    PEMASYHURAN OLEH TUAN SPEAKER Tuan Speaker: Bismillahirrahmanirrahim. Assalamualaikum Warahmatullahiwabarakatuh. Selamat pagi dan Salam sejahtera.

    Ahli-ahli Yang Berhormat, tuan-tuan dan puan-puan, bersyukur kita ke hadrat ilahi kerana dengan limpah kurniaNya, maka kita dapat berjumpa lagi di Mesyuarat Pertama bagi Penggal Kelima Dewan Undangan Negeri Yang Kelapan Belas. Saya mengucapkan selamat datang dan terima kasih atas kehadiran Ahli-ahli Yang Berhormat ke persidangan sehari pada kali ini, Isnin, 11 Mei 2020. Semoga kita dapat bersidang dalam suasana yang penuh harmoni dan bertatatertib.

    Sidang Dewan yang dihormati sekalian, persidangan kita pada kali ini terpaksa diadakan

    dalam suasana yang cukup getir dengan mengutamakan langkah-langkah keselamatan kesihatan pada tahap tertinggi kerana negeri dan negara kita serta seluruh dunia sedang dilanda krisis virus corona atau turut dikenali sebagai COVID-19 yang telah menjadi pandemic global. Like the rest of the world, the people of Sarawak are struck with an epidemic. On top of that they are inflicted with a pandemic that eerily sweeps across the world with a tsunami fatalities. Maka, tarikh dan masa persidangan ini telah ditetapkan kepada satu hari sahaja dengan mengambil langkah-langkah keselamatan kesihatan yang optimum seperti yang digariskan oleh Kementerian Kesihatan Malaysia seperti penggunaan pelitup muka (face mask) kepada sesiapa yang memerlukannya, penggunaan hand sanitizer dan penjarakan sosial (social distancing) iaitu terdapat ruang sekurang-kurang satu meter di antara kita.

    Mesyuarat hari ini akan berlangsung tanpa aturcara istiadat seperti lazimnya. The last sitting

    Ahli-ahli Yang Berhormat, selain daripada tempoh yang disebutkan, Persidangan Dewan

    yang mulia ini juga diperlukan untuk meluluskan dua Rang Undang-Undang Perbekalan Tambahan iaitu satu, Supplementary Supply (2019) Bill, 2020 dan Supplementary Supply (2020) Bill, 2020 pursuant to Article 32 of the Sarawak Constitution.

    Sidang Dewan yang dihormati sekalian, bagi pihak Dewan yang Mulia ini, saya

    mengucapkan setinggi-tinggi tahniah kepada Yang Amat Berhormat Tan Sri Muhyiddin Bin Haji Muhammad Yassin atas pelantikan beliau sebagai Perdana Menteri Malaysia Ke-8 pada 1 Mac 2020 yang lepas. Dewan yang Mulia ini juga turut ingin merakamkan ucapan tahniah kepada Ahli-ahli Parlimen Sarawak yang telah dilantik sebagai Menteri Kanan, Menteri dan Timbalan Menteri di dalam Kabinet Persekutuan; dan Ahli Dewan Undangan Negeri Sarawak bagi kawasan N.39 Krian, Yang Berhormat Encik Ali Anak Biju yang telah dilantik sebagai Timbalan Menteri Tenaga dan Sumber Asli. Kesemua mereka telah dilantik pada 8 Mac 2020 yang lepas. Kita mendoakan semoga di bawah kepimpinan Yang Amat Berhormat Perdana Menteri Malaysia Ke-8 ini bersama jemaah Menteri Kanan, Menteri dan Timbalan Menteri, negara kita akan terus maju, aman dan damai.

    Ahli-ahli Yang Berhormat, as you all observed, the seat of the N.74 Pujut is vacant. This

    follows the decision of this august House to disqualify the former Honourable Member for Pujut by way of a ministerial motion on 12th May 2017 in a 70 to 10 votes pursuant to Article 17(1)(g) and Article 19 of the State Constitution of Sarawak. Article 17(1)(g) reads “Subject to the provisions of this Article, a person is disqualified for being elected as an elected member of the Dewan Undangan Negeri if he has voluntarily acquired the citizenship of, or exercised rights of citizenship in, any country outside the Federation or has made a declaration of allegiance to any country outside the Federation.” This is equivalent to a provision in the Federal Constitution Article 48(1)(f).

    On 11th February, 2020 the Apex court that is the Federal Court upheld the decision of the

    Dewan Undangan Negeri dismissed the decisions of the majority of the Court of Appeal and the High Court. The Federal Court ruled that Article 118 of the Federal Constitution deals with candidate in the election whereas Article 17(1)(g) of the State Constitution is on disqualification of an elected member of the Dewan Undangan Negeri. Article 118 of the Federal Constitution does not oust the jurisdiction of the Dewan conferred by Article 17(1)(g) of the State Constitution.

    Points of judgement “Does the difference between the two constitutional provisions that while

    Article 118 of the Federal Constitution is concerned with the mode of challenging the result of an election Article 19(1) of the Sarawak Constitution is concerned with the power of the Dewan to disqualify and remove from the House the Speaker or a Member who has ceased to be qualified for appointment or election to the House. This process has nothing to do with challenging the result of an election.”

    “It is therefore untenable for the respondent to argue that Article 118 of the Federal

    Constitution read with Section 32(e) of the Election offences Act ousts the jurisdiction of the Dewan and that consequently a Member of the Dewan can only be disqualified and remove from the House by Election Judge by way of an Elect petition and not by way of proceedings under Article 19(1) of the Sarawak Constitution.”

    In matters properly within the internal management and competence of the Dewan, the

    Dewan is entitled to the protection of parliamentary privilege as provided by Article 72(1) of the Federal Constitution and the protection of Article 19(1) of the Sarawak Constitution. The Federal Court ruled that there was no breach of rules of natural justice. It was a simple “yes” or “no” answer to the question. This august House is therefore vindicated and the Speaker exonerated.

    Tuan Speaker: Ahli-ahli Yang Berhormat, I had received a Motion under Standing Order 15 dated 10th May 2020 from the Honourable Member for N.11 Batu Lintang. I shall now call upon the Honourable Member for Batu Lintang to read his motion.

    Motion 1 YB Encik See Chee How (N.11 Batu Lintang) moves: If it please Tuan Speaker, my humble Motion moves: “Whereas: 1. A joint statement signed by the Honourable Assistant Minister in the Chief Minister’s

    Department (Law, State-Federal Relationship and Project Monitoring) and the Chairman of Petroliam Nasional Berhad (Petronas) was published on 8th May 2020 declaring that both the State Government of Sarawak and PETRONAS had reached settlement on their legal suits against each other on terms that were not fully disclosed.

    2. The agreement for PETRONAS to pay RM2 billion to settle the sales tax imposed on the

    petroleum products for year 2019, and that future petroleum products sales tax will be reduced and staggered based on future negotiations will have detrimental and dire financial consequences on the State and the State’s concession to expressly accept that all previous agreements between the two parties made under the Petroleum Development Act are still valid and enforceable and that PETRONAS is still recognised as having full ownership and control over national oil and gas development, in line with the Federal Constitution, are concessions made in contravention to the desires, demands, decision and resolution of this august House and those of the Sarawakians, are acceptable by this Honourable Dewan.

    THIS HOUSE HEREBY RESOLVES THAT the Honourable Assistant Minister do reveal in this Honourable House the full settlement terms and this august House do review, appraise and deliberate on the terms and concessions and to instruct the State Government of Sarawak on its present and future conduct of the legal proceedings to safeguard the sovereign rights of Sarawak to her Land and all her resources.” Thank you. Tuan Speaker: Ahli-ahli Yang Berhormat, this Motion seeks to refer and review the full disclosure of joint settlement between the State Government and PETRONAS. On 6th November 2018 this august House unanimously passed a ministerial motion under Standing Order 89 and Article 24(1) of the State Constitution of Sarawak on the establishment of a consultative committee comprising all political parties to determine and agree on matters relating to special interests and rights of Sarawak under MA63. Only after such matters being discussed the Consultative Committee shall advice this august House on the course of action this house shall embark. Therefore, this Motion has to be referred to the Consultative Committee first before it is brought to the house. The Motion is therefore dismissed. Tuan Speaker: Ahli-ahli Yang Berhormat, I have received a Motion under Standing Order 15 dated 10th May 2020 from the Honourable Member for Ba’Kelalan.     Motion 2 YB Encik Baru Bian (N.81 Ba’Kelalan) moves:

    Terima kasih Tuan Speaker. Just before I read my Motion I seek your indulgence to make a slight amendment to paragraph two of the recital and the main Motion the figure RM2.25 billion should be read RM2.55 billion. Tuan Speaker, my Motion reads: “Whereas: 1. The Right Honourable Chief Minister had on 23rd March 2020, 10th April 2020 and 8th May

    2020 announced the financial allocations of RM1.15 billion, RM1.1 billion and RM0.29 billion under three separate and consecutive stimulus packages named “Sarawakku Sayang Special Aid Package” purportedly to help the people in the State to face the economic uncertainties brought about by the COVID-19 outbreak and the restrictions during the Movement Control Order (MCO).

    2. The Supplementary Supply (2020) Bill, 2020 which was transmitted to all the Honourable

    Member of this august House did not contain the financial allocations of the RM2.55 billion for the three stimulus packages named “Sarawakku Sayang Special Aid Package”.

    THIS HOUSE HEREBY RESOLVES THAT the Supplementary Supply (2020) Bill, 2020 be amended to include the authorization of the allocation of RM2.55 billion from the Consolidated Fund for the expenditures for the scheduled and specified services not provided for or not fully provided for in the Supply (2020) Ordinance, 2019, before it be tabled for debate in this Honourable Dewan”. Thank you. Tuan Speaker: Ahli-ahli Yang Berhormat, this Motion seeks to make an amendment to Supplementary Supply (2020) Bill, 2020. This Motion violates Standing Order 67(4), 67(7), 67(8). Under Standing Order 67(4) “On the order being read for the second reading of the Supplementary Supply (2020) Bill, 2020 the question therefore shall be put forthwith and decided without amendment or debate.”

    Standing Order 67(7) “When all the questions on all heads of expenditure in both the Supplementary Supply Bills and the Supplementary Development Estimates have been disposed of and the Bill has been passed by the Committee, the Chairman shall, without allowing amendment or debate, put to the Committee the question on the resolution on the Supplementary Development Estimates.”

    Let me read Standing Order 67(8) “When the Supplementary Supply Bill has been reported

    in the Dewan, a Motion for the third reading thereof shall thereupon be made by a Minister. Such Motion shall not require to be seconded and shall be decided without amendment or debate.” Based on those three provisions, the Motion is dismissed.

    Datuk Amar Douglas Uggah Embas): Terima kasih Tuan Speaker. Selamat Pagi, Salam Sejahtera, Salam Sarawakku Sayang. My statement this morning is on COVID-19 rate.

    COVID-19 is now a Global Pandemic. Our world faces a common enemy and we are at war with a virus. The Coronavirus does not discriminate social, racial, political or professional boundaries and background, and we are forced to confront a combination of a health and economic crisis head-on. We are in an unprecedented situation and normal rules no longer apply. We cannot resort to the usual tools in such unusual time. But in managing this crisis, we also have a unique opportunity.

    Tuan Speaker, currently, there are about 4.1 million reported positive cases in the world with

    2.4 million active cases and nearly 300,000 deaths. In Singapore, 23,300 positive cases was reported; with 20,595 are active cases and 20 deaths.

    As of yesterday, it was reported that Malaysia total positive COVID-19 cases was 6,656 with

    1,523 active cases and 108 deaths. At home in Sarawak, the total reported positive cases was 543 and 17 deaths due to COVID-19. With a total of 543 positive cases, only 166 are currently active cases.

    Out of the 40 districts in Sarawak, the total number of districts in red zone has now reduced

    to one, which is Kuching district. Eight districts are now Yellow zone (including; Samarahan, Tebedu, Lundu, Sibu, Bau, Serian, Bintulu and Limbang), while the rest of 31 districts are now categorized as Green Zone, with Miri recently turn Green yesterday. Tahniah to Miri.

    In addition to the enforcement of Movement Control Order (MCO), the State Disaster Management Committee (SDMC) under the advice by the State Security Committee had implemented several strategies and measures to curb the spread and to break the chain of the COVID-19 virus in Sarawak. Among them are:

    (a) As early as the first week of February, SDMC had made it compulsory for all travellers

    entering the State to fill in the Health Declaration Forms (now the E-Health Declaration Form) (before the MCO began);

    (b) On the 25th February 2020, we have banned foreigner entry to Sarawak. While, Sarawakians from overseas are to undergo compulsory 14 days quarantine to prevent imported cases;

    (c) It was made mandatory for all Sarawakians returning from abroad (West Malaysia, Labuan and Sabah) to undergo compulsory quarantine for two weeks – now they are required to undergo Home Quarantine;

    (d) Screening of essential services personnel and non-essential personnel with different protocols;

    (e) Introduced Stay Home Notices (with the digital wristband for reporting) to those who has undergone quarantine in Kuala Lumpur as an additional effort;

    (f) Increase screening capacities by opening up screening centres and drive-through testing; (g) Increasing our testing capability by setting up our own PCR Labs in four main hospitals and

    UNIMAS (the waiting time has been reduced from four days to two days); (h) The State Security Committee set-up two additional Committee:

    (i) Border Security Committee led by Yang Berhormat Tan Sri James Jemut Masing. The

    objective is to tighten our security at our border. We have very long border and kita banyak jalan tikus and so the Committee was tasked to block those to avoid entry from outside Sarawak.

    (ii) Food Assistance Committee led by Yang Berhormat Datuk Amar Awang Tengah. This task was to monitor the food supply and formulate strategies to distribute food to ensure distressed Sarawakians will have access to food supplies.

    (i) Set-up of four Task Force to coordinate and map out the whole operation. The task force

    were led by health care professionals and were tasked to monitor, analyse, report and focus on:

    (i) Active contact tracing exercises led by Dr. Jamilah Hashim; (ii) Preventing and controlling the next waves led by Datu Prof. Dr Andrew Kiyu; (iii) Preparedness Plan for the Big Wave led by Yang Berhormat Dato Sri Prof. Dr Sim Kui Hian; and (iv) Real-time Analysis of Data on COVID-19 led by Datu Prof. Dr Andrew Kiyu.

    These strategies have allowed us to stagger and reduce the number of cases and enable us

    to plan for our next step. Tuan Speaker,

    MCO And Its Impacts

    Nearly two months ago on the 18th of March, Malaysia decided to impose a Movement Control Order (MCO) which directed the closure of non-essential Government and private sectors; a prohibition on mass movements and gatherings and a strong advice for Malaysians to stay home.

    Fundamentally, it is a strict enforcement of social distancing on our citizens to prevent

    unnecessary human contact and break the chain of transmission of COVID-19. A preliminary report on the impact of COVID-19 to the socio-economic well-being of communities in Sarawak was conducted during MCO3. The report focused on six areas; business, agriculture, self-employment workers, education, social welfare and health.

    From the report, it is shown that all sectors are heavily affected by the effect of MCO.

    Evidently the businesses and employment sector with unemployment and reduction of monthly income (for both employees, employers and self-employed) were hit the hardest.

    Sarawak Assistance to Reduce/ Cushion the Impact

    YAB Datuk Patinggi Chief Minister; Ahli Yang Berhormat for Satok is fully aware of the

    difficulty faced by all Sarawakian, the business community, self-employed Sarawakian, SMEs and their employee, farmers, fisherman unemployed and B40s – due to the effect of the imposed MCO.

    Thus, without hesitation YAB Ketua Menteri announced three stimulus packages – the

    Sarawakku Sayang Special Aid Package or Pakej Bantuan Khas Sarawakku Sayang (BKSS). BKSS1 (RM1.15 billion), BKSS2 (RM1.11 billion) and BKSS3 (RM0.29 billion) totalling RM2.55 billion. These packages are to cushion the impact of COVID-19 on our people and businesses in Sarawak.

    In addition, RM16.4 million was allocated under Sarawakku Sayang Food Aid Programmes,

    RM10 million allocated to purchase PPE for Jabatan Kesihatan Negeri Sarawak Personal Protecting Equipment for frontliners and additional funding to run the quarantine centres throughout the State, providing accommodation for health care workers (for doctors and nurses and the frontliners).

    All these packages and support given by the State Government reflects the State’s concerns

    and active action to assist the welfare and the well-being of all Sarawakian during this MCO period. For this august House information, the State has the financial resources to implement all these

    projects it has set out to implement including Sarawakku Sayang Aid Packages which are meant to address the impacts of COVID-19 outbreak. The package Bantuan Sarawakku Sayang 2020 BKSS1, BKSS2 and BKSS 3, total of RM2.55 billion.

    The sources of funding are: (a) Contingency fund; (b) 2020 Development Budget (Micro Credit Schemes); (c) Savings from unimplemented projects and savings from Development Fund Account; and (d) RM1 billion is using fund from Bank Negara (Special Relief Fund) – The State only absorb

    interest subsidy.

    Rakyat Sarawak jangan risau. The State has the financial resources to implement the Bantuan Sarawakku Sayang programme. Some of it have been disbursed in April and for those who are well-versed with the financial system of Sarawak knows that there is no need to bring this to the Dewan for approval, because those funds are still available.

    Tuan Speaker, I was shock to read allegation by the Honourable Member for Bawang Assan

    appearing in Borneo Post on 5th May when questioning the Government ability to pay for the programme. He even pointed out that there is no contingency fund approved for 2020. Tuan Speaker, may I quote,

    The Chief Minister, when announcing the aid package, said “it is not necessary for Sarawak Government to table an additional Supply Bill for all the aid packages that have been announced. This is because the funds are already made available via the Contingency Fund plus various fund I have mentioned above, as approved by the DUN in the 2020 Budget. However, the said Yang Berhormat tadi mengatakan, there is no provision for any Contingency Fund in Budget 2020, let alone one which can pay for the aid packages of RM2.2664 billion, I’m quoting him. It calls into question as to how the Chief Minister can appropriate such large funds without approval of the DUN.” End quote.

    Tuan Speaker, it is indeed baffling for me to hear someone who had served as a Second

    Finance Minister in Sarawak for 15 years could be so Out of Touch with the State’s financial system let alone the financial mechanism that he had supported before his resignation. I cannot believe that YB Bawang Assan choose to lie and mislead the public that there is no provision of contingency reserve in budget 2020.

    Tuan Speaker, on the issue raised in the article “The Budget that never was and never will

    be” appeared in a local newspaper. I wish to inform this House that the Government is looking into the implications of the article. Although the Government will accept and always accept constructive criticisms, the Government reserves its rights to take measures to protect its integrity over insinuations of improper motives as well malicious attempts to mislead and embarrass the government.

    Tuan Speaker, we record our appreciation to the Federal Government especially YB Prime

    Minister of Malaysia for the Federal Prihatin Rakyat Economic Stimulus Packages. It has indeed reduced the burden of the Rakyat during this MCO period.

    Where Are We Now

    I am pleased to inform this august House where we are now in this war. The World Health

    Organization (WHO) has outlined six criteria for lifting slowly MCO COVID-19 restrictions.

    The SDMC along with medical experts has studied the situation in Sarawak using the six aforesaid criteria and found:

    Criteria 1: Transmission is under Controlled (Epidemiological Week, EW). Sarawak has

    managed to reduce its Weekly Incidence Rate (IR) from 2.43 per 100,000 populations at epid week (EW) 17 to 1.38 on epid week (EW) 18 and today we are in EW19 with an EW of only 0.78 per 100,000 populations. While the weekly IR for Malaysia is 1.32.

    Criteria 2: Additional Capacity in the Health System is in place to trace the change. Currently Sarawak can cope as MCO bring down the number of contacts per case. Sarawak also doing Active Case Detection. We taking further steps to improve the contact tracing and testing process.

    Criteria 3, are we able to treat and isolate patient outbreaks risks, minimized in a special

    setting like Nursing Homes. We are making the Standard Operating Procedure of compulsory screening, compulsory monitoring especially in the sensitive areas like nursing homes and so on and so forth.

    Criteria 4, preventive measures, are those in place? The State has released its SOPs and

    guidelines for businesses and public activities to adhere to before allowing any activities to begin operating especially in work places, supermarkets and wet markets.

    Criteria 5, importation risks, can be managed. This is important because majority of our

    cases are imported cases. So our ruling remain no foreigners allowed to enter Sarawak, all those returning to Sarawak from overseas are subjected to 14-days quarantine, all Sarawakians returning from Peninsular Malaysia, Sabah and Labuan will be given a Stay Home Notice, border security is to be tightened, both di laut juga di darat.

    Criteria 6, communities are engaged to adjust to the new norm. It is interesting if we see in

    the newspaper a number our kampung and our long houses, they even put a poster “orang luar jangan masuk”’. It never happened before but they did it because they are conscious of the danger of corona-virus being spread to the interior. In addition to that, it seems that the public including all of us here, adopt new normal in their daily routine e.g. wearing a mask, social distancing, clean and wash hands, that is why they supply us with hand sanitizer here, make sure you wash your hand.

    The public remained at home during the MCO as well as CMCO. Compliance of MCO in

    Sarawak was above 97%. Tuan Speaker, after analysing our situation vis-à-vis the six criteria set by World Health

    Organization and consulting the State Security Committee, we realised much has to be done. However, we need to balance between society health and economic impact to the State.

    Therefore, the State, SDMC has decided to allow economic activities to open gradually, it is

    like opening the pipe, it is not like switching the light, beginning tomorrow, 12th May 2020. Tuan Speaker dan Ahli-ahli Yang Berhormat, saya ingin merakamkan ucapan takziah

    kepada ahli keluarga mangsa yang telah meninggal dunia akibat jangkitan COVID-19. Sehingga hari ini, terdapat 17 kes kematian akibat COVID-19 telah dilaporkan sejak kes pertama positif pada 13 Mac 2020.

    Saya turut menzahirkan harapan supaya rakyat Sarawak terus berdoa agar bersama-sama

    memanjatkan doa mengikut agama masing-masing supaya usaha membendung wabak COVID-19 ini dirahmati, diberkati dan situasi dapat ditangani serta berakhir dengan segera.

    Hasil daripada usaha bersungguh-sungguh yang dilakukan oleh para petugas barisan

    hadapan dan disiplin semua rakyat Sarawak sepanjang tempoh Perintah Kawalan Pergerakan dan Perintah Kawalan Pergerakan Bersyarat dilaksanakan, kita telah berjaya menjadikan 31 daerah daripada 40 Daerah di Negeri kita berstatus hijau. Kawasan-kawasan ini tidak mencatatkan sebarang kes positif COVID-19 terbaharu dalam tempoh 14 hari.

    Tuan Speaker, Sarawak has been on the right track. We have witnessed our cases peaked

    and gradually observed the flattening of the curve. Our positive cases maintained in single digit these couple of days. Numbers of district turning green has increased. However, we should not be complacent. Until the COVID-19 vaccine is found or some medicine, there is not much reason for us to believe and expect that this pandemic will come to a quick and decisive end.

    According to the Imperial College report, even if it peaks, reversed waves could occur as we

    have seen in Singapore. Therefore, let us remain united, resolve resolute and exercise restraint, tak perlu main politik masa COVID in our fight against COVID-19.

    Take sensible precaution, help one another, stay calm, stay safe and save lives. With the

    cooperation and support of everyone, we will win this war!

    Tuan Speaker, The First Supplementary Estimates of Ordinary Expenditure, 2020 as

    contained in Command Paper No. 5 of 2020 comprising an additional sum of RM382,320,763 is laid before the House in pursuant to Article 32 of the State Constitution. This additional expenditure is to meet the following: (a) RM65,906,000 for Bantuan Khas Kewangan for Federal Government Civil Servants working

    in Sarawak for year 2019; (b) RM45,300,000 for the Village Development and Security Committee (JKKK) to meet the

    operating expenses including allowances to chairman and secretary of JKKK; (c) RM28,000,000 for purchase of six unit vessels for the security of Sarawak Coast Guard

    (SCG); (d) RM50,000,000 for rebuilding and repair of the dilapidated long houses in year 2020; (e) RM129,838,475 as State grant to 26 Local Authorities for the period of 2016 to 2019, to

    compensate for the loss of revenue as a result of the reduction in assessment rates for residential properties which took effect from 2016;

    (f) RM4,705,000 is required for the implementation of Kenyalang Gold Card program to enhance the wellbeing and welfare of Sarawakian aged 60 years and above;

    (g) RM3,516,500 is required as financial assistance for treatment of Sarawakian kidney patient (h) RM30,473,140 for subsidy on electricity connection charges for low-income households in

    the urban areas throughout Sarawak; (i) RM8,000,000 for subsidy on the free water scheme particularly for the rural communities

    throughout the State; (j) RM3,906,170 is required to cater for Rabies Control and Elimination Programme in 2020;

    and; (k) RM12,675,478 is for the implementation of a flat rate bus fare of RM1.00 per trip per person

    for all urban public bus transport in Sarawak for year 2020.

    “That this Dewan resolves to refer to the Committee of Supply the First Supplementary Estimates of Development Expenditure, 2020 as contained in Command Paper No. 7 of 2020 laid on the Table on 11th May 2020.”

    Command Paper No. 7 of 2020 is laid before the House in pursuant to Section 4(2) of the

    Development Funds Act, 1966.

    As presented therein, there are 22 Sub Activities and 37 Sub-Sub Activities for which the additional provisions are required. The total additional allocation of RM788,900,000 is required to meet expenditures as follows: (a) RM314,700,000 is required by Ministry of Infrastructure and Port Development to implement

    various projects such as:

    (i) Jalan Sg. Bidut/ Kampung Tutus/ Kampung Sebedil/ Kampung Bungan Kecil, Sibu Division amounting to RM32,500,000;

    (ii) Membina Jalan dari Sibu Jaya ke Jalan Kong Yit Khim, Sibu amounting to RM34,000,000;

    (iii) Proposed upgrading and rehabilitation of Belaga to Menjawah Road, Kapit Division amounting to RM39,000,000;

    (iv) Pembinaan Jalan Rantau Panjang/ Rassau di Batang Igan Fasa 1 amounting to RM19,200,000

    (v) Proposed Sg. Limbang Bridge, Sg. Bunut No. 2 Bridge and Connecting Roads, Limbang Division amounting to RM30,000,000;

    (vi) Proposed Balance Cantilever Bridge over Batang Kemena at Sebauh, Bintulu amounting to RM20,000,000;

    (vii) Proposed upgrading of the existing eight bailey bridges along Lundu-Sempadi Road, Kuching, Sarawak amounting to RM40,000,000; and

    (viii) Replacement of Temporary Council Bridges amounting to RM34,000,000. (b) RM50,000,000 is required by Ministry of Utilities for the implementation of Projek

    Pembekalan Tenaga Elektrik ke sekolah-sekolah yang belum disambung dari grid. (c) RM37,000,000 is required by Ministry of Urban Development and Natural Resources for the

    followings:

    (i) Implementation of Redevelopment of Kampung Datu, Kuala Lawas, Limbang amounting to RM25,000,000; and

    (ii) Implementation of Projek Penempatan Kampung Sungai Bedaun, Kuching amounting to RM12,000,000.

    (d) RM10,000,000 is required by Ministry of Modernisation of Agriculture, Native Land and

    Regional Development for the implementation of the proposed site preparation, earthworks and infrastructure works at RGC Long Lama, Miri.

    (e) RM132,200,000 is required by Ministry of Local Government and Housing to complete the following contractually committed projects:

    (i) Implementation of Loji Kumbahan Serantau dan Rangkaian Paip Pembentungan Miri

    (Fasa 1) amounting to RM88,900,000; and (ii) The construction of Miri City Hall amounting to RM43,300,000.

    (f) RM95,000,000 is required by State Financial Secretary for the following;

    (i) Implementation of Pembinaan RMM di Darul Hana amounting to RM30,000,000; (ii) Implementing of Pembinaan RMM di Ranggau, Limbang amounting to RM15,000,000;

    and (iii) Grant to Mutiara Mortgage Sdn. Bhd. amounting to RM50,000,000.

    (g) RM150,000,000 is required by State Secretary for the implementation of various ongoing

    Projek Rakyat throughout the State. Details on the additional expenditure are provided in Command Paper No. 8 of 2020.
