OVERVIEW

!e Mandate of the Ministry is to ensure equitable treatment

to such sections of society who have su"ered social

inequalities, exploitation, discrimination and injustice. !e

Department of Social Justice & Empowerment is entrusted

mainly with the task of empowerment of its socially and

economically marginalized target groups. !e target groups

of the Department are - Scheduled Castes (SCs), Other

Backward Classes (OBCs), Senior Citizens, Persons su"ering

from Alcoholism and Substance (Drug) Abuse, Transgender

Persons, Denoti#ed, Nomadic and Semi-nomadic Tribes

(DNTs), Economically Backward Classes (EBCs) and

Destitutes/Beggars.

!e Department performs its task through legislations,

schemes and activities for educational, economic

development and social empowerment of its target groups.

!e objective of the Department of Social Justice &

Empowerment is to build an inclusive society, wherein

members of the target groups can lead productive, safe and

digni#ed lives with adequate support for their growth and

development.

I. EDUCATIONAL EMPOWERMENT

A. Scholarship Schemes

!e Scholarships can broadly be classi#ed into the following three types:

iii. Scholarships for obtaining higher education

�e details are as below.

i. Pre Matric Scholarship for SC, OBC, EBC and DNT students and the children of people engaged in occupations involving cleaning and prone to health hazards

�e objective of the Pre-Matric Scholarship Scheme is to support SC OBC EBC and DNT students and the children of people engaged in occupations involving cleaning and prone to health hazards. �e achievements under the Scheme are as under:-

SCs - 49,24,707 SC students were provided scholarship amounting to Rs.1038.73 crore during the years 2014-15 and 2015-16. During 2016-17 (upto 31.01.2017), scholarship amounting to Rs.344.28 crore released to 1352160 bene!ciaries.

OBCs- 50 lakh approx. OBC students were provided scholarship amounting to Rs.230.35 crore during the years 2014-15 and 2015-16. During 2016-17 (upto 31.01.2017), scholarship amounting to Rs.106.32 crore were released.

- 3,52,966 children of those persons engaged in occupations involving cleaning and prone to health hazards students were provided scholarship amounting to Rs.3.32 crore during the years 2014-15 and 2015-16. During 2016-17 (upto 31.01.2017), scholarship amounting to Rs.0.18 crore released to 440 bene!ciaries.

ii. Post Matric Scholarship for SC, OBC and EBC students

�e objective of this Scholarship is to provide !nancial


assistance to SC and OBC students studying at post matriculation or post secondary stage to enable them to complete their education. �e achievements under the Scheme are as under:-

SCs-1,17,71,533 SC students were provided scholarship amounting to Rs.4177.25 crore during the years 2014-15 and 2015-16. During 2016-17 (upto 31.01.2017), scholarship amounting to Rs.2729.70 crore released to 4536772 bene!ciaries.

OBCs-50 lakh approx. OBC students were provided scholarship amounting to Rs.1603.89 crore during the years 2014-15 and 2015-16. During 2016-17 (upto 31.01.2017), scholarship amounting to Rs. 737.17 crore were released.

iii. Dr. Ambedkar Scheme of Pre-Matric and Post-Matric Scholarship for DNTs

�e Scheme was launched during 2014-15 for the welfare of those DNT students who are not covered under any group i.e. SC, ST or OBC. �e Scheme is implemented through State Governments/UT Administrations. In 2014-15, funds amounting to Rs. 3.50 crore were released bene!tting 6.63 lakh students. �is includes the students covered by the State Government’s Schemes also. In 2015-16 funds amounting to Rs.4.50 crore have been released under the scheme with the central govt’s target of 18,000 students. During 2016-17 (upto 31.01.2017), scholarship amounting to Rs.4.31 crore released.

iv. Dr. Ambedkar Post Matric Scholarship for the EBCs

�is is a new scheme launched in 2014-15 and is same as the ongoing scheme for the OBCs. A Grant of Rs.10.50 crore was released during the years 2014-15 and 2015-16 bene!tting 50,000 students. During 2016-17 (upto 31.01.2017), scholarship amounting to Rs.9.87 crore released.


v. Scholarships for Higher Education

Scheme of Top Class Education for SC students

�e Scheme aims to promote quality education amongst SC students, by providing !nancial support for pursuing studies beyond XII standard in identi!ed institutes of excellence like IITs, IIMs, NITs, etc. An amount of Rs. 49.15 crore was spent for providing scholarships to 3476 students during the years 2014-15 and 2015-16. An amount of Rs. 18.41 crore was spent for providing scholarships to 1310 students during the year 2016-17 (upto 31.01.2017).

National Fellowship for SCs

�e Scheme provides !nancial assistance to SC students for pursuing research studies leading to M.Phil, Ph.D and equivalent research degrees. Under the Scheme around 4,000 bene!ciaries were provided !nancial assistance amounting to Rs. 358.39 crore during the years 2014-15 and 2015-16. An amount of Rs. 196 crore was spent for providing fellowships to 2000 students during the years 2016-17 (upto 31.01.2017).

National Overseas Scholarship

�e Scheme provides assistance to students belonging to SCs, Denoti!ed, Nomadic & Semi-nomadic tribes etc for pursuing higher studies of Master level courses and PhD programmes abroad. Since 2014-15, this scheme caters to 100 such students per year. An amount of Rs.22.23 crore was spent during the years 2014-15 and 2015-16. An amount of Rs. 9.13 crore was spent for providing scholarships to 100 students during the year 2016-17 (upto 31.01.2017).

A Scheme of Interest Subsidy on Educational Loan for overseas studies for OBCs and EBCs was launched in 2014-15. 320 students have been awarded a total interest subsidy


of Rs.1.88 crore upto 31.03.2016. During 2016-17 (upto 31.01.2017), an amount of Rs.1.80 crore were released.

National Fellowship for the OBCs

�e Scheme was launched in the year 2014-15. Under the Scheme, 900 OBC students were awarded fellowship with a total expenditure of Rs. 27.74 crore during the years 2014-15 and 2015-16. During 2016-17 (upto 31.01.2017), scholarship amounting to Rs.24 crore were released.

Educational loans

An amount of Rs. 87.35 crore was released by National Scheduled Castes Finance and Development Corporation, National Safai Karamcharis Finance and Development Corporation and the National Backward Classes Finance and Development Corporation to 11585 students during the last three years.

B. Scheme for Construction of Hostels for Boys and Girls

i. Norms for construction of Hostels for the OBC Boys and Girls were revised during 2014-15 with unit cost enhanced from Rs.1.40 lakh per hostel seat to Rs. 3.50 lakhs for North-east, Rs. 3.25 lakh for Himalayan states and Rs. 3.00 lakh for rest of country. Under the Scheme, an amount of Rs.70.51 crore was released for construction of hostels providing 5750 seats during the years 2014-15 and 2015-16. An amount of Rs.38.82 crore was released for construction of hostels for 2219 bene!ciaries during the year 2016-17 (upto 31.01.2017).

ii. Under Babu Jagjivan Ram Chhatrawas Yojana Central assistance for fresh construction of SC Boys and Girls Hostels and for expansion of existing hostel facilities is provided. Under the Scheme, an amount of Rs. 64.41


crore was spent for 37 Nos. of Girls Hostels providing 3027 seats and an amount of Rs. 7.69 crore was spent for 8 Nos. of Boys Hostels providing 801 seats during the years 2014-15 and 2015-16. An amount of Rs.27.58 crore was released for construction of hostels for 600 bene!ciaries during the year 2016-17 (upto 31.01.2017).

iii. A new Scheme for DNTs Boys and Girls namely Nanaji Deshmukh Scheme of Construction of Hostels has been launched in the year 2014-15.

C. Scheme for Coaching of SC /OBC Students

�e scheme aims to provide quality coaching to SC & OBC

students aspiring to appear for competitive examination

conducted by UPSC, Sta" Selection Commission, Banks,

Railways and for admission in Engineering/Medical/ MBA/

Law courses. 10426 bene!ciaries availed the scheme and an

amount of Rs. 14.96 crore was utilized for coaching purpose

during the years 2014-15 and 2015-16. An amount of Rs.

0.37 crore was released during the years 2016-17 (upto

31.01.2017) for 50 bene!ciaries.

II. ECONOMIC EMPOWERMENT

A. Skill Development

�e skill development programme is being mainly

implemented by the three Finance and Development

Corporations under the Department of SJ&E.

National Scheduled Castes Finance and Development

National Safai Karamcharis Finance and Development

Corporation


National Backward Classes Finance and Development

Corporation

�e State Governments have been stipulated to utilise 10%

of their SCA to SCSP funds for skill development of trainees.

Against a total target of 1,72,750 the skill development

training was imparted to 1,54,966 candidates. �is includes

the targets and achievements of the State Governments under

SCA to SCSP scheme.

Training has been imparted to the youths of the eligible target

groups through reputed training institutes such as Apparel

Training & Design Centre (ATDC), Electronic Corporation

of India Ltd. (ECIL), National Institute for Entrepreneurship

& Small Business Development (NIESBUD), Central

Institute of Plastic Engineering and Technology (CIPET),

National Small Industries Corporation (NSIC).

B. Loans and Micro-Credit

NSFDC, has distributed Rs. 649.20 crore as loan to 1,42,800

Scheduled Castes bene!ciaries during the years 2014-15 and

2015-16. During 2016-17 (upto 31.01.2017), an amount of

Rs.115.25 crore was disbursed to 35383 bene!ciaries.

NBCFDC has distributed Rs.611.92 crore as loan to 3,54,851

Other Backward Classes bene!ciaries during the years

2014-15 and 2015-16. During 2016-17 (upto 31.01.2017),

an amount of Rs.276.32 crore was disbursed to 131000

bene!ciaries.

NSKFDC has distributed Rs.290.95 crore as loan to 38,768

Safai Karamcharis bene!ciaries during the years 2014-15


and 2015-16. During 2016-17 (upto 31.01.2017), an amount

of Rs.161.00 crore was disbursed to 21867 bene!ciaries.

iv. Under the Scheme of Self Employment for Manual

Scavengers (SRMS), bene!ciaries are provided loan at a

subsidized rate of interest, and credit linked capital subsidy.

It includes onetime cash assistance (OTCA) of Rs. 40,000 to

one manual scavenger in a family, capital subsidy upto Rs.

3.25 lakh for setting up self employment projects, training

of bene!ciaries upto two years stipend @ Rs. 3,000 p.m. etc.

12735 identi!ed manual scavengers were paid OTCA during

the last three years.

C !e norms for the Scheme Grant-in-Aid to Voluntary

Organisations working for the SCs have been revised in

2014-15 by 100%. �e honorarium of teachers has been

revised upward and is at par with the salary of teachers in

Kasturba Gandhi Vidhyalaya. Under the scheme, grant-in-

aid of Rs. 74.72 crore was provided to voluntary organizations

bene!tting 41968 bene!ciaries during the years 2014-15 and

2015-16. During 2016-17(upto 31.01.2017), an amount of

Rs.40.83 crore was disbursed to 20120 bene!ciaries.

D. Pradhan Mantri Adarsh Gram Yojana (PMAGY): �e

pilot phase of the Scheme was launched in 2009-10 for the

integrated development of 1000 SC majority villages across 5

States in the country. �e Scheme was expanded in January

2015 to cover 1500 new SC majority villages across 10 States

of the country. Under the Scheme, an amount of Rs.225.82

crore was released during the years 2014-15 and 2015-16.

During 2016-17 (upto 31.01.2017), an amount of Rs.46.93

crore was released.


III. SOCIAL EMPOWERMENT

A. Protection of Civil Rights Act, 1955 and Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.

Assistance is provided to StatesèUTs for implementation of

Protection of Civil Rights Act, 1955 and Scheduled Castes

and Scheduled Tribes (Prevention of Atrocities) Act, 1989.

Under the scheme, 73489 bene!ciaries were provided

assistance amounting to Rs. 266.46 crore during the years

2014-15 and 2015-16. During 2016-17(upto 31.01.2017),

42540 bene!ciaries were provided assistance amounting to

Rs. 138.70 crore.

B. Scheme of Integrated Programme of Older Persons (IPOP)

Under the Scheme of Integrated Programme of Older

Persons (IPOP), online processing of proposals of release of

Grant-in-aid has been implemented from the !nancial year

2014-15.

�e Financial norms of the various components of the

scheme have been revised w.e.f. 01.04.2015 keeping in view

the rising cost of living index. �e increase ranges between

75% to 80%.

Under the scheme, an amount of Rs.42.57 crore was spent

bene!tting 41320 bene!ciaries during the years 2014-15 and

2015-16. An amount of Rs.29.40 crore (upto 31.01.2017) was

spent bene!tting 32610 bene!ciaries during the year 2016-

17(upto 31.01.2017).


�e National Policy on Older Persons (NPOP), 1999 is being

revised keeping in view the changes in demographic pattern,

socio-economic needs of senior citizens, social value system

and advancement in the !eld of science and technology and

is under !nalisation.

Besides conferment of National Awards, inter-generational

Walkathon were organised on 1st of October 2014, 2015 and

2016 in New Delhi.

C. Prevention of Alcoholism and Substance (Drugs), Abuse

Under the Scheme of Prevention of Alcoholism and Substance

(Drugs) Abuse, online processing of proposals of Grant-in-

aid has been implemented from the !nancial year 2014-15.

�e cost norms of the scheme of Assistance for Prevention of

Alcoholism and Substance (Drugs) Abuse have been revised

w.e.f. Ist Jan. 2015. �e increase ranges between 80 to 100

percent.

Under the scheme, an amount of Rs.66.89 crore was spent

bene!tting 256086 bene!ciaries during the years 2014-

15 and 2015-16. An amount of Rs.32.99 crore was spent

bene!tting 63000 bene!ciaries during the year 2016-17(upto

31.01.2017).

�e !rst National Policy on Drug Demand Reduction is

under !nalization.

Survey on Drug Addicts - As the drug abuse problem is

reported to be high in the States of Punjab and Manipur,

the Ministry has conducted a rapid survey for estimation of

the extent, trend and pattern of the drug abuse in these two


States through Regional Resource Training Centres, Punjab

and Manipur respectively. �e survey in Punjab was done in

collaboration with AIIMS, New Delhi and that of Manipur

with the Regional Institute of Medical Sciences. �e reports

of the surveys are under examination.

Survey on addiction among children in Delhi – �e Ministry

has !nancially supported the proposal of the Directorate of

Prohibition and Drug Abuse Prevention, Department of

Women and Child Development of Government of NCT of

Delhi for conducting a survey in collaboration with AIIMS,

New Delhi on mapping and size estimation of street children

who use drugs in Delhi.

Awareness Generation Programme – �e Ministry had

organised, an awareness generation programme in the State

through Nehru Yuva Kendra Sangathan in October 2014, in

Punjab.

�e Department organized Regional Workshops in

collaboration with NSS at Shillong and at Indore during

2015-16 to sensitize NSS coordinators from all the North-

Eastern States, Odisha and West Bengal at Shillong and

NSS coordinators from Madhya Pradesh, Chattisgarh and

Rajasthan at Indore.

A function on International Day against Drug Abuse and

Illicit Tra$cking was organized on 26.6.2016 in Mavalankar

Hall in Delhi.

�e Ministry organized a National Consultation Meeting in

collaboration with Federation of India Non-Governmental

Organization for Drug Abuse Prevention (FINGODAP) on

15th July, 2015 to discuss drug related issues and to develop


possible strategies towards the treatment mechanisms of

victims of drug abuse with special emphasis on youth women

and children.

D. Empowerment of Transgender Community

i. Ministry of Social Justice & Empowerment has been

designated as the Nodal Ministry for Transgender Persons

with e"ect from July 2012. In this regard, an Expert

Committee was constituted under the Chairmanship of

Additional Secretary (SJE) to make an in depth study of

problems being faced by the Transgender Community.

�e Committee has submitted its report on 27th January,

2014. Further, an Inter-Ministerial Committee has been

constituted to pursue implementation of the Expert

Committee’s Recommendation in the light of Supreme

Court’s Judgement which has held four meetings so far.

ii) �e Ministry is formulating an Umbrella Scheme for Educational, Economic and Social Empowerment of Transgender Community.

iii) A Bill titled “�e Transgender Persons (Protection of Rights) Bill, 2016” has been introduced in Lok Sabha 02.08.2016.

E. Rehabilitation of BeggarsèDestitutes

�e Ministry’s approach towards addressing the problem of

beggary is rehabilitative rather than punitive. �e Ministry is

in the process of formulating a Model Legislation named “�e

Persons in Destitution (Protection, Care and Rehabilitation)

Bill, 2016.”

�e Ministry is considering a Central Sector Scheme for

protection, care and rehabilitation of beggars/Destitutes.


F. Constitution of National Commission for De-noti#ed

Tribes National Commission for De- noti!ed Tribes was

constituted during the 2014-15 to prepare state-wise list of

De-noti!ed Tribes, communities who are not included in

Scheduled Castes/Scheduled Tribes/Other Backward classes

and additionally will identify clusters of communities in the

country.

IV. LEGISLATIVE MEASURES

Constitutional Amendment Bills

Two Constitutional Amendment Bills were enacted, one for

inclusion of ten castes as synonyms of existing entries in

Scheduled Castes (SC) Order, 1950 in respect of the States

of Kerala, Madhya Pradesh, Odisha, Tripura and second for

inclusion of nine castes of the States of Haryana, Karnataka,

Odisha and in the SC Order, 1962 for the UT of Dadra and

Nagar Haveli.

During the Budget Session 2016, Parliament passed the

Constitution Scheduled Castes Order (Amendment)

Act,2016 whereby Aheria, Aheri, Hari, Heri, �ori, Turi and

Rai Sikh communities of Haryana, Peruvannan community

of Kerala, Sais, Sahis, Sharathi, Soot-Sarathi and �anwar

communities of Chhattisgarh were included in the list of

Scheduled Castes. �rough the said Act, area restriction

of Chain Community of West Bengal was removed. Two

communities namely Bairiki and Kummari of Odisha were

excluded from the list.

!e Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2015

Amendments in the POA Act was passed by the Lok Sabha on 04.8.2015 and by the Rajya Sabha on 21.12.2015. �e


Amended Act came into force w.e.f. 26.01.2016. Consequent upon amendments done in the above Act, certain amendments to the Rules thereof were made by the Central Government and noti!ed in the Gazette of India Extraordinary on 14th April, 2016.

Some features of the amended Act and Rules are:

i. Addition of new o"ences of atrocities like tonsuring of

head, moustache, or similar acts which are derogatory to

the dignity of members of SCs and STs,

ii. Addition of certain IPC o"ences like hurt, grievous hurt

intimidation, kidnapping etc.

iii. Wilful negligence of a public servant in discharging

his duties for registration of complaints,-recording

statement of witnesses, conducting investigation and

!ling charges

iv. �e existing quantum of relief amount has been enhanced

by around 10% and made between Rs. 85,000/- to Rs.

8,25,000/-, depending upon the nature of the o"ence

v. First instalment of admissible relief in cash and or kind

has to be paid to atrocity victim/their dependents, within

seven days

vi. To enable timely commencement of prosecution,

investigation of the case and !ling of the charge sheet in

the court has to be done within sixty days.

V. INFORMATION TECHNOLOGY INITIATIVES

In order to provide single window facility and avoid undue problems for the bene!ciaries the following steps have been initiated:


�e NBCFDC has till date disbursed loan amounting to Rs.300 crore bene!tting over 3 lakh OBC applicants through the State Channelizing Agencies (SCAs). �e Corporation has adopted an e-tracking so*ware to improve recovery of the outstanding dues.

�e NBCFDC has prepared e-marketability module for the products manufactured by the weaker sections of the society. �is will enhance marketability and demand of these handicra* items. NBCFDC has signed MoU with Go Coop, an e-marketing agency for the cooperative societies in the country.

�e NBCFDC is developing so*ware for web linkage of the details of the bene!ciaries imparted skill development training to enable their better visibility and enhancement of their livelihood opportunities.

NIC/NICSI is developing a ‘Web Based Loan Accounting Management So*ware’ for NSFDC for improving the operational e$ciency, transparency, reduction of delay and e"orts involved in handling transactions in delivery of services to the target group.

VI. AWARDS

i. Scheme of National awards for Senior Citizens ‘Vayoshreshtha Samman’

In order to recognize the e"orts made by eminent senior citizens and institutions involved in rendering distinguished services for the cause of elderly persons, especially indigent senior citizens, the Department of Social Justice and Empowerment has instituted the Scheme of National Awards for senior citizens. �e National Awards were conferred by the �e Speaker Lok Sabha on 1st October 2014 and by �e President of India on 1st October, 2015 and on 1st October, 2016.


ii. Scheme of National Awards for outstanding Services in the #eld of Prevention of Alcoholism and Substance (Drug) Abuse.

�e Department celebrates 26th June as International Day against Drug Abuse and Illicit Tra$cking. National Awards are presented to persons and institutions who have worked in the !eld of Prevention of Alcoholism and Substance (Drug) Abuse. �e latest awards were conferred by the President of India on 26th June 2016.

iii. Dr. Ambedkar Foundation has provided following awards:

a. Dr. Ambedkar National Merit Award was given to 563

meritorious students of Secondary standard during the

years 2014-15 and 2015-16.

b. Dr. Ambedkar National Merit Award was given to 942

meritorious students of Senior Secondary level during

the years 2014-15 and 2015-16.

c. Dr. Ambedkar National Essay Competition Scheme

Award was provided to 36 candidates during the years

2014-15 and 2015-16.

VII. AUTONOMOUS ORGANISATIONS

Dr. Ambedkar Foundation

Dr. Ambedkar Foundation was established by the Government of India under the aegis of the Ministry of Welfare (now Ministry of Social Justice and Empowerment) on March 24, 1992 as a registered society to carry out the programmes and activities for furthering of Dr. Ambedkar’s ideology and spread his message of social justice to the masses not only in the country but also abroad.


a. �e Government has approved setting up of the Dr.

Ambedkar International Centre at an approximate cost

of Rs.195 crore at 15 Janpath, New Delhi. �e foundation

stone of the ‘Centre’ has been laid by the Prime Minister

on 20.04.2015 at 15 Janpath, New Delhi.

b. �e foundation stone of the Dr. Ambedkar National

Memorial with an approximate cost of Rs. 100 Crore was

laid by �e Prime Minister on 21.03.2016 at 26, Alipur

Road, Delhi.

c. �e Minister (SJ&E) & Chairman Dr. Ambedkar

Foundation released 4 volumes (1, 5, 7 & 11) of Braille

(English) Edition of Dr. Babasaheb Ambedkar-Writing

& Speeches on 29.10.2014. All 21 volumes have been

converted to Braille.

d. Fi*h Dr. Ambedkar Memorial Lecture was delivered by

�e President Shri Pranab Mukherjee on 4.9.2014. �e

Prime Minister delivered 6th Dr. Ambedkar Memorial

Lecture on 21.03.2016.

e) �e Dr. Ambedkar Medical aid Scheme has been

revised w.e.f. 12.09.2014 to include (i) organ transplant

and (ii) spinal surgery in the list of surgeries entitled

for assistance. �e quantum of assistance has been

enhanced. 25, 62 and 81 SC/ST patients bene!ted

during 2014-15, 2015-16 and 2016-17 (upto 31.01.2017)

respectively from the Schemes.

f) �e Dr. Ambedkar Scheme for celebration of Birth

Anniversaries of Great Saints Scheme has been

formulated to provide grant-in-aid to the recognized

Colleges/Universities/Institutions and Registered NGOs


for celebrating Birth Anniversary of Great Saints.

During the year 2014-15, this scheme was revised by

including two more Saint’s name i.e. Savitri Bai Phule

and Mahatma Phule. During 2015-16, an amount of

Rs.8.99 lakh was released to 18 organisations under the

Scheme. During 2016-17 (upto 31.01.2017), Rs. 9.95

lakhs has been released to 26 NGOs.

g) �e Dr. Ambedkar Foundation have printed the Audio

CD and Braille Edition of the collected works of Baba

Saheb Ambedkar (CWBA) volumes with the help of

NIVH, Dehradun. Seven volumes of Audio CD have

been released by �e Minister of Social Justice &

Empowerment on 3rd February, 2016.

h) Under Dr. Ambedkar scheme for social integration

through inter-caste marriages, 113 Married couple

bene!ted during the last three years.

VIII. NEW INITIATIVES

i. Celebration of 125th Birth Anniversary Year of Dr. B.R. Ambedkar: �e country celebrated 125th Birth Anniversary Year of Dr. B.R. Ambedkar. A National Committee under the Chairmanship of �e Prime Minister was noti!ed on 30th May, 2015 to provide guidance, advise and direction for celebrations. An executive Committee under the co-chairmanship of the Home Minister and the Minister Social Justice & Empowerment was also noti!ed on 23.9.2015. Major activities undertaken are numerated as below:

a. Government of India has declared 14th April the

birthday of Dr. B.R. Ambedkar as ‘Rashtriya Samarsta

Diwas’.


b. �e Prime Minister laid the foundation stone of Dr.

Ambedkar International Centre at 15, Janpath, New

Delhi on 20.04.2015.

c. A commemorative postal stamp was released by �e

Minister of Communication and IT in the presence

of �e Minister, Social Justice & Empowerment on

30.9.2015.

d. Dr. Ambedkar Foundation sponsored 100 students

for study tour to Universities of Columbia (USA) and

London School of Economics (UK) where Dr. Ambedkar

studied.

e. �e Government of Maharashtra has purchased the

home at 10, King Henry’s Road, London where Dr.

Ambedkar stayed in 1921 to set up a museum. �e

museum was inaugurated by the Prime Minister on

13.11.2015.

f. �e Government of India declared 26th November as

‘Constitution Day’. Various programmes by Ministries/

Departments/State Government’s were celebrated

throughout the country and Indian Missions abroad.

g. Special commemorative coins of Rs.125 and Rs.10 were

released by the Prime Minister on 6.12.2015 at New

Delhi.

h. �e Mahaparinirvan Diwas of Dr. B.R. Ambedkar was

observed on 6.12.2015 in the Parliament House Lawns.

�e President, Vice-President, Prime Minister and other

prominent leaders of Political Parties paid +oral tributes

to Dr. Ambedkar.


i. �e Government in association with Dalit Indian

Chamber of Commerce and Industry (DICCI) organised

a national conference of Dalit Entrepreneurs on ideas

and thoughts of Dr. Ambedkar on industrialization and

entrepreneurship on 29.12.2015. �e conference was

inaugurated by �e Prime Minister in Vigyan Bhawan,

New Delhi.

j. A tableau of the Ministry of Social Justice &

Empowerment on Dr. Ambedkar was displayed on the

Republic Day Parade on 26th January, 2016.

k. National Committee has decided to create virtual digital

museum on Life and Work of Dr. B.R. Ambedkar which

will help in preservation and providing online access to

heritage information resources for education, research

and tourism.

l. �e Government of India has decided to develop

prominent places associated with Dr. B.R. Ambedkar.

In this connection, Maharashtra Government has been

given Rs.9.41 crore for renovation of Deeksha Bhumi at

Nagpur.

m. 11 New Dr. Ambedkar Chairs have been established.

n. Places associated with Dr. Ambedkar like Ambadve,

Mahad, Chincholi and Mhow are being developed.

ii. Setting up of a Help Line: Pursuant to Prime Minister’s Mann Ki Baat Programme, a National toll free helpline (1800-11-0031) for Prevention of Alcoholism and drug Abuse has been set up on 7th January 2015.

iii. Creation of ‘Venture Capital Fund for Scheduled Caste Entrepreneurs’ Scheme: �e objective of this Scheme is to


promote entrepreneurship among the Schedule Castes and to provide concessional !nance to them. �e scheme would be implemented by the Industrial Finance Corporation of India (IIFCI) Limited to whom Rs. 200.00 Crore has been released. An amount of Rs.158.00 crore has been sanctioned to 40 entrepreneurs.

iv. Credit Enhancement Guarantee Scheme for the Scheduled Castes: �e Minister, Social Justice & Empowerment launched Credit Enhancement Gurantee Scheme for the Scheduled Castes on 6.5.2015. �e objective of the scheme is to promote entrepreneurship among the Scheduled Castes and to facilitate concessional !nance to them and Rs. 200 crore was released to IFCI Limited for implementation. A total of Rs.24.02 crore has been sanctioned to 4 bene!ciaries which gurantee cover of Rs.13.00 crore has been issued.

v. Swachta Udyami Yojana: As an integral part of ‘Swachh Bharat Abhiyan’ launched by the Prime Minister on 2nd October, 2014, the NSKFDC has launched a new scheme ‘Swachta Udyami Yojana’ on 2nd October, 2014 for !nancing viable community toilet projects and sanitation related vehicles to collect garbage.

vi. Commercial Motor Driving Training with Self Defence Skills for Women: For the economic as well as social empowerment of women belonging to the category of Safai Karamcharis, scavengers and their dependents, the NSKFDC has introduced a course of “Commercial Motor Driving Training with Self Defence Skills for Women”. 250 women have been trained so far.

vii. Green Business Scheme: (started by NSFDC and NSKFDC): �e aim is to promote protected cultivation to support sustainable livelihoods of Scheduled Castes and Safai


Karamcharis. Financial assistance would be provided for those economic activities that could address the challenges of climate change, e.g. E-rickshaw, solar pump and other instruments working on solar energy etc.

viii. Sanitary Mart Scheme: �e scheme was launched in 2014-15, and loans are provided upto Rs.15 Lakhs to Safai Karamcharis for construction of toilets/bio-degradable toilets under this scheme.

ix. !e National Commission for DNT: �e National Commission for Denoti!ed, Nomadic and Semi-Nomadic Tribes (NCDNT) was made functional from 9.1.2015 by appointing the Chairman and Member. �e Commission has made visits in several States and its report is under preparation.

x. National Institute of Social Defence (NISD): �e foundation laying ceremony for the new building of National Institute of Social Defence was presided over by the �e Minister Social Justice and Empowerment on 05.11.2015 at Dwarka, New Delhi.

xi. India International Trade Fair (IITF): An exhibition-cum-sale of handicra*s and textile products made by bene!ciaries of various schemes was organised in India International Trade Fair Pragati Maidan, New Delhi from 14th to 27th November, 2015.

xii. Shilpotsav 2015: An exhibition titled “Shilpotsav-2015” was organised from 24th to 30th November, 2015 and wide range of products from handicra*s leather products, handloom were put on sale.

xiii. Memorandum of Understanding (MoU) on Skill Development: National Scheduled Castes Finance and Development Corporation (NSFDC) has signed an MoU


with Beauty and Welness Sector Skill Council; New Delhi; Apparel Made-ups and Home Furnishing Sector Skill Council, New Delhi and CSIR-Central Leather Research Institute, Chennai to train eligible target groups under various skill training programmes such as "Manicure & Pedicure", skill development programme on Leather sector.

xiv. On the occasion of 125th Birth Anniversary Celebrations of Dr. B. R. Ambedkar, a programme of the ' Youth Run for the National Unity' was +agged of by the Hon'ble Minister of Social Justice and Empowerment on 12.01.2016 at Lucknow in collaboration with the Nehru Yuva Kendra Sangthan, Ministry of Youth A"airs and Sports. A tableau on Dr. B. R. Ambedkar was also made and was part of the Republic Day Parad.

xv. �e Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2015 was noti!ed in the Gazette of India Extraordinary on 01.01.2016 a*er assent of Hon'ble President of India on 31.12.2015. �is Amendment Act has been implemented from 26.01.2016.

xvi. �e Cabinet has approved enhancement of authorized Share Capital of National Scheduled Castes Finance and Development Corporation (NSFDC) from Rs. 1000 to Rs. 1500 crore on 27.01.2016.

xvii. On the occasion of 125th Birth Anniversary Celebrations of Dr. B. R. Ambedkar, the Hon'ble Minister of Social Justice and Empowerment awarded the winners of the Dr. Ambedkar Foundation National Essay Competition, presented Dr. Ambedkar merit awards to Secondary and Senior Secondary Class Students and released Audio Book (CDs) of Collected Works of Babasaheb Ambedkar (CWBA) on 03.02.2016 in a function held at India Habitat Centre, New Delhi.


xviii. A meeting of the Committee constituted under the Chairpersonship of the Hon'ble Minister for Social Justice and Empowerment to review implementation status of the Protection of Civil Rights Act, 1955 and the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989, in States/UTs was held on 17.02.2016 in Vigyan Bhawan, New Delhi.

xix. �e Hon'ble Prime Minister laid the foundation stone of Dr. Ambedkar National Memorial, 26 Alipur Road, Delhi and delivered 6th Dr. Ambedkar Memorial Lecture on 21st March, 2016 in a function held at Vigyan Bhawan, New Delhi.

xx. On the occasion of 125th Birth Anniversary Celebrations of Dr. B. R. Ambedkar the 'Rashtriya Samrasata Diwas' was celebrated on 14th April, 2016 all over the country.

xxi. �e 109th Birth Anniversary of Babu Jagjivan Ram was held on 5th April 2016 at Samta Sthal, New Delhi.

xxii. �e eligibility criteria under the Scheme of Venture capital Fund for Scheduled Castes has been modi!ed on 9th May 2016, with the approval of the Minister, Social Justice and Empowerment and on the recommendations of the Standing Finance Committee. �is will give a boost to the lending activities of the fund.

xxiii. �e Constitution (Scheduled Castes) Order (Amendment) Bill, 2016 was passed by the Lok Sabha and Rajya Sabha on 15.03.2016 and 28.04.2016 respectively. With the assent of the President, the Bill has now become an Act, which has been published in the Gazette of India, dated 09.5.2016.

xxiv. �e foundation stone of a 500 seater hostel for OBC Girls being funded by this Department under the Centrally


sponsored Scheme of Construction of Hostels for OBC Boys and Girls was laid at Rau, Indore, Madhya Pradesh by the Hon’ble Speaker, Lok Sabha on 20.05.2016.

xxv. Two new Schemes viz. (i) National Award for

Performance Excellence for State Channelizing Agencies

(SCAs) and (ii) Reimbursement of Membership Fee of

Credit Information Companies to State Channelizing

Agencies (SCAs) of National Scheduled Castes Finance

and Development Corporation (NSFDC) were launched on

01.06.2016.

xxvi. National Awards for outstanding services in the

!eld of Prevention of Alcoholism and Substance (Drug)

Abuse were conferred by the Hon'ble President of India on

26.06.2016.

xxvii. Ministry of Social Justice and Empowerment has

assigned the work of National Survey on Extent and Pattern

of Substance Abuse to National Drug Dependence Treatment

Centre (NDDTC), All India Institute of Medical Science

(AIIMS), New Delhi. �is initiative is being taken a*er one

and a half decade of the last National Survey done in 2001.

xxviii. Ministry of Social Justice and Empowerment has

assigned an awareness generation programme to Society for

the Promotion of India Classical Music and Culture amongst

Youth (SPIC MACAY). �e programme is for creating

awareness about the harmful e"ects of substance abuse to the

children in the schools in all the 22 District Head Quarters in

Punjab w.e.f. July, 2016.

xxix. �e 3rd meeting of the Central Advisory Committee

(CAC) for overall guidance and monitoring of the Centrally


Sponsored Scheme called " Pradhan Mantri Adarsh Gram

Yojana " at the Central level for integrated development

of Scheduled Caste majority villages was convened on

13.07.2016 at Vigyan Bhawan Annexe, New Delhi under

the chairmanship of Hon'ble Minister, Social Justice and

Empowerment. Out of 1000 selected villages, 338 villages

have been declared as 'Adarsh Gram' in Assam, Bihar,

Himachal Pradesh, Rajasthan and Tamilnadu under pilot

phase.

xxx. �is Ministry has introduced a Bill titled "�e

Transgender Persons (Protection of Rights) Bill, 2016" in the

Lok Sabha on 02.08.2016. �e Bill is presently pending for

consideration and passing in the Lok Sabha.

xxxi. An agreement has been signed on 30.08.2016

between the Ministry and National Drug Dependence

Treatment Centre (NDDTC), AIIMS for conducting the

National Survey on Extent and Pattern of Substance Use.

xxxii. �e Cabinet in its meeting held on 03.08.2016

approved the proposal for noti!cation of the Central List of

Other Backward Classes applicable to the States of Andhra

Pradesh and Telangana. A Gazette Noti!cation was issued

on 11/08/2016 for inclusion/amendment in the Central List

of Other Backward Classes (OBCs) for Andhra Pradesh and

Telangana.

xxxiii. �e Scheme for providing Aids and Assisted

Living Devices to Senior Citizens below Poverty Line” has

been approved by the Hon’ble Minister of Social Justice and

Empowerment.


xxxiv. A Memorandum of Understanding (MoU) was

signed on 26.09.2016 between Department of Social Justice

and Empowerment and National Remote Sensing Centre,

India Space Research Organisation, Department of Space,

Government of India. �e MoU covers (i) development of

android based mobile application for collection of Pradhan

Mantri Adarsh Gram Yojana (PMAGY) asset details; (ii)

development of an interface on Bhuvan Platform to received

Mobile geo-tagged data provide facility for moderation and

display of assets; (iii) capacity building of the Ministry o$cials

for enabling data collection; (iv) collection, compilation and

moderation of data of the target groups; and (v) linking the

data of the target groups with administrative boundaries.

�e project is proposed to be executed in one year as per

prescribed time schedule. However, Memorandum of

Understanding (MoU) is valid for two years from the date of

signing for monitoring and incorporation of additional data.

xxxv. �e International Day of Older Persons, 2016

was celebrated on 01.10.2016 at a function at Vigyan

Bhawan, New Delhi. �e Hon'ble President of India

conferred Vayoshreshtha Samman-National Awards 2016 to

institutions/individuals working in the !eld of Ageing.

xxxvi. Constitution Day was celebrated on 26.11.2016 across

the country by various formations of the Government as well

as the Ministry of Social Justice and Empowerment.

xxxvii. �e noti!cation with regard to inclusion/

amendments of 28 Castes/Communities in the Central List

of OBCs in respect of Eight States namely Assam, Bihar,

Himachal Pradesh, Jharkhand, Maharashtra, Madhya


Pradesh, Jammu and Kashmir and Uttarakhand was issued

on 07.12.2016.

xxxviii. �e Mahaparinirvan Diwas of Dr. B.R. Ambedkar

was observed on 06/12/2016 in the Parliament House Lawns.

xxxix. �e Department of Social Justice & Empowerment

has proposed a Central Sector Scheme namely, "�e Scheme

for providing Physical Aids and Assisted-Living Devices''

to senior citizens belonging to the BPL category. Under the

scheme, physical aids and devices such as walking sticks,

elbow crutches, walkers, tripods, spectacles, hearing aids,

wheel chairs etc. will be distributed free of cost to the needy

and disadvantaged. �e total cost of the Scheme will be

Rs.478 crore for and upto the year 2019-20.

xl. Regional meetings were held with Principal Secretaries

of State Governments/Union Territories, Regional Resource

Training Centres (RRTCs), National Institute of Social

Defence and NIC at Delhi, Bengaluru and Guwahati on

08/12/2016, 12/12/2016 and 16/12/2016 respectively, to

review policies and programmes related to senior citizens and

drug abuse, as well as for promotion of cashless transaction.

xli. Memorandum of Understanding (MoU) between

Ministry of Social Justice and Empowerment and National


Scheduled Castes Finance Development Corporation

(NSFDC), a public sector undertaking of the department,

for the year 2016-17 was made e"ective from 08/12/2016

to promote economic development of the scheduled caste

persons living below Double the Poverty Line limit.

xlii. �e Ministry has been awarded the Website Quality

Certi!cate on 23/12/2016 by the STQC Website Quality

Certi!cation Services, Ministry of Communication and

Information Technology, Government of India. �e website

NEW INITIATIVES OF THE DEPARTMENT OF SOCIAL

JUSTICE AND EMPOWERMENT FOR 2017-18

1. Aadhar based Smart Card for Senior Citizens

It is proposed to introduce Aadhar-based smart card for

Senior Citizens which would be jointly implemented with

the support of the Ministry of Health and Family Welfare

and Unique Identi!cation Authority of India (UIDAI), on a

pilot basis in 2017-18 in !*een districts of the country.

2. Monitoring of Scheduled Caste Sub Plan

�e Scheduled Caste Sub Plan would now be monitored by

the Department of Social Justice & Empowerment. It would

be outcome based monitoring.


3. Enhancement of Maintenance amount for Senior

Citizens under the Maintenance and Welfare of Parents

and Senior Citizens Act (MWPSC Act), 2007.

Under Section 9(2) of the MWPSC Act, 2007 the amount of

monthly Maintenance payable to a parent or Senior Citizen

cannot exceed Rupees ten thousand. �is is inadequate and

to provide for a more reasonable amount of maintenance for

Senior Citizens and Parents, it is proposed to amend Section

9(2) of the MWPSC Act.

4. Rating mechanism for organizations providing Home

Care Services for Senior Citizens.

At present there is no uniform prescribed standard for

organizations providing home care services to Senior

Citizens. �erefore, it is proposed to lay down minimum

standards and a rating mechanism on the lines as Quality

Council of India (QCI), for organizations providing home

care services to Senior Citizens. �e parameters for rating

the organizations would be developed by December, 2017.

5. Pradhan Mantri Vidya Shakti Yojana

�e existing scheme of construction of Hostels for SC girl

students will be strengthened and modi!ed to include setting

up of residential schools for Scheduled Caste girls studying

in Class VI to Class XII with the objective of reducing the

dropout rate of Scheduled Caste girls. Priority would be

initially given to educationally backward blocks. In order


to promote inclusive education, while 70% seats would be

reserved for Scheduled Caste girls, balance would be open

to girls of other communities. An allocation of Rs. 150 crore

has been earmarked in the Budget 2017-18 for this purpose.
