ALIGNMENT OF THE OPMET CONTENT OF SADIS AND WIFS
(Presented by the SADISOPSG Member from
the International Air Transport Association (IATA))
SUMMARY
Global meteorological en-route forecasts and information about
meteorological phenomena, required for flight planning and operation, are
supplied by the world area forecast system (WAFS).
The data is distributed in digital form via the internet based services SADIS
and WIFS. In order to give all users access to all available data, it is required
that the content of SADIS and WIFS is identical.
The following paper gives an overview about the differences of the two
systems (SADIS and WIFS).
Action by the METP-WG/MOG is in paragraph 2.
1. INTRODUCTION
1.1 The world area forecasts centers (WAFCs), London and Washington, were established
when the International Civil Aviation Organization (ICAO) sets up the world area forecast system (WAFS)
in 1982.
With the introduction of internet based services (Secure SADIS FTP and WIFS) it was decided that all
users must be approved and registered to either Secure SADIS FTP or WIFS.

WAFS Internet File Service (WIFS) is provided by WAFC Washington. The Secure Aviation Data
Information Service (SADIS) is provided by the WAFC London.
Users under the footprint of the former SADIS satellite should use Secure SADIS FTP while all others
should be registered for WIFS.
In the unlikely event of a SADIS outage, SADIS users can request access to WIFS as a back-up and vice
versa. However SADIS FTP services are not available as a primary means of obtaining WAFS data to WIFS
users and WIFS is not available as a primary means of obtaining WAFS data to SADIS users.
1.2 Due to this separation of user access, users, especially airlines, expect that the content of
Secure SADIS FTP is identical to WIFS and that all important information available for flight planning and
operation are distributed via both systems.
2. DISCUSSION
2.1 Although data redundancy is required for back-up functionality and due to the separation
of user access there are differences between SADIS and WIFS.
This working paper highlights these differences in order to align the OPMET content in both systems.
In chapter 2.2 a comparison of SADIS and WIFS data is presented. As additional source for meteorological
data, Deutsche Wetterdienst (DWD) is listed there. DWD gets most of the data directly from Sates via
global telecommunication system (GTS) or aeronautical fixed telecommunication network (AFTN).
2.2 scheduled OPMET data (METAR and TAF) for AOP aerodromes
The requirements for OPMET information are described in Annex 1 of the SADIS User Guide (FASID
Table MET2A). The latest edition of FASID table is from 28th April 2014. It also contains the AOP table
of the ICAO regions.
Next to Annex 1 regional requirements according Table MET II-2 of European Air Navigation Plan (EUR
ANP) were considered for the IATA monitoring presented below.
The monitoring of SADIS and WIFS broadcast was performed over a period of 9 weeks, starting at 25th of
January 2018.
The presented table gives a brief overview on the availability of METAR/TAF data on both reception
systems (SADIS and WIFS).

2.3 non-scheduled OPMET data (AIRMET, GAMET, SIGMET etc.)
OPMET also includes so called non-scheduled messages. For these message types significant differences
could be found between SADIS and WIFS.
The following details provide the results of a short monitoring and cross-check of the content of SADIS
and WIFS. This check only covers a very short period.
• SIGMET, US Convective SIGMET, US Domestic SIGMET, Tropical Cyclone Advisories,
Volcanic Ash Advisories
No significant differences found. All messages could be found on both systems.
• AIRMET, GAMET
SADIS provides a lot of AIRMET and GAMET messages, while WIFS only distributes some of the
AIRMETs being available in SADIS.
Compared to 2017 the amount of AIRMETs being available via WIFS increased. 2017 only AIIRMETs
from Brazil could be received via WIFS, today also AIRMETs for Europa and Africa are available.
• US AIRMET, US Area Forecast
Neither SADIS nor WIFS distributes US AIRMET from Alaska, Hawaii or mainland USA although this
message type is not according ICAO Annex 3 they contain useful information for flight operation and are
required for safety reasons.
• AIREP/PIREP
Only WIFS content contains such message types
3. CONCLUSION
3.1 The information in the Appendix to this working paper shows that SADIS and WIFS are
aligned satisfactory with respect scheduled OPMET information (METAR and TAF), but for other types
of OPMET information (i.e. non-scheduled) some efforts are required, such as the addition of some
messages to Internet-based service concerned.
3.2 IATA is requesting that the OPMET content of Secure SADIS FTP and WIFS is continued
to be aligned. The group is invited to formulate the following conclusion accordingly:

That in coordination with the European OPMET Data Management Group the SADIS and the
WIFS provider states be invited to:

a) continue efforts to align of the OPMET content of SADIS and WIFS for scheduled OPMET
information (METAR and TAF) and non-scheduled OPMET information (such as AIRMET,
SIGMET, GAMET, AIREP etc.);
b) add US AIRMET and US Aera Forecast to the content of SADIS ansd WIFS
c) report on progress in respect of a) and b) above to the next WG-MOG Meeting.
d) provide an updated FASID Table for AOP aerodromes in electronic form to IATA for monitoring
purpose
