However, "equally significant" is the disruptive effect of managing meningitis vaccination campaigns on the administration of the official health system, they contend. A survey was conducted at the level of the health system to assess the cost and impacts to the system of the 2007 epidemic bacterial meningitis season in Burkina Faso. The researchers then used a microeconomic approach to estimate direct medical and non-medical costs for households and the public health system, and indirect costs for households. This analysis showed that the total national cost of the meningitis epidemic was $US9.4 million ($0.69 per capita). Costs to the health system totalled $7.1 million, with 85.6% of this total attributable to reactive vaccination campaigns. The remaining $2.3 million in costs was borne by households of meningitis cases. The researchers estimate the mean cost per person vaccinated at $1.45, while the mean cost of managing one meningitis case was $116.30 including household costs, and $26.40 when only health sector costs were included. In addition to these costs, the meningitis epidemic disrupted all health services "from national to operational levels", say the researchers, with a large increase in medical consultations accounting for most of this burden.
