Agenda 1: Confirmation ofthe Minutes of the last SLC The Minutes of the 56th State Level

Committee meeting held on 11.02.2019 was circulated among the members. As there was noobservation or comments from any members, the Committee confirmed the Minutes.

Agenda 2:Discussion & approval of claims of 30% CCIS(Below ~1.S Crore)

The Member Secretary placed before the Committee a total of 21 nos. of deferred, & freshcases.

The Member Secretary informed the committee that:All the claims were scrutinized as per policy guidelines issued by DIPP, Government of India

from time to time. He further informed about the procedures adopted for scrutinizing the claimsbefore placing in the Committee. All the claims placed before the Committee had already beenscrutinized at various levels. Physical verification was initially done by the office of the GM,DICe.Senior Finance & Accounts Officer and Audit Cell of the office of the Commissioner, Industries &Commerce, Assam also verified the claims and admissibility of documents submitted by theclaimants in the light of guidelines issued by the Government of India till date. The Committee wasalso informed that the claim put up through agenda note by the office of the Commissioner,Industries & Commerce, Assam were found to be eligible, admissible and in accordance with therevised guidelines.

The Member Secretary further informed that all the financing banks/institutions were alsoinvited to the SLC to appraise the status of their financing units.

After threadbare discussion and obtaining the views of the officials of the Banks / FinancialInstitutions of the claims financed by them, the Committee examined all 21 nos. of Central CapitalInvestment Subsidy claims placed before the SLC and approved 16 nos. of cases, deferred 4 nosand rejected 1no of case.

The decision of the State Level Committee case wise is placed at Annexure-I & II

The meeting ended with a vote of thanks from the Chair.

As per decision of 52nd Sl.Cheld on 26.09.2018 the claim was rejected as the unit has shown substantially expanded in new ward and cabin but the same is not reflected in the 1C(8)(ii) of certificateof fixed capital investment from Chartered Accountant.Now the unit has requested for re-consideration of their claim and submitted CA report reflecting the additional investment in building. Place before the Committee for decision.
