Message from the Director

Itrsquos Spring The sun is out the birds are singing and its time to get moving as we ldquospringrdquo into action with Transformation 30 HAFSGrsquos top priority has been and continues to be readiness Challenged with forecasting the future toward a changing character of warfare HAFSG requested UTC relief for more expeditionary and patient movement capability Under Transformation 30 we are taking the next step and have shifted the UTC construct to adapt to the increased T-10 taskings I know these initiatives are causing concern Change is never easy especially when yoursquore trying to implement multiple levels of change at the same time The 2017 2018 and 2019 National Defense Authorization Acts directed the largest ever military healthcare transformation and the bottom line is if we donrsquot take action to shape the future of the ANGMS others will

We have the unique opportunity to maximize our ability to provide medically-ready forces and ready medical forces With change underway across the entire Military Healthcare System I want to be clear as to what you can expect during this transformation We are committed to doing everything we can to keep our flight surgeons and other providers in place and available to help meet mission requirements This includes but is not limited to working with NGBA1 to maximize the use of the 100 + initiatives As we continue to push forward I invite you to speak up if something isnrsquot working Tell us how itrsquos not working and bring proposed solutions to the table Thank you for all you do and keep the comments coming

Medical Field Advisory Council (MEDFAC) Update

Hello from the MEDFAC

There are three important components to be relayed in the Heads Up message from the MEDFAC First to update you on the ADFAC information from the very short meeting in April The questions were regarding the MEBDES process and our list of priorities and how any of these have changed with the transformation The answer - The full time provider positions must be attractive enough to be filled as in the transformation the Drill Status Guardsman will be training for Title 10 missions Additionally the supporting 4N and 4A is paramount to support Here is where all of the Wings can helphellipCol Desko needs data to show the full time providers have made a difference How having the full time provider has resulted in less time to prepare (I)RILOs less people on profiles (ie more Airman are ready to deploy) more timely PHAsanything you are tracking

The second component of the message is to discuss the role of the MEDFAC The MEDFAC is an advisory council to assist the NGBSG with communication from the field while supporting needs of the NGBSG to gain support from ldquothe linerdquo via the Air Directorate Field Advisory Council (ADFAC) During the transformation NGBSG briefed the MEDFAC in February to ensure we understood the concept to better take input from the field As many of you know the transformation was a process held in A8 which would release no specific information about the transformation to anyone including the MEDFAC prior to the final approval of ANG line leadership Once approved letters were emailed to units and the MEDFAC role is now to consolidate any feedback and carry the message to the NGBSG The conduit to NGBSG has been functioning and will continue to do so as long as the field has input The MEDFAC did not have any opportunity to ldquopeak under the tentrdquo in the process as information was held tightly in the grips of NGBA8 Please send to me any input to share with NGBSG

2 Position Description -Provides direct support for the following functions Management of established policy and oversight of ANGMS daily financial management program in conjunction with NGBFM guidance and fiscal appropriation law Creationpreparation NGBSGs portion of the annual NGBFM Financial Plan (FinPlan) amp Budget Guidance used in executionmanagement of medical resources by wing comptrollers Verificationvalidation of funding requirements of 90 ANG Guard Medical Units (GMUs) amp 9 Aeromedical Evacuation Squadrons (AESs) via FinPlan submissions Ensures submissions are accurate and unfunded requirements are properly advocated for and resourced as applicable -Allocation and management of distribution of Operations amp Maintenance (OampM) and Military Personnel (MilPers) funds for ANG medical units in accordance with ANGRCFM budget guidance and fiscal appropriations law NGBSG Alternate Financial Official Person of Record for fiscal year-end closeout amp shares responsibilityaccountability for funds amp resources expended by NGBSG amp the GMUs Ensuring all financial transactions are accurately tracked through the Open Document Listing process in coordination with NGBCCYF Assisting NGBSG Division Chiefs amp functionals on matters relating to medical program funding and the proper execution of both OampM and MilPers funding for those programs Member of the ANG Financial Analysis Working Group Advocates for NGBSG amp Air National Guard Medical Services (ANGMS) funding through ANG corporate amp Air Force processes -Performing extensive research to ensure that all financial transactions are accurately tracked through the Open Document Listing (ODL) amp Tri-Annual Review (TAR) processes Distribution of funds through the Checkbook software program Preparation of accountability records and reports Daily oversight of resources using Commanders Resource Integrated System (CRIS) Daily use of Defense Enterprise Accounting Management System Automated Business Services System (DEAMSABSS) for the processing of all financial documents to include Form 9s Military Interdepartmental Purchase Requests fund cite letters and travel orders Preparation and presentation of briefings on different aspects of NGBSG financials Providing extensive information education and training to medical units regarding budgeting process funding issues and manpower issues through briefings newsletters memorandums email and telephone Attending seminars workshops and conferences on behalf of NGBSG office
