TheTxDOTteamlaidoutavisionofimprovementsthatwillbeofferedtotheneighborhoodaspartofaremediationeffortaccompanyingtheconstructionofthemuch-debated,long-delayed45thStreetCrosstownExpressway,duetobeginconstructionin2014.Thesix-lanefreewaywillconnectI-35andMoPacwithon-offrampsatGuadalupeandBurnetRoad.
GroverBenson,seniorplannerforTxDOT,saidtheexpresswaywillrisealmost50feetabovestreetlevel,thusleavingtheparkandthehousesalong45thStreetrelativelyundisturbed.HPNAisfreetocomeupwithitsownsuggestionsforremediation,butBensonofferedalocalexample.Sincetheexpresswaywillblockthesunlight,thepredominantlyresidentialareabetweenBurnetRoadandBullCreekRoadhasoptedforinstallationoflong-lastingEvr-Green™turfandshrubs.
“Therewassomeinitialgrumblingamongtheneighborstherewhowereattachedtotheir

lawnsandshrubs,”hesaid.“Buttheexceptionalattractivenessofthe artificial shrubs and turf, and thefactthattheyrequirenowaterandvirtuallynomaintenanceexceptforoccasionaldusting,finally won everyone over.”
DuetothecentralityofShipeParkinthelifeoftheneighborhood,BensonsaidTxDOTplannersfocusedtheirattentiononwaystoimproveit.Thefreewayitselfwillcoverthenorthernthirdofthepark,includingthetenniscourtsandWallerCreek.
IlluminationhaslongbeenproblematicfortennisplayersatShipe,withblindingsunbydayandshadowylightingbynight.Undertheproposedplan,daylightwill be carried by fiber optic cable fromtheoverpass,bathingthecourtsincool,evenillumination.“Atnoonyouwillbeplayingintotalshade,”hesaid.

DaisyCollingwoodsaidshewasconcernedthatthehighwaywould“divideanddestroy”HydePark,andthatthenoisewouldseriouslydegradethetranquilityoftheneighborhood.Bensonsaidthepointoftheraisedfreewaywastosavethepark,“whatwoulddestroyitistohavecondemnedenoughlandonbothsidesof45thStreetthrougheminentdomainforasix-lanefreeway.”
Asfornoise,Bensonsaiditwaspartofmoderncitylife.“Standingunderthefreewaywon’tbeasnoisyaslivingtwodoorsdownfromaleafblower,”hesaid.HeaddedthathelivedonlyahalfmilefromHwy.183,andatnightitsounded“alotlikethesurfatPortAransas.”
SouthofWallerCreekwouldseetheadditionofatleasttwoconcretepicnictablesandbenches.Bensonaddedthat“theelderlydolovetheirbocce,”soatleastoneboccecourtwillalsobeincluded,probablybetweenthebasketballcourtandthecreek.
DaleRutkowskitooksharpexceptiontoBenson’sremark.Hesaidhewas“sickandtiredofpeopleassumingolderfolkswereabunchofdrooling,doddering,weaklings.”Hesaidhewas71andcouldbenchpressmorethanmost30-somethingsinHydePark and he would fight any man in the room who saiditwasn’tso.
Bensonapologized;afterabriefdiscussionitwasdecidedtohenceforthrefertoolderHydeParkersas‘oldsters.’
CommitteechairJeanWrightmovedthatthecommitteeacceptTxDOT’spreliminaryplan;itpassed6to1.Bensonsaiddesignerswouldhavemoredetailedplans,completewithdrawings,intimeforthe June HPNA meeting when the final proposal will bevotedonbythemembers.

Lisa Harris at 7:06 p.m. The first item on theagendawasapresentationontheUpperAirportBlvd.InitiativebyJorgeRousselinoftheCity’sPlanningandReviewDepartment.
Mr.Rousselinbeganwithanoverviewoftheinitiative.AstheImagineAustincomprehensiveplan-ningresearchrevealsthatAustin’spopulationisexpectedtodoublein30years,andAirportBlvd.isinthemiddleofseveralpredictedsectorsofgrowth,theCityislookingat(1)whatpublicimprovementscanbemadetoAirportBlvd.,and(2)whatprivateinvest-mentscanbemadealongAirportBlvd.ThisinitiativeisNOTgoingtotakeprivatepropertybyeminentdo-main,NOTincreasetherightofwayalongAirportBlvd.,NOTdisplacehomeownersorencouragede-molitionorrezoningofresidentialproperty,andNOTincrease traffic. The goals of this initiative are:
•Establishawalkable,mixed-use,vibrantcorridor;•Providemoretransitoptions(nolongerauto-cen-
tric);•Coordinatepublicandprivateinvestments;and•Establishtoolsandrulestodevelopalongthe
Blvd.(form-basedcode).Mr.Rousselinthendiscussedthetimelineforthe
initiativeandoutreacheffortscurrentlyunderway.In2010,theCityCouncildirectedtheplanningde-partmenttoenterintoacontractwithaconsultanttoassesscurrentconditionsalongAirportBlvd.andmakerecommendations.AfterhiringGatewayPlan-ningGroup,inSeptember2011theCitykickedofftheinitiativewithaVisioningCharette.Then,inOctober2011,draftVisionMapswerecreatedtodescribethepotentialfuturedevelopmentpatternalongAirportBlvd.Next,inNovember2011theCityheldaMobilityConceptsPublicForum.Sincethen,aCitizensAdviso-ryGroup,ofwhichHydeParkresidentDorisCowardisamember,hasmetandmaderecommendationsontheinitiative.Now,duringFebruarythroughApril2012,theCityisconductingpublicroundtablestore-fine the vision of the initiative. Next steps, starting in April,willbetocreaterecommendedchangestothelandusecode.Finally,theinitiativewillbeproposedtotheCityCouncilbyFall2012totakeaction.

It’s Time to Support Austin’s ParksWhenImovedtoAustinin1979,Iwas
amazedatthepublicparksIfoundineveryneighborhood.Peopleswam,playedtennisandgolf,andranontrailsthroughoutthecity.AustinhadthemostparklandpercapitaofanyAmericancity.ThiswasparticularlyimpressivetomebecauseIcamefromFortWorth,aplacewherenoonecoulddoanythingfunatallwithoutbelongingtoaprivateclub.IhopedthingshadimprovedthereovertheyearsbutwhenIvisitedlastJuneIfoundthatALLthepublicpoolswereclosedforthesummerduetobudgetreasons!
Overtime,IlearnedthatAustin’sabundancewasnotanaccident,northeresultofanygreaterwealth.Austinforthemostparthadalwaysbeenamid-dle-classtownwithaneconomydependentuponuniversityandstategovernmentjobs.So,whatac-countedforthemanypublicparks?IdiscoveredthatyearsagovisionarycityleaderssuchasMayorTomMiller,CouncilwomanEmmaLong,LadyBirdJohn-son, Roberta Crenshaw, Beverly Sheffield, Mayor RoyButlerandRoyGuerrerocommittedtheresourc-estoestablishrecreationfacilitiesallacrosstown.Theyledindevelopingnotjustparksandpoolsbutcenterswithextensiveprogramming,includingorga-nizedsports,danceclasses,summercamps,artsandcraftsclassesandneighborhoodfestivals.Theselead-erswerealsoinstrumentalinopeningopportunitiestoAfricanAmericans,formingthebasisforAus-tin’smoreliberalreputationamongTexascities.TheircourageousleadershipcreatedthefoundationforAustin’sattractivenessandgrowth.
Sadly, our City officials in recent years have for-gottenorabandonedthatvision.TheyarestarvingtheParksandRecreationDepartment(PARD)whileseriouslycontemplatinggivingpublicmoneytopri-vateorganizationsrunbypeoplenotaccountabletothecitizens.TheydemolishedtheoldAustinRecre-ationCenterbyneglectandarenowcontemplatingsellingoffthenewerfacilitythere.Theyhavepracti-callydestroyedHancockGolfCoursebynotwateringit,despitethegraywaterlinepassingalongside,orinvestinginmaintenancethatwouldmakeitattrac-tivetogolfersandthenclaimingitisnoteconomicallyviablebecauseitisn’tplayedenough!Withthein-creasingdensityofCentralAustinandtheanticipatedclosingofLionsMunicipalCourse,Hancockcouldbeaveryactivecourseifitwereimprovedandmain-tained.

Controversy Over the Future of Hancock Golf Course
Since November, City of Austin officials havebeenholdingmeetingstodiscussthe
futureoftheHancockGolfCourse.TheCityhasnownarroweditsfocustooneproposal,thatis,convertthecourseintoapark.
Usingthelandfordevelopmentisnotandwillnotbeunderconsideration.Indeed,anysuchpropos-alwouldhavetobeapprovedbythevotersofAustin.However, attempts to find alternative solutions to maintainthegroundsasagolfcourse,original-lyupforconsideration,nowseemtobeoffthetableasfarastheCityisconcerned—aturnofeventsthatpromptedtheHancockNeighborhoodAssociation(HNA)towritealetterofprotesttothemayor.
Becauseofitsproximity,thedecisionregardingthelandwillhavelong-termimpactonHydePark.TheCityishostinganopenmeetingonMarch24(toolateforresultstobeincludedinthisissueofthemagazine). Happily, City officials will also make a presentationtoHPNAatitsApril2ndmeeting.Thepresentation,followedbyquestionsandcomments,shouldprovideanopportunityforHydeParkres-identstobecomebetterinformedandvoicetheiropinions.
The City has documented the finances of the course,andclearlyitisnolongersustainableinitscurrentstate.AccordingtostatisticsproducedbytheCity,theroundsofgolfplayedatthecoursehavede-clined by 67% since 2000, and the annual deficits to thegolfcoursehavegrownfrom$146,195in2007to$218,096in2011.Budgetcuts,droughtconditions,andthecostofwateringthecoursewithpotablewa-ter have caused significant deterioration of the course itself.Anirrigationsystemtotapintoreclaimedwa-terwouldcostabout$400,000.Atitscurrentexpanseofonly50acres,thecoursehasshortholes;andtheCityclaimsstraygolfballshavebeenahazardtotraf-fic and nearby homes.
Aftertheinitialpresentation,HNAsubmitteda list of questions to clarify financial issues to see whetherchangestocurrentpracticescouldbringthecourse to profitability. It does not believe the ques-tions and issues about potential profitability have beenadequatelyaddressedbytheCity.AndnowtheCityispoisedtoasktheneighborhoodsforinputonwhattheywouldliketoseeinaparkthatreplacedthecourse.ThishasbroughtthechargethattheCityisputtingthecartbeforethehorse.Ithasalsobeenarguedthatthecourseshouldbepreservedforhistor-icalreasons:itisapparentlytheoldestsurvivinggolf

HydePark,FlorineWeiss,celebratesher95thbirthdayinMarch,2012.TheWeisshomeonAvenueHwaserectedin1917,thesameyearinwhichFlorinewasborn.Forover58years,sheandherhusbandAlton,marriedfor69years,raisedandsharedtheirhomewithfourchildren,eightgrandchildrenandsevengreatgrandchildren.
Florine,asallwillattest,isawonderfulmotherandhomemaker,herprofessionthroughoutmostofherlife.Sheisrenownedforhercookingskills,withtwoofhermostsoughtafterdishesbeingchickenanddumplingsandhomemadecoffeecake.RarelyhastherebeenadayintheWeisshomewhentherewasa“coldstove.”Eventoday,onecanalwayssmellgoodeatscookingonFlorine’sstoveforherfamilyandfriends.
FlowershavebeenFlorine’sforteovertheyears,asfriendsandneighborscanattest.Hergreenthumbcanmakeeventhesaddestofplantscomebacktolife.Her yard is always filled with the bright and happy colorsofbegonias,rosesandotherplantswelcomingallwhovisitandstayinherhome.Shetakesgreatpride in the beautiful trees, plants, and flowers which surround the Weiss home, one filled with much love overtheyears.

I respectfully protest the release of this inmate because during the time I have lived in Hyde Park (since 2005) this offender’s persistent efforts to damage property in our neighborhood has made stopping the incidents in which damage is done to multiple tires on a vehicle a consistent major focus of our neighborhood watch efforts. Many people had to replace multiple tires on a vehicle more than once in a year. Neighbors told me of their anger and stress and the times they stayed up all night looking out their front window trying to catch the offender in the act. The offender continued this damage over approximately sixteen years. The year that Mr. Adams has been in jail awaiting trial and beginning to serve his ten year sentence our neighborhood has been the first year in a long time in which there were not nights when someone punctured every street-side tire of every car parallel parked on a block or nights in which three or four tires of many cars in an apartment complex parking lot got punctured.
Mr. Adams should not be considered for parole at this time because at his trial this fall we saw nothing in his testimony that would give us reason to think that he would not immediately resume his efforts to damage property if released. The consequences of his crimes must be severe enough to deter him from offending in the future.

lovelyuniversitytownisspeedingmotoristsonourstreets.Sometimes,alcoholisafactorinthisirre-sponsiblebehavior.Fortunately,theCityofAustinisactivelyseekingcitizenstohelpfacilitatetheirspeedmitigationprogramonanongoingbasis,whilefundslast.Theyareseekingacontactpersonforeveryblockofanaffectedstreet,notjustoneperneighborhoodorstreet.Ifspeedersareaproblemonyourblock,thisappearstobeasterlingopportunitytostepupandtakeactionwithoutalargetimecommitment.Howev-er,sincetheprogramworksonasmallblock-by-blockscope,itislikelythatblockswithseverespeedingproblemswillnotreceivetheattentiontheydeserveiftheresponsetotheprogramisapathetic.
Asonemightexpect,speedmitigationcommonlymeansspeedbumps,speedhumps,speedtables,speedcushions,roundabouts,medians,chicanes,andbulbouts.However,dependingonfeedbackfromtheapplicantandthecommunity,itcouldpotentiallybesomethingmoreelaborate, like a traffic circle or other designs.
