INTRODUCTION:
With an Objective to reduce the burden of disease and out of pocket spending for
specialized care for BPL families of Amreli District, State Nodal Cell, Health and Family Welfare
Department-Gandhinagar, Health Branch of District Panchayat-Amreli and General Hospital-
Amreli organized First Mega Health Camp under Mukhyamantri Amrutum Yojana on 2nd
February,2014 at General Hospital, Amreli from 9:00 A.M. to 5:00 P.M.
OBJECTIVES:
The Main objective behind this mega health camp was to screen out BPL Patients for
tertiary care which fitted in MA Yojana Cluster. For that the Patient from village level were
screened by concerned medical officers and provide required consultation, diagnose with
required treatment along with drugs. The patient, who need higher tertiary care treatment are
referred to various network hospitals under MA yojana for further treatment. If any patient are
not covered under MA yojana or not required than referred them to other hospital which are
empanelled with other different health scheme like RSBY. All patients had got the consultation
with free diagnoses and medicines for the treatment required by them at present based on the
diagnoses and also advice them to be in contact with respective PHC/CHC and Medical officers
for future follow-up for the same.

The Main focuse of Mukhyamantri Amrutum Yojana and such Mega Health camp is to
act as safety net for the BPL families who cannot afford costly tertiary care treatments as these
treatments need too much many and quality treatment from expert doctors. The Mega health
camp under MA Yojana aims to hold hands of BPL families in each step of treatment starting
from village level screening by MOs to mobilize them to camp side by concerned
MPHWs/FHWs/ASHA by providing free multi-specialty consultation, all necessary diagnosis,
drugs required at mega health camp. Finally guide them further by referring patients to avail
the needful treatment at nearest empanelled hospital and lastly follow-up under MA yojana.
Beside above all primary objective it also focuses to create public awareness about MA
Yojana and its benefits to common BPL families and provide new enrolment of MA beneficiaries
at camp side as there are 93959 BPL families at Amreli District.
ORGANISING COMMITTEE:
For proper Coordination and smooth Conduction of Mega Health Camp under
Chairmanship of Collector sir meeting was conducted on 06/01/2014.The main organizing
committee was formed who had monitor, Supervise and coordinate all the activities before
camp and during camp with various formed sub-committee for successful implementation of
this camp. Also Periodic review were taken from all sub-committee at various meeting that
were conducted on 07/01/2014, 22/01/2014 and 30/01/2014 under the chairmanship of CDHO
and CDMO. One last review meeting was conducted under the chairmanship of Collector sir on
27/01/2014 to give final touch to the preparation of this mega health camp.

Under the umbrella of The Main Organizing Committee different executive committees
were by Main organizing committee of MA Yojana Mega Health Camp for the smooth
functioning of mega health camp work. The list is hereby mentioned with their role and

Moreover, All the Sub Committees consists 6 to 7 members from various department of
District Panchayat and General Hospital as per designation and particular experience in their
work. All the Sub Committees have to Coordinate with Main Organizing Committee and do the
assigned work, in respect of MA Yojana Mega health Camp-Amreli

CAMP PREPARATION & ACTIVITIES
PRIMARY SCREENING:-
Primary Screening was started before 1 months and the message about this mega
health camp was percolated at every level. A special screening tool in printed form was given to
all DH/SDH/THO/PHC/CHC to screen out patient from every level, this screening tool has simple
question related to beneficiaries health, habit, history of past treatment, history of family with
their personal information like...Name, age, gender, address, contact number, BPL card No.,
MA/RSBY URN No. so that Non-medical person like MPHW, FHW, and even ASHA workers can
screen out suspected patient from village level. First house to house survey was done to enlist
BPL families and further enlisted morbidity or any diseased person of those families with the
help of given screening tool. After the survey this sheet was handed over to concern Medical
Officer PHC.
SELECTION OF VENUE:-
In order to tackle large number of population on the day of mega health camp, General
Hospital-Amreli was selected as a venue of mega camp. The key reason behind selection of
General Hospital-Amreli as a venue of mega camp was because of familiarity of place among
the beneficiaries and another reason was that smooth transportation is available for every
person and for movement of equipments and logistic as it is situated at the center of city.
Campus area (ground) was utilized for primary screening, main stage, kiosk center,
common drug distribution, waiting area and food area for beneficiaries, while existing OPD
wing of General Hospital-Amreli was utilized for category wise Secondary Screening and
Category wise drug distribution and investigation reports like...ECG,ECHO.

IEC ACTIVITIES:
Around 30-35 days before District panchayat team, General hospital team, PHCs, CHCs,
MPHWs, FHWs, and ASHA Workers started to visit various areas of Amreli District to provide
information about MA yojana and Mega Health Camp. The aim was to mobilize and disseminate
information about the Mukhyamantri Amrutum Yojana to be undertaken during Mega Health
Camp and different health schemes. The Mobilization was done with the help of following
activities.
Door to Door survey by MPHWs, FHWs, ASHA and village level screening by MOs at
respective PHC/CHC level.
CDHO and CDMO, Amreli ware phoned to all public leaders for the invitation and for
wide spared of camp information.
In total 60 Banners and 1,00,000 hand bill was distributed from PHC/CHC level on the
day of POLIO Programme (19/01/2014) from every POLIO booth of District,

Public meetings and ASHA worker meeting by CDHO, ADHO, RCHO, QAMO,MOs and
organizing committee at different area of district.
Advertisement in local News Papers and advertisement scroll at local TV channels for
the publicity of Mega camp.
PRE MEGA HEALTH CAMP MEETINGS:-
A pre mega health camp meeting was conducted on 28/12/2013 at General Hospital,
Amreli under the chairmanship of CDMO and CDHO. In that meeting various committees ware
planned for mega camp. After that another meeting was conducted on 02/01/2014 for further
division of work.
However, under the chairmanship of Collector, First meeting of main organizing
committee was conducted on 06/01/2014 and detailed orders ware executed. After that on
07/01/2014 and 22/01/2014 meetings ware conducted under the chairmanship of CDMO and
CDHO for the in-depth review of mega camp activities of all sub committees.
On 27/01/2014 one last meeting was conducted under the chairmanship of Collector to
know final status of mega camp preparation and final status of all committee members' work
and discussion on route planning.
On 30/01/2014 on-site committee members meeting was conducted under the
chairmanship of CDMO and CDHO in which on-site duties were assigned and in-depth
discussion ware taken place for mega camp.
PATIENT MOBILIZATION:-
There ware number of vehicles arranged for mobilization of patients from different
taluka, PHCs and Villages to camp site. All taluka health officers were assigned duties to hire
vehicles at local level. Detailed route planning was also done by all taluka health officers, as per
suggestions of medical officers, If PHC wise bus were provided than patient mobilization would
be on timely bases, a time table was prepared for all talukas to reach at camp site on time and
also to avoid any over crowed situation at camp site.
Pick up point and routes were decided previously and each bus/vehicle was assigned
one FHW and one MPHW. Strict instruction were given to not bring seriously ill bed ridden and
mentally retired patient but allowed to bring their medical documents with family members
and also allow to come with one family member.

ON SITE CAMP MANAGEMENT:-
On site Camp Management require to allocate the places and designations where the
chambers are to be prepared, how patients are to be sand for secondary screening by avoiding
rush at particular chamber, there ware detailed discussion on the place of primary screening,
food stole, pharmacy, Lab/ECG/ECHO, kiosk, water and sanitation facilities. Specially, to avoid
any contingency 20 Experienced MPHWs were assigned duty as a MESSENGER at camp site to
tackle any difficult situation and to manage crowed.
As per the requirement and estimated numbers of patients, by consulting with PIU
Engineers a layout plan/map was designed. According to layout plan and enlisted activities,
there was uniform one directional patient flows (from entrance till exit) which would not lead
to any crowding. Entry point and Exit point were totally on opposite direction, starting from
registration, and primary screening of the patients screening out for secondary level where
specialist doctors were positioned and further visit the pharmacy section and if any
beneficiaries MA card is not issue to them than 11 MA kiosk was set up and lastly directed
patient to food section. It is the responsibility of 20 MPHWs who worked as MESSENGER at
camp site to maintain this one directional flow with the help of nursing staff, security guards,
peons and other members.
Each assigned area, planning and size of chambers was designed based on the
requirement by the main organizing committee. Accordingly logistic, equipments and
manpower requirement was calculated. At the ground of General Hospital, Amreli 12 separate
chambers were set up for registration and primary screening including waiting area and
common pharmacy, 15 chambers were set up for the Secondary screening at existing OPD
section of General Hospital, Amreli including category wise pharmacy and ECG and ECHO, 11
kiosk were also set up for the new enrollment. Photograph of camp lay out is attached herewith
in Annexure.

REGISTRATION DESK:-
The camp was started as per scheduled time 9:00 hrs and the first step for any BPL
family is to get themselves register and for that separate counters were prepared for different
talukas. in total there were 12 registration desk, out of which 11 was provided to concerned
talukas and 1 was provided to Urban Area of Amreli. At each counter separate Registers, Mega
camp files for beneficiaries, stationeries, food coupons, category wise stickers and blank sheet
was provided. Taluka wise unique ID was given. Each beneficiary was provided with separate
Unique ID based on that patients will be tracked in whole mega health camp post camp.
PRIMARY SCREENING:-
In total were 12 chambers were prepared for primary
screening and in each chamber 2 Medical Officers, 2
Registration clerk, 3 MPHWs, 3FHWs and 1 peon were
designated, there were total 24 medical officers at
primary area. Each chamber had provided examination
table with equipments, drug list and list of OPD
department so that MOs can refer the patients for
further secondary screening as per primary diagnosis.
For easy screening, waiting/seating arrangements were
done for the beneficiaries and concerned MPHWs/FHWs
maintaining the queues for male and female as per
arranged barricading so as to have smooth patient flow at primary level. The staff of police
force (Male and Female) was also allotted duty by the order of collector to maintain crowed
and to maintain rules and regulation at primary screening area and at parking area.

SECONDARY SCREENING:-
In total there were 15 chambers were set up for Secondary Screening, In each chamber
1 specialist doctor, 1 Medical Officer, 2 Nursing Students,1 Registration clerk and 1 Messenger
and 1 peon ware designated with curtains, table, equipments, drug list, refer coupons for
laboratory, ECG, ECHO and there were separate Pharmacy for each specialty at Secondary
Screening Stage. Following table show the details of Secondary Screening Team as per category.
The Patient were referred from primary screening by concerned medical officer to
concerned specialist doctors at concerned OPD on the basis of primary diagnosis, proper
signage were placed at every specialist chamber that signage were exactly match (design,
colour) to the category wise sticker which was pasted on the file at the time of primary
screening so that beneficiaries can easily identified respective specialist chamber even by
themselves. When patients were referred to specialized doctors, in each OPD there were
Messengers, who ware designated to guide the patients and maintain the separate queues for
males and females.

The specialized doctors diagnose the patients and prescribe the drugs and lab test if
required any, separate Laboratory, ECG and ECHO departments were set up if any doctor
prescribed for the same. Those patients were not fit in the MA cluster than they were referred
further in other scheme like..RSBY. Accordingly, patients were bifurcated for Secondary and
Tertiary care and those patients were followed once the camp is finished with the help of
MPHWs, FHWs, ASHA Workers on the basis of detailed provided by the concerned beneficiary .

PHARMACY:-
In total there were 7 separate MA Yojana Category wise chambers for the Pharmacy at
the stage of Secondary Screening and one large chamber was set up for the common drugs at
the stage of Primary screening. The list of available drugs at Mega Health Camp is attached
herewith in Annexure.

NEW ENROLMENT OF "MA" CARD & DISTRIBUTION:-
In the mega camp itself MA kiosk were set up for BPL beneficiaries, in total 11
(taluka wise) MA card kiosk were present at the camp along with all the necessary required
instrument like Laptops, Printers, Blank card, Thump impression device and internet
connectivity etc...In total 31 MA Card were printed during camp.
FOOD STALLS:-
Separate food stall was set up to avoid crowded situation at main camp site and to
distribute food packets among beneficiaries, food coupons were given to all beneficiaries and
to their relatives also at the time registration. Food packets contained Mohanthal and
Ganthiya with a water pouch, 3 tankers of waters were also arranged with the help of GWSSB
and Nagarpalika-Amreli.
Shyam Sunder Group of Amreli was the donor
of food packets and water pouch to each
beneficiary and their relatives who came at
camp, approximately 3700 hygienic food
packets were distributed on the day of camp.

IEC STALL FOR EXHIBITION:-
As each beneficiary and their relative stayed at camp site at least for one hour at
the waiting area so that to capitalized this opportunity one IEC cum Exhibition Stall was set up
at the waiting area where pamphlets and information was available for different health
Programmes like RNTCP,NVBDCP,RCH,NLEP, GASCS, NCD etc...

A help desk was available for beneficiaries to guide them and for awareness of MA
Yojana
CDMO invited Shree Parbatbhai Patel (Hon.Minister of State,Health & Family welfare-
Gujarat) but due to his busy schedule he was not able to come for mega health camp
yet he express his good wishes for the success of MA yojana Mega Healthcamp.
Leader of BJP Shree Dilipbhai Sanghani (Ex-Agriculture Minister of Gujarat) visited mega
health camp and gave his Good wishes for the success of Camp.
President of District Panchayat-Amreli also visited the camp and gave short speech
about mega health camp and gave his good wishes for the camp.
Identity Cards were given to all the on duty Officers and Employees on the day of camp.
Team of Nagarpalika-Amreli helped to clean Mega Health Camp site before the camp,
after the camp and during the camp.
At Last due to the Genuine efforts of all the Medical and Para medical staff (like..All the
officers, Specialist Doctors, Medical Officers, Pharmacists, Laboratory Technician,
Operators, Nursing Staff and Students, MPHWs, FHWs, CBVs, Peons and Security guards)
of District Health Society, Amreli, General Hospital, Amreli and Staff of MD India Health
Care Networx, Mega Health Camp-Amreli under Mukhyamantri Amrutum Yojana got
success and serve the objective to provide good Medical Services to the BPL
Beneficiaries.
