss the middle school rules. Also be sure to communicate to them your expectations.

* You will have to answer to the parents personally if they feel their child is not being treated fairly.

GENERAL INSTRUCTIONS

GIRLS AND BOYS BASKETBALL SCHEDULES: The 7th grade girls and boys “gold” and “silver” teams will play on different days from the 8th grade boys and girls. The “silver” team will play first followed by the “gold” team. Both teams will play on the main floor using officials assigned by the Official’s Association. TRYOUTS / PRACTICE SCRIMMAGES: All 7th and 8th grade tryouts will be conducted during the grade level athletic period and may begin before school and after school. Basketball tryouts will be held for the girls beginning November 7, 2012 and concluding November 16, 2012. Preliminary and final cuts can be made anytime on or before November 16, 2012. Boys’ basketball tryouts will start October 31, 2012 for the teams not involved in the football championship games. From October 31, 2012 through November 6, 2012, you can only have tryouts during your grade level athletic period. November 7 through November 16, 2012 there can be before and after school tryouts. Preliminary and final cuts can be made anytime on or before November 16, 2012. LENGTH OF GAMES: The 7th and 8th grade “gold” and “silver” teams will play a total of 24 minutes, divided into four – 6 minute quarters. (stop clock) JUMP BALL SITUATIONS: To start the game and each extra period, the ball shall be put in play in the center circle by a jump ball between any two opponents. To start the 2nd, 3rd, and 4th quarters, the ball shall be put in play by a throw-in under the alternating possession procedure. ALTERNATING POSSESSION: In all jump ball situations other than the start of the game and each extra period, the teams will alternate taking the ball out-of-bounds for a throw-in. The team not obtaining control of the jump ball at the start of the first quarter will start the alternating possession procedure. The same procedure will be followed for each extra period. OFFICIALS: Officials for all games will be secured by the athletic office.

PARTICIPATION PLAN: GIRLS AND BOYS BASKETBALL “Gold & Silver” team procedure: Each team will have a suggested 10 or more players. You will get with your Cluster Varsity Head Basketball Coach to determine the number of players they want you to keep on the Gold team and on the Silver team. Minimum of 10 players on Gold team. We will not split teams between a first quarter and second quarter team. There will be free substitution during the entire game. Each player must have a significant amount of playing time (equal to one quarter). You will keep at least 10 players on the Gold team so you may have to pull from the Silver team to keep this minimum number. A player who suits up in the “Silver” game is ineligible to play in the “Gold” game on the same date. SPLIT MIDDLE SCHOOLS: Due to portions of Crockett's and Fannin’s student bodies attending different high schools the following plan will be in effect this year. Crockett boys’ and girls’ basketball will work with Amarillo High. Fannin boys’ and girls’ basketball will work with Caprock. City Championship: In basketball a Zone 1 and Zone 2 champion will be recognized. The city champion will be the winner of the city tournament.

MIDDLE SCHOOL TRACK PROGRAM SCHEDULES: Track meets will be conducted for each grade level. EQUIPMENT: The 7th and 8th grade may wear spikes. All middle school athletes will wear track uniforms and warm-ups provided by the athletic department. TEAM STRUCTURE: It is important to enlist as many athletes as possible for our middle school track program. No one should be excluded from participating in track as long as they meet eligibility requirements. STAFF ORGANIZATION: The middle school head coach in each school will organize practice schedules and coaches to achieve maximum efficiency for both boys and girls teams. The three lady coaches in a middle school will work together as track coaches. The middle school head coach will make coaching assignments as follows: One lady coach will work with runners. One lady coach will work with jumps. One lady coach will work with weights, both girls and boys. The four men coaches in a middle school will work together as track coaches. The middle school head coach will make coaching assignments as follows: The head coach will work with runners. One assistant will work with weights, both boys and girls. One assistant will work with jumps. One assistant will work with hurdlers, both boys and girls. For meets, seventh and eighth grade coaches will be in charge of their respective teams. PRACTICE PERIOD: Practice will be conducted during the athletic period and after or before school for all seventh and eighth graders. TRACK MEET OFFICIALS: Officials for middle school track meets will be assigned from the athletic office. Due to the number of meets and officials needed, it is necessary for each of you to work a limited number of middle school track meets. It will be necessary for you to be assigned to work in our major high school meets. Due to the large amount of entries and officials needed, most of our coaches will be assigned specific duties. PLEASE DO NOT ASK TO BE EXCUSED FROM YOUR ASSIGNMENT. TRACK WORKOUTS: Coaches are to see that their athletes do not use street or neighborhood sidewalks to do their distance running.
