    Of different categories, scales, classes, specialisation, background,

    knowledge, skills etc.,

    Need proper modules and contents both in Bahasa Malaysia and

    English, Those in C1, C2 and C3 will not be able to grasp the necessary

    contents bespoke and simpler modules will have to be designed

    for them,

    Need many trainers, locations, ample space, course materials etc.,

    Need a long period of time to conduct the courses, Need a special budget to conduct the courses,

    Need to make the courses mandatory,

    To issue certificates of competency recognised by the industry.
