A landmark policy on project implementation was recently approved by the DIDP Board during its meeting last November 23, 2011. This is the Performance-Based Allocation (PBA) of project funds that the DIDP receives from the National Government through the Department of Agriculture for the implementation of the DIDP Integrated Food Security Program (IFSP). The implementation of the PBA will start with the CY 2014 budget of the DIDP IFSP based on the performance of the projects funded under the CY 2012 budget. The PBA seeks to increase the effective use of scarce government resources for better delivery of public services through improved budget utilization and accountability, and strengthened incentives for good performance by defining sanctions and benefits that are linked to the achievement of expected results. This policy is likewise supportive of the National Government's reform agenda for a performance-based management of priority projects. Technical services were extended anew to the Province of Davao del Sur as they requested for the topographic survey of the 51 hectare-site of their proposed Pabahay Program at Brgy. Bato, Sta. Cruz. The survey was conducted on October 25-27, November 2- 4, 2011. by: Engr. Grace L. Magalona the project funds from DA will be shared among the 10 member LGUs. These are: 1) submission of requirements for obligation of funds, 2) physical accomplishment vis-à-vis approved implementation schedule, and 3) liquidation of fund transfers. Prior to its presentation to the DIDP Board, the PBA was refined through 2 cycles of consultative meetings with the DIDP member LGUs and DA RFU XI. Two options for the implementation of the PBA were deliberated, and the option that was approved by the Board has the following provisions: m Funds will be forfeited if the complete requirements for obligation are not submitted within the deadline set by the PMO; m The ratio of sharing between the provinces and component cities will still be factored since the LGU share will be based on the equitable sharing formula followed in the previous fund releases. However, only a percentage of this share will be allocated to the LGU to be computed as follows: Perfomance-Based Allocation Scheme Approved by DIDP Board ...................................4 Road profiling survey at Brgy. New Ilocos, Magsaysay. °(___% physical accomplishment at end of approved implementation schedule) x 0.85 °(___% liquidation of 1st and 2nd tranches of fund transfers under current year's release) x 0.05 °(___% liquidation of fund transfers under previous year's releases) x 0.1 m If the LGU gets a 100% accomplishment for all 3 conditions stated above, it will get its full share based on the original formula plus its share of the incentive funds, if any. m The PMO and DA RFU XI will evaluate the performance of the LGUs in implementing their FMR projects, and rank them based on an agreed grading system and criteria. The top 2 LGUs from the Provinces and top 2 LGUs from the Component Cities will receive the incentive funds collected from the balances of the LGU shares. m If all LGUs are able to complete their projects within the approved implementation schedule and have liquidated all fund transfers, there will be no changes in the equitable sharing of funds followed in the previous years.v GIS... from page 1 Part of the services provided by the DIDP-GIS Unit is the conduct of GIS software trainings. Since there have been a lot of movement in the GIS personnel trained by the DIDP way back in the year 2007 due to various reasons such as reassignment to other departments or resignation, LGUs have been requesting to capacitate their new GIS staff. To revive the GIS Unit of the Island Garden City of Samal, Engr. Ana Lea Zapanta, City Planning and Development Coordinator and DIDP Coordinator, with the approval of City Mayor Hon. Aniano P. Antalan, requested for the training of its newly hired GIS personnel. The 3-day training on the Introduction to ArcGIS was conducted last October 5-7, 2011 at CGSO Conference Hall. The participants came from different departments like the City Engineering Office, City Planning and Development Office and City Assessor's Office . To support the acquisition of the Province of Davao del Norte of a DGPS Promark 100 model that can be used for its road mapping, surveying, control points establishment and other activities, the DIDP conducted a DGPS Training on December 7-9, 2011 at Bulwagan, Government Center, Mankilam, Tagum City. The activity was participated by the GIS Unit Staff of the Provincial Planning and Development Office. More technical transfers are coming up for this year as part of the DIDP PMO services to its member LGUs.v

GIS Assistance to DIDP member LGUs Continues

During the Board Meeting of the Davao Integrated Development Program (DIDP) conducted last November 23, 2011, the exemplary performance of the member LGUs in the implementation of the various DIDP projects were recognized and awarded. The Awards are the following:

he 4th Quarter Consultative Meeting on DA-DIDP TInfrastructure Projects was

conducted last December 07, 2011 at the Apo View Hotel, Davao City which was facilitated by the Department of Agriculture Regional Field Unit XI (DA RFU-XI). It was attended by finance and technical personnel from DA RFU-XI, DIDP-PMO, and the 10 DIDP member-LGUs, who were welcomed by Dir. Romulo Falcon, Regional Technical Director of DA RFU-XI in behalf of Dir. Oscar Parawan.

The following were discussed during the meeting:m Status of Physical and Financial

Status of FMR Projects (CY 2010 and CY 2011) ;

m Updates of DIDP Projects, status of CY 2012 FMR Projects and Updates of the DIDP Board Meeting;

m Presentation of Financial Report of DIDP Projects and CY 2012 Budget; and,

m Issues and concerns.

The LGU Coordinators presented the status of the physical and financial accomplishments of their projects implemented under DA's Locally Funded Projects for CY 2010 and CY 2011.

After the presentations of the LGUs, Engr. Grace Magalona presented the overall financial and physical performance of the DIDP FMR projects. Over-all accomplishment as of November 30, 2011 for CY 2010 projects is 72% (roads) and 100% (bridge), and 21% (roads) and 94% (bridge) for the CY 2011 projects. She also presented the implementation schedules of the projects under the CY 2011 budget based on the approved PERT-CPM of the LGUs. In addition, she provided updates from the DIDP Board Meeting held last November in Tagum City. She informed the participants that one of the agenda discussed during the meeting was the proposed Performance Based Allocation (PBA) sharing scheme among DIDP member LGUs which was duly approved by the Board. The said scheme will be implemented for the CY 2014 Budget of the DIDP IFSP and the guidelines will be crafted and agreed upon among DA, DIDP and the LGUs.

Ms. Alma B. Mahinay, Chief of the Finance Division of DA RFU-XI presented the Financial Report of the DIDP Projects. She reminded the LGUs to fast-track the liquidation of the unliquidated fund transfer in order to facilitate the release of new funds intended for the CY 2012 projects. She said that the project funds for CY 2012 is readily available pending the submission of the initial requirements for obligation by the LGU.

During the open forum, Engr. Lorenzo Bermillo, DA RFU-XI Project Coordinator on FMR projects, reminded the LGUs on the submission of the reports on a monthly basis. He stressed that the title of the project should be consistent in the requirements for fund release such as the MOA, plans, programs of work, etc. in order to facilitate the fast release of funds intended for the project. In addition, concreting of roads should be given a big emphasis for sustainability and minimal maintenance. However, some LGUs are not agreeable with the idea due to the small amount of budget.

The meeting formally adjourned at 4:30 p.m.v

On the other hand, the project located in Brgy. Kasilak in Panabo City was surveyed last November 9-11, 2011. Recommended drilling site is the school area wherein survey test results show sufficient depth to a potential aquifer which can minimize contamination. Water quality tests also have favorable results but it is highly recommended that additional tests should be done after well development.

The DIDP Board acted favorably on the PMO's request for additional funds to cope up with the rising costs of office operations, and increased the annual contributions of the LGUs. Starting this 2012, the contributions of the provinces and Davao City will be P750K per year, and P500 K for the component cities.

The Board also approved the proposed Performance-Based Allocation scheme for the sharing of project funds under the DIDP IFSP among the DIDP member-LGUS. (Please see related article.) Chair Rodolfo del Rosario said that incentives should be given to the LGUs which are performing well or penalties to those which are not performing. DA Regional Director Oscar O. Parawan also agreed and said that DIDP can serve as a model for other locally-funded projects once

the PBA will be implemented. According to Engr. Magalona, guidelines will be formulated as soon as possible and the allocation based on performance shall start with the CY 2014 Budget of DIDP IFSP of which the basis for the evaluation shall be the performance of the CY 2012 projects.

These survey projects were conducted by DIDP and the LGU personnel from the Engineering and Planning offices. New personnel from the LGU participated in the surveys besides the LGREP trained counterparts as part of the expansion of the technical transfer. This survey training includes the operation of the resistivity meter and processing of field data using several computer softwares.v

Groundwater Development Activities for the last quarter of 2011 consist of three (3) Electric Resistivity Surveys to evaluate possible drilling sites for barangay water systems. Two of the projects are located in IGACOS and another project is located in Panabo City.

The Electrical Resistivity Survey in IGACOS was conducted on October 18-20, 2011 in Barangay Pangubatan and November 28 to December 01, 2011 in Barangay Camudmud. Survey results in Barangay Pangubatan show a high probability for aquifer presence in the two test sites.

The site in Purok 01 which has a higher elevation is more favorable to be a drilling site since the other site located in Purok 02 is near the public cemetery. The potential drilling site in Barangay Camudmud is also favorable but the site is near an existing pump site. Close vicinity between drilling sites can affect the water levels of each other during normal pumping operations.

Other matters tackled during the meeting are:m Housing programs and status of

ongoing housing projects of the Housing and Urban Development Coordinating Council (HUDCC) presented by Engr. Carolina Angel, designated Officer-in-Charge of NHA XI Project Office;

m Davao Gulf Area Development Plan for 2011-2030 presented by Dir. Bonifacio G. Uy, Asst. Regional Director of NEDA XI;

m Transfer of ownership, management, operation and maintenance of the Sta. Ana Port to LGU-Davao City, and designating the area as part of the economic and industrial zone in Region XI, requested by the Davao City Chamber of Commerce and Industry Inc.

Before the meeting adjourned, Plaques of Recognition were given to the LGUs with exceptional performance in the implementation of the various projects of the DIDP. Plaques of Appreciation were also presented to the 10 DIDP member-LGUs and its partner national government agencies as a token of gratitude for their continuous and steadfast support to the program.v
