PURPOSE:

The purpose of this Memorandum is to provide program information for the 2008-2009 Extended Learning Program (ELP) offered at single/multi-track secondary schools.

MAJOR CHANGES:

The major changes for the 2008- 2009 Extended Learning Program (ELP) include the discontinuation of ELP classes offered on Saturdays, excluding Extended Learning Academy/Required Learning Academy (ELA/RLA) schools, the inclusion of grades 6-10 only and the reduction of funding for ELP. This memorandum replaces MEM-3749.1, 2007-2008 Extended Learning Program for Secondary Schools, Beyond the Bell Branch, dated August 31, 2007.

INSTRUCTIONS:

Changes from the previous memorandum, MEM-4329.0 include the reference to the CAHSEE Intensive Intervention Program (CIIP) for students in grades 11-12 and the requirement to submit the statistical report on a CD to the Local District Intervention Coordinator.

I. Background

Following state guidelines, the Board of Education adopted a Standards-Based Promotion Policy requiring students in grade 8 to meet minimum criteria to promote to the next grade and a CAHSEE Preparation Policy requiring students to meet prescribed criteria to graduate. These policies provide for intervention programs for students at-risk of not meeting grade level standards.

II. Guidelines

The ELP is an intervention program designed to provide standards-based instruction that is aligned to the core instructional program for on-track students in grades 6-10. The curriculum offered is subject specific and is presented in 30 hour instructional modules at single and multi-track schools. For assistance regarding the Extended Learning Program, refer to the Local District Intervention Staff Directory (Attachment A).

Effective first teaching is the foundation for all instructional programs. The classroom teacher provides intervention and additional instructional support

for all students. Following classroom program modifications, students who continue to need assistance should participate in the ELP.

III. Student Eligibility

A. Grades 6-10 1. Students receiving an English or mathematics grade of D or F on

the report card and judged through multiple measures by classroom teachers to be in danger of not meeting grade level standards.

2. Students scoring at Below Basic and Far Below Basic proficiency levels on the California Standards Test (CST) in English language arts and/or mathematics.

3. Students enrolled in the Developing Readers and Writers Course (DRWC) and who scored 60% or below on one or more Summative Assessments in LANGUAGE!

4. Students enrolled in the DRWC and who showed no growth on the Scholastic Reading Inventory and no growth on the Individual Growth Report in READ 180.

5. English Learners who received a grade of D or Fail in an ESL course.

6. English Learners not making adequate progress in ESL as determined by the writing assessments, unit tests, or language acquisition assessment.

7. Students Preparing for Redesignation Program (PRP) who have not met the criteria for redesignation.

8. Students with disabilities expected to meet grade-level standards as determined by their Individualized Education Plan (IEP) and are not making adequate progress.

B. Grades 9-10

1. Students who have not taken the CAHSEE exam. 2. It is strongly recommended that each of the sessions for ELP be

completed prior to the administration of the CAHSEE. The CAHSEE is scheduled to be administered on the following dates:

• March 17-18, 2009 – Focus on 10th grade students • May 12-13, 2009 – Make-up for students in grades 10.

C. Grades 11-12 1. Refer to MEM-4406.0, 2008-2009 CAHSEE Intensive Instruction

Program (CIIP) for High Schools Grades 11-12 and Post 12th Grade, Program 11195.

2. Students that are required to pass the CAHSEE and have not passed one or both parts of the CAHSEE with priority given to 12th grade students.

IV. Organization of Classes

A. Scheduling is determined by the school administrator, in collaboration

with school teams. School sites with ELA/RLA programs follow the calendars in the respective memorandum. Schools may choose from the following options: 1. Before/after school 2. Due to budget reductions, schools that do not have ELA/RLA

programs are not authorized to schedule intervention classes on Saturdays, except for schools funded for ELA/RLA and Quality Education Investment Act (QEIA). Schools with QEIA funding must include Saturday intervention programs and administrative supervision of instruction in school plan and budget.

3. School sites with ELA or RLA programs follow the calendars, curriculum and attendance procedures outlined in the respective memorandum.

4. Suggested ELP Sessions for schools (except ELA/RLA schools) are included in Attachments B-1, and B2.

5. All ELP sessions must be concluded by May 22, 2009. All secondary ELP require an electronic statistical report on the CD (disc). All CD’s with student data and attendance must be sent to the Local District Intervention Coordinator via school mail by June 1, 2009.

B. Schools must complete the Intent to Offer Intervention (Attachment C)

and fax it to the Local District Intervention/Testing Coordinator, three weeks prior to the start of ELP sessions.

C. Composition of classes is determined by student eligibility. Classes

should be organized based on similar student needs. 1. English Language Arts

2. Mathematics 3. English Language Development (ESL 1A, 1B, 2A or 2B)

D. Class Size

Secondary schools are to organize with an enrollment of 35:1 to allow for attrition. The class size is 25:1. Classes will be closed if attendance falls below 25 students. Daily attendance must be maintained.

V. Parent Notification

Parents must be notified that their son/daughter is at risk of not meeting grade level standards or graduation requirements and must attend the Extended Learning Program intervention classes. Schools must inform parents of program dates, time and location, using the Extended Learning Program Parent Notification letters (Attachment D-1, D-2).

VI. Staffing A. Teacher Selection

Teacher Application (Attachment E). 2. Priority and selection process for Extended Learning Program is

referenced in LAUSD/UTLA agreement. (Attachment F). VII. Instructional Program

A. Curriculum

1. Middle School a. Provide targeted assistance to students based on CST Proficiency

Levels, utilizing periodic assessments. Credits are not offered at middle school. Language Arts: Compass Learning or Voyager Mathematics: Compass Learning or Princeton Review ESL: Beyond the Bell ESL Intervention

b. Course Numbers: ELA English 23-25-21 ELA Math 31-01-21 ESL Intervention 1A/1B 17-02-01/17-02-02 ESL Intervention 2A/2B 17-02-03/17-02-04

2. High School a. Provide targeted assistance to students in grades 9-10, with

priority given to 10th graders who have not passed CAHSEE. Students in 9th grade may participate as capacity permits. Placement of students without CAHSEE results is determined by CST Proficiency. The ESL intervention classes provide support to EL students not meeting benchmark assessments in ESL 1 and 2.

b. Course Number: ELA English 23-25-21 ELA Math 31-01-21 ESL Intervention 1A/1B 17-02-01/17-02-02 ESL Intervention 2A/2B 17-02-03/17-02-04 c. Course Credit: 2.5 elective credits per 30 hour session

CAHSEE Preparation: Kaplan (Grades 9 and 10) d. Grading (High Schools only). Grades are determined as outlined

in BUL-1353.1, Marking Practices and Procedures in Secondary Schools, dated October 25, 2004. For intervention classes, students should be graded using the following criteria: 1) Class participation, completion of assignments, and teacher

determined tasks and assignments may be used as the basis for the grade.

2) At least 24 hours of attendance is required in order to receive credit.

3) Mark of “N” may be given to students who do not meet the hours of attendance criteria or earned a grade of D or F.

4) Grades of D or F should be avoided

B. Professional Development 1. Beyond the Bell Branch funds professional development for the

Extended Learning Program. A voucher is provided at the conclusion of each training session. The school site time reporter enters the payroll for the training. Teachers are compensated at their annual hourly rate.

2. Professional Development is required for teachers to teach in the program. Teachers not previously trained must attend training. Beyond the Bell Branch coordinates the delivery of the training and notifies the schools of the dates and times.

VIII. Attendance Accounting and Documentation

It is critical that all intervention program information be entered according to the instructions below. The District and schools use the information for decision making and planning for intervention programs. Hourly reimbursement depends upon the accuracy of the attendance and statistical reports. The hourly attendance reported by schools provides the funds for the intervention programs.

A. Attendance Accounting

1. Schools must follow the guidelines provided in reference guide REF-4349.1, Attendance Accounting and Documentation for Hourly Extended Day Programs for Secondary Schools, dated August 4, 2008. Schools with ELA or RLA program follow the attendance procedures in the respective memoranda.

2. Attendance must be monitored and recorded. Please note that attendance is not entered in SSIS. Teachers must complete and record hourly attendance on the Secondary Intervention Attendance Register (Attachment G).

3. Attendance is based on negative attendance. Only absences need to be marked.

4. Attendance is reported by leaving the attendance box “Blank”. 5. Attendance is taken at least once each clock hour. A student is

considered present if he/she attends any part of the scheduled class or hour time block.

6. Class meeting dates, days, start and end times must be identified on the Register forms.

7. The intervention program must be offered outside of the regular school day.

8. The classification report is a count of students in attendance on the 6th hour of intervention. After the 6th hour of intervention, send the Secondary Intervention Programs (30 Hours) Classification Report via email to the Local District Intervention/Testing Coordinator.

9. At the end of the session, teachers count the number of hours of attendance for each student and, at high schools only, provide a grade mark for eligible students. The Attendance Registers must be signed and dated by the teacher.

11. All ELP sessions require an electronic statistical report on a CD. All CD’s with student data and attendance must be sent to the Local District Intervention Coordinator via school mail within five days of the end of the session.

12. All ELP sessions must be concluded by May 22, 2009 and CD’s with student data and attendance must be sent to the Local District Intervention Coordinator via school mail by June 1, 2009.

B. Document Security and Closing Procedures

1. Attendance registers are official attendance documents and must be filed at the school site at the end of each session.

2. Teachers complete the following at the end of each ELP session: a. Attendance Registers b. Standards- Based Intervention Log (Attachment H) c. Participation Report – (Attachment I)

3. Program Coordinator completes the following: a. The student intervention information should be recorded in SIS

program ID17. Credits (for High School students only) should be submitted to the APSCS, entered in the SIS electronic cumulative record (program TR01) by the credit clerk and hand entered cum.

b. After the 6th hour of the Intervention Program, complete and email the Secondary Intervention (30 Hour) Classification Report to the Local District Intervention/Testing Coordinator.

c. Within five days of the end of the ELP session, mail the CD/floppy disk which contains the statistical report to the Local District Intervention Coordinator.

4. At the end of the session, a hard copy of the Electronic Statistical is signed and dated by the principal or his/her designee and filed along with the attendance rosters. The attendance records must be available to authorized personnel at any time for inspection or audit purposes. Attendance records are saved at the school site for five years.

IX. Budget Guidelines and Payroll Procedures

A. The ELP funding is allocated to schools on a yearly basis for eligible

students. Schools must work within the budgeted allocation. Schools must complete and fax the ELP Budget Worksheet (Attachment J) and the Intent to Offer Intervention (Attachment C) forms at least three weeks prior to the start of the program to the Local District Intervention/ Testing Coordinator. 1. Schools are budgeted an allocation of $1,950.00 (average teacher

salary) per ELP class in direct services for certificated teaching salaries. This amount may only be used for teaching salaries. Funds may not be transferred to indirect services. a. Before/afterschool ELP teachers are compensated at the

intervention rate that includes a stipend of .09224. The

stipend is for planning, monitoring of student attendance, intervention documentation/assessment, faculty meetings and supervision as appropriate. The stipend is not provided for teacher training.

b. Due to budget reductions, schools are not authorized to fund intervention classes on Saturdays and/or Administrative Supervision, except for schools funded for ELA/RLA and QEIA. Schools excluding ELA/RLA with QEIA funding may schedule Saturday intervention program only if included in QEIA plan and budget.

c. Retired teachers and substitutes are compensated as a professional expert as approved.

2. Schools may budget up to $50.00 per class of allocated funding for indirect services including, coordinating support, clerical/ custodial relief and/or overtime and instructional/school supplies. a. Coordinating support is provided for the organization of

ELP including parent notification, class organization and documentation.

b. Clerical relief/overtime provides for data entry into SSIS.

B. Payroll Procedures 1. The program code is 11247. 2. A time card must be kept for all teachers providing intervention.

X. Transportation

Transportation is provided for CAP, PWT, Magnet and Students with Disabilities by the Central Office. Submit an Application for Auxiliary Transportation/Trip Form 78.20T Rev. (Attachment K) with the Intent to Offer Intervention to the Local District Intervention/Testing Coordinator for approval and processing three weeks prior to the start date.

XI. Food Services

Snacks are provided for ELP programs. Schools must contact the Cafeteria Manager and complete the Request to Begin or Change Meal Service (Attachment L), three weeks prior to offering the ELP session.

GUIDELINES FOR TEACHER SELECTION Extended Learning Program (ELP)

The Extended Learning Program (ELP) is designed specifically to support on-track students who are at-risk of not achieving grade level standards. Secondary classes are organized with an enrollment of 30:1. Class size is 25:1. Daily attendance must be maintained. Scheduling of sessions will be locally determined. Sessions are scheduled for before/afterschool only (Except for RLA/ELA schools). Teachers who volunteer for this additional assignment agree to teach the entire session and to attend training if required. SELECTION

Priority #1 Priority One A – Permanent and Probationary teaches in the affected grades/subject fields with appropriate authorization and training in the grade/subject field. This includes resource specialists, librarians, etc.

Priority #1B Non-Permanent and Non-Probationary teachers who do not have a seniority

date will use their contract date.

Priority #2 Permanent site-based non-classroom teachers. This priority includes Deans, Counselors, Coordinators, and Instructional Coaches.

Priority #3 Adult School Teachers

Priority #4 Substitute/ Retiree Teachers

Priority #5 Administrators

All teachers with the appropriate qualifications in each of the above categories will be selected in seniority order.

If there are more eligible applicants within each priority to teach a specific course at any one school

than there are positions available, District seniority on a rotational basis, shall determine the selection. An applicant, who taught in the program during the previous session, shall not be eligible for service until all teachers in the priority grouping who did not teach the previous session are assigned. Ties in District seniority shall be broken under the provisions of Article XI, Section 6.

COMPENSATION Teachers who participate in ELP shall be compensated at the intervention rate, which includes a stipend of .09224). The stipend is for planning, monitoring of student attendance, intervention documentation/ assessment, faculty meetings and supervision as appropriate. The stipend is not provided for teacher training.
