A sign of fresh efforts to address law and order, economic development, and improved government service, the new administration articulated its election campaign promises in the recently formulated EXECUTIVE-

LEGISLATIVE AGENDA (ELA) for CY 2016-2019, which has been mutually developed and agreed upon by the executive and legislative departments of the Local Government Unit of the Island Garden City of Samal (LGU-IGaCoS) in consultation with the various concerned stakeholders. It is a promise which WE can and will keep. Top-billing the agenda of both the executive and legislative departments of LGU-IGaCoS is the provision of logistics support for public order, which the new administration has pursued relentlessly. Also high in the agenda is the provision of logistics support for safety and emergency preparedness to ensure resiliency of communities against adverse impact of disaster and climate change. Moreover, the new administration tries to deal with the decade-long underdevelopment of the city through improved infrastructure facilities and utilities in support to tourism industry, improved city living condition through sustainable economy; giving priority to tourism investment, marketing and promotion. The other priorities in the list include development of social sector through improved education, social welfare and access to quality health services; integration of environmental plan for sustainable development; and good governance (transparency, livability, bankability and participation). To borrow the language of President Rodrigo Roa Duterte, no leader, however strong, can succeed at anything of national importance or significance unless he has the support and cooperation of the people he is tasked to lead and sworn to serve. As such, I expect and call on my fellow public servants to respond accordingly to the battle cries of the Samaleños hungry for genuine and meaningful change. May we make use of the ELA as our springboard to change. From this day forward, let’s hit the ground running!

GREETINGS!

For eighteen years, all of us are yearning for the envisioned growth and development of our beloved Island Garden City of Samal. The time has come for Samaleños to experience the real meaning of public service because public service is public trust.

Let change begin now with this Executive and Legislative Agenda (2016-2019) as our commitment to propel Island Garden City of Samal to greater heights. Let this be the roadmap of this administration for the next three years and the handbook of us, the officials, who will deliver its fulfillment. Rest assured that the Legislative body will always support our Mayor Al David T. Uy and the Executive offices to fulfill our goals in this Agenda, and our promise, my promise to offer each one of you the meaning of what true and honest public service is all about.

This Executive and Legislative Agenda (2016-2019) is not only for the officials who will work hard to reach its accomplishment, but most especially for the constituents of the Island Garden City of Samal who deserve a faster, efficient and best service to every call. I will be with you in every step, heeding every call and leading the change together with the Legislative department. Together, we will not only settle for what is enough but will collectively strive for what we should have become: the most famous City in the Philippines.

This is a covenant made and entered into on October 10, 2016, by and among:

AL DAVID T. UY, City Mayor, and all Department Managers of the Island Garden City of Samal;

andORLY A. AMIT, City Vice-Mayor,

and all the members of the 7th Sangguniang Panlungsod of this City.

WITNESSETH

WHEREAS, as partners of the national government in development, local government unit assumes the challenging tasks in accelerating economic development to combat poverty and thereby ensure transparency and accountability in public service;

WHEREAS, the attainment of a progressive Island Garden City of Samal requires the formulation of the Executive and Legislative Agenda (ELA) which shall serve as guide in charting and tracking development programs and services towards the realization of the LGU’s Vision, Mission and Goals in a given term of the City officials;

WHEREAS, the unified Executive and Legislative Agenda are classified into; Administrative Support, Public Order and Emergency Preparedness, Improved Infrastructure Facilities and Utilities, Development of Social Well-Being, Economic Prosperity, Sustainable Urbanization and Environmental Management and Good Governance.

NOW, THEREFORE, in consideration of the foregoing, we hereby bind ourselves to undertake and support the formulated Executive and Legislative Agenda and to take actions relevant to its implementation.

The Island Garden City of Samal, 2008–2017 “The Urban Center in a Garden Setting”

To pursue sustainable urbanization for the Island Garden City of Samal – prudently putting in place appropriate urban amenities for a community of dignified constituents living in an atmosphere of good governance, and keeping intact its natural endowments and cultural

heritage.

ECONOMIC. To upscale the City’s state of development and the living condition of its constituents through a vibrant and sustainable economy mobilizing its local resources while maintaining a well-balanced ecology.

SOCIAL. To establish a livable community where people enjoy the bliss of life — secured by and at peace with the abundance of natural endowments and assured of basic social services fundamental to the fullness of human development.

INFRASTRUCTURE. To put in place appropriate and sustainable urban amenities that usher in a vibrant economy, sustain the cohesiveness of communities, enhance the eco-systems, and ensure the well-being of constituents.

ENVIRONMENT. To nurture nature by becoming a garden city — harmoniously blending urban and rural development keeping in place protected habitats and well-balanced eco-systems.

LOCAL GOVERNMENT ADMINISTRATION. To constantly enhance local governance mechanisms that would promote transparency and accountability, facilitate people empowerment, responsible citizenship and stakeholders’ participation, and institutionalize mechanisms that would converge and synergize effective and efficient resource mobilization and utilization.

“RESOLUTION ADOPTING THE EXECUTIVE AND LEGISLATIVE AGENDA (ELA) OF THE CITY GOVERNMENT OF THE ISLAND GARDEN CITY OF SAMAL FOR THE TERM OF OFFICE 2016-2019”

WHEREAS, an Executive-Legislative Agenda (ELA) is a plan document that is mutually developed and agreed upon by both the Executive and Legislative Departments of an LGU. It is an integrated plan that contains the major development thrusts and priorities of both the executive and legislative branches towards a common vision for the locality;

WHEREAS, the City Government Officials of the Island Garden City of Samal recently convened and crafted an Executive and Legislative Agenda which will serve as the development roadmap of the LGU for 2016-2019;

WHEREAS, the formulated Executive-Legislative Agenda (ELA) focus on the important sectors of development particularly infrastructure, good governance, public safety and welfare, tourism, social welfare, health, education, economic, food security and environmental development;

WHEREAS, on 13 September 2016, Honorable Al David T. Uy, City Mayor, issued Executive Agenda No. 2016-84 relative to the passage of a resolution adopting the Executive-Legislative Agenda (ELA) of the City Government of the Island Garden City of Samal for the term 2016–2019;

WHEREAS, after discussion and deliberation, the August Body deemed it necessary to adopt the proposed Executive and Legislative Agenda enunciated in Executive Agenda No. 2016–84.

NOW, THEREFORE:

Be it RESOLVED, as the Body hereby resolved, to adopt the Executive and Legislative Agenda (ELA) of the City Government of the Island Garden City of Samal for the term of office 2016-2019.

RESOLVED, FURTHER, that copies of this resolution be furnished to the Office of the City Mayor, City Planning and Development Office, for information and guidance.

RESOLVED, FINALLY, that copies of this resolution be furnished to Ms. Rosario P. Laid, CLGOO, Department of Interior and Local Government – IGACOS, and others concerned offices, for information and reference.

The Island Garden City of Samal was created from the merger of the municipalities of Babak, Samal, and Kaputian by virtue of Republic Act. No. 8471 which was signed by former President Fidel V. Ramos on January 30, 1998 and overwhelmingly ratified later by its residents on March 7 of the same year.By political jurisdiction, the Island Garden City of Samal is a component city of the province of Davao del Norte. As a result of the merger, the three municipalities ceased to exist, thus the newly created city assimilated all the jurisdiction, assets, and

physical characteristics of the former municipalities which now become its three Sanggunian Districts — with Babak as District l, Samal as District ll where the political seat of the city government is located, and Kaputian as District lll.

BASIC INFORMATION:

Location. Island Garden City of Samal is located at the heart of Davao Gulf, separated from mainland Mindanao by same body of water. The Island is accessible via 15-minute motorboat ride from Km-11 in Sasa, Davao City to Babak port, 45-minute ride from Sta. Ana wharf, Davao City to Samal and Kaputian ports on board similar transports. Roll-on/Roll-off ferryboats that carry vehicles and trucks are also plying the route from Barangay Kinawitnon in Babak District to Km-11 in Sasa, Davao City. The City has five seaports located at Kaputian, Samal, Babak, Kinawitnon and Sta. Cruz of Talicud Island. Physical Features. There are two main Islands in IGaCoS; Samal Island and Talicud Island which are situated at the Southern point. Other smaller Islands namely; Malipano, Big Liguid and Little Liguid are also part of the city. In terms of land area , IGaCoS has a total area of 30,130 which is generally classified as follows :

The island has an estimated length of 34 kms. and width of 15 kms., which is characterized by mountain ranges at the eastern part with an estimated elevation of 532 meters above sea level at Tayapoc and Puting Bato point. The flat terrain is found largely at the northwestern and central parts of Babak district. The gently sloping areas are found mostly along the coastlines, which is about 118 kms. The Island Garden City of Samal has an evenly distributed rainfall throughout the year and a typhoon free climate, which makes it ideal for agricultural production. Copra, mango, corn, vegetables, citrus and fish are the major products of the island. Livestock production is also a major product with Davao City as the primary market. In addition, rice is also produced in the barangays of Libuak in Babak and Aumbay in Samal districts.Although the City’s economy depends greatly on agriculture, its rich natural endowments have ushered to its rising as one of the eight (8) anchor tourism destinations in the Philippines — home to about 50 resorts, cradle of the best dive sites in Davao Gulf, and host to the sanctuary of the world’s biggest population of fruit bats. In this light, the Island Garden City of Samal has the following potentials for investments:

The City Government of the Island Garden City of Samal expresses its heartfelt gratitude to all the Members of the Executive Department under the leadership of the honorable Mayor Al David Torres Uy and all the Members of the Legislative Department headed by the honorable Vice-Mayor Orly Adormeo Amit, who devoted time and exerted effort for the making of the Executive-Legislative Agenda anchored to the local development thrust in this political term 2016-2019.

A warmhearted thanksgiving to Professor Ricardo P.
