Acomplicated,yetworthwhile,goalofNAFTAwastheharmonizationofhospitalstandardsandregulationsamongparticipatingcountries.Thoughagapcontinuestoexist,MexicoandtheU.S.havecomealongwaysince1994.ManyMexicanhospitals,competingforaffluentnationalsandenthusiastictoreachouttoagrowingpopulationofNorthAmericansandCanadiansseekingtoaddresstheirmedicalneedsinMexico,haveworkedtoaffiliatethemselveswithtopU.S.andCanadianmedicalcentersandhaveearnedstringentinternationalaccreditations.

CanadiannewspaperscarriedstoriesrecentlyabouttheevictionoflandownersinanareaknownasLaManzanilla,locatedonbeautifulTenacatitaBay,betweenPuertoVallartaandManzanilloonthewestcoastofMexico.ManyownerspurchasedpropertyfromfarmersthathadpreviouslybeenEjidoland;atenancynotunlikeIndianlandsintheUnitedStatesandCanada.Ostensibly,theproperlegalprocedurehadbeenfollowedandapparentlymanyofthepropertieswereheldinfideicomisos,theMexicanbanktrustthatisrequiredforforeignownersincompliancewithArticle27oftheMexicanconstitution.
Accordingtoinformationpublished,thepriortitlestothelandhadbeensignedbyVicenteFox,presidentofMexicoduring2000-2006.
Unfortunately,however,aJaliscostatecircuitjudgeruledinfavorofarealestatedeveloperwhohadallegedlyacquiredtheland,asprivateproperty,in1991.Attorneysforthedeveloperdeclaredthatithadfiledthecomplaintinthecourtsin1993.Jaliscostatepoliceofficersincompliancewithanevictionorder,disoccupiedthepropertyandaredenyingaccesstothoseinpossession.
