• 31 Oct 90: Assigned Reliance Lead for Mobile Ground Targets.

• 18 Sep 92: Deputy Under Secretary of the Army (Operations Research) Released interim policy & procedures recognizing:- AMC as overall Asset Manager for Foreign Materiel.- PM ITTS designation by AMC as Management Agent for Ground

Targets for Test and Evaluation. - Targets Management Office (TMO) selection by PM ITTS as Executing Agent for this mission.

Centrally Manage and Execute:

• Mobile Ground Targets support for developmental and operational testing.

• Resource management and logistical support, including national inventory control point, for operations and maintenance of Mobile Ground Targets.

• Consolidation of ground target requirements for foreign assets, surrogate targets and available U.S. assets.

WHAT IS A SURROGATE? WHAT IS A SURROGATE? WHAT IS A SURROGATE? WHAT IS A SURROGATE?

A surrogate as defined by TMO, is any target with less capability than an actual threat. These can be classified in three categories:

All Surrogates Are Validated Using the U.S. Army Validation Process

• Highly Representative ($200K and above) i.e. SMERCH vehicles > Meets all realms of signature characteristics of threat> Emulates all or most of mobility/operational characteristics

of threat

• Moderately Representative ($50K-$200K) i.e. BMP3-S> Meets two or more signature characteristics of threat> Emulates many of the mobility/operational characteristics of

threat

• Representative ($10K-$50K) i.e. Plastic Targets, LCMs> Meets only select signature characteristics> Little or no mobility or operational capability of threat

• LOCATIONS:- Based on frequent need for Mobile Ground Targets to support testing.- Five sites currently in use: WSMR, YPG, APG, RTTC & USAF AAC- Multiple locations to reduce transportation costs.- Deploy to support T & E as needed.

• RESPONSIBILITIES:- Maintain accountability/control.- Implement configuration management.- Store & maintain assets.- Provide day-to-day scheduling.- Support user testing.

• FUNDING- Users reimburse POC at fixed rate.- Users fund POC operations.- Minimal institutional funding provided for Army Operations (1/3–2/3).

• Vehicle remote control capabilities supplied by POCs.

• The rates are updated annually to reflect current costs for vehicle upkeep

• 5 Categories: (1) Specialty Vehicles, (2) Forward Area Combat Vehicles, (3) Rear Area Support Vehicles, (4) Jeeps & Towed Artillery, and (5) Hulks

• A minimal static charge (non-operational) of 1 hr/day for vehicles that are dedicated to a specific user, and are not available to other users during that time
