PSA SARANGANI 2018 Annual Report
The 2018 Annual Report highlights the accomplishments and achievements of Philippine Statistics Au-
thority (PSA) Sarangani and General Santos City provincial statistics office.
The ISO Certification 9001-2015 in 2017 was a major milestone for the office. This year, PSA embraced
a new challenge, the Quality Management System (QMS) Audit undertaken in July 2018 to ensure com-
pliance to standards which is a long term challenging task.
Amidst major activities undertaken, PSA Sarangani successfully transferred to the newly built office on
October 1, 2018. The 796 sq. m building houses the PSA Serbilis outlet and the different units. This
transfer offer countless opportunities for PSA Sarangani for a world class venue for hosting of small
events.
Hence, office staff and management in unity managed to end the year fruitful, happy and healthy.

HIGHLIGHTS FOR THE YEAR PSA Transfers to New Office
PSA Sarangani Provincial Office, covering Sarangani Province and General Santos City, embarked on a new milestone when the office transferred to a new 796 sq. m. built building for PSA on October 1, 2018. It features a 370 sq. m area for the CRS and a 426 sq. m. area for the different PSA units, PSO Office with comfort room, a pan-try, storage and library. The second floor includes the conference room, training room, guest room and auditor’s office. A total of 9 comfort rooms for the entire building.
PSA conducts FIES 1st Visit
PSA Sarangani Provincial Office OIC-PSO Ismael B. Ramos Jr and the different Unit fo-cal persons for Civil Registration, Administra-tive and Statistical Units were interviewed by internal auditors on July 31, 2018 after the office was awarded the ISO Certificate 9001-2015 by TUV Reinland on December 11, 2017.

PSA Sarangani hosted the regional training for the 2018 Labor Force Survey (LFS) and Family Income and Expenditures Survey (FIES) 2nd Visit at its new office on Dec. 10-15, 2018. Participants from PSA Regional Office XII were headed by Atty. Maqtahar L. Manulon, OIC SOCD Chief Ei-leene Berdeprado, SrSS Edward Eloja and SS Rodolfo Mendoza. They discussed concepts and definitions for the LFS and FIES. Participants from the PSA Provinces of Sultan Kudarat, North Cotabato and South Cotabato were the Chief Statistical Specialists and focal persons to serve as trainers in their respective PSOs to train the hired enumerators.

STATISTICAL Production of Statistics
The Labor Force Survey (LFS) is a regular quarterly survey, and is a primary source of official indi-
cators on the levels and trends of employment, unemployment and underemployment in the coun-
try.
Four rounds of survey were conducted this year namely January, April, July and October covering
more than 1,413 households in the province of Sarangani and General Santos City.

STATISTICAL Production of Statistics
Consumer Price Index (CPI)
The Consumer Price Index is conducted twice a month
aims to collect price quotations of goods and services
commonly bought by the Filipino households. It is an
indicator of the change in the average retail prices of
a fixed goods and services commonly purchased by
households relative to a base year. General Santos City
gathered price quotations from three hundred eighty one (319) commodi-
ties from six different outlets in the area while Sarangani gathered nine
hundred twenty three (600) commodities. Submission of data files was
submitted on time or ahead of time.

Updating List of Establishments (ULE)
2018 GIS-Based Plotting, Geo-tagging and Digitization of Bldg Structures
The PSA has updated the existing digitized maps to come up with accurate and reliable maps for use in data collection during surveys and censuses. Geotagging involved hired personnel to use GPS devices to get waypoint data on structures such as buildings in SARGEN area.

STATISTICAL Production of Statistics
The 2018 Annual Survey of Philippine Business and Industry (ASPBI) is a
yearly establishment survey involving large to selected small establishments
in all sectors of the economy. In SARGEN, a total of three hundred eighteen
(318) establishments were involved in the filling up of the survey question-
naire and distributed by both regular employees and hired statistical re-
searcher. ASPBI data items includes income, expenses, capital expendi-
tures, total assets, capacity utilization (manufacturing) , inventories, employ-
ment, economic organization, legal organization, and size among others.

Quarterly Survey on Philippine
Business and Industry (QSPBI)
The Quarterly Survey of Philippine Business and
Industry (QSPBI) is one of the regular undertak-
ings of PSA to collect information on the struc-
ture and trends of economic activities in the Phil-
ippines. This involves selected sample establish-
ments nationwide deemed sufficient to monitor
the structure and trends of economic activities at
the national level.
SARGEN had a total sample of 56 establish-
ments. General Santos City had the most num-
ber of establishments with 50 establishments and
Sarangani had only 2. Industry-wise, Wholesale
and Retail Trade shared the most number of
samples. Collection rate after 45 days reference
period varies in every quarter. Highest collection
rate was observed during the 2nd quarter 2018
for Gensan at 98.2 percent after the 45 day col-
lection period.

This is the weekly collection of the prices of fuel and gasoline as volatile products. For
Sarangani Province, two (2) outlets were collected price quotations in Alabel, Sarangani
Province the capital municipality while General Santos City has six (6) outles.

Producers’ Price Survey (PPS)
The PPS is also a monthly survey aimed to provide indicators such as Value of Production Index (VaPI), Volume of Production Index (VoPI), capacity utilization rate, among others to better measure the performance of the country. Nine (9) sample manufacturing establishments were samples for this kind of survey.
Monthly Integrated Survey of Selected Industries (MISSI)
The Monthly Integrated Survey of Selected Industries (MISSI) is a monthly survey for manufacturing in-dustries in General Santos City. A total of nine (9) establishments for PSA SARGEN workload.

GENERAL SANTOS SITY
OCCUPATIONAL AND WAGES SURVEY (OWS) AND INTEGRATED SURVEY ON LABOR AND EMPLOYMENT (ISLE)
ISLE is a nationwide survey of establish-ments employing at least 20 workers. This is conducted simultaneously with OWS, it consists of at least three modules cover-ing topics on employment, conditions of work and industrial relations.
The OWS generates statistics for wage and salary administration and for wage determination in collective bargaining negotiations. This nationwide biennial survey covers establishments employing at least 20 workers.

Mayor Raul Martinez solemnized the wed-ding of 187 couples. OIC PSO Ramos gave his message to the cou-ples of their duties and obligations to their family and wished them well.

CIVIL REGISTRATION 28th CIVIL REGISTRATION MONTH CELEBRATION
The 28th Civil Registration Month celebration in General Santos City and Sarangani Province was highlighted by the 3rd Civil Registration Quiz for Local Civil Registration Offices. It was attended by LCRO staff and coached by LCRs. OIC PSO Ismael B. Ramos Jr. was the quizmaster and judges were RO I Annalee Billon, AS Zyra Coloso and CRASD Chief Lorna Sumalpong. Winners were: Team Kiamba with MCR Jane Rojas and Jasmin Dela Cruz, 1st Place; Team General Santos City with RO II Dexter Imperial and Ma. Cristy Gallano, 2nd Place; and Team Glan with Staff Sonisa Poncardas and Mira-flor Lahindo, 3rd Place. They received cash prizes, medals and a certificate.
The 2nd Poster Making Contest in line with the 28th Civil Registration Month Celebration was participated by Local Civil Registration Staff in General Santos City and Sarangani Province. This activity was simultane-ous with the 3rd Civil Registration Quiz and it run for 3 hours.
The winners were: 1st Prize, May Joy Romero of LCRO Kiamba; 2nd Place, Fernando Embodo of LCRO Maasim; and 3rd Place, Irel Soriano of LCRO Malungon.

Fifteen (15) walk-in researchers were served this
year as compared to seventeen (17) in 2017. Most
of the researchers came from academe and NGO’s.
However, complimentary data request recorded
forty nine (49) as compared to the previous year’s
nine (9) as reported. Complimentary data were from
government institutions and academe. Phone
calls are excluded from the count. Requests
through e-mails are included in the complimentary
data request.
Researchers Served
The 2017 ASPBI/ SICT Respondents Forum was held
at Family Country Hotel and Convention Center on
April 30, 2018. It was attended by selected bookkeep-
ers, managers and human resource personnel from
among the list of sample establishments in General
Santos City. During the forum, the results of the 2017
ASPBI and SICT surveys were presented by OIC PSO
Ismael B. Ramos Jr. and SSS Marifi P. De Asis. How to
fill up the questionnaire was also discussed by SS Joan
Brioso while SS MArcelino Valdez II discussed the
Web based questionnaires.

MA. GORETTI HOME FOR GIRLS INC.
Part of PSA Sarangani’s program for CSR, selected Ma. Goretti Home for Girls Inc. as adopted institution for the second time on January 26, 2018. The first was in 2017 wherein 15 girls aged 8 to 18 were en-rolled for a special care given by the sisters of Pas-sionist Congregation running this institution. The girls are living here and receive alternative learning inside this institution, some were attending regular school and some were scholars of unnamed private schools. These girls suffered from torments of sexual abuse at a young age.
This year an additional 2 girls were enrolled here. A total of 17 girls will benefit the P 4,504.20 worth of bear brand milk solicited to each PSA Sarangani per-sonnel.
Sister Socorro D. Delmonte, CP said that she has wished milk for the girls as it will fasten the recovery of the girls emotionally, psychologically, spiritually once their bodies are nourished.
The Brigada Eskwela participation of PSA goes beyond the usual cleaning and school supplies giving after the school administration invited the office to put up a help desk to assist the parents and guardians, teachers and school staff with graduating students, incoming students, undergradu-ates unable to submit a birth certificate when they enrolled for the first time, students with legitimation/ correction prob-lems, those without a birth certificate yet and working par-ents or guardians unable to secure a document as the school required a PSA Birth Certificate as part of the re-quirements for enrolment or registration for SY 2018-2019 with the inclusion of undergraduate students that hasn’t complied yet. SS Joan Brioso and RO II Rosalinda Doria attended to the invitation of Lagao NHS on May 28, 2018.
PSA SARGEN employees planted Seventy Five (75) mangrove seedlings on Nov. 15, 2018 in Tinoto, Maasim, Sa-rangani Province. The PSA has planted for succeeding years in Maasim, Sarangani Province with coastal clean up to also rehabilitate the living mangroves. The mangrove planting and coastal cleanup together with the Maasim Philippine National Police, Municipal Environ-ment and Natural Resources. This year two schools joined in the said activity.

RO II Rosalinda Doria, SA Violinda Balogo and AS Zyra Coloso attended the May 1, 2018 Labor Day Jobs Fair at SM Trade Hall, General Santos City.
The Labor Day Jobs Fair was spearheaded by the DOLE XII, ABS CBN and SM Gensan.
PSA Participation was aimed to assist the job seekers and on the spot hired applicants and fas-ten their employment requirements processing.
On May 31, 2018, SA Carla Fusilero, AA I Joy Marte and Job Order Zyra Coloso facilitated the Civil Reg-istry needs of the Parents during the scheduled Brigada Week. Applicants were parents of students who were temporarily enrolled new entrants to Grade 7, Junior High School and Senior High School. A total of three hundred thirty nine (339) ap-plications received with a total amount of Fifty two thousand five hundred fifty five pesos (P 52,555).

PSA SARGEN employees planted forty five (45) mangrove seedlings on June 11, 2018 as facilitated by Marine Biologist Prince Tapuz of the City Envi-ronment and Natural Resources General Santos City. OIC PSO Ismael B. Ramos headed the PSA group of fourteen (14) employees. Simanga is the new site recommended by the LGU Gensan CEN-RO for mangrove planting.
In the same schedule with Lagao NHS Brigada Eskwela on May 28. 2018, AA Joy Marte and Job Order Christopher Galicia attended to the invitation of Gen. Santos School of Arts and Trade. This was the first day of the Brigada Eskwela of the different schools in General Santos City. This year, the school coordinated with PSA to assist parents and teachers in securing an authenticated Birh Certificate as part of the enrolment requirement of the students in all lev-els.

PARTNERSHIP & LINKAGES PSA Sarangani conducted a coastal clean up drive along the shores of Gumasa, Sarangani Province in line with the 5th PSA Anniversary activity on Sept. 12, 2018. The early morning coastal clean up was very healthy for an exercise just before the morning breakfast. The activity was also timely for the sea is about to change low tide and plastic trash is easily collected.

The Antonio Acharon Day Care Center in Sitio Toning, Lagao, General Santos City was adopted by PSA as one of the adopt-ed institution for the CSR this year. Forty (40) pre schoolers under Ms. Sheryl Ca-ble supervision were provided with school supplies containing pencils, paper, note-book, crayons, ruler, scissors, sharpener, eraser, drawing books in a plastic enve-lope.
They were also fed with special arrozcal-do prepared by a caterer.
OIC PSO Esmael B. Ramos Jr. also gave the students a life enriching message.
St. Vincent of Stambi Home for the Aged Feeding and Fellowship
The PSA Corporate Social Responsibility for Sarangani and General Santos City included St. Vincent Strambi Home for the Aged, located at Mabuhay Road, Dad Heights, General Santos City on July 25, 2019 at 9:30 am. Twenty four beneficiaries were fed, entertained and provided food supplies like milk, sugar, eggs, flour, fruits and coffee. Ms. Elizabeth Esmeres, the directress, received the gifts in behalf of the oldies.
Highlighting the day’s event was the dance challenge for the elderly which gave more opportunity for them to move around, together with the on the job trainees from Notre Dame of Dadiangas University and Mindanao State Univer-sity.

The 6th Poster Making Contest was first materialized 6 years ago with the help of the main sponsor of this event and provided the materials of the contestants, Kristian Bookstore. This activity has attracted students from public and private schools in General Santos City who were art enthusiasts to partake in this activity and interpretation the nsm theme. The purpose of this expansion from the math quizzers is to
include those stu-dents who are gifted with arts to join and appreci-ate statistics through the uni-versal field of arts. Cash prizes, Med-als, trophies, & certificates were also given.
The 5th Extemporaneous Speech Contest for General Santos City was organized by PSA SARANGANI, City Plan-ning and Development Office (GSC) and the Department of Education to include students who excel in other fields such as English. The Local Government of General Santos City through the City Planning and Development office and PSA SARGEN organized the activity also inline with the Celebration of National Statistics Office every October. Cash prizes were also given, as well as trophies, medals and certificates. The Gensan Senior High School Statistics Quiz was on its 3rd series this year. This was formerly named the Philippine Statistics Quiz (PSQ) SARGEN Wide Elimination for Sarangani Province and General Santos City organized for first time freshmen college students. It did run for 13 years until October 2015 when the Depart-ment of Education implemented the K to 12 Program.
A total of 22 contestants from 22 different public and private schools in General Santos City participated in the senior high school or Grade 11 to Grade 12 level quiz.
The activity was held at Ameliyah’s place, Naranjita St., General Santos City on Oct. 12, 2018 at 1:00 pm fol-lowing the conduct of the 10th Gensan Secondary High School Statistics Challenge.
The judges were Stat II Lawrence Regalado of City Population and Management Office; Ms. Christi Dela Rosa of the Department of Trade and Industry; and Engr. Jilldon Dalipe of National Food Authority.

But a junior high school statistics quiz already existed since 2011 in a span of 5 years until 2015 when the Department of Education adopted the K to 12 Program.
For 2 years, 2016 and 2017, the quiz was discontinued due to budgetary constraints. Until around July 2018, further lobbying for the quiz’s funding from Sarangani Province Governor Hon. Steve Chiongbian Solon through his chief of staff and finally approved early October 2018. The Governor also commissioned Sulong Kabataan headed by Mr. John Oliver Tablazon and Sulong Karunungan headed by Ms. Imelda Senobago to help organize with PSA the sta-tistics quiz and poster making contest.
A total of 10 senior high schools and 20 participants throughout Sarangani Province joined the 1st Sarangani Senior High School Statistics Quiz held at Sarangani Provincial Gym, Alabel, Saranagni Province on Oct. 19, 2018. Partici-pation to the contest was limited to two (2) schools per municipality and two (2) participants per school.
The judges were Ms. Ethel Gumana the OIC Provincial Director of Department of Trade & Industry Saranagni; Mr. Reynaldo C. Tagala the Educ. Program Supervisor for Mathematics of DepEd Sarangani; and Ms. Taona Sumajit the Project Manager of Sarangani Tourism and Investment Project Committee, Provincial Tourism.
Cash prizes, tokens, medals and trophies were awarded to the winners while certificates of participation were given to all participating coach and contestants.

The poster making contest was the 2nd poster making contest for Sarangani Province in line with the NSM celebration. The first activity was conducted in October of 2015. A total of 11 schools from different public and private schools in Sarangani Province took part in this year’s competition or a total of 11 stu-dents participated in this statistics inspired arts contest.
The activity was held at the Provincial Gym, Alabel Sarangani Province last Oct. 19, 2018 simultaneous with the 1st Sarangani Senior High School Statistics Quiz.
The judges were Mr. Laurence Maulion, Draftsman II; Arch. Mark John Inopia, Architect I; and Mr.Inocencio Morales, Technical Aide. The three judges were from the Office of the Provincial Engineer-ing Office, Sarangani Province.

The Gensan Essay Writing Contest was the first pilot essay writing activity organized for the celebration of the NSM. PSA hosted the activity in the new PSA Sarangani Office Conference Room at Santiago Blvd., General Santos City on Oct. 29, 2018. A total of 8 schools participated in the contest of a total of 8 students participated in the contest which was opened for Public or Private Senior High Schools or Grade 11 or 12 students in General Santos City. The Judges were Kristianne Marie Fusilero, Writer and Journalist from the City Planning and Develop-
ment Office of Davao City; SSS Marifi De Asis of PSA Sarangani and Mr. Ronnie Sunggay, ESD of De-
ped General Santos City.

3rd PSA XII Stat Quiz 29th NSM Closing, 1st Tree Planting
CSC Creation in GSC
Part of the activities for the month long celebration of the 29th NSM was the creation of the City Statistics Committee (CSC) of General Santos City. Securing a sample copy of the resolution for the creation of the CSC from the Region-al Statistics Committee courtesy of PSA XII OIC SOCD Chief Eileen Berdeprado, draft preparation by PSA SA Carla D. Fusilero, lobbying for technical assistance from the Sangguniang Panlalawigan which led to the drafting of an executive order, selection of committee members and finally the ratification of Executive Order No. 49 Series of 2018 from the office of Hon. Mayor Ronnel C. Rivera, City Mayor which took effect on October 16, 2018.
PSA Sarangani provincial office sent seven contest-ants to the recently concluded 3rd PSA XII Stat Quiz Regional Finals held at Villa Amor Hotel, Koronadal City, South Cotabato last Oct. 30, 2018. Sarangani province sent its top 3 winners from the 1st Sarangani Senior High School Statistics Quiz and General Santos City sent 4 top winners from the 3rd Gensan Senior High School Statistics Quiz. Ms. Naira Langco from Mindanao State University

gion XII to captured the Top spot as Champion.
The 1st Tree Planting Activity for PSA Sarangani and Gen-eral Santos City was the closing activity for the month long celebration of the 29th NSM last Oct. 31, 2018 at 5:00 am assembly time at the General Santos City Hall. PSA employees, City Planning & Development Office staff and the City Environment and Natural Resources-CENRO conducted a tree planting activity last October 31, 2018 in Barangay Apopong, General Santos City. A total of 130 tree seedling of Balite and Mahogany were planted along high risk of flooding riverbanks in General Santos City PSA collected the seedling at the CENRO Nursery and proceeded to the planting site. Assembly time was 5:00 am. After the tree planting, PSA employees, CPDO and CEN-
RO staff proceeded to the new office of PSA at Santiago
Blvd., General Santos CITY for a get together breakfast.

Special skills include singing and cooking. She enjoys collecting ballpens and sticky notes. Currently she is a job order. Jonah is the daughter of retired PSA CRASD Chief Lorna M. Sumalpong.

PSA celebrates its anniversary every September 12. PSA was created on this date by virtue of RA 10625 or the Philippine Statistical Act of 2013. An act reor-ganizing the Philippine Statistical System, repealing for the purpose EO No. 121, entitled “Reorganizing and strengthening the Philippine Statistical System and for other purposes”. This 2018, under OIC PSO Ramos, series of activities were undertaken in cele-bration of the 5th PSA Anniversary with the theme Healthy, Happy PSA.

5th PSA Anniversary Mid Year Assessment
PSA celebrated Women’s Day on March 2018 with a livelihood activity among the female employees. This year, the Balloon Making was selected to enhance creativity skills as well as it is a potential livelihood. Program for employees. The Department of Trade and Industry (DTI) assisted the PSA in coordinating with the teacher, ALS Teacher Ms. Shiela Gentola of Dadi-angas West Elementary School who conducted the lecture and workshop on March 23, 2018 for the entire day. Nineteen participants were trained for this activi-ty.

Re Echoing of Training Wellness at the Office
Wellness at Robinsons Place Bowling at Tokyo’s
SA Violinda Balogo re-echoed the Training on Knowledge Management on Sept. 11, 2018 dur-ing the PSA Anniversary Celebration held in Glan, Sarangani Province. She attended the same training in Manila on August 30-31, 2018 together with RSSO XII RD Maqtahar L. Manu-lon, Accountant III Sittimazuin Hofilleñam and OIC SOCD Ma. Eileen Berdeprado.
In 2018, PSA Sarangani started the wellness program through the 10am and 3pm break at the office exercising with the PSA video. Regular employees, job order, statisti-cal researchers joined in this activity aimed to increase physical activity through stretching and movement for about 3 mos. This activity is also in support to the nation-al program for wellness among employees with the theme “Healthy PSA, Happy PSA”.
In connection to the national wellness program of the PSA, aside from the 10am and 3pm break for exercise, PSA female employees also joined the Zumba Wednesday schedule provided for by Robinsons Place, General Santos City. PSA Sarangani employees joined other women participants from other government and private companies. The activity was free of charge from the organizers.
A Bowling game was also set by PSA Sarangani Admin to increase physical activity among PSA Sa-rangani employees last Aug. 21, 2018 at Tokyok’s Bowling Lanes, Dad Heights, General Santos City. The employees were able to compete within them-selves with the job orders. The half day activity was successful after 6 sheets were consumed by all employees.

PSA Cotabato hosts 11th
STATLYMPICS
The 11th Statlympics was held at Elai Resort in Kidapawan City on October 25-27, 2018. The stat-lympics was initiated by Atty. Maqtahar L. Manu-lon aimed to strengthen camaraderie among PSA XII employees through sports. This year it was an all PSA XII officers and staff that competed in all the prepared games and activities.
The 2019 PPW was held at Coco Beach, Gumasa, Glan, Sarangani Province on December 26-28, 2018. The two day activity included the presentation of respec-tive focal person’s accomplishments for the year (Accounting, Administrative, Human Resource, Statisti-cal-Establishment Based, Household Based and Agri-culture, Civil Registration and CRS Matters, Information Dissemination and Partnership and Linkages. The second day was the workshop on the development of the 2019 work plan for implementation.
The Annual Regional Planning Workshop was held at Microtel Hotel, General Santos City on Dec. , 2016. Par-ticipants were selected PSA XII staff headed by PSA Regional Director, CRASD Chief, SOCD Chief. Provin-cial participants from PSA North Cotabato, PSA Sultan Kudarat, PSA South Cotabato and PSA SARGEN includ-ed PSOs, Statistical Specialist, Statistical Analyst, se-lected staff from the accounting, admin, human resource and civil registration were also present. The third night of the RPW was the most awaited General Assembly and christmas party for all employees.
Every year PSA XII celebrates the Christmas season together with PSA provincial and regional staff in the General Assembly on the last night of the RPW. Radi-ant, colourful retro clothes in various shades color the night’s outfits. A pageant for the young and not so young ones was organized. Several male and female employees gamely participated in the Mr. and Ms. PSA
