2 The Interoperability Process (IOP)
The DMR Association developed the DMR Interoperability Process in order to ensure that users and
vendors may take advantage from a free and versatile offer of DMR equipment at the market. Manu-
facturers may apply for certification as IOP Test Labor when complying with certain requirements (re-
fer to section 2.1). Required for this are the appointment of highly qualified employees and labor facili-
ties which are appropriate for IOP testing.
The interoperability process provides an official and consistent test specification by which competing
manufacturers can examine whether their products are compatible within the frame work of the speci-
fication. The Technical Working Group (TWG) of the DMR Association has taken the responsibility for
the DMR interoperability process. Based on published ETSI specifications for DMR, the TWG of the
association has compiled lists of mandatory and optional interoperability features.
In order to receive a certificate of interoperability, DMR equipment and DMR network infrastructure
must be interoperable with regard to the mandatory features. Furthermore, both parties may decide to
extend the interoperability tests on some or all optional features.
If both manufacturers attending the test session agree that the interoperability has been demonstrated
by the tests, test reports and recordings of signaling at the air interface are submitted as protocol files
to the TWG of the DMR Association for certification.

The abbreviations OACSU (Off-Air Call Set-Up) and FOACSU (Full Off-Air Call Set-Up) refer to the
way a payload channel for voice calls is allocated. Using OACSU the payload channel is already allo-
cated when calling the mobile station, with FOACSU the channel will be allocated only after the called
party has accepted the call.
All test cases for voice calls apply to using the AMBE+2 vocoder of the US company DVSI2 selected
by the DMR Association.
Short Data Messaging (SDM) relates to the transfer of a data message of 367 bits maximum via the
control channel (TSCC).
The mandatory scope of tests is defined for a single-site radio system. As an option, the test cases
listed above may be applied as well to multi-site radio systems when agreed between the IOP test
parties.
