A Palm Coast Welcome

You may notice a welcome site at the four quadrants of the I-95/ State Road 100

interchange. This 2013-2014 Capital Improvement Project is now complete with

the installation of four recirculating fountains to improve the aesthetics and water

quality of the new detention ponds that were recently dug at this interchange

location. At night, each fountain will be illuminated with two LED lights at the

base of the fountains that give a dramatic entry feature for those entering or

leaving this interchange. One more reason for travelers to stop in and check out

our beautiful City. First impressions are lasting!

In part of a continued effort to support our Flagler Schools, a group of teachers

requested staff’s participation in a “Content Harvest

Workshop”. Staff provided a tour of Linear Park,

Graham Swamp Trail, Long Creek Nature Preserve

Complex wetland mitigation area. The goal of the

tour was to highlight wetland communities and

educate the teachers about ecological and regional

significance of these resources.

Green Team

Pre-registration is open for the SEVENTH Annual Intracoastal

Waterway Cleanup event scheduled for September 6th. A new addition

to the event is having a fiddler crab as our honorary mascot. Through a

social media campaign, the event mascot has been named Pinch de Leon

by City of Palm Coast Facebook followers. Volunteers must register by

August 27th to guarantee event supplies are reserved. For more event

Staff attended the Flagler County Sportfishing Club business meeting to

promote the Annual Intracoastal Waterway Cleanup. This organization

was a past sponsor and been longtime supporter of the event.

The following is an update since last week for capital projects in the City from August 7, 2014 through August 13, 2014.

Flagler Humane Society always recommends finding the right collar for your pet. A

well fitted collar could mean the difference between a safe walk and a walk where a pet

gets away. Break-a-way or stretchy collars are usually recommended for cats for safety

reasons. Remember to always place your pet’s tags on the collars for identification

purposes. For more information, call FHS at 386-445-1814.

Donation Opportunity: FHS is still collecting gently used shoes until the end of August.

We receive a monetary donation for each pair we collect. Shoes can be dropped off at

the shelter or at local businesses. A list of drop off locations is available at

http://www.flaglerhumanesociety.org/soles-souls-shoe-drive/.

Lowes and 100 Plus Realty donated “Doghouse Donation Boxes” that were placed at all

the fire stations in Flagler County. You can drop off donations anytime at your nearest

station if you can’t come by the shelter. We appreciate all donations, especially those

from our Wish List (flaglerhumanesociety.org/wish-list). You can also purchase items

via the Amazon.com link on our website and ship them directly to the shelter.

Adoption Specials: We are offering an “Over 3 is Free” cat adoption special through the

summer months. All cats over 3 years old have their adoption fees waived. All other

cats are $20 for the month of August!

FHS is gearing up for the “Dog Days of Summer” adoption special. All dog adoption

fees are reduced to half the normal fee. Come and see all our available dogs.

Upcoming Fundraising Events: Save the date for the “Fast & Furriest 2014 Run and

Walk” to help the animals. This year’s event will be held Sept 27th

at Princess Place

Upcoming Outreach Events: FHS representatives will be participating in the VITAS

Dog Days of Summer event that will be held at Holland Park on Florida Park Drive on

Saturday, August 23, 2014 from 10 am – 1 pm. We will have adoptable pets available.

We will be holding a special volunteer orientation on Saturday, August 16 at 11:30 am

for those that would like to help with our adoption outreach program. Outreach involves

bringing adoptable pets to various locations to be shown for adoption and educating the

public on FHS services. We hold onsite adoptions and it helps to socialize the animals

and be seen. If you are interested, please email [email protected] for

more information.

Outreach Events Update: Team FHS outreach recently set up a booth outside of the

Palm Coast Walmart and was there to promote the adoptable pets of FHS and to collect

donations. We collected much needed funds to help care for the animals and some

donations of food that are always welcome.

Public Announcements: The Flagler Humane Society has a variety of subsidized or

FREE spay/neuter programs for members of the community that need to have their pets

Operations Division staff preparing latest FiberNET customer in unchartered office complex. This is an opportunity that could lead to multiple customers in this one location.

Applications Division updated the Birds of a Feather Festival, Senior Games, and Running Series sections of the website.

GIS Division completed coordinate geometry (cogo) for 6 legal descriptions and digitized/attributed 6 easements for inclusion in the Land Rights Project.

IT Department received 77 Track IT’s this past week.

Operations Division helped repair multiple systems at WTP3, FZ Pool and Utility Office that were damaged in recent lightning storm. (phones, network switches, access control)

Operations Division staff almost complete with the Exchange 2013 migration. This is the latest version of Microsoft’s email server.

Operations Division staff nearly ready to roll out a new “Track IT” system. It will handle service orders, work orders, inventory and will be a replacement of the current system.

GIS Division staff provided City Manager's office with a Future Land Use Map that featured the percentage of each FLUM designation.

COMMUNITY DEVELOPMENT

GIS updated the CRH (Community Residential Homes) Application; Adding 1 assisted living facility and removed 1 due to its closure. Also added layers, churches & schools, to assist in 1000 foot buffer analyses for alcohol permits.

GIS Division compiled and mapped data for the Fire Department, to analyze fire response districts, response times, and station resources.

Applications Division made changes to an Excel spreadsheet for Fire that will allow them to pick a Truck from a drop down menu and have other information about the truck automatically populated in the Excel file.

Additional Fields at Indian Trails Middle School - Public Works began construction on 7-7-14. All work substantially complete this week. Waiting for as-built survey

Major Drainage Pipe F-2 Crossing @ Boulder Rock Drive - Met with SJRWMD for the pre-submittal exemption meeting on 8-7-14. Design and permitting will be done in house. Design plans are 23% complete.

Stormwater Model Improvements Land Acquisition - The Contract Agreement is under negotiations with the owner. No change.

LO-1 Water Control Structure Rehabilitation 2015 Project – Survey work is complete. Design is 100% complete. Requests for qualifications were advertised and opening date was 8-6-14. Received four applicants for the construction: S.E. Cline, P&S Paving, Greogory, and Sieg and Ambachtsheer.

Long Creek Blueway - Grant was awarded from the Florida Inland Navigational District; awaiting results and additional instructions.

Fire Department

In the past week, the department responded to 150 calls. There was one structure fire with no damages reported and one brush/wildfire reported. A total of 109 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 131 out of a possible 800 and the fire readiness level is 1.

Re: Week in Review

The average water demand for the week was 6.830 million gallons per day; average wastewater flow

was 6.745 million gallons per day.

Installed 12 new domestic meters, 2 new pep tanks.

This week 301 utility customers were shut off for non-payment.

Flagler Palm Coast High School\Bulldog Drive Project – Crews poured approximately 800 linear feet of

sidewalk on SR-100 and on the FPC east parking lot area and completed mulching several areas within

the parking lots.

Street Resurfacing continued this week. Ten streets have been resurfaced in the “F”, “W” and “P”

sections for a total of 4 miles to date.

Crews have been working on regular sidewalk maintenance in preparation of the start of school. All City

sidewalks and multi-use paths have been blown off and are free of debris and tripping hazards.

ZLD Water Treatment Plant #2 – The installation of the road base for the driveway has been completed.

Process piping is being installed in the dewatering building and sample points are being installed.

Smoke Testing – Completed Clubhouse Drive in Sections 2, 3, and 4 for a total of 69,898 feet completed

and 65 cleanouts replaced.

Graded 3,521 feet of swales, repaired 2 outfalls and cleaned 94 culvert pipes. Also removed and

replaced 1 driveway culvert and apron, and repaired 2 valley gutters, one on Caribe Court and the other

on Chilham Court.

Mowing in “S”, “K”, “B”, “R”, “L”, “F”, “P”, and “E sections. Mowing Belle Terre Parkway, Pine

Lakes Parkway, Matanzas Woods Parkway, White View Parkway, Lake View Drive and Palm Coast

Parkway.

Performed site distance trimming in the “F” section and mowing wet swales.

Lined 4 Pickleball Courts and the Tennis Courts at Belle Terre Park painted 4 Croquet Courts at Holland

Park.

Inmates mowed and weeded 51,707 linear feet of ditch in the “C” and “W” sections.

Tickets are being sold at the pool only, during regular pool hours.
