INTRODUCTION

Metropolitan Enforcement Groups (MEGs), authorized by the Illinois General Assembly

in 1977 under the Intergovernmental Drug Laws Enforcement Act (30 ILCS 715/6), continue to

be an important component in the effort to combat illegal drug traffic throughout Illinois. MEGs

represent a collaborative effort among state, federal, and local law enforcement agencies to

enforce Illinois drug laws and investigate street gang activity. MEGs partner with the Statewide

Terrorism Intelligence Center (STIC) and Illinois National Guard Counterdrug analysts to reduce

crime through intelligence led policing which focuses enforcement efforts on felony level drug

distribution and trafficking. MEGs partner with community groups, health organizations, and

local stakeholders to address and prevent substance abuse disorders (SUDs) affecting

communities throughout Illinois.

Illinois has nine MEGs encompassing 20 counties, including Scott County, Iowa.

Combined populations of these counties is 3,957,229 or 31 percent of the total population of

Illinois. The MEGs are staffed by 90 officers, 24 from the Illinois State Police (ISP) (27 percent),

and 66 from local and federal agencies (73 percent). Administrative staff members (23)

manage budgets, analyze intelligence data, and coordinate asset seizures and forfeitures. Each

MEG is overseen by a policy board composed of ISP officers, elected officials, and chief law

enforcement officers or their designees. A 2017 report by the Illinois Criminal Justice

Information Authority (ICJIA) concluded MEG units were effective at making proportionally more

felony and manufacture/delivery arrests than their local counterparts. The report also

indicated MEG staff survey responses showed a strong fidelity to the Bureau of Justice

Assistance’s 12 critical elements of MEG/TFs (BJA, 2000).

The annual MEG report includes statewide activity totals as well as individual activity for

each MEG unit, including arrest statistics, drug seizures, and gang arrests for Fiscal Year 2020

(FY20). Activity comparisons from FY19 and FY20 are also included. Tables in the appendix

section provide both summaries and individual MEG statistics for case activity, weapons seized,

arrest data, and drug seizures.

COMMUNITY PARTNERSHIPS

Metropolitan Enforcement Groups (MEGs) are on the front line of narcotic enforcement strategies, prevention, and treatment strategies. Through community partnerships, MEGs increase awareness of drug abuse trends and work with various groups to keep drug abusers out of the criminal justice system by focusing enforcement efforts on felony level drug distribution and trafficking. During FY20, MEGs partnered with and/or provided prevention and education seminars to the following community groups: • DuPage County Prevention Leadership Team • DuPage County Heroin/Opioid Prevention and Education (HOPE) Task Force • Downer’s Grove North High School • Montini High School in Lombard • College of DuPage in Glen Ellyn • Pledge for Life Partnership • Kankakee County Department of Public Health • Kankakee County State’s Attorney’s Office Drug Court Program • Law Enforcement Exhibition in Lake County • National Night Out • Boy Scouts of America • Grundy County Area Vocational Center • Behavioral Health Alliance of Grundy County • Will/Grundy Safe Passage Initiative • U.S. Attorney’s Office for the Southern District of Illinois • Madison County State’s Attorney’s Office • St. Clair County State’s Attorney’s Office • Monroe County State’s Attorney’s Office • Annual Metro East Meth and Other Drug Conference • Mayor’s Community Coalition Against Heroin • Unity Point Health • Vermilion County Treatment Facilities • Various community groups, schools, police departments and other community organizations

In FY20, nine MEGs received a total of $1,170,000 in funding. Funding was derived from Federal

Asset Forfeiture Funds, State Asset Forfeiture Funds, and Drug Traffic Prevention Funds (DTPF). The
