Park Maintenance Mike Arft stated staff is cutting grass. He stated the ball diamond infield improvements at Carter Woods Park have been delayed due to rain. The back stop on the north diamond will be graded this week and the rest of the improvements will start in couple of weeks. He stated the grass at Maple Edge Park is quite worn from use. Mike stated we are going to be moving the soccer goals more frequently to avoid ware in the green space area. Three trees were planted at Maple Edge Park for the Town’s Arbor Day Celebration on April 28. Students from Houdini Elementary School and Badger Elementary School attended the celebration and helped plant the trees.

Commissioner Schmidt asked if there is a plan for treating the Ash trees.

Mike replied he will begin pesticide treatment in the next couple of weeks. He will report next month on the Ash trees that will be treated.

Director’s Memo Deputy Director Heyrman stated we are preparing to move the berm at Prairie Hill Park. Staff has been working with the DNR and the Fox Valley Mountain Bike Club to get concurrence on the relocation of the berm. The Town Center Park Community Building is out for bid. There was an article in the Town’s newsletter regarding donations for the park. She stated she had three residents contact her about donating and their comments are included in the Director’s Memo. There will be a special Park Commission meeting on May 25, 2017 at 5:00 p.m. to review the bids for the Town

Center Park Community Building. Deputy Director Heyrman stated we included alternates in the bid documents for the second parking lot, the revised roof line, a metal roof and pre-fabricated sun shade devices. She stated the architect is also discussing alternates for the entry and gathering plazas. Staff is continuing to refine the estimates for the audio/visual and security system. Staff found there is no additional cost if we were to split the audio/visual into two phases. Also, the cost for separating audio/visual in the rooms compared to combining them in the rooms is not as expensive as first thought and will most likely be within the budget.

Greenways Report Commissioner Hagen gave background on the creation of the Greenways Foundation. She stated Greenways has not always had a large budget, but in the last few years has created one that can support mini grants. Mini grants are available to the community for funding on smaller projects. Commissioner Hagen stated the Town of Grand Chute has been awarded a mini grant for three years and she is proud the Town has been able to be a recipient of the funding. The next meeting will be May 17 at 4:00 p.m. Commissioner Hagen stated at this meeting discussion will begin on the ATC funds that Greenways received for support of a park and walkway along the Fox River.

Town Board Liaison Report Supervisor Thyssen suggested the Park Commission start to look at the sidewalks, trails and bike access plans for the Gillett Street Urbanization that is in the CIP for 2018.

UNFINISHED BUSINESS

(R/B 4/10/17) Discuss Donation Recognition Board Lisa stated this item was tabled at the Park Commission meeting in March. Lisa stated we do not have any new information and would like to wait until the Fund Raising Team is discussed.

Motion (Schmidt/Pennings) to table the Donation Recognition Board discussion until the Park Commission meeting on September 11, 2017. Motion Carried. (7/0) (R/B 10/10/16) Discuss additional playground equipment for Maple Edge Park Deputy Director Heyrman stated we have had requests over time for additional playground equipment at Maple Edge Park. She stated the park was designed with a trail, playground structure, benches, picnic tables, open space and landscaping. In 2016, Commissioner Jones supplied the Commission with a list of additional park equipment that residents in the neighborhood requested. The list included: soccer goals, benches, basketball courts, tennis courts, adult swings and additional picnic tables. Deputy Director Heyrman stated the Town purchased soccer goals and placed additional picnic tables at the park along with the installation of two park benches. Deputy Director Heyrman stated the Park Commission discussed this at the September 2016 meeting. Staff’s recommendation at that time was to keep the open space as designed and not add any additional park equipment. Staff recommended that in the future, if the property to the west of the park was obtained by the Town, additional park equipment and other activity areas could be added. The Park Commission tabled the discussion of additional playground equipment for Maple Edge Park until the April 2017 meeting.

Deputy Director Heyrman stated staff’s recommendation has not changed since the Park Commission meeting in September 2016. She stated there will be soccer clinics held at the park in June and July of this year and additional equipment would impact that program.

Supervisor Thyssen stated the Town is still open to pursuing the purchase of the property to the west of the park for future development of this park. He supports staff’s recommendation at this time because of lack of space for the equipment.

MEMORANDUM

TO: Park Commission FROM: Mike Arft, Park Foreman DATE: July 10, 2017 RE: Park Maintenance Report       

Parks We have been doing general maintenance including grass mowing, ball diamonds, and 

weed spraying. We are currently short one seasonal person and due to some scheduled time off we have been short 2 people for a couple weeks. Due to this we are mainly cutting grass and doing ball diamonds. 

 During our playground inspection we have found a few issues that are now being fixed or replaced.    

Arrowhead Park 

We patched the holes in the walls that were left from removing the paper towel holders. We then repainted the men’s and women’s restrooms. 

 Carter Woods Park 

Pat from AWBC called and they are looking to install the 1st and 3rd base safety netting on the fields at Carter Woods. We would have to install 1 more post along each side and use the last backstop post to put them up. We have asked for a sample or some pictures of the netting along with the warranty. AWBC would be responsible for all the cost associated with this project.

 Forestry 

We had a resident call from the Orion subdivision thinking their tree had EAB. After looking at the tree it was determined the tree had Ash Wooly Aphids. It is more of a cosmetic insect that really doesn’t harm the tree. In most cases natural controls like lacewings, lady beetles, hover flies and parasitic wasps keep the population below number that can damage the tree. (Picture 1) 

All of the park trees have been treated for EAB and all appear healthy with a good amount of growth over the last 2 years. 

We have started going through the roadside trees and treating the ones that are healthy and in good locations. While we were out we found some trees that were infested with EAB. They are located on the west end of town on Brookview Dr. off of McCarthy Rd. I contacted DATCP to let them know for tracking purposes. It sounds like this is the first sighting on the west side of the Grand Chute ‐ Appleton area. We will be removing the trees soon and replacing some of them in our fall planting. (Pictures 2, 3, 4)

Community Background Information Grand Chute is Wisconsin’s largest Town with a population of over 22,000. Located in Wisconsin's Fox Cities region, a metropolitan area of 370,000 residents, Grand Chute is home to the Fox River Mall, a regional shopping, hospitality and entertainment district. Grand Chute is also home to the main campus of Fox Valley Technical College; Fox Cities Stadium (featuring the Wisconsin Timber Rattlers Class A affiliate of the Milwaukee Brewers); Gordon Bubolz Nature Preserve; community and neighborhood parks; and an extensive network of pedestrian and bicycle facilities. Proposed Dog Exercise Area Information The proposed dog exercise area would be located in the new Town Center Park, illustrated in the image below. The new park is located directly north of the Grand Chute Town Hall Campus. The Town went through the process of developing a Master Plan, included in Attachment A, to help guide the development of the park and determine the types of facilities that would best serve the community. Through the development of the Master Plan, input was gathered from the public through a public survey and a series of public workshops. Through the public participation process, a dog exercise area was identified as a need for the community and was incorporated into the Master Plan. The area identified on the Master Plan as the dog exercise area is not the final extent of the facility. Plans include reconfiguring the proposed trail system and extending the enclosed area to the north to provide adequate space for both a small and large dog area. A new community building, parking lot, and other site improvements included in the first phase of development have been approved by the Town Board and are currently under construction.

Additional Information About Town Center District The Town of Grand Chute owns approximately 30 acres of property directly adjacent to the Town Center Park. This property includes the existing Town Hall campus and Grand Chute Fire Station 1. There are future plans to develop this area into a Town Center with a mixed use of specialty retail and mid-density residential uses. Development will be focused on place-making and enhancing the existing bicycle and pedestrian facilities already in place. The Town Center Park, including the proposed dog exercise area, will serve as an anchor to this district providing recreational opportunities to both residents and retail customers. Why the Grand Chute Town Center Dog Exercise Area Should Be Funded by PetSafe. Currently there are no dog parks and no areas for dogs to exercise off leash within the Town of Grand Chute. The nearest dog park is an Outagamie County facility located in the Village of Little Chute. This dog park is located on the far west side of Grand Chute and is several miles away from the core of residential neighborhoods and commercial areas in Grand Chute. The Town Center Dog Exercise Area would maximize funding by providing a close and convenient facility, within walking distance for many residents. Who Will Benefit from the Funding and How Will it Impact the Community The dog exercise area will provide an off-leash facility in Grand Chute that is currently not available. Dogs are allowed within parks in Grand Chute but they must be on leash, and on or within 6 feet of a trail or roadway. The park is bordered by a large single family residential neighborhood to the north, and approximately 0.25 miles to the south is a large 475 apartment development. The apartment complex is pet friendly and management estimates that over 75 dogs live at the facility. These residential areas are directly connected to the Town Center Park by a multi-use trail. The trail system extends both west and south and connects to additional residential neighborhoods and commercial areas. As shown in the table below, over 700 residents live within 0.5 miles of the park. There are over 5,500 residents within 1 mile, and nearly 100,000 people live within 5 miles of the proposed dog exercise area.

The close proximity of large residential areas will provide a maximum benefit on the investment of a new dog exercise area in Grand Chute. This facility will have a large impact on the community by providing exercise and play opportunities, improving the quality of life for both dogs and their owners.

Grand Chute Bicycle and Pedestrian Strategy UpdatePublic Participation Plan

Background Information – Grand Chute Bicycle and Pedestrian Strategy

The Grand Chute Bicycle and Pedestrian Strategy, adopted in 2012, was established to enhance

the bicycle and pedestrian network by addressing four focus areas:

1. Creating Connections

2. Broadening Access

3. Enhancing Safety

4. Increasing Capacity

Through the four focus areas, the Strategy identifies and prioritizes key bicycle and pedestrian corri-

dors in the community, and identifies key destinations that would receive the greatest benefit from

connectivity to the bicycle and pedestrian network. The Strategy also analyzes and highlights the

types of facilities that would be most suitable in different areas throughout the Town. Since the

adoption of the Strategy, a great deal of progress has been made to enhance the network of facili-

ties throughout the community. These efforts have been supported by staff, elected officials, devel-

opers, and residents.

Update to the Grand Chute Bicycle and Pedestrian Strategy

The update process will evaluate progress that has been made over the past five years regarding

implementation of the Strategy. The Town recognizes that even with the recent progress and im-

provements to bicycle and pedestrian network, opportunities exist to enhance that network and cre-

ate a community that is even more bicycle and pedestrian friendly. The update process will provide

Public Participation Process

The public participation process will engage a wide range of stakeholders to provide input on the up-

date to the Grand Chute Bicycle and Pedestrian Strategy. The process will allow participation

through a variety of outreach techniques that aim to reach residents from all demographic groups

within the Town. Additional efforts will engage stakeholders from the business and educational sec-

tors to collect input from their prospective. An evaluation component will help to evaluate efforts the

Town has taken to enhance the bicycle and pedestrian network within the community over the past 5

years. The evaluation component will also identify areas of the community that lack sufficient bicycle

and pedestrian facilities. The public participation process will help prioritize upcoming projects within

the Town and prioritize corridors that are in need of bicycle and pedestrian facilities.

Components of Public Participation Process

Public Survey

Identify key destinations that lack bicycle and pedestrian access.

Measure how existing facilities are being used.

Prioritize facility types that are preferred by residents.

Identify barriers to connectivity on the bicycle and pedestrian network.

Address bicycle and pedestrian safety concerns.

National Trail Day Event

Outreach event to promote the existing trail facilities within the Town. The event will

provide an opportunity to solicit input from residents that are active and regularly

use the trail system.

Public Workshop

Interactive session to gain feedback from residents and other stakeholders.

Input from Appleton Area School District

Meet with AASD representatives to address safety concerns and locations/corridors

that are most in need of facilities as it relates to students.

Input from Business Community

Meet with business leaders to identify key corridors that lack bicycle and pedestrian

facilities. Representatives can also provide input on how bicycle and pedestrian in-

frastructure could economically benefit their businesses and help prioritize key com-

mercial destinations that need connectivity to the bicycle and pedestrian network.

Summer Park Adventure Camp The Summer Park Adventure Camp is in its fourth week. We have received a lot of positive feedback from parents on the staff this year. Attached is the June & July activities calendars. The two field trips for June were to the Gordon Bubolz Nature Center and the play Beauty and the Beast presented by Xavier High School.

Facility Rentals Our park shelters continue to be rented on both Saturday and Sundays through the summer. The park rental for the month of July is attached. Our 2017 park rental revenue is up 16% from 2016.

Summer Discount Ticket This is the third year we have been offering the summer discount tickets. Each year our sales have increased. We offer tickets to Noah’s Ark, Mount Olympus, The Milwaukee Zoo, and Six Flags Great America. Sales this year so far are up 15% from 2016.
