United Nations World Day Against Trafficking in Persons -Blue

Heart Campaign

(30th July 2020)

The focus of this year's UN Blue Heart campaign is highlighting the essential role of first responders, such as local authorities, in identifying, supporting, counselling and seeking justice for victims of trafficking, and challenging the impunity of the traffickers. North Herts District Council has been showing its support to the campaign by promoting it on its social media platforms to help raise local awareness of the issue.

Further information on the Blue Heart campaign can be found on the UN’s website: United Nations World Day Against Trafficking in Persons and examples of national and local campaign messages can be found at the end of this article.

Whilst the true extent of modern slavery in the UK, and indeed globally, is unknown it is widely regarded as being second only to murder in terms of harm to its victims and society and estimated to cost the UK up to £4.3 billion a year. It is the fastest growing international crime and human trafficking has become the second most profitable industry after drug trafficking. Between April 2019 to March 2020, statistics for Hertfordshire identified:

- 85 police recorded offences - 96 National Referral Mechanism (NRM) referrals - 133 third party referrals - 9 Duty to Notify (DTN) referrals

Although data for North Herts indicates that the risk and threat of modern slavery and human trafficking is low, it is very much a hidden crime and that is why the Council continues to raise both organisational and public awareness of this crime. Over the past 12 months the Council has worked hard to play its role in combating modern slavery and human trafficking and this has included;

• Ensuring our procurement procedures and supply chain comply with the Charter Against Modern Slavery and the Council’s Transparency Statement on Modern Slavery

• Participating in a review of our modern slavery procedures with the Hertfordshire Modern Slavery Partnership and Shiva Foundation

• Regularly raising awareness around modern slavery with both staff and local communities through Insight/intranet content, social media, our web pages and NH Now.

Howard Park and Gardens Playground Renovation Project – Consultation Exercise The current Greenspace Strategy 2017 – 2021 has identified a capital budget for the renovation of the play area at Howard Park and Gardens Letchworth Garden City. Consequently, we are undertaking a public consultation exercise to establish what the users would like to see in Howard Park and Gardens in the future to try and identify what they do and do not like currently with the play area. DfT £2 billion funding for Cycling and Walking

The DfT has published a new cycling and walking plan for England. The Prime Minister made an announcement this week on thousands of miles of new protected bike lanes, cycle training for everyone and bikes available on prescription will be rolled out under new plans to overhaul cycling and walking in England – specific commitments include:

- creating more low traffic neighbourhoods to reduce rat running, including by consulting on communities’ right to close side streets

- putting in place more “school streets” to reduce traffic by schools - intensive funding of 12 new areas to become more cycle friendly, known as ‘Mini

Hollands’ - creating at least one zero-emission transport city centre - increasing access to e-bikes by setting up a new national e-bike programme

New standards for cycling infrastructure have also been published and these will be overseen by a new inspectorate, Active Travel England, which will be responsible for the cycling budget and help make sure schemes are compliant with the new standards. In addition, the first batch of bike repair vouchers worth £50 were released to the public in a pilot scheme to encourage thousands of people get back into cycling. Garden Waste Web Portal Opens – 3rd August 2020 The new garden waste web portal will have a soft launch on Monday 3rd August. Residents will be able to sign up to the new subscription year from Monday. In order to control the impact on the customer contact centre at Urbaser we are encouraging residents to sign up online. This is still the quickest and easiest way. https://www.north-herts.gov.uk/home/waste-and-recycling/garden-waste-collection-service We will be writing to and emailing residents in a phased approach inviting them to sign up. We aim to send approximately 1000 letters a day but can increase or decrease this to help manage the impact on the customer contact centre. Residents should sign up by 15th September in order to ensure no disruption to current services. We will only be deploying social media posts relating to garden waste if sign up numbers are not on track. Residents who sign up online will now have the opportunity to set up a direct debit for the service, which will mean an automatic sign up in future years making it easier for customers to renew and further reducing the pressure on phone lines. This year also sees the introduction of a concession for those residents on the Council Tax Reduction Scheme. These residents are also being encouraged to sign up online but cannot sign up for a direct debit. All households currently receiving the benefit will receive a letter over the coming weeks informing them of the introduction of the concession. The concession amount for the first bin is going to be £20. We are unable to accept cash or cheque payments this year as the Customer Contact Centre at the DCO is still closed. The phone lines over the coming weeks will be busy, even with the extra staff in place to take calls, therefore as well as residents being asked to sign up online we would also encourage any missed bin reports to also be reported via our website, and to only contact Urbaser if absolutely necessary. https://www.north-herts.gov.uk/home/waste-and-recycling/report-missed-bin For more information please contact: Name Louise Overington

Howard Park and Gardens Play Areas Consultation – have your say

The play areas at Howard Park and Gardens in Letchworth are set to have an upgrade, and

we need your views on how they could be improved.

North Herts District Council (NHDC) and Groundwork East* are inviting residents to

complete a short online survey. This is an opportunity for local people, particularly parents,

to identify potential improvements and help shape the future of the play areas for their

children. Following the results of the consultation, Groundwork will begin the process of

preparing detailed designs for the play areas.

NHDC had previously identified the play areas as part of its Green Space Strategy, and

funding has been set aside for improvements to the play areas.

Cllr Steve Jarvis, NHDC’s Executive Member for Leisure said: “We want to give local people

in Letchworth the chance to help shape the design of the play areas at Howard Park and

Gardens so that they meet the needs of young children in the future. Please take part in the

survey to have your say”.

Julia Watts, Senior Landscape Architect said: “We are grateful to all those able to spend 5-

minutes completing the survey about the play areas. Collecting the opinions of as many

people as possible is an important part of the landscape design process and it will help us

ensure that the upgrade really benefits the Letchworth community”.
