Dear NOBLE Family and Friends, 2015 has been a productive and rewarding year for the Chicago Metropolitan Chapter. Our chapter’s efforts and engagement have been deep and far reaching. Our members have given of themselves in incredible selflessness, dedication, and passion for the mission of our chapter and National NOBLE. And for that stellar effort, I am extremely grateful. I would be remiss not to acknowledge all of our friends, partners, and supporters without whom we would not have accomplished what we did this year. It indeed requires the community and all of us to be part of the conversation, the building, and improvements of our communities. And as law enforcement continues its transition from a “warrior mentality” to a “guardian mentality,” remember what the Lord requires of us: To do justice, love mercy, and walk humbly with your God (Micah 6:8). 2015 Networking Event

Chief Williams’ vision for the April Networking Event was to bring law enforcement and other stakeholders together in order to share the various initiatives that NOBLE had undertaken. Chief Williams shared the following message: “This is a crucial time in our nation and our communities and the Chicago Chapter of NOBLE (National Organization of Black Law Enforcement Executives) is seeking new members and partners as we leverage current relationships to carry out our core mission. NOBLE’s Mission Statement is: “To ensure equity in the administration of justice in the provision of public service to all communities, and to serve as the conscience of law enforcement by being committed to Justice by Action.” In light of recent events around the nation, our chapter seeks to: • Provide positive mentoring opportunities for youth • To facilitate frank, honest and transparent discussions between law enforcement

and citizens to build, maintain and sustain public trust in policing • To reduce domestic violence and violence associated with illegal firearms, gangs

and drugs • To safeguard against terrorist threats (home grown), nationally and around the

world We welcome your input as a member and as a partner in this most important endeavor. Please join us on April 22, 2015 as we showcase what we have accomplished and more importantly, what we can do in partnership going forward.” In addition to law enforcement personnel, the event was attended by governmental agencies, businesses, educators, community-based organizations, elected officials as well as members of the bar and bench. In order to regain, maintain and sustain the public’s trust, it is imperative that everyone’s voice is represented. The conversation started this year will continue and must in fact continue.

Community Building

From our January “Selma” Screening & Youth Forum in collaboration with the Chicago Area Alumni Association of Morehouse with over 400 young people in attendance to the town halls and interactive youth workshops at various churches and numerous Q&A sessions with different groups in our community, our chapter answered the call to participate and lead community building conversations in the context of law enforcement and community interaction, working towards peace, unity, and collaboration. In 2015, our chapter organized or participated in over twenty events of various sizes, reaching over a thousand young people. Through our new “Stronger Together” initiative, our chapter sought to rebuild the bonds between the community and law enforcement through its neighborhood walks & clean-ups in the Roseland, West Garfield, and Englewood communities as well as the first youth “Gamer Tournament” which brought young people from the south and west side of Chicago together with Chicago police officers in fierce but friendly competition in a video game tournament. Students who participated in “The Law & Your Community” program this year were invited to submit a spoken word piece, a poem, a rap, a song, or pictures centered around the theme of peace in our streets for our “We Need Peace Now” campaign which will run until the end of the 2015-2016 school year and culminate in a showcase right before summer break in 2016. The goal of these efforts was to have both sides see each other as human beings, as neighbors, as members of the same community. Our community conversations this year also resulted in the creation of a palm card with “Tips to Stay Safe in Any Neighborhood.” These palm cards have been in high demand from churches, educational entities and community organizations and has been adapted by the Chicago Police Department.

Teen Driver Safety Program

Through the generous support and sponsorship of State Farm Insurance, our chapter was able to provide numerous sessions of its “Teen Driver Safety Program” in the Chicago metropolitan area. Through this program, participants learn responsible driving as well as how to interact with law enforcement during traffic stops. The program’s centerpiece is an innovative driving simulator which tests the “Driver’s” reaction and attention amidst the common distractions we all face on the road. In 2015 our chapter offered this program approximately twelve times in locations as far north as Evanston and the city’s south side reaching approximately 1,935

NOBLE’s “The Law & Your Community”

National NOBLE’s launch of its “The Law & Your Community” law literacy and community-building program could not have come at a more fitting time. Right before the events in Ferguson and in other parts of the country, including Chicago, unfolded this crucial and comprehensive program made its debut. While our chapter has run the program since January, the program reached a new level of attention when Mayor Emanuel announced the expansion of the program within the Chicago Public School system at the June meeting of his Commission for a Safer Chicago. At that point, “The Law & Your Community” had been at the Ryder, Spencer, and Sherwood Elementary Schools during the summer months. The expansion of this 12-session program took place this fall to include Ellington, Leland, Wendell Holmes, Burke Elementary Schools as well as the Austin Multi-Plex. NOBLE also partnered up with Citizen Schools, which provides after-school programs to public schools in the inner cities across the nation, and provided the program at Woodson South Elementary this fall. The program has also been introduced in the Evanston area by NOBLE members who are part of the Evanston Police Department. There are plans to introduce the program in South Holland and Thornton Township in the coming months. Director of Community Relations Carla Kupe-Arion has trained 280 individuals, half of them Chicago Police Department members, since the program was first launched in January of this year. NOBLE and “The Law & Your Community” has received some media attention. NBC5 visited the program at Spencer while the Chicago Tribune interviewed students and NOBLE members at Woodson Elementary. NOBLE members have also appeared on WGN as well as radio stations such as WKKC and WSRB to talk about these issues. Our chapter receives requests for this program or Q&A sessions centered around law enforcement-community interaction every week and our members have responded to that need generously in their time, passion, and dedication since January. Community Support

Our chapter was able to provide several events in support of our communities this year. Most notable was this year’s first Annual Father-Daughter Dance NOBLE organized in collaboration with the 5th, 7th, and 9th Districts’ CAPS offices of the Chicago Police Department. The event’s impact was as far-reaching as Greensboro, North Carolina, where the police department there followed suit with a similar event. Our event even drew media attention, including that of Al Sharpton on MSNBC.

Through our partnerships, our chapter was able to take approximately 100 children to a WNBA Chicago Sky Game at the Allstate Arena and about 20 young people to a White Sox game right before the start of the school year. In collaboration with the Chicago Police Athletic League, NOBLE organized a Youth Basketball & Mentoring Camp at the Chicago Police Academy facility with retired NBA players. NOBLE was also able to lend assistance to the Ray McElroy Pro Football Youth Camp again this summer. Our chapter provided scholarships to two graduates of the Chicago Police & Firefighter Training Academy. NOBLE provided community building and care packages for the residents of the Washington Park Manor at a Father’s Day event with Solid Rock Outreach Mission. Our chapter also provided back-to-school readiness in the form of free immunization and dental check-up vans. Looking Ahead

Chicago Police Department Recruitment The Chicago Police Department announced that it will hold an Entry Exam in April of 2016. The deadline for any application submissions is January 31, 2016. To that end, our chapter will offer preparatory workshops to members of our community in February and March which will cover a comprehensive overview of the entire application process including having participants take a written exam as well as the POWER test. If you or someone you know is interested in attending these workshops, please email our Director of Community Relations, Carla Kupe-Arion, at [email protected]. “The Law & Your Community” Development The COPS Office of the Department of Justice will conduct a field visit of one of our “The Law & Your Community” sites towards the end of January in order to evaluate the benefits and effectiveness of the program for possible support by the DOJ.
