the ‘Report on Sixth Economic Census, Manipur, 2013’. As the census covers all the establishments
engaged in production/distribution of goods/services, the report will definitely prove to be useful to
Planners, Administrators, Scholars and data users in general in understanding the scenario related with
the establishments in the State of Manipur.
I appreciate the contribution of all those associated in the preparation of this report starting
from the planning/conduct of the census till the generation of the Report.

FOREWORD
I am very happy to know that the Directorate of Economics &
Statistics, Manipur is bringing out the Report on Sixth Economic Census,
Manipur, 2013. This report is based on the official count of all
entrepreneurial units located in the geographical boundary of Manipur.
A new and important feature of the 6th Economic Census, 2013 is the
collection of information on handicrafts / handloom. Manipur being a state
famous for its handicrafts & handloom products, the information generated
through this report will give a picture of the extent of the contribution
of the handicrafts / handloom sector to the economy of the State. Further,
the magnitude of the role of women entrepreneur inn the State can also be
assessed from the report in addition to other aspects of the establishments
found in the State of Manipur. This report will go a long way in enlighting
the data users about the establishment existing in the State.
On behalf of the State Government, I heartily congratulate the
officers and staff of the Directorate of Economics and Statistics,
Government of Manipur for their sincere and valuable efforts in bringing

PREFACE
Economic Census (EC) is the complete count of all establishments i.e., units/undertakings
situated in a single location in which predominantly one economic activity is carried out for
production of goods/services meant for sale, wholly or partly, within the geographical boundaries
of the country. The Government of India launched the scheme of Economic Census to bridge the
data gaps of unorganised sector of the economy.
The 1st EC was conducted in 1977 followed by the 2nd, 3rd, 4th and 5th in 1980, 1990, 1998
and 2005 respectively. In view of the rapid changes in the structure of unorganised segments due
to high mobility and mortality of the small units and also emergence of new units, the conduct of
the 6th EC is needed.
The 6th EC was conducted in 2013 in which the ultimate area unit of enumeration is the
Enumeration Block (EB) of Population Census (PC), 2011. In order to ensure complete coverage,
the Layout Map and Abridged House List of PC, 2011 are used to locate and identify each and
every house in the EB.
The ‘Report on Sixth Economic Census, Manipur, 2013’ provides information on
establishments and employment by type of establishment, sector, activity, nature of operation,
ownership, social group, religion and source of finance.
An important feature of the 6th EC is the collection of information related with
establishments having 8 or more workers. Further, for the first time, data about the
handloom/handicraft activities are collected to enable assessment of the contribution of the
artisan community to the economy.
The accomplishment of the District Statistical Officers (overall in-charge) in the conduct
of the 6th EC under the guidance and direction of the Chief Secretary, Deputy Commissioners and
other senior level officers would not have been possible without the painstaking field work
carried out by the officials of the Social Welfare Department, Manipur, Nehru Yuva Kendra,
Directorate of Economics & Statistics, Manipur. The services of all those, who were involved,
directly/indirectly, in the 6th EC right from planning, execution of field work, supervision,
scrutiny, coding to data processing are highly appreciated. The efforts put in by Smt. Ch Bimola

CHAPTER I
INTRODUCTION
Effective and good planning at state and national level requires adequate and reliable
information at micro level. Information for organized sector is more or less available
comparatively to those of the unorganized sector which is assuming an increasingly greater
role in generation of employment and income. The Economic Census (EC) is one of the basic
tools for covering the unorganized sector.
The Bowley Robertion Committee launched a study in 1934 to explore the
possibilities to conduct EC in India which did not materialize. Later, the Central Statistics
Office (earlier known as Central Statistical Organisation), Ministry of Statistics &
Programme Implementation (MoSPI), Government of India launched the scheme of
Economic Census in 1977 to meet the long felt need towards the generation of data in respect
of unorganized non-agricultural sector of the economy. Thus, the First EC was conducted by
the Central Statistics Office (CSO) in 1977 followed subsequently by five ECs in the years,
1980, 1990, 1998, 2005 and 2013.
EC is the complete count of all establishments (Units engaged in production and/or
distribution of goods and services not for the purpose of sole consumption) located within the
geographical boundary of the country.
1.2. ECONOMIC CENSUSES CONDUCTED:
Under the aegis of the Central Statistics Office (CSO), (MoSPI), Govt. of India, the
Directorate of Economics & Statistics, Manipur have conducted six Economic Censuses in
the years 1977, 1980, 1990, 1998, 2005 and 2013. In the first Economic Census, 1977, data
pertaining to type of activity, number of persons, type of ownership etc. for non-agricultural
establishments employing at least one hired worker on a regular basis were collected.
The second Economic census was conducted in 1980 along with house-listing
operations of 1981 Population Census. In this census, data on items such as location of
enterprises, description of economic activity carried on, use of power/fuel, workers for both
agricultural and non-agricultural enterprises were collected by the field staffs engaged by the
Director of Census Operations, Government of India, Imphal Division. The Directorate
Economics & Statistics, Manipur carried out processing of data, preparation of reports of the
census and publication as well.
The third Economic Census was also conducted in the year 1990 along with the
house-listing operations of the Population Census 1991 excluding crop production and
plantation. Computerization of the third Economic Census data in respect of Manipur was
carried out by the Directorate of Economics & Statistics, Govt. of Manipur in collaboration
with the NIC, Manipur State Unit and NIC, North Eastern Council (NEC), Shillong.

The fourth Economic Census was conducted in 1998 independent from the Population
Census. The EC was monitored by the State Level Economic Census Committee headed by
the Chief Secretary, Govt. of Manipur and field enumeration was executed under the District
Level Economic Census Coordination Committee headed by the Deputy Commissioners
(DCs) of the concerned districts.
The fifth Economic Census was conducted in 2005 covering all economic activities of
either agricultural (excluding crop production and plantation) or non-agricultural sectors of
the economy. Information on location of establishments, description of the activity, nature of
operation, type of ownership, social group of owner, power/fuel used for the activity and
number of persons usually working in the establishments were collected. Besides the data
were collected from different establishments such as Own Account Establishments (OAE),
Non-Directory Establishments (NDE) and Directory Establishments (DE). One of the new
features in the 5th
EC was the inclusion of ‘ADDRESS SLIP’ for enterprises employing 10 or
more workers. The filled-in schedules were scanned by the Data Centre, Directorate of
Census Operations, Registrar General of India, Guwahati using Intelligent Character
Recognition Technology (ICRT). Updation of data was done by the officers/officials of the
Directorate of Economics & Statistics, Manipur.
1.3. NEED FOR THE SIXTH ECONOMIC CENSUS :
Establishments of the unorganized sector are subjected to morbidity and mortality.
Frequent changes in the structures of unorganized segments of non-agriculture sector
occurred due to unpredictable nature of small establishments. Therefore, periodic Economic
Census is necessary to update the frame/list of establishments of the unorganized segment of
non-agriculture sector. To meet the requirements of the users and to update the frame of
establishments, the Sixth Economic Census (6th
EC) is necessary.
1.4. SCOPE AND COVERAGE OF THE SIXTH ECONOMIC CENSUS:
The Directorate of Economics & Statistics, Manipur conducted the 6th
EC under the
Collection of Statistics Act, 2008 by collecting data from all units/establishments engaged in
production or distribution of goods or services other than for the sole purpose of own
consumption in respect of both agricultural (excluding crop production and plantation) and
non-agricultural (excluding public administration, defence, compulsory social security,
activities of households as employers of domestic personnel, activities of territorial
organizations and bodies and gambling & betting activities) sectors.

1.5. COMMITTEES AND WORKING GROUPS:
A State Level Steering Committee (SLSC) headed by the Chief Secretary was
constituted on the 15th
June, 2011 to look into the various aspects relating to the Sixth EC.
The composition of the SLSC was as given below:

2. The Commissioner (Economics & Statistics) Member
3. The Commissioner (Higher Education) Member
4. The Commissioner (School) Member
5. The Commissioner (Planning) Member
6. The Commissioner (Revenue) Member
7. The Commissioner (Information & Public Relation) Member
8. All Deputy Commissioners, Manipur Member
9. The DDG, CSO, MoSPI, Govt. of India Member
10. The DDG, FOD (National Sample Survey Office), Govt. of India Member
11. The Director (Economics & Statistics), Manipur Member Secretary
THE TERM OF REFERENCE OF THE SLSC ARE:
i) to secure inter departmental coordination and linkage in the conduct of the Economic
Census
ii) to certify manpower to be deployed in the enumeration and supervision of the 6th
Economic Census and
iii) to monitor, review different phases of the 6th
Economic Census.
Besides, nine members District Level Coordination Committees (DLCC) were also
originally constituted under the Chairmanship of Deputy Commissioner vide Government
Order No. 6/3/2005-E & S dated 15th
June, 2011. The composition of the DLCC was:
1. The Deputy Commissioner Chairperson
2. The Addl. Deputy Commissioner Member
3. The Superintendent of Police Member
4. The District Education Officer Member
5. The Chief Executive Officer, District Council Member
6. All the Sub-Divisional Officers Member
7. The District Information Officer Member
8. The District Health Officer Member
9. The District Statistical Officer Member Secretary

THE TERM OF REFERENCE OF THE DLCC ARE:
(i) to coordinate the conduct of the 6th
Economic Census
(ii) to detail manpower to be deployed in the enumeration and supervision of the 6th
Economic Census and
(iii) to monitor different phases of Economic Census.
1.6. NEW FEATURES :
In the 6th EC, (i) House and Establishment Listing Schedule (6A) which was formed
by merging “House List” and “Enterprise Schedule” of the Fifth EC and (ii) Directory of
Establishment Schedule (6C) which was modified from “Address Slip” schedule of the Fifth
EC for developing Business Register were canvassed. Enumeration Blocks (EBs) of
Population Census 2011 were used as primary geographical unit for both rural and urban
areas for the purpose of listing of establishments in order to facilitate the linking of Census
2011 database with the Sixth EC at the lower geographical levels like EBs and wards. In this
census, data/information about the handloom/handicraft activities were also collected for the
first time for highlighting the rate of contribution made by the artisan communities to the
economy.
1.7. FIELD OPERATION :
For the 6th EC, Enumeration Blocks (EBs) which were used as the ultimate area unit
of the Population Census 2011 were also used as an area unit for the purpose indicated at
Para 6 above. For the field work, anganwadi workers and officials of the Directorate of
Economics & Statistics, Manipur and other departments were utilized as enumerators and
supervisors respectively. The concerned enumerators visited each EB and collected required
information from each and every household. Efforts were taken up not to miss any household
presently found in the Abridged House List (AHL) as well as Layout Maps (LM) of the 2011
Population Census (PC).
1.8. TRAINING :
Two day programme for training of trainers was conducted on the 27th
and 28th
May, 2013 at
the Conference Hall of the Directorate of Economics & Statistics, Lamphelpat. The trainers
in turn imparted training to the enumerators and supervisors engaged to canvass schedules for
the 6th EC at their respective districts headquarters.
1.9. TYPE OF SCHEDULES :
The types of schedules used in the 6th
EC are as given below:
(i) Schedule 6A : House and Establishment Listing
(ii) Schedule 6B : Establishment Abstract
(iii) Schedule 6C : Directory of Establishment

The schedules 6A and 6C were canvassed for each and every Enumeration Block (EB) of
Population Census-2011 for both rural and urban areas. The schedule 6B was prepared from
the entries contained in the House and Establishment Listing Schedule (6A).
1.10. RESULTS OF THE 6TH
ECONOMIC CENSUS AT A GLANCE
According to the 6th
Economic Census (EC), there were 2,29,838 establishments
excluding crop production and plantation in Manipur. The number of persons who were
usually working in those establishments were accounted to be 4,09,617. Table 1A presents
the results of the 6th Economic Census of Manipur at a glance. The summarized
picture of the 6th
EC of Manipur State is analysed in the following paragraphs.

1.10.1 Establishments:
Out of 2,29,838 establishments, 29,953 (13.03%) establishments were found engaged
in agricultural activities other than crop production and plantation whereas 1,99,885 (86.97%)
establishments were engaged in non-agricultural activities. Of the total establishments, the
number of establishments in rural and urban areas were 1,44,096 (62.69%) and 85,742
(37.31%) respectively as depicted in Chart I.

Out of the total establishments, 1,90,238 (82.77% ) were operated without hired workers and
39,600 (17.23%) establishments with hired workers as depicted in Chart 2.

1.10.2 Employment:
The number of persons employed in 2,29,838 establishments were 4,09,617 (Rural-2,50,873
& Urban-1,58,744). Out of the total employment, 3,62,731 (88.55%) persons were engaged
in non-agricultural establishments (Rural-2,11,684 & Urban-1,51,047) and the rest 46,886
(11.45%) persons were in the agricultural establishments (Rural-39,189 & Urban-7,697) .

following Chart 3 and 4.

CHAPTER II
AGRICULTURAL ESTABLISHMENTS
In the 6th
EC, data pertaining to Agricultural Establishments excluding crop
production and plantation were collected. An Agricultural Establishment is one engaged in
production of agricultural goods (other than crop production and plantation) by the farmer/ a
group of farmer/agency, agricultural services, hunting, trapping and game propagation where
at least some part of the production/service is sold out. The information in relation to the
agricultural establishments presented in Table 2A are broadly analysed in the following
paragraphs.

2.1 Agricultural Establishments:
29,953 agricultural establishments were found according to the 6th
Economic Census,
of which 25,501 (85.14%) were located in the rural areas and 4,452 (14.86%) in the urban
areas. Out of the total agricultural establishments, 28,167 ( Rural - 24,080, Urban - 4,087)
were found to be Establishments without hired workers (Own Account Establishments) and
1,786 (Rural-1421, Urban - 365) were Establishments with hired workers. The percentage of
agricultural establishment without hired worker and with at least one hired worker is depicted
in chart 1

2.2 Employment:
The total number of persons engaged in 29,953 agricultural establishments was
46,886 (Rural - 39,189 and Urban - 7,697). In the case of rural areas, 34,772 (88.73%)
persons were working in the Establishments Without Hired Worker and 4,417 (11.27%)
persons were engaged in the Establishments With Hired Worker. In urban areas 6,335
(82.30%) persons were found to be working in the Establishments Without Hired Worker and
1,362 (17.70%) persons in the Establishments With Hired Worker. A picture of the

2.3 Establishments and Workers by major activity:
In Table 2B, it is observed that out of 25,501 agricultural establishments in the rural
areas, Livestock establishments (11,053) constitute maximum share. In the urban sector the
highest number of establishment relates to Fishing and Aqua culture (2,183). Chart 3 and 4
depicts the total number of agricultural establishments and employment respectively.

2.6 Religion of the Owner
Table 2F gives the number of Agricultural Proprietary Establishments and persons
employed therein by religion of the Owner of the establishment. There were 25,368 (85.13%)
establishments and out of which 44.09 % of the establishments were owned by Hindu in the
rural areas. In the urban sector also Hindu owned 69.27% of the establishments, Table 2.6
shows the detail picture. Chart 10 and 11 gives graphically an idea at a glance of the
information presented in tabular form.

2.8 Premises of the Establishment
Table 2H shows the premises status of the establishments by sector. It is observed that
the highest percentage of establishments was operated Outside Household Without Fixed
Structure (56.76 % ) followed by Inside Household (29.08 %) and by Outside Household
with Fixed Structure (14.16 %). Chart 14 represents the percentage distribution of agricultural
establishments by sector and premises status.

CHAPTER III
NON-AGRICULTURAL ESTABLISHMENTS
3.1 COVERAGE
Non-agricultural establishments are those engaged in Mining and quarrying;
Manufacturing (including repair & installation of machinery and equipment); Electricity, gas,
steam and air conditioning supply; Water supply, sewerage, waste management and
remediation activities; Construction; Wholesale trade, Retail trade & repair of motor vehicles
and motorcycles; Other wholesale trade; Other retails trade; Transportation and storage
(including postal and courier activities); Accommodation and food service activities; food
services; Financial and insurance activities; Real estate activities; Professional, scientific and
technical activities (including advertisement, market research and veterinary activities);
Administrative and support service activities (including travel agency, employment
activities, security services, activities of call centers and organization of conventions and
trade shows); Education; Human health and social work activities (including residential and
non-residential care centres); Arts, entertainment, sports and amusement and recreation
(excluding illegal gambling and betting activities), Other service activities. Non-Agricultural
Establishment (Para 3.2 to 3.4) are further classified into Non-Agricultural Establishment
(Other than Services) (Para 3.5) and Non-Agricultural establishment (Services) (Para 3.6 to
3.13).
3.2 ESTABLISHMENTS
It is observed from Table 3A that there were 1,99,885 Non-Agricultural
Establishments, of which 1,62,071 (81.08 %) establishments were found working without
hired workers and 37,814 (18.92 %) establishments working with at least one hired worker.
Out of the total establishments, 1,18,595 ( 59.33 %) establishments were in the rural area and
81,290 (40.67%) in the urban areas.

3.3 EMPLOYMENT
A total number of 3,62,731 persons were found employed in 1,99,885 Non-
Agricultural establishment in Manipur. Out of the total, 2,11,684 persons were employed in
the Non-Agricultural Establishments in the rural areas while 1,51,047 persons were engaged
in the urban areas. There were 1,48,529 female workers constituting 61.21 % in rural areas
and 38.79 % in the urban areas.

3.4 Non-Agricultural Establishments by broad economic activity
A picture of the Non-Agricultural establishments and employment therein by broad
activity, sector and type of establishment can be seen from Table 3B and 3C. The first three
activity with maximum number of non Agricultural Establishment are manufacturing
(69,628), retail (61,146) and transportation and storage (20,800). In terms of employment, the
number of employment is highest in manufacturing activity (1,01,375) followed by retail
(87,994) and education (41,486).

3.5 Non-agricultural establishments (other than services)
The establishments in non-agricultural sector were classified into two types: Non-
Agricultural Establishments (Other than services) and Non-Agricultural Establishments
(Services).
There were 84,477 Non-Agricultural Establishments (other than services), of which
70,613 (83.59%) establishments were found working without hired workers and 13,864
(16.41%) establishments working with at least one hired worker. Out of 70,613
establishments, 46,388 (65.69%) establishments were found in the rural sector and 24,225
(34.31%) establishments in the urban sector. In the case of 13,864 establishments with at
least one hired worker, 56.87% of the establishments were operating in the rural areas and
43.13% in the urban areas.
Out of the total employment of 1,37,620, 62.84% were engaged in the rural areas and
37.16% in the urban areas. There were 66,372 female workers who were working in rural
areas constituting 66.16% and 33.84% in the urban areas. Considering the rural-urban break-
up, 38,709 (88.14%) females were engaged in the establishments without hired worker and
5,206 (11.85%) females engaged in the establishments with hired worker located in the rural
areas whereas 19,089 (85%) and 3,368 (15%) females were found working in the
establishments without hired workers and with hired workers respectively in the urban areas.

than services) is presented in Tables 3D. Chart 3 and 4 represent the percentage distribution .

Table 3E presents total number of Non Agricultural establishments (Services) and
employment therein. A total of 1,15,408 (Rural- 64,322 and Urban- 51,086) establishment
were recorded where 2,25,111 (Rural- 1,25,205 and Urban- 99,906) persons were employed.
Out of the total establishment, 79.25 % were without hired workers while 20.75 % were run

CHAPTER IV
HANDLOOM AND HANDICRAFT ESTABLISHMENTS
4.1. Introduction:
In order to understand and reflect the contribution of artisan to India’s economy, the
Ministry of Statistics and Programme Implementation, Government of India decided to
capture information regarding Handicraft /Handloom during the 6th
EC after due consultation
with the erstwhile Planning Commission, Development Commissioner (Handicraft),
Development Commission (Handloom) Craft Council of India and other stakeholders. The
information will enable one to have an assessment of the number of handicraft/handloom
establishments in the country and person employed therein and subsequently facilitate
identification of the Handicraft & Handloom clusters for undertaking further survey for
development of Satellite accounts for assessing the contribution of the Handicraft /
Handloom sector.
4.2 DEFINITION
Handicraft describes a craft or occupation requiring skilled use of hands, made by
hand. For the purpose of 6th
EC, the word handicrafts includes handloom. Hence, all manners
of hand weaving activities are considered in addition to activities wherein item are made by
hand using simple tools. Thus, only Handicraft/Handlooms establishment which involved
predominant role of human skills and performed by hands using traditional knowledge and
simple tools are covered. Activities involving human labour without skill which are broadly
categorized below are excluded from the coverage of the 6th
EC.
1. All food item like papads, pickles etc which may be handmade.
2. Item like bricks, bidis, agarbattis, match sticks, firecrackers etc which are made by
hand but not distinguished by distinctive skills
4.3: ESTABLISHMENT:
Table 4A gives the districtwise number of establishments of Handloom and
Handicrafts establishments in Manipur. It can be seen that there are 57,004 establishments.
Of which, 38,179 establishments were found in Rural areas and 18,825 establishments in
Urban areas. The top three districts in term of total number of handicraft/handloom

establishment in Manipur are Thoubal (25.64 %), Imphal East (24.67 %) and Imphal West
(21.09 %) as evident from Table 4A

4.4 Employment
75,121 persons were employed in 57,004 handcraft/handlooms sector in Manipur
according to the 6th
EC. Out of the total person employed, 65.70 % are in Rural areas while
34.30% are from Urban areas. The percentage of persons employed in handicraft/handloom

4.6: SOURCE OF FINANCE
The major source of finance of the Handloom and Handicraft activity was Self
Finance. An evident from Table 4E which depicts the district wise comparative statement by
source of finance. It is found that 95.98% of Handloom /Handicraft establishments without
Hired Workers were self financed. Table 4F shows the employment characteristics.

establishments. In Manipur, 91.53 % of the established were perennial while 6.68 % were
seasonal and 1.79 % as casual. The scenario in the rural and urban areas are also similar.

4.8: SEX OF OWNER OF PROPREITARY ESTABLISHMENTS
The total number of Handloom and Handicraft establishments (without hired worker)
owned by proprietors was found to be 56,878 in Manipur. Out of the total establishments,
11,275 (19.82%) were owned by males while females owned 45,586( 80.15%) establishment
and remaining 17(0.032 %) by others. In the rural areas the number of handicraft/handloom
establishment owned by male, female and other are 7,011, 31,074 and 10 respectively. On the
other in Urban area, 4,264 were owned by male and female owned 14,512 and others 7. A
unique feature found in Manipur not prevalent elsewhere in other state of the country is that
the number of female proprietors are greater than the male proprietors. Table 4H and 4I

4.9 HANDICRAFT/ HANDLOOM ESTABLISHMENTS BY TYPE OF STRUCTURE/
PREMISES:
Out of 57,004 establishments of Handloom / Handicraft in Manipur, 2,574(4.52%),
5,307(9.31%), 49,123 ( 86.17%) were found outside the Household with fixed Structure,
outside HH Without fixed structure and Inside the Household as evident from Table 4J . In
term of employment, out of 75,121 persons employed, 69,092 (91.97 %) are enjoyed is
handicrafts/handloom establishment located outside household without fixed structure/inside
household. Majority of the establishment are operated inside the household.

4.11: NUMBER OF HANDLOOM / HANDICRAFT ESTABLISHMENTS UNDER PROPRIETARY
OWNERSHIP BY SECTOR AND SOCIAL GROUP OF OWNER IN MANIPUR
There were 56,878 establishments under proprietary ownership in Manipur . Out of
which, 38,095 were in rural areas and 18,783 in Urban areas. In the rural sector, the

establishment owned by the OBC is highest while that owned by the scheduled Castes is the
least. On the other, in the urban areas also the OBC owned the maximum number of
establishment while the scheduled tribe the least. Table 4M and 4N shows the number of
establishment under proprietary ownership by social group. Out of the total establishment of
56,878, the highest number of establishments are owned by OBC while the least by Scheduled
Castes as evident from Table 4M. The employment scenario can be seen at Table 4N.

CHAPTER V
ESTABLISHMENTS UNDER WOMEN ENTREPRENEURS
5.1: INTRODUCTION
In Manipur, Women are always in the forefront. The very fact that market run
exclusively by women exist in the State speaks a lot about the significant role of Women in
Manipur. The following paragraphs depicts the details of establishment owned by women
entrepreneur.
5.2: ESTABLISHMENTS
Table 5A revealed that 88,286 establishments were operating under women
entrepreneurs. Out of total establishments under women entrepreneurs, 54,900 (52,923 to
Hired Worker & 1977 – Hired Worker) were located in rural areas and 33,386 (31,627 +
1759) in urban areas. Chart 1 gives the graphical presentation of establishments under
Women Entrepreneurs by type and Chart 2 by districts.

5.4: NATURE OF OPERATION
It is observed from Table 5E that out of the 88,286 establishments recorded under
women entrepreneurs, 91.87% are perennial, 6.41% seasonal and 1.72% casual. Similar
nature of operation is evident in establishments located in rural as well as Urban areas.

5.6: WOMEN ENTREPRENEURS BY RELIGION
Table 5H revealed that 56,635 (65.15%) of the total establishments were owned by
Hindu Women with 69,152 workers therein and 16,066 (18.29%) of the establishments by
Christians with 21,413 workers. However, number of establishments owned by Sikh,
Buddhist, Parsi and Jain were found to be negligibly low.

The district level comparison of establishments and employment between 5th
and 6th
can be seen at Table 6B, Churachandpur district had the highest growth rate of 274.02 %,
followed by Chandel with 170.49 % and Thoubal with 160.00 %. The growth was the least in
Senapati District.

In term of employment, highest growth in seen in Chandel District (202.82 %)
followed by Churchandpur District (195.14 %) and Thoubal District (137.48 %). Imphal
West District had the lowest growth with 43.93 % . Chart 1 and 2 depict percentage
distributions of growth of establishments and workers between the 5th
and 6th
ECs .

using schedule 6C along with schedule 6A. For each of those establishments in the House
and Establishments Listing Schedule (6A) which are having 8 or more workers, the names of
establishments and its address and other details are recorded in the Directory of
Establishment Schedule (6C).

Annexure IV
CONCEPTS AND DEFINITIONS
Concepts and definitions of some of the important terms used in the 6th Economic
Census are given below:
ESTABLISHMENT
The establishment is a unit situated in a single location in which predominantly one
kind of economic activity is carried out such that at least a part of the goods and/or services
produced by the unit goes for sale (i.e. entire produce is not for sole consumption).
AGRICULTURAL ESTABLISHMENT
An agricultural establishment for the purpose of Economic Census is one, which is
engaged in production of agricultural goods (other than crop production & plantation by the
farmers or a group of farmers or any agency), agricultural services, hunting, trapping & game
propagation, where at least some part of the production or services is sold out. Establishments
engaged in activities pertaining to crop production and plantations though in the agricultural
sector are excluded from the coverage. Thus primarily cultivators themselves are excluded
from the coverage of Sixth Economic Census.
NON-AGRICULTURAL ESTABLISHMENT
Establishments engaged in activities other than agricultural activities (like crop
production & plantation, growing of tea, coffee, rubber, tobacco etc.) are termed as non-
agricultural establishments.
HOUSEHOLD
A household is a group of persons usually living together and taking their meals from
a common kitchen. It includes temporary stay-aways (those whose total period of absence
from household is expected to be less than six months) but excludes temporary visitors and
guests(with expected total stay of less than 6 months). A group of persons, who are unrelated
to each other, live in a census house but do not take their meals from a common kitchen
would not constitute an institutional household.

CENSUS HOUSE
A census house is a building or a part of a building having a separate main entrance
from the road or common courtyard or staircase, etc., or recognized as a separate unit. It may
be occupied or vacant. It may be used for residential, commercial or for both purposes.
ENUMERATION BLOCK
The ultimate area unit of enumeration in the Sixth EC is Population Census (2011)
Enumeration Block (EB). An EB broadly covers about 120 households or a population of
nearly 600 or so.
HANDICRAFT/HANDLOOM ACTIVITY
Handicraft describes a craft or occupation requiring skilled use of hands. Handicrafts
are items made by hand, often using simple tools. These items can be functional, artistic
and/or traditional in nature.
NATURE OF OPERATION
If the entrepreneurial activity is carried on or likely to be carried on throughout the
year more or less regularly, it is treated as perennial activity. If the activity of the
establishment is confined to a particular season i.e. fixed months of a year, the same is called
the seasonal activity. The economic activity of the establishment which is neither perennial
nor seasonal is termed as casual.
WORKER (PERSON EMPLOYED)
All persons (including children under 15 years of age) working on the last working
day prior to the date of fieldwork in the establishment, either as owners, members of the
household, co-owner or partner or family members helping the owner in running the
establishment including other persons engaged by the establishment, whether hired or not,
besides regular and salaried employees, casual/daily wage labourers are considered as
workers for the establishment.
